PROGRAM DETAILSVISUAL IMPROVEMENT PROGRAM (VIP):
• Designed to help reduce urban blight
• Servesasacatalystforimprovementstoothernearbyproperties
• HelpsbringpropertiesuptoCitycodestandards
• Providesfinancial assistance forsignificant exterior improvements. (Forexample,paintingalonewouldnotbesufficient.)Interiorimprovementsarenot eligible.
• Rebates50percent—uptoamaximumof$25,000—ofaproject’srenovation/upgrade costs
• Fundingavailableannuallyonafirst-come,firstservedbasis.Onceallfiscal-yearfundshavebeenexpended,nofurtherapplicationsforthatyearwillbeaccepted.
TIME FRAME:• Applicationprocesstakesapproximately60calendardaysonce all necessary
documents and materials are received from the applicant.
• AllprojectsreceivingVIPfundsmustbecompletedwithin180calendardaysofthedateapplicationisapprovedbyLasVegasCityCouncil(actingastheRedevelopmentAgencyBoardofDirectors).Projectsnotcompletedwithinthespecified180daysforfeitallapprovedandallocatedVIPfunds.
• Reimbursementoffundstakesapproximately30-45calendardaysoncecopiesofallpaidinvoices,cancelledchecksandphotosofcompletedproject,arereceived. (Redevelopment Agency reserves the right to pay applicant in one lumpsum or installments.)
PROPERTY/BUSINESS REQUIREMENTS:• LocatedwithinoneoftheCity’sRedevelopmentAreasintaxdistrict203,204,207,212,213or214
• Zoned for commercial, industrial ormixed-useoperations.Eligible zoningdesignations:P-R,N-S,O,C-D,C-1,C-2,C-PB,C-M,M,R-3,R-4
• Propertieswithmultipleretailtenantsand/orvacantstorefrontsareconsideredonacase-by-casebasis
• Visiblefromastreet,sidewalkorpublicright-of-way

• Free of all mechanic’s liens
• Workmustresultinacombinationofsignificant exterior visual improvements. Examples: façadeupgrades;parking facilities;matching signage;painting;lighting;neworrepaired/replacedwindows,doorsandawnings;windowtinting;improvedentryways;extensivecleaning;exteriorsecuritysystems;andexternalimprovementsrequiredtobringabuilding/propertyuptocode.
• Permanentlandscapingmaybecoveredinthisprogram,butmustcomplywithcitycodesandordinancesandbeconsistentwithanydevelopmentplansadoptedbythecityofLasVegasandtheRedevelopmentAgency.(Checkwiththecity’sDepartmentofPlanningat702.229.6301orplanning@lasvegasnevada.govbeforesubmittingVIPapplicationforms.)
• Additionsandexpansionstobuildingsthatwillbenefittheoverallappearanceofthe property may be eligible.
• Demolitionofobsolete structuresor signage improvementsmayapplywhenundertakenaspartofanoverallrenovationproject.
• WorksuchasHVACinstallation/replacementandroofrepairsdonotapplyunlesstheyaredoneinconjunctionwithsubstantialexteriorvisualimprovements.
• Fundsmaynotbeusedforworkingcapital,purchasingproperty,equipmentorinventoryacquisition,and/orrefinancingofexistingdebtorprivatefunding.

o Exteriorimprovementstoproperty/businessdonothaveadirecteffecton revenues, therefore they are not deemed acceptable by a customary financialinstitution.(Evidencedbyadenialletter.)

• Supplycopyofpropertyowner’sdeed • Iflandlord,providecurrenttenantlistand/orleasingplan • Ifatenant,supplyleasewithatleastfiveyearsoccupancyremaining • Iftenant,providesignedandnotarizedcopyof“VIPRealPropertyOwnerConsent”
form • MakebriefpresentationataRedevelopmentAgencyBoard/CityCouncilmeeting.
Itispreferablethattheownerattends,butaknowledgeableowner’srepresentativemayalsomakethepresentation,aswellasaccompanyanowner.
• Receive Las Vegas City Council approval before beginning work.Anyworkstartedpriortothisapprovalwillbetheapplicant’sresponsibility.
• Grant/convey non-exclusive façade and building maintenance agreement to City’s Redevelopment Agency for five years.(Itcanberepurchasedbyowner.)
• Completeallimprovementswithin180daysofCityCouncilapproval • If thevalueof incentives receivedby theapplicant from theRedevelopment
Agencyexceeds$100,000,perNRS279.500(c) theprojectwillbe registeredwiththeStateofNevadaOfficeoftheLaborCommissionerasaPublicWorksproject (http://labor.nv.gov/PrevailingWage/2016-2017_Prevailing_Wages/),andtheapplicantwillberequiredtopayPrevailingWagetoallconstructionworkersandsubmitcertifiedpayrollrecordstoboththeRedevelopmentAgencyandtheCommissioneronabiweeklybasis.

