The complaint is the first to be filed under Tennessee’s new anti-critical race theory law. The new law specifically targeted a book aboutMartin Luther King Jr. and the civil rights movement, calling it “anti-American.”

cerned about broad-band accessibility (“people don’t have broad-band” in many areas of the state—urban and rural), universal healthcare, systemic rac-ism (the candidate noted a recent newspaper article reporting Wisconsin’s high incarceration rate among African Americans; and the 53206 zip code being the most incarcerated zip code in the nation).

Given that high incarceration rate, Peckarsky said he would sponsor legislation that would take mari-juana off of the illegal substances list.

The candidate said he will make certain people in Wisconsin get to vote without questions, and their vote counted as cast. Peckarsky said it’s about de-fending the U.S. Constitution and making sure people are able to control their government “of, for, and by the people!”

Asked about the Senate ‘filibuster,’ which is a ma-neuver that delays action on a bill or other issue by talking. The popular image of a lone lawmaker mounting an impassioned hours-long argument belies the reality in today’s Senate, where a mere threat is enough to initiate a filibuster and hold up a bill.

A filibuster can only be stopped if a supermajority of 60 senators vote to end debate in a process called ‘cloture.’ But with just 50 senators, Democrats are

currently unable to overcome filibusters unless at least 10 Republicans vote with them.

Peckarsky is of the same opinion of many Senate Democrats: scrap the filibuster! “Get rid of it so that (the Congress) can do the work of the American people.”

Peckarsky believes bills should go to the floor of the Senate and take their chances with a ‘YES’ or ‘NO’ vote. At the same time, lawmakers should be willing to say before the entire legislative body what they won’t and what they will vote for.

As for the ‘uncivil’ actions—in words and ‘imag-ined deeds’—of some extremist Republican sena-tors (most of it racist in nature) towards a few of their Democratic peers, Peckarsky said such behav-ior is “out of line,” and can be dealt with using cur-rent senate rules of censure to control what senators do or say.

Peckarsky supports the John Lewis Voting Rights Advancement Act, proposed legislation that would restore and strengthen parts of the Voting Rights Act of 1965. Certain portions of the ’65 Act was struck down several years ago by two U.S. Supreme Court decisions of Shelby County v. Holder and Brnovich v. Democratic National Committee.

If elected, Peckarsky said his first priority would be to focus on healthcare and its cost. He supports healthcare for all Americans regardless of income. “Universal healthcare is a basic right,” Peckarsky said. “We have to end systemic racism and eco-nomic inequality. Reversing the 2017 tax credit is a good start.

Peckarsky finds it ironic critics of President Joe Biden’s ‘Build Back Better’ domestic agenda bill call the initiative ‘socialism,’ yet ignore the fact the biggest U.S. system using public dollars for social good is the U.S. Department of Defense.

fighters during the civil rights movement. Though “critical race theory” is a part of college

level curriculum at law schools, the term has be-come a wide-ranging catch all in conservative cir-cles.

Many have loosely defined to mean any curricu-lum that includes efforts towards greater diversity and equity as well as discussions about how exclu-sion and bigotry has played a role in the shaping of American history and present-day events.

“Critical race theory” gained energy as an answer to the publication of the New York Times’ 1619 Project by journalist Nicole Hannah Jones.

That project greatly centered the history of Afri-can Americans and the impact of slavery in Ameri-

can history, politics and culture. On November 19 in New Hampshire, the New

Hampshire Department of Education made it easier for citizens to help enforce a law passed during the summer that restricts how teachers can discuss race with an online questionnaire to prompt investiga-tions.

The state chapter of Moms for Liberty added a cash reward of $500 for those reporting violations.

Milwaukee Area Technical College will host its first in-person GED/HSED graduation on campus since the COVID-19 pandemic began. The event will be held at 6 p.m. Thursday, Dec. 16, at Cooley Auditorium in the Main Building at MATC’s Downtown Campus, 1015 N. 6th St.

More than 250 students will be honored for earn-ing General Educational Development (GED) cer-tificates or High School Equivalency Diplomas (HSED). The ceremony recognizes students who graduated from Milwaukee Area Technical College and seven community-based educational partners – Adult Learning Center, Dominican Center, Journey House, Literacy Services of Wisconsin, Social De-velopment Commission (SDC), UMOS Inc. and YWCA Southeast Wisconsin.

Speakers include Dr. Aronica V. Williams, a family practice physician and chief medical officer at Milwaukee Health Services Inc. (MHSI); Dr. Vicki J. Martin, MATC president; Dr. Sadique Isa-haku, MATC dean of the general education path-way; and Drewnette Hines and Araceliz Ocana, both graduating from MATC. Dr. Martin will offi-

cially confer the degrees. The event is ticketed and COVID-19 precautions

such as masks and social distancing will be re-quired.

MADISON — Gov. Tony Evers today submitted new redis-tricting maps to the Wisconsin Supreme Court to comply with the Court’s order requiring parties to submit new maps that use the “least change” approach to redis-tricting.

In an earlier filing to the Court, Gov. Evers, who continues to fight for nonpartisan redistricting, advocated for the Court to take up the maps prepared by the People’s Maps Commission, the state’s nonpartisan redistricting commis-sion.

