Updated Community Bus Schedules at Main Post and Rose Barracks Effective 7 March: Updated schedules will apply for the community buses at USAG

Grafenwoehr. Changes are not dramatic, but were necessary, among others for better interface with the train connections at Freihung and Vilseck. To avoid confusion, the new schedules will only be published on the garrison web page as of Monday, March 7. For advance information, new schedules are attached to this news letter. Tax season is here Go to http://www.grafenwoehr.army.mil/tax.asp for tax forms, FAQs, tax center info and more! Customers should bring all W-2 and 1099 forms, a social security number for each family member, and routing and account numbers from your bank for refunds. Soldiers, civilian employees and retirees can download wage and tax statements, Form W-2, from the Defense Finance and Accounting Service at www.dfas.mil. Most banks and investment companies will mail statements of interest and dividends, Form 1099, by the end of January. Taxpayers with complicated returns should take extra time to ensure that their documents are in order and should always have a copy of their prior year tax return available for their tax preparer. A tax return is complicated when it includes capital gains, rental real estate income or loss, foreign earned income or foreign taxes paid, or multiple state income tax returns. Army Emergency Relief program Kicked off 1 March and runs through 15 May: AER provides emergency financial assistance

in the form of no-interest loans or grants to Soldiers, as well as tuition assistance for Family members. In 2010, AER provided $69.7 million in financial relief to 62,000 Soldiers and their Families. Funding for the program comes from voluntary donations by Soldiers and civilians, plus investments made by AER. Annual Overseas Housing Allowance Utilities Expense Survey 1 – 31 March: This survey is intended for all military personnel who reside off-post in privately

leased or rental housing under the OHA program and in-country (Germany) for six or more months. Homeowners should not take this survey as historically their expense data is different from renters upon which this program is based. Starting March 1, the web address to the on-line survey will be available on the USAREUR home page under ―Hot Topics.‖ Additionally, Service Members will

receive an e-mail Notification from the Defense Travel Management Office (DTMO) with the direct link to the survey. WHY IS THIS SURVEY IMPORTANT? Every year DTMO conducts a survey to identify how much Service members spent during the previous year for utilities (e.g., electricity, heating fuel, water, trash removal, and sewer fees). The data from this survey is used to determine Utility Allowances, which are part of the Overseas Housing Allowance (OHA). Collection of rental data is not part of this survey. DTMO obtains rental data directly from the pay system. HOW DO YOU TAKE THE SURVEY? Service Members taking the survey are required to report the average monthly cost of utilities and routine maintenance from the past year. To complete the OHA utilities expense survey, Service members should have actual bills or records of their utilities and maintenance expenses. New ID Card Service Effective as of 1 March: All eligible ID card holders can make an appointment through the website to get their next

ID Card or update their DEERS record at the Grafenwoehr ID Card/DEERS office. Active Duty Soldiers at Grafenwoehr/Vilseck who receive ID Card services from their unit Personnel Office are not eligible to use this service at the office unless the unit's equipment is not available due to its deployment. The Defense Data Manpower Center has entered into a partnership with the Navy Common Access Card Program Management Office to make the Appointment Scheduler website available. Customers can use the website to locate any ID Card office who subscribes to the site to schedule, change, and cancel appointments on-line. Customers will receive feedback on the acceptance, change, or cancellation of an appointment to the e-mail address they provide. This customized web-based scheduling program, along with retaining a walk-in service capability, will maximize the effective use of manpower while minimizing customer wait time. Sponsored by AAFES, this event is intended to inform the community of the dangers and accessibility of over-the-counter (OTC) medicines and the effects of abuse, primarily among our youth. In effort of obtaining strong participation, we are offering incentives to come to the Vilseck Mall. These incentives include fun activities for children of all ages. A talent show will be conducted with prizes ($100, $50, and $25 gift cards) for 3 age groups (5-8; 9-12; 13-18). Other activities include Wii game competitions with prizes, coloring contests, vendors with candy and nut booths, free popcorn, and more.

