I. INTRODUCTION
The sub-project 110kV line Hai Duong – Pho Noi and expansion 110KV feeder at
220KV Pho Noi substation (hereinafter referred to as 110KV Hai Duong – Pho Noi Sub-
project) would be invested to ensure safe and reliable power supply for Hung Yen Province,
creating infrastructure for economic development and improving system stability in the
operating modes.
It is one of the sub-projects that will be implemented in Phase I of the Distribution
efficiency project (DEP) of the Electricity of Vietnam which will be financed by the World
Bank. The sub-project will be implemented in My Hao district, Hung Yen province.
The sub-project activities include: i) New construction of 9.427 km double circuit lines
110 kV, ii) Expansion of the 110kV at 220kV Pho Noi substation. These activities can cause
negative impacts on the environment and local communities in during the preconstruction,
construction, and operation phases of the subproject.
To ensure the potential negative impacts are identified and mitigated during the sub-
project implementation and in compliance with the policy on environmental assessment of
the World Bank (OP/BP 4.01), an environmental Management Plan (EMP) of the sub-project
has been prepared in accordance with the guidelines of the Environmental Management
Framework (EMF) of the DEP project. The EMP includes the following contents: sub-project
description, the main framework of policies, rules and technical regulations applicable
environment, the potential negative impacts, the mitigation measures proposed will be
conducted in the previous period building, construction and commissioning, implementation
arrangements. The EMP also includes Environmental Codes of Practice (ECOP) to apply for
the subproject, and to be incorporated into the bidding documents and construction contracts,
as well as a scope for environment quality monitoring.
According to the government EIA regulation the subproject need to prepare and
Environmental Impact Assessment report. An EIA has been prepared and approved by Hung
Yen People Committee on ……...
II. POLICY FRAMEWORKS, REGULATIONS
2.1. Vietnam Government Regulations:
The following laws and regulations are applied for subproject:
Law on Protection of the Environment No. 52/2005/QH11 passed by the National
Assembly on November, 29th

organizations in protecting environment.

management and pollution prevention and exposure to PCBs.
2.2. World Bank safety Policies:
An environmental screening was undertaken in line with the guidelines provided in the
Environmental Management Framework (EMF) of the DEP project and it showed that the
World Bank’s policies on Environmental Assessment (OP 4.01) and Involuntary
Resettlement (OP 4.12) will be triggered for the subproject. In addition, the Bank’s
requirements on public consultation and information disclosure will need to be followed.
The implementation of policy on involuntary resettlement (OP 4.12) will be addressed in
a separate report
III. PROJECT DESCRIPTION AND WORK SCALE
3.1. Project Description:
3.1.1. Line 110kV Hai Duong – Pho Noi (subline in Hung Yen Province)
Sub line: “110kV line Hai Duong – Pho Noi (subline in Hung Yen province)” has below
main characteristics:
- First point: Pole No 55, 110kV line Hai Duong – Pho Noi
- End point: 110kV Pooctic 220kV Pho Noi Substation.
- Level Voltage: 110kV.
- Line No: 2 lines.
- Length: 9,427km.
- Conductor: ACSR-300/39.
- Insulator: Insulator hanging by ceramic or glass, kind U70BS van U120B.
- Pole: Galvanized steel pole double circuit assembled by bolts.
- Foundation: Concrete pole foundation cast in situ

3.1.2. Sub expansion 110kV at 220kV Pho Noi substation
Project investment local:
To supply power for 110 kV two circuit lines Hai Duong – Pho Noi is distribution 110kV
station at 220kV Pho Noi substation must expansion an outgoing feeder for supply power to
the line.
Project investment scale:
- To fit full equipment for a 110kV outgoing feeder is expansion at 220kV Pho Noi
substation, as follows:

3.2. Work transportation
3.2.1. Materials and equipment supply:
Material and equipment supply will be determined in detail in later phase, depending on
the state budget disbursement and the subproject bidding method. Two sources are expected:
- Cement, steel, sand, stone, gravel, shuttering to get local through routes.
- Tubular steel, fiber, wireless accessories, ceramic take in Hanoi.