o Potentialtostabilizeorincreaseeconomicactivitywithinthesurroundingneighborhood
o Currentandfuturetenantmix,ifapplicable
o Quality of proposed design
o Significantexteriorvisualimprovement
• ApplicantparticipationinthisprogramandapprovalofanygrantmoniesisatthesolediscretionoftheRedevelopmentAgencyBoard.
• Agencyshallhavetheultimateauthoritytoacceptorrejecteachapplication,andhavecompleteauthoritytodecidewhetherrequestedworkiseligibleforthisprogram.
• Agency shall beobligated to commit fundsonly after aVIPagreementwiththeapplicantisapprovedbytheLasVegasCityCouncilactingastheBoardofDirectorsforthecityofLasVegasRedevelopmentAgency.
• Anyaction takenby the cityof LasVegasRedevelopmentAgencyBoardofDirectorsisfinal.ThereisnoappealprocessforapplicationsthatarenotapprovedbythecityofLasVegasRedevelopmentAgencyBoardofDirectors.
QUALIFIER: • Final selectionofacontractor(s) is the sole responsibilityof theparticipating
applicant.TheAgencyshalloffernowarrantyonworkperformed.Theapplicantshouldobtainanydesiredwarrantyinformationfromthecontractor(s)inwriting.

redevelopmentareaislocated; e. Possessattributesthatareunique,eitherastotypeofuseorlevelofqualityanddesign; f. Requirefortheirconstruction,installationoroperationtheuseofqualifiedandtrainedlabor; and g. Demonstrategreatersocialorfinancialbenefitstothecommunitythanwouldasimilarsetofbuildings,facilities,
structures or other improvements not paid for by the agency.
3. Nootherreasonablemeansoffinancingthosebuildings,facilities,structuresorotherimprovementsareavailable,becauseofoneormoreofthefollowingreason(s)ascheckedbytheParticipant:
a. Aninducementfornewbusinessestolocate,orexistingbusinessestoremainwithin,theredevelopmentareainwhichthebusinesswouldordinarilychoosetolocateoutsidetheredevelopmentareaifthegrantwerenotprovided.Evidencedbya“butfor”letterorstatementfromthebusinessowner; or
b. Thereisapublicobjectiveand/orrequirementthatismorestringentand/orcostlytoundertakethanabusinesswouldordinarilyembarkupon.Evidencedbystateorcityordinance; or
c. Therehasbeenalackofrehabilitationintheareaanditisdeemedunreasonableforthebusinesstoinvestinimprovingtheareaunlessthegrantisprovided.Evidencedbyphotographsoftheimmediatesurroundingareadisplayingtheslumandblight; or
d. Theexterior improvementstothepropertyorbusinessdonothaveadirecteffectonrevenuestherefore,makingsuchan investment isnotdeemedacceptablebyacustomaryfinancial institution.Evidencedbyadenialletterfromafinancialinstitution.

5. Participantherebyacknowledgesthatexistingopportunitiesforemploymentwithinthesurroundingneighborhoodof the redevelopmentproject are limited forneighborhood residents.Most residentsmust traveloutside theneighborhood tofindemploymentopportunitiesoutside the redevelopment area,viapublic transportationorpersonalvehicles.Oftheexistingbusinesseswithintheneighborhood,manyarefamily-ownedandhavebeeninbusinessforalongtime.Theseexistingbusinessesarenotinanexpansionmodeandarenotlikelytoemployneighborhood residents.
Furthermore,theprojectwillhelpfacilitatethecontinuedexpansionofemploymentopportunitiesbysettinganexampletootherproperty/businessownerstorenovatetheirproperty/businessandhelpcreatemoreemploymentopportunities throughanexpansionofbusinessand renovationofvacant storefronts.TheProjectwill allowneighborhood residents toapply for thosepositions (whenavailable) forwhich theyarequalified forasanemploymentopportunity.Appropriatemeasureswillbetakentoensurethattheneighborhoodisawareofanyjobopportunitiesavailablefromthebusiness.
