• CSFE was formally established by the Secretary of the Navy on 14 March 2003.

• Tasked with evaluating and fundamentally redesigning training according to the latest adult education methods and products, CSFE is charged with managing all aspects of training to support Seabee readiness and mission capability.

• CSFE is one of 15 Learning Centers created by the Department of the Navy (DoN) that report to the Naval Education and Training Command (NETC), Pensacola, FL.

Budget• Some CSFE products are

provided to customers on a reinbursable basis, others are mission-funded. In FY 08, CSFE executed $34.8 million.

• Unfunded requirements for the domain are reviewed and prioritized by a board of CSFE directors.

Purchases• Purchases, both small and large, are executed through the Training Support Departments (TSDs) located in Port Hueneme and Gulfport.

• Your local TSD manages the Purchase Requisition process you will use to request commodities and services, from pencils to curriculum development.

N1 - Manpower – Manages manning requirements including labor force projections, recruitments, and Activity Manning Documents (AMDs).

N2 - Knowledge Management – Integrates people and processes, enabled by technology, to facilitate the exchange of relevant information and expertise to increase organizational performance

N3 - Career Management – Maps Career development models for Officer and Enlisted personnel, manages Personnel Qualifications Standards (PQS), and Certifications and Qualifications.

N4 - Logistics – Administers policy and guidance regarding purchasing programs, contracting, and property management.

N5 - Functional Integration – Acts as the Fleet Liaison for CSFE interacting with internal and external customers to set goals and priorities and identify operational resource requirements.

N6 – Information Technology – Builds and maintains data management repositories, CSFE NKO page and website. Assists end users with software and hardware support.N7 - Training – Manages and maintains curriculum requirements, configuration, and Formal Course Reviews – Chairs Curriculum Review Boards (CRBs) and Teams (CRTs) to garner fleet input on formal training paths and programs.

N8 - Comptroller – Plans and executes reimbursable and mission-funded requirements for business operations, acquisition, and life-cycle maintenance of equipment and facilities for current and future fiscal years.

Government Contracts• A significant part of our

workforce is made up of contracted employees. As such, you should be familiar with some general contracting concepts:

• Contracted employees are not managed directly by the Government, they report to the company for which they work.

Know the LawAs a Federal Employee, it is

your responsibility to know the law. Ignorance is not an

excuse. Take time to complete all required

training, and when in doubt, ask! CSFE has two full-time

attorneys on staff. Remember that even the

appearance of wrongdoing can land you in trouble.

Government Computer Use

Government computers may be used for authorized

Government business only. You may not forward chain

letters, jokes, or any form of spam to/from Government computers. Each time you log on, you agree to these

may not insinuate that you are speaking on behalf of the

United States Government. If you are asked to speak in

public, advise your supervisor of the type of engagement.

Government issues unless you have been cleared by the

Safety

Each site has a designated Safety Officer who is responsible for conducting periodic site inspections to ensure every reasonable safety precaution measure is taken. High Risk training courses are evaluated annually, and Personnel Protective Equipment (PPE) is used at each Learning Site.

The Safety Officer also confirms that each employee completes monthly required safety training.

Prior to each holiday, the chain of command reinforces that the principles of Operational Risk Management (ORM) which is a directive and the cornerstone of the Department of the Navy’s mishap reduction campaign is reiterated. Check InFor New Employees

Whether military or civil service, you will be assigned a sponsor upon notification that you are coming to CSFE or any of the Learning Sites. Each site has a command-specific check-in procedure. You will be introduced to the Command Element by appointment.

One commonality Navy-wide is the CAC badge. This badge carries an embedded microchip which stores personnel data about you. It serves to gain you access to the base and your computer.

You will be granted a Navy Marine Corps Intranet (NMCI) account that you will use daily for e-mail, scheduling, and your work station. You may access your e-mail from any site that has NMCI computers.

For military members, your local Fleet and Family Support Center can provide excellent information. The Office of the Secretary of Defense have made the transition to providing relocation information at www.militaryonesource.com and relocation tools at www.MilitaryHOMEFRONT.dod.mil/moving.

Should you have any questions, your peers are standing by to assist.

SecurityEach CSFE Site is contained in a secure space. Identification badges are required for entry, and will be displayed, as required.

Every reasonable precaution must be taken to ensure sensitive government information is not discussed or displayed in public places, nor provided to personnel who do not have a need to know. Troop movement, and fighting capabilities fall into thesecategories.

Personally Identifying Information

Every effort must be made to protect PII in every form – paper, electronic, etc. This includes information contained in Student Records. Identity Theft is the fastest growing crime in the nation, and the Government takes every precaution to protect its employees.

If you are issued a Government credit card for travel or official procurement purposes, it is your duty to protect the account information. Your Government Travel Card activity is also reported to the Credit Bureau.

Individual Development Plans –You will develop a tailored training plan with your supervisor to support personal and professional development in your position. IDPs are reviewed annually, and tied directly to job performance objectives.

Professional Certifications and Qualifications – The CSFE Career Management Directorate is dedicated to ensuring that Seabees, CEC Officers, and Civil Servants who qualify for professional certifications and qualifications have the knowledge and means to obtain them.