3.2.2. Long distance transportation
For material and equipment supplied by the project owner:
+ Long distance transportation of such material and equipment will be undertaken
using specialized trucks. Such trucks will be selected in accordance with the requirements
provided in the contract.
+ Long distance transportation from the subproject owner warehouse to the site
will be undertaken using 5-7.5 ton trucks and loading and unloading will be done using 5-
ton cranes.
For materials and equipment supplied by the contractor:
+ Electric poles will be transported using Kawaz trucks, using 5-ton cranes for
loading and unloading.
+ Supporting frames and accessories will be transported using 5-ton trucks with
manual loading and unloading.
+ Cement and steel will be transported using 5-ton trucks with manual loading and
unloading.
+ Stone and sand will be transported using 5-ton dump trucks.
3.2.3. Intermediate transportation
Materials are supplied by A as: steel poles, wires insulation, accessories …have hub
transports from Commander Board to rout (before handmade transport into the work).
Transport distance for average the entire route is 3km roads type third. Including some ways
(by local management) have to pay cost, local’s template into, following based on the actual
acceptance of payment.
3.2.4. Manual handling
All materials and equipment will be transported to the construction site manually. The
distance will be determined case by case.
3.3. Arranging construction worker force and constructing site
- Location of construction site in project’s communes: the specific locations are
selected by construction contractors and these must be approved by the local authorities.
- To ensure the maintenance of equipments, materials and housing for workers, the
temporary buildings include:
+ Indoor warehouse for preserving cement, equipments, electricity materials and
accessories: 1 warehouse/30m2 /per commune
+ Opening warehouse with protecting fence for transformer, medium voltage wires,
constructing tools, beams and anchor wires: 1 warehouse/40m2
/per commune.
+ Temporary house for workers: 1 house/20m2
/per commune
+ Indoor warehouse and temporary house are made of bamboo frame and surrounded
by bamboo mats, their roofs are covered by bamboo mats and oil papers. During constructing
process, domestic water, rain water and leftover water are gathered and released into local
drainage network through temporary drain system. All wastes are collected and disposed in
the right places to ensure the hygiene and the beauty of construction site.

- To streamline local construction apparatus, local workers will be hired to do manual
works that are not required technical.
- Construction labor force includes 1 construction team/commune. The construction
time: 4 months
One construction team includes:
- Instruction direct : 80 persons.
- Instruction indirect : 05 persons.
- Work Commander Board : 03 persons.
The other auxiliary units coordinate :
- Factory processing steel pole.
- Motor transportation workshop.
- Brand house processing galvanized steel, reinforcing steel and formwork.
3.4. Progress and total investment of project:
3.4.1. Project progress:
Base on demands power supply and ability of Investor force construction progress and
time for work into operation follows:
Preparing the investment : 3 months
Tendering equipment : 2 months
Preparing as-built drawing design : 4 months
Time for test and finish : 1 month
Time execution of the stages the above are arranged alternately with a total time of
project implementation and completion of construction and commissioning of 9 months.
Then 72 hours of commissioning new safety works are put into official operation.