Bulk Trash Pickup for the City of Grafenwoehr, Gmuend and Huetten 21 March: Curbside, in front of your home. Bulk Trash has to be out on curbside NLT 6 a.m. Pick-up is provided

by the local county. What will be picked up? Everything, that is too big or too heavy to go into the normal refuse container, such as: Furniture, mattresses, carpets, washing machines, dryers, radios, TVs, ovens, stoves, bicycles, strollers, and other items which cannot be dismantled, torn or broken down to a size that would fit in the regular refuse container. Each single item

should be no larger than 80x40x32 inches and should not be heavier than 110 lb. Bulk trash consisting of metal (i.e. bicycles, washers, dryers, stoves, etc.) and electronic equipment (such as large appliances, small appliances, cooling devices, information & telecommunications including entertainment equipment) should be put out separately next to the normal bulk trash. What will not be picked up?

- Normal refuse, recyclable material, Yard waste like cut grass, branches, etc... - Hazardous waste - Tires, car parts, batteries, wrecked cars, motorcycles - Doors and windows (with or without glass), laminated floor, rouleaus - Construction debris - Night storage heaters

Pick ups will be performed in three steps: 1. Combustible material: like upholstered furniture, mattresses, rugs, etc... 2. Electronic equipment: i.e. TV, PC, printer, scanner, radio, VCR, DVD player, monitor, vacuum cleaner, refrigerators and freezers (no permission sticker required anymore), etc… together with Household Metal items: i.e. bicycles, ironing boards, washer, dryer, dishwasher, stoves (oil stoves and oil barrels must be totally emptied) etc… 3. Salvageable wooden furniture: (i.e. bed frame, wardrobe, chair, table, etc….) Smaller electronic appliances (i.e. hairdryer, toothbrush, telephones, drilling machine etc.) should be brought to the drop off point ―Company Bergler‖ in Weiherhammer, Etzenrichter Str. 2, Mon.-Fri. from 8 a.m. – 4 p.m. hour, CIV 09605-92090. Seeking Emergency Placement Care Providers The children in the USAGG need you. The Emergency Placement Care (EPC) Program trains individuals to become 24 hour providers for at risk children. The community is in need of more providers as the number of children in imminent danger increased due to the deployment rotation of family members. The training you receive will last you a lifetime and

UMUC Europe Spring 2011 Session Registration Registration for ON-SITE (face-to-face) courses is available through March 20, with classes beginning on March

Main Post Traffic Circle, current road and traffic revisions 7 March – end of April: Total closure of the north part of Wilbur Road between the Grafenwoehr Water Tower

and the new traffic circle. Traffic from Gate 1 to reach the JMTC HQ, Bank and Community Mailroom area will be detoured via Argonne Ave and Gettysburg Ave. During this phase traffic through the construction site will be limited to: east to west or east to south. All other traffic will reroute via Saratoga Avenue. The one lane available on Gettysburg Ave. of the southern portion of the traffic circle will only allow traffic flow from east to west (USAG HQ – JMTC HQ, Mailroom ...) and south towards Burger King and to access Concord Road (Tower Theater). Traffic from the JMTC HQ, Bank Community Mail Room area will have to leave via Childers/York Road or Shiloh Ave. Since it is not possible to allow oncoming traffic between Burger King and the Traffic circle the right lane of Wilbur Road will be blocked right after the access to/from Burger King. Additional road construction work on Fisher Street will block thru-traffic. Access to and from the Grafenwoehr Tax Office (Bldg 216) will be via Argonne Ave. Directions for alternate pedestrian and vehicle traffic will be posted.