On Nov. 30, 2021, the Court or-dered that any proposed map sub-mitted to it must be a “least change” map, a new concept never adopted before by a Wis-

consin court. In so doing, the Court outright rejected the maps prepared by the People’s Maps Commission, instead ordering parties to submit new maps that take a “least change” approach, making the minimum changes necessary from the state’s current legislative and congressional dis-trict boundaries. Additionally, in taking a “least change” approach to the current maps, the Court also will not consider partisan makeup in drawing new district lines.

The Court’s order on Nov. 30, 2021, outright rejecting maps pre-pared by the nonpartisan redis-tricting commission, and its refusal to consider whether maps were gerrymandered, prohibited

today comply with the Court’s order for a “least change” map and make significant improve-ments compared to the maps enacted in 2011 and the maps passed by the Legislature in No-vember, which were vetoed by Gov. Evers last month.

“I urged the Wisconsin Su-preme Court to consider the maps prepared by a nonpartisan redis-tricting commission, and it’s un-fortunate the Wisconsin Supreme Court rejected those maps and de-cided they will only consider maps that make minimal changes from the gerrymandered maps we have now,” said Gov. Evers. “The maps I’m submitting today are an improvement from the gerryman-dered maps we have and the Re-publican maps I vetoed last month. But I want to be clear—the people of Wisconsin over-whelmingly support nonpartisan redistricting in this state, and I

will continue to fight for a non-partisan redistricting process as long as I’m governor.”

The governor's maps make fewer changes overall than the maps passed by the Legislature by only moving 14.21% of the population for the Assembly map (compared to the Legislature’s 15.84% of the population), 7.83% for the population for the Senate map (similar to the Legislature’s 7.79%), and only 5.50% of the population for the congressional map (compared to the Legisla-ture’s 6.52%). The governor’s As-sembly map doesn’t make any changes to 13 Assembly districts while the Legislature’s maps made changes to all 99 Assembly districts.

The governor's maps also fully comply with the federal Voting Rights Act by creating a seventh Black majority-minority As-sembly district (compared to the current six districts) and main-taining the current map’s two Black majority-minority Senate districts and two majority-His-panic voting age population As-sembly districts.

In addition, the governor’s maps:

Meet the U.S. Constitution’s re-quirement for one-person-one-vote by having nearly perfect equality between the proposed congressional districts and a mean deviation of 0.47% for As-sembly districts;

Create more compact districts than the current maps;

Split fewer counties than the current maps; and

Contain only three incumbent pairings (two pairs in the As-sembly, one pair in the Senate), in line with the Legislature’s pro-posed three pairings.

While the Court stated that it would not consider whether a map was fair, the governor’s maps are significantly less gerry-mandered than the state’s current maps and the maps proposed by the Legislature. The governor’s maps have more competitive dis-tricts, with two competitive con-gressional districts, three Senate districts, and eight Assembly dis-tricts, which are all highly com-petitive. By contrast, the maps proposed by the Legislature have only one competitive congres-sional district, one competitive Senate district, and three compet-itive Assembly districts.

Applying an average of six statewide elections since 2016, the governor’s maps would elect 44 Democrats and 55 Repub-licans to the Assembly, 13 Dem-ocrats and 20 Republicans to the Senate, and three Democrats and five Republicans to the Congress.

MKE FELLOWS SET TO HONOR BEN WILSON AND TASHIA MORGRIDGE

National HistoryMakers to be Expanded to Milwau-kee Students, MATC to Host Annual Holiday Event

MATC will host the annual MKE Fellows Holiday Luncheon live and virtually on Friday, December 17, 2021, from their downtown campus location at 700 West State Street in Milwaukee from 11:30 a.m. to 1:30 p.m. The traditional holiday gathering will celebrate a re-markable year of response and achievement for the MKE Fellows and the Fellowship Open Golf Event and provide Wisconsin’s busi-ness community an opportunity to engage personally and profes-sionally with the MKE Fellows family of corporate supporters, friends, and special guests while many students are home on winter break.

In keeping with the spirit of the season and in execution of Civic Engagement – one of the five core pillars upon which the MKE Fel-lows initiative is based – the event will serve to recognize achieve-ment and academic excellence and introduce the newest members of the 2026 MKE Fellows cohort.

Friends of the Fellows who have provided continuous, unwavering support through the global pandemic and international social and

political challenges will also be on hand to commemorate the occa-sion.

There are several elements of particular significance at this year’s annual gathering including acknowledgement of entrepreneurial and corporate achievement, outstanding community service, and aca-demic excellence. Legal pioneer and corporate innovator Benjamin F. Wilson, and national educational and philanthropic leader Tashia Morgridge will be saluted for their commitment to community over many years of dedicated servant leadership. For the first time, MATC will provide the festive backdrop for the occasion, graciously serving as host for the matriculating and newly inducted MKE Fel-lows.

“It is nearly impossible to convey the tremendous influence and positive advancement Ben Wilson and Tashia Morgridge have en-abled for the next generation of young leaders,” said MKE Fellows Executive Director John W.