IV. SUMMARY OF NATURAL AND ENVIRONMENTAL CONDITIONS
PROJECT’S AREA
4.1. Geographical geological conditions
4.1.1. Geographical location:
Hung Yen is located in the central the northern plain, in the northern key economic
sectors. The Northern is near Bac Ninh Province. The East side is near Hai Duong province.
The Southern is near Thai Binh Province. The West is near Hanoi city. The South west is
near Ha Nam Province. Have 10 districts with 161 communes, wards and townships.
My Hao district is a northern plain, the northern is near Venal district, the west is near
Yen Mỹ district, the southern is near An Thi district, all of Hung yen Province. East is near
districts of HaiDuong: Cam Giang (northern east) Binh Giang district (southern east). Natural
area of My Hao district is 79.1 km ². The district has 12 communes and 1 town. Ke Sat River
located on the border with Binh Giang district of Hai Duong province. Also in the district
also have Ban River, Bac Hung Hai River, and Cam Xa River through dowsing. 110 KV lines
Hai Duong – Pho Noi (sub line on Hung Yen province) mainly go on paddy land of 4
communes of Hoa Phong, Duong Quang, Cam Xa and Nhan Hoa commune, My Hao District.
4.1.2. Topography and geomorphology
Line 110kV Hai Duong - Pho (subline on Hung Yen province) to the low-lying terrain
plain belonging My Hao district, Hung Yen province. Land of the terrain types are mainly:
Lightning, Asian sand, clay ... derived accumulation Waterfront (amQ).
4.1.3. Geological
Hydro geological conditions
Based on the survey documents along geological sections. During the 2010 survey 04
months of stability of underground water at a depth of 0.6 ~ 1.5 m. Predicts the highest water
level stabilized at depths from 0.0 0.6 m. According to experimental data with calculated
groundwater intrusion weak (Ia) according to TCVN 3994-85.
Dynamic geological conditions – earthquakes
According to the earthquake zone map on the territory of Vietnam, by the Center for
Natural Science and the National Technology established in 1995, the area of control sections
located in the earthquake may occur at level 7 8 .
4.2. Meteorological conditions
110kV Hai Duong – Pho Noi line, sub line VT55 - DC pass through the flat plains of My
Hao district, Hung Yen province
Lines lie completely within the influence of climate, hydrology northern plain. Basically
tropical monsoon, winter cold, summer is hot and humid and rainy.
Through the Hydro meteorological monitoring data with frequency 2% years showed:
Average air temperature in a year, about 23.50 C. Maximum temperature can reach up to
41.50 C, the lowest possible temperature drops below 30C. The average humidity in about
84%.
4.3. Traffic
The district has very favorable position, on many important traffic hub of the area:
Highway No. 5 from Hanoi, pass Ban Yen Nhan town, passes through district to Hai
Duong province. Highway No 39 from junction with Highway No 5 at Ban Yen Nhan town

of Hung Yen town, then to ThaiBinh province. The East has highway No 38, cut with
Highway No 5 with the province of Hai Duong Cam Giang district.
The project area is traffic conditions relatively favorable position of the road 5 to about 0.2
km; it is very convenient for the transportation of materials and equipment.

VII. EMP IMPLEMENTATION ARRANGEMENT AND CAPACITY BUILDING
7.1. Responsibilities for Implementing the Environmental Management Plan
Non-compliance by the contractor could result in suspension of works, financial
penalties, or other penalties, as must be clearly spelled out in the EMP and in the contract.
Contractors are responsible for implementation of EMP. The responsibilities for
monitoring EMP implementation are typically shared between the contractor, the PMU, and
the Construction Supervision Consultant (CSC). The Contractor’s Work Plan should
incorporate the guidelines provided in the EMP created for the subproject. The designated
Technical Officer(s) and Safeguards Officer(s) of the PMU are responsible for supervising
the adherence to the agreed EMP by the selected contractor(s). The World Bank may
periodically supervise implementation activities of the subproject.
At a minimum, the contractor should prepare a monthly report on adherence to EMP
which should be submitted to the CSC and to the PMU. Subproject-specific or contract-
specific reporting requirements are described in the EMP. CSC is responsible for monitoring
overall environmental performance of the project and submit to PMUs quarterly monitoring
reports.
To ensure effective implementation of the EMP, the following actions will be carried out
during the implementation of the subproject
7.1.1 During Detailed Design and Preparation of Bidding Contract Documents
During the detailed design and bidding invitation preparation, the project management
unit will be responsible for incorporate the EMP (mitigation measures, responsibilities of the
contractor) into the attached annexes in the bidding invitation and contract signed with the

