CONSTRUCTION PHASE

Impacts on vegetation or vegetation landscape / To clear the plane of thedue to cutting tree to clear route, sub-station substation and access road, itconstruction or temporary access road has to move 08 households with

425m2 of level 4 houses and167m2 auxiliary structuresaccounting for 1/6 area of thesubstation. Total dug volume ofplant layer and talus foundationof substation base is 1263 m3

and 86 trees.

Erosion or alluvia due to digging/filling soil X The area of foundation base islow .Therefore, drifting andalluvia are insignificant

Impacts on atmosphere quality due to emission / The impact is insignificant due toof vehicles, equipment and dust in construction the substation is distant localactivities households and next to the

highway 1A

Noise by vehicles / insignificant

Impacts on cultural properties due to directly / Not found yet. However, if anyphysical impact or impacts on ambient found during the constructionenvironment phase, constructors have to

shortly advise to culture agenciesof the City

Transport interruption due to constructive / Insignificant in the constructionactivities is near public piaces phase since residents are distant

from the access road '

Healthy and safe impacts by workers' camps / Due to the plane of the substationis narrow, accordingly, contractors lease plane outside ofthe substation to containmaterials and make camps ofworkers

Other (state clearly) X There are not explosive andcombustible materials

OPERATION PHASE

Contact with magneto-electricity intensity Abided by the design standardexceeds the allowed limit

Impacts on vegetation, fauna and flora due to X Trees in the surrounding area ofregular tree cut activities or hit by birds the substation is unavailable, so it

is not affected

Jam to radio/television waves or other v Hardly affectedcommunicative forms

Public health and safety impacts including risk X Safety regulations and measuresof electric shock for substation operation staff are

available. However, it is possibleto occur to locals and staff oncethey do not abide by the safetymeasures

Water quality impact due to wastewater / Insignificant since there aredischarged by staff and workers (only with latrines and waste is collected totransformer station project) treat. Wastewater is treated to

reach the type B - TCVN 5945-1995 at the allowable level

Atmosphere, soil and water contamination due / PCBs are not allowed using into using dangerous/harmful materials including the projectPCBs

Noise by operation of the substation X Equipments with noise within theallowable limit of less than 70 dBwill be installed. Moreover, thesubstation is distant fromresidential areas, so the impact isinsignificant.

Other (state clearly): risk of fire and explosion X Possible, but there are options topreclude approved by theDepartment of Policeman on FirePreclusion and Fighting

* Summarizing ideas of the community

- Locals are aware of environment impacts when constructing the substation togethermitigation measures stated in the EMP

- When acquiring land to build the substation, they suggest to be compensated closely withmarket price. Avoid to to be at a disadvantage for PAPs

- Propose to build the substation with a smallest area

* Publicize the EMP draft of the project at ward people committee of Binh Hutng Hoa B so thatlocals know about environment issues and mitigation measures as well as offer their ideas andthen after 07 days the official EMP report will be announced.

TAKING NOTES IDEAS GIVEN BY PARTICIPANTS AT THE COMMUNITYCONSULTATION MEETING

December 14, 2004 at BINH HUfONG HOA B WARD PEOPLE COMMITTEEOn the project: Tan Binh 220KV substation

Ideas:

Representatives of PECC2 publicized on Tan Binh 220KV substation, compensation andclearance policies as well as EIA when implementing the project.

Ideas given by the participants:

- It proposed that compensation should be close to market price and avoid damage foraffected households ( rightly as laws)

- It proposed to minimize land acquirement when constructing the structure- Once the households lose all their lands, it proposed that resettlement options should

be appropriate to customs of the locals (if requested)- It proposed that whether is the location of the substation optimal?- Participants understand clearly environment impacts when constructing the structure

and mitigation measures stated in the environment management plan.