Work SchedulesCSFE offers a variety of work schedules that are suited to the work we do. See your supervisor to determine which schedule you will be assigned.TeleworkAs noted by its adoption of the telework program, CSFE endorses work-life balance principles. Telework gives employees more control over their schedules, more time for family and community, and freedom from the interruptions of a noisy office. If you are interested in participating in this program, coordinate with your supervisor.

Professional Engineers CSFE supports Naval Officers and Civil Servant in pursuit of a PE License. NAVFACINST 3540.1B defines NAVFAC's policy "to recruit, hire, professionally develop, and maintain a professional workforce of the highestcaliber. Professional licensing is mandated for all positions that require an individual to practice engineering/architectural work, including in-house performance or contractual oversight of such work."

Business Travel• Most employees travel to attend training courses or to

conduct official Government business.• An employee on official travel is expected to exercise the

same care in incurring expenses that a person would when traveling on personal business.

• All travel is to be coordinated with your supervisor to avoid overtime compensation work periods (when possible) and high travel costs.

Per Diem• If you are required to travel for these purposes, you will be reimbursed for

expenses essential to the transaction of official business. • Allowable costs include transportation, per diem, which consists of lodging

up to a certain amount, and a meal and incidental expenses (M&IE) allowance.

Government Travel Credit Card•Employees are mandated to use their government-issued travel charge card to pay for reimbursable travel expenses.

•All permanent employees who travel at least twice a year must participate in the government travel charge card program.

•Employees who use the charge card for inappropriate or non-official purposes or who fail to pay their account balance in a timely manner will be subject to disciplinary action, which can range from a letter of reprimand to removal from duty.

•Employees are encouraged to charge as many official travel expenses to the charge card as possible since this will help maximize the rebates paid to the government by the bank.

• Clearly state your name, department, and command every time you answer the phone.

• Answer your phone personally, whenever possible. Maintain a professional, up-to-date, and accurate voicemail message at all times.

• Check voice mail frequently throughout the day.• Return phone calls at the earliest opportunity.• Use self-discipline to maintain an ongoing dialogue

Property Management•US Government property is managed by strict accountability regulations.

•TSDs administer the property management program for the Center and all Learning Sites. The TSD Property Manager must be informed of new equipment purchases so the property can be inducted into the Defense Property•Accountability System.

Government Postal Mail• For most business letters, it is appropriate to use the official postage- and fees-paid privilege. However, they must conform to postal regulations and to Agency mailing procedures.

CSFE is comprised of a headquarters command and several Learning Sites. The CSFE work force includes military, civilian, and contractor personnel who interact with students and visiting dignitaries on a regular basis. It is important that all employees do their best to represent CSFE as a professional work environment.

For Civil Servants and ContractorsUnder normal conditions, the CSFE office dress code is business casual. Your goal is to dress appropriately for each occasion. Your office or work setting and environment will influence your dress style. Always be neat and clean in whatever you choose to wear. Clothing should be clean and free of rips, tears, or holes.

Your dress style will project a positive or negative image about “you”. You broadcast a message in what you wear. We suggest you make an accurate statement in your appearance and transmit a positive, professional image at all times. Remember that your dress is a reflection of you and the command. Dress professionally to match the occasion. Shorts, short skirts, crop tops, etc. are not appropriate professional attire in the office.

For Military PersonnelThe uniform of the day is included in each command’s Plan of the Month. When applicable, proper safety gear and Personal Protective Equipment (PPE) are to be worn at all sites.

Business RulesIn 2008, all NETC commands transistioned to a new Civilian Personnel Management system called NSPS which requires each employee to have quantifiable job objectives. It is a pay-for-performance program.

Employees complete self-assessments, and are evaluated by their supervisors semi-annually.

CSFE generates a strict set of business rules to ensure that the rating syetem is fair and the criteria are equally applied across the board.

Employee ratings are governed by a local Sub Pay Pool at each activity, then adjudicated by Main Pay Pool members from across the domain.

Sub Pay Pools Each command has a Sub Pay Pool that is responsible for ensuring that supervisors and employees meet the deadlines set out in the CSFE NSPS Business Rules.

They review all supervisor assessments and employee self-evaluations to adjudicated marked differences in what the supervisor observes and records and what the employee reports.

When necessary, they confer with supervisors to adjust recommendations for employee rating and compensation. They validate that the criteria are applied evenly across Sub Pay Pool constituents.

Appeal Process Should an employee disagree with his/her rating, he/she has 10 calendar days to appeal the rating to the CSFE Pay Pool Manager who will make a decision. The ultimate authority for all appeals resides with the CSFE Performance Review Authority.

Main Pay Pool The Sub Pay Pools submit their recommendations to the Main Pay Pool who then review all recommendations across the CSFE Domain to guarantee fair and equal evaluation by each site.

Naval Construction Training CommandPort Hueneme, California

NCTC PH continues to be recognized as the West Coast fleet-concentration area’s premier provider of technical training.

StudentsNCTC PH provides career-path training to personnel in all seven Seabee ratings and schedules training to meet Battalion Homeport requirements.