contractor. Engineers taking charge of the detailed design will also refer to findings in the
EIA and EMP to ensure environmental issues will be looked at in the final design.
During the bidding invitation preparation and the contract, it is necessary to ensure the
contractor is fully informed of its responsibilities in implementing environmental mitigation
measures and its commitment to compliance.
7.1.1. Construction phase:
PMU will assign the Construction Supervising Consultant (CSC) and/or field engineer
to be responsible for supervision of safeguard performance of contractor on a daily basis. A
generic Terms of Reference (TOR) is provided in Annex 1. CSC and/or field engineers will
carry out, but not limited to, the following tasks:
- Before the commencement of the construction, confirm that all compensation for land
and facilities are provided and relocation and/or land acquisition/donation has been
completed.
- Closely supervise the implementation of safeguard measures throughout the
construction period.
- Confirm the compliance with the EMP and inspect for any damages caused by the
contractor. If necessary, prepare a minutes to ask the contractor to compensate or
rehabilitate as provisions of the contract. Contractor safeguard performance will be
included in the subproject progress report.

7.2. Building the EMP implementation capacity
Training plan in the coming time includes:
EVN’s training program: Internal training courses on the implementation of
environmental management work at site, the preparation of reports on the Project
environmental issues as a part of half-yearly and annual reports. The program will
also provide training on environmental impact mitigation measures which
unexpectedly occur and differ with forecasts stated in the EMP report.
Northern Power Corporation’s training program: NPC’s training program
provided to the local power company’s staff and some local people is about:
Training on safety work: Periodically training on the safety work and power
network maintenance;
Supervision method and report EMP implementation to stakeholders in the
province and the districts where the Project is located. The training work will also
provide guidance’s on the coordination with the people in the environmental
management work;

VIII. CONSULTATION AND DISCLOSURE OF INFORMATION
In the subproject preparation phase (the year of 2011), the following five activities
were carried out:
Activity 1: Surveying the site, working with the local authorities to discuss the route
and the substation locations.
Activity 2: Surveying the site and preparing the EPC and the EMP reports.
Activity 3: Conducting public consultation on the subproject.
From May 16th
, 2011 to May 19th
, 2011, a meeting with local residents in 04
communes was organized in order to consult with the public on the EMP, the representatives
of the Subproject Owner were also involved the following contents:
- Describing the subproject, the route, thesubstation locations, and the necessity for
the subproject;
- The potential impacts on the environment and communities;
-The measures to mitigate environmental impacts.
Participants: Participants of the Commune People Committee, Farmer Association, Women
Association , and other public organizations, hamlet chiefs, representatives of project’s
affected households, and consulting agency.

Summary of comments from the participants:
- All local people agreed to implement the Project. However, they required quick
construction, limited delay, prolong extension and cleaniness for environment and
work quality.
- The ROW which has been chosen suitable is proper and convenient for construction
work. The line route was chosen to minimize the negative impacts;
- The land occupation and pruning of trees are considered and reduced to a
minimum. Therefore, the long term adverse effects on the environment will not occur;
- Local people have three main concerns to the project’s environment issue. The first
one is that the damages which are due to tree felling, land acquisition are
compensated or not. The second one is that who will be responsible for monitoring
the implementation of mitigation measures, in some previous projects, the Contractor
had promised to implement mitigation measures, but in fact they did not do. The last