Vilseck Elementary School Continuous School Improvement News VES staff has spent a great deal of time analyzing assessment results of the past year to determine our new focus for instruction. The analysis led us to develop 2 new goals. Our school vision of ―Vilseck Expects Success‖ will remain the same. The new goals are: Goal 1: By 2016 all students will improve competency with numbers and operations as measured by increased performance on assessments. Goal 2: By 2016 all students will demonstrate improved reading comprehension through written and oral communication as measured by increased performance on assessments. Explanation of Weiberfasching (Women’s Carnival Day) 3 March: Located in many towns, with Fasching parties around the town halls / town centers. A special day during the

Fasching season is ―Weiberfasching‖ (Women’s Carnival Day). This is the day when from early in the morning on, the streets are alive with ladies in fancy dresses on their way to their place of work or to the shops, and from 10 a.m. they all usually head towards the town center or town hall to ―take over the city.‖ It is also the day when traditionally, women cut off all men’s ties they can get a hold of. On this day women assume complete power for the day. Any man foolish enough to wear a tie on this day runs the risk of having it cut off just below the knot. In the evening countless parties and masked balls are held and men are, of course welcome to join the celebrations provided they foot the bill for all the women’s food and drink.

The story of Fasching and other interesting facts The Fasching season is in full swing and will culminate on "Rosenmontag" (Shrove Monday) and "Faschingsdienstag" (Shrove Tuesday). And on Ash Wednesday, it's all over ("Am Aschermittwoch ist alles vorbei", which is a typical Fasching song). See here and here for lots of Fasching facts (links are in English). The story of Fasching, or Karneval as Germans further north (and the English-speaking world) call it, is quite interesting:

The word "Fasching" is thought to derive from the Middle High German "vaschanc" which means "Ausschenken des Fastentrunkes" (serving of the Lenting drink), while there are two versions of the origin of "Karneval": one theory traces the origins of the word back to the Italian "carni vale", which refers to the ban of eating meat during Lent. The other theory also goes back to Italy: Every year in Spring, when ships were allowed to move again, the citizens of Venice celebrated this fact with costumes and a parade. A "ship on wheels" ("Carrus Navalis") was at the center of this parade. From Venice, the idea of celebration made its way to the court of the Medici's in Florence, then from Italy the festivities (and the expression "carnival") traveled to France and then to

Germany (and the rest of the world). Mythological background: In Pagan belief, the personified seasons Summer and Winter fought each other every beginning of the year as to who would reign for the rest of the year. During these fights, evil spirits, death, and the unsteady souls of the deceased would rise, and people tried to prevent this by imitating the looks and the behaviour of these dark apparitions. Wild jumps and loud noises as well as the scary costumes donned by the locals were meant to scare off evil spirits. The fight between Summer and Winter (and Life and Death) would always end on Ash Wednesday. Therefore Fasching / Karneval ends on Aschermittwoch (Ash Wednesday) too. Ash Wednesday is the first day of Lent. In the rituals of the Catholic Church, the ashes of the palm fronds from the Palm Sunday of the previous year are consecrated and applied to the churchgoers´ foreheads in the form of a cross as a sign of their mortality. France is the original source of the "Artists' Ash Wednesday", which has become popular through television broadcasts with its religious service with readings and musical performances (also taking place in Vienna and Innsbruck, Austria). Outside the church, Ash Wednesday is emphasized as the end of the Fasching season and features individual traditions such as: - the "Heringsschmaus" meal (a herring and mayonnaise salad), the culinary refinement of which hardly reminds us of its original meaning (fish as a food for the Lenten Fast); - the "Faschingbegraben" or "Kehraus", a custom in which the carnival season is symbolically buried or drowned. - In some areas the Fasching is also burnt: a straw puppet that usually had been on display at a guesthouse is burnt in public. - Another custom is the "Geldbeutel-Waschen", the washing of the city's or community's symbolic wallet on Ash Wednesday: The wallet has lost so much money during Fasching that people go down to a river or a pond or fountain. Then a "Gaudibursch" holds a speech saying that all money has been "guzzled away" and the wallet is empty now, therefore it should be "washed out" so that "better" money could replace the old money. The Geldbeutel-Waschen can most famously be seen in Munich at the Fischbrunnen (on Marktplatz): here the Lord Mayor of Munich washes his wallet every year to ask for more money for his city's empty treasury.
