DESIGN CONSIDERATIONS

Observations (Uthmaniya DCO):

Site survey was conducted on December 16, 2014 to gather technical information about the existing air conditioning system at Uthmaniya Digital Communications Office (DCO) building. The DCO building consists of communication equipment room, generator room and battery room.

The main cooling for the communication equipment room and the battery room comes from the duty and standby air conditioning units (AHU1 and AHU2). Both of AHU1 and AHU2 are located inside the communication equipment room.

In addition to AHU1 and AHU2, there exist two air conditioning units inside the communication equipment room. These two units are old and obsolete and no longer in used.

Observations (AlHasa Clinic DCO):

Site survey was conducted on December 22, 2014 to gather technical information about the existing air conditioning system at AlHasa Clinic Digital Communications Office (DCO) building. The DCO building consists of communication equipment room, generator room and battery room.

Findings (Uthmaniya DCO):

Based on the observation during the site survey and analysis performed, the following are the findings:

1. Indoor temperature measurements were taken during the site survey for the Communication equipment room and the battery room. The results are as follows:

a. Communication equipment room: ranging between 72.5 – 86 degrees F.

b. Battery room: 74 degrees F.2. Current indoor temperature inside the communication equipment room and

the battery room does not satisfy the temperature requirement of SAES-K-003 and SAES-K-002. The requirement being 72 degrees F for the communication equipment room and 72.5 degrees F for the battery room.

3. Based on the preliminary calculations and the evaluation of the cooling capacity of the current air conditioning units, it was found that the current air conditioning units cannot satisfy the cooling requirement of the building.

4. The main air conditioning units in the DCO (AHU 1 and AHU2) are relatively newly installed (about 4 years in service).

Findings (AlHasa Clinic DCO):

PROPOSED ACTION PLAN/RECOMMENDATIONS (Uthmaniya DCO):

1. Since the existing main air conditioning units (AHU 1 and AHU2) are undersized and no longer able to satisfy the cooling requirements of the building, it is recommended to add two new air conditioning units (duty and standby) to satisfy the cooling requirements and to have spare capacity for future projects.

2. The air conditioning units to be provided should be precision type air conditioning unit with re heater, humidifier, auto change over, and standard associated accessories to meet SAES-K-003 standard.

3. Connect all new A/C units to the fire alarm control panel and facility alarm panel/RTU for remote monitoring.

4. Ensure the new A/C units’ humidifier piping outlet will be connected to the potable (sweet) water supply piping and not to the raw water piping.

5. Remove the two old air conditioning units that are no longer in used to make space for the new units.

6. Perform testing, balancing, and commissioning of the new air conditioning system.

PROPOSED ACTION PLAN/RECOMMENDATIONS (AlHasa Clinic DCO):

The estimated cost for the engineering design, supply for the materials, construction, testing and commissioning for the Upgrade of HVAC system at Uthmaniya DCO building is 410,000 dollars.

Cost Breakdown Engineering Design – 95,000 dollarsMaterial/Construction Cost. -- 304,000 dollarsPMT Construction Support – 11,000 dollars

DESIGN SCOPE OF WORK

1. Provide demolition drawings for the removal of the existing air conditioning units and associated accessories.

2. Provide design drawings for the installation of the duty and standby precision type air conditioning units with matching air condenser, re heater, humidifier, auto change over, and standard associated accessories.

3. Provide design drawings for the installation of the duty and standby centralized air conditioning units with matching air condenser, electric duct heater, humidifier, and standard associated accessories.

4. Provide design drawings for the ductwork modifications. 5. Provide design drawings for the installation of DDC panel and its connection

with the centralized air conditioning units and the exhaust fans in the battery room.

6. Provide design drawings for the connection of the new air conditioning units to the fire alarm control panel and facility alarm panel/RTU for remote monitoring.

7. Provide design drawings for the installation of the standby exhaust fan in the battery room.

8. Provide design drawings for the installation of refrigerant piping, humidifier potable (sweet) water supply piping, condensate drain piping, piping insulation, supports and vibration isolators.

9. Provide design drawings for the electrical and civil/structural. 10. Provide construction scope of work, material take off, calculations, and cost

estimates.

The Contractor, Vendor/Supplier and Operation employees shall strictly follow the requirements of SAUDI ARAMCO Construction Safety Manual and Loss Prevention Manual when performing any work activity. This shall include but not limited to the following:

1. All personnel are required to wear safety shoes, safety glasses and hard hats.

2. The design of all new or modified electrical equipment to be operated at higher than 240 volts shall include an arc flash hazard analysis, in accordance with IEEE 1584, to determine the Arc Flash Protection Boundary, the incident energy a worker may be subject to, the Hazard/Risk Category, and the PPE to be worn. This is to ensure the compliance to the Saudi Aramco GI# 2.721 to mitigate/control Arc Flash Hazards and provide minimum safe work requirements for protection of personnel against these hazards in the workplace.Refer to this link for more details: (http://sharek.aramco.com.sa/cops/GI/Operation%20Services/Industrial%20Services/Power%20Distribution/0002_721.pdf)

3. All personnel shall strictly follow all SAUDI ARAMCO safety regulations and standard construction safety practices.

4. All matters relating to safety should be in consultation with the SAUDI ARAMCO Loss Prevention Unit and the SAUDI ARAMCO Representative.

5. All personnel shall be supplied with approved safety equipment, including but not limited to, safety helmets, safety glasses, gloves, welding shields and safety footwear. Safety equipment shall be used where appropriate at all times. SAUDI ARAMCO Loss Prevention requirements shall be used to determine appropriate safety equipment areas for its use.

6. The Contractor/Supplier shall exercise extra precautions in the field to avoid damaging any existing structures, utilities, etc., during the construction works.