In FY08, NCTC PH fulfilled 8,074 quotas.

Blended Learning Initiative

Classroom• NCTC PH was the first

NETC Learning Site to be outfitted with a BLI classroom.

• This technology allows NCTC instuctors to deliver just-in-time trianing to Seabees in remote locations around the globe.

ITRO• NCTC PH hosts the U.S.

Air Force in its Construction Mechanic (CM) “A” School course.

• This joint forces training, managed through the ITRO process, is a model of collaboration.

Established in 1942, NCTC PH established a long tradition of excellence in training through the preparation of hundreds of thousands of Sailors for their careers as Seabees.

The ITRO plan selected the NCTC GP as the training site for Army, Navy, and Air Force students to attend Builder and Steelworker apprentice courses.

The goal of NCTC GP is to offer the best training possible, under the best conditions, to meet the needs of the Navy, Army, and Air Force Construction Forces.

Commissioned in 1967, the name and role of NCTC GP changed throughout the intervening years. One thing that has not waivered is the Command’s dedication to excellence in training.

NCTC GP provides technical training for all seven OF-13 ratings. Having undergone major renovations in the wake of Hurricane Katrina, NCTC GP provides state of the art training facilities.

In 2008, NCTC Gulfport was chosen from hundreds of

NCTC PH DetachmentChina Lake, California

NCTC Port Hueneme Detachment China Lake is a tenant activity of the Naval Air Weapons Station (NAWS) China Lake, CA. Seabees attend courses in Water Well Drilling, Blasting and Quarry, and Rock Drill Operations.

These high-risk courses teach Seabees how to select sites for water well drilling and how to safely use various types of explosives for drilling and quarry operations. The remote location of this Learning Site affords students a unique opportunity for hands-on training.

This CSFE Detachment is a tenant command of Fort Belvoir, VA, where Seabees attend specialized training on the Mobile Utility Support Equipment (MUSE) hosted by the U.S. Army. Seabees are hand-picked to become MUSE Technicians. This program, which has been in place since 1974, graduates approximately 5 MUSE Technicians a year.

SimulationCSFE incorporates simulation into training for EOs at Fort Leonard Wood and the NCTCs for the Medium Tactical Vehicle Replacement (MTVR).

The welding simulator is being introduced into SW “A” School Course curriculum in FY09.

The Knowledge Management Directorate continues to improve the Domain-wide hardware and software platforms to enhance sustainability of information.

Navy Knowledge On-Line (NKO) serves as a technology platform that provides two-way communication between the fleet and CSFE's Knowledge Base. Using a social networking construct, troops can use Instant Messaging, Feedback Channels, and Blogs to access Seabee information. Content-driven Podcasts and on-line games provide dynamic interaction and complement the static content available on NKO.

Video-Teleconferencing (VTC) CSFE uses VTC capability for day-to-day communication with subordinate, lateral, and higher organizations. VTC is also used in formal classroom instruction which allows keynote speakers to address students from remote sites.

SMART Classrooms Three levels of technology are infused into our electronic classrooms (ECRs). Level 1 ECRs contain an instructor workstation, student workstations, and a projection/display subsystem. Level 2 ECRs contain an instructor workstation, student response devices, and a projection/display subsystem. Level 3 ECRs contain an instructor workstation and a projection/display subsystem.

Web Conferences CSFE leverages existing technology solutions such as Defense Connect On-line (DCO) to conduct meetings in virtual space. Like VTC, DCO, Rain Dance, and SharePoint reduce travel costs and allow participants to achieve dispersed meeting requirements. Knowledge sharing is enhanced as these technologies allow for capture of meeting transcripts for later review.

Seabee Electronic Toolbox (SET) was developed by the CSFE Career Management Directorate as a portable repository of all the references Seabees require when they are forward deployed, or in a classroom setting. Personnel have immediate access to references the at job sites, work centers, departmental training sessions, or evening personal and group study sessions.

The Navy employs cutting edge measures against compromising data.

You must never let anyone use your CAC badge, nor give out your passwords.

These measures are put in place for the protection of the United States Government.

Tampering with them results in severe penalties including termination.

The American Council on Education (ACE) establishes college credit equivalencies for military training and experience. College credit recommendations are based upon the evaluation of formal courses and selected enlisted occupations evaluated by teams of educators who have experience in similar subject areas.

Results of the evaluations are published in the Guide to the Evaluation of Educational Experiences in the Armed Forces which is distributed free of charge to all colleges and universities in the U.S. Actual credit awards will depend on the policies of the institutions.

Morning and EveningColors

Since 1870, The U.S. Navy celebrates the daily ritual of raising and lowering the flag. Morning Colors are conducted at 0800 the world over, and Evening Colors are conducted at sunset everyday.

Morning ColorsAll personnel who are outdoors when the “National Anthem”begins to play at 0800, are to stop walking, talking, and driving, and turn towards the flag. All persons in uniform within sight or hearing face the ensign and, if not in formation, render the hand salute. At the end of the music, the bugle call "Carry On" is sounded, or three blasts are given on the police whistle, at which time salutes are terminated and the ceremony is over.