one is the role of local communities in the implementation of mitigation measures,
especially in monitoring the implementation of mitigation measures. About the
potential impact of sub-project on the environment, local people emphasized the
impact which involves felling trees, occupied land and village roads.
- The Consultant and the Contractor must select the appropriate time for construction
phase to minimize the crop affect, to avoid damage or degradation on the roads, to
avoid traffic jams. The construction space should be allocated appropriately to
minimize the impact on daily life impact of local people;
- Once the construction is completed, the contractor shall rehabilitate the site and return
the original landscape.
- The local government always volunteers to cooperation with the Project owner and
the Contractor in environmental supervision and management activities;
- The citizens and local governments expect that sub-project is constructed and
operated as soon as possible.
The summary of meeting with local residents, minute of stakeholder consultation
meeting and some photos about the meeting attached in Annex 6.
All relevant issues as well as comments by the local residents have been taken into
account by the supervising consultant and the project owner and shall include them in the
design of the project and EMP implementation.
Activity 4: Review and correct the EMP in accordance with the
comments. Continuing to receive feedback from the affected households. To collect opinions
of the people to complete the environmental impact mitigation measures in the EPC and
EMP.
Activity 5:Disclosure of the EMP
The EMP will be translated into Vietnamese and disclosed in the country at PMU, as
well as in Hung Yen province, and the subproject areas.
The EMP copies in Vietnamese and English will be sent to the Vietnam Development
Information Center at 63 Ly Thai To street, Hanoi City for disclosure of information.The
EMP copies in English will also be disclosed in the Infoshop of the World Bank.

TERMS OF REFERENCES FOR MONITORING OF EMP IMPLEMENTATION
FOR CONSTRUCTION SUPERVISING CONSULTANT
Background
The construction supervising consultant will deliver technical services (“Services”) to ensure
efficient implementation of the EMP for the project.
Scope of services:
Services provided by the supervising consultant will include reviewing and monitoring of
construction activities to ensure mitigation measures described in the EMP for the project are
correctly complied with and negative environmental impacts are minimized.
On behalf of the PMU, supervising consultant undertakes the following duties:
- Conduct frequent field inspection;
- Review the implementation of environmental protection measures described in the EMP
and contract documentation;
- Review the effectiveness of the mitigation measures and environmental performance of
the project;
- If necessary, validate the acceptability of construction methods with regards to
environmental compliance (for temporary and permanent items), relevant design plans
and other submitted documents. If necessary, the supervising consultant will seek for and
recommend methods with less environmental impacts with consultation with the design
consultant and the PMU;
- Validate inspection results with regards to any non-conformance to environmental
performance and effectiveness of any countermeasures;
- Provide audit results for the leading engineer of the contractor in accordance with non-
conformance handling procedure described in the EMP;
- Direct the contractor to take corrective actions within a specific time period and exercise
additional monitoring if necessary, as per the requirements of the contract in case of non-
conformance and complaints;
- Direct the contractor to take actions to mitigate impacts and comply with the EMP in case
non-conformance is found;
- Direct the contractor to stop any activity resulting negative impacts and/or in case the
contractor does not fulfill requirements of the EMP, to take corrective actions.
- For contracts that need Site Environmental Management Plan (SEMP), the
supervising consultant will conduct a final review and approve all environmental plans at
the site that may affect environment. This work includes but not limited to: dredging
areas, material quarries and dumping areas and worker houses. The supervising
consultant will review and approve such SEMP submitted by the contractor. If such plans
are found non-compliant to the EMP, EPC or RAP, the supervising consultant will work
with the PMU and contractor for a proper solution.
- Complaint handling: Complaints from local residents will be collected by site officer of
the contractor, which may include violations to noise level, dust concentration and traffic

safety requirements. The lead consultant of the contractor and the supervising consultant
will address and work out a final solution organizes all such complaints. The supervising
consultant will provide a list of these complaints and confirm they have been properly
handled by the contractor in the same way with issued identified during site inspection.
- Confirmation of monthly payment: The supervising consultant will confirm monthly
payment for environment related activities undertaken by the contractor.
- Report: The supervising consultant will make the following reports in English:
o Report twice a week on non-conformances
o Monthly summary report will include issues and findings from the reviewing
and monitoring of construction activities
o At the end of project, the supervising consultant will make a final summary
report on findings from their work, number of violations, and solutions, etc. as
well as provide consultancy and guidance on how to implement such duties in
future.
