The background “doodle” is an engineer’s conception of WXPN’s signal expansion since the reorganization of the late ’70s. This helped increase its local audience from about 40,000 listeners to 220,000. Through a series of collaborations and affiliations, the full audience is now closer to 1.5 million. (See the Report to the Trustees, pages 8-10.) Applause for WXPN Penn’s public radio station turned 50 last year, and like other 50-year-olds it did some stocktaking. Some of it is numerical, in the fall report made to trustees (see pp. 8-10), but that presentation only hit the highlights of awards given recently to the station and its people. SENATE From the Senate Office Tom Brokaw, the award-winning NBC Nightly Newsanchor, will be Penn’s Commencement speaker on Tues-day, May 21, when the University celebrates its 240thCommencement. “We are delighted that Tom Brokaw has accepted ourinvitation,” President Judith Rodin said. “He is a respectedjournalist and seasoned commentator on American politicsand world events. We are very much looking forward tohearing his insights.” Mr. Brokaw has covered every U.S. presidential debatesince 1968 and was the NBC News’ White House corre-spondent during the Watergate era. He also has a history of“firsts” with world leaders and world events. He conductedthe first exclusive one-on-one interview with MikhailGorbachev which won the Alfred I. duPont Award. Mr.Brokaw was the only anchor on the scene the night the

Berlin Wall fell. He was the first American to report on human rights abuses in Tibet andto conduct an exclusive interview with the Dalai Lama.

He has received numerous awards for his work, including an Emmy for the NBC Newsspecial, “China in Crisis,” and NBC News’ coverage of the mid-west floods in 1992. In1980, he was the recipient of the National Headliner Award from the National Conferenceof Christians and Jews for advancing the understanding of religion race and ethnicity. Lastyear, he was awarded the Dennis Kauff Memorial Award for Lifetime Achievement inJournalism from Boston University, and the prestigious Lowell Thomas Award fromMarist College.

Death of Solomon AschDr. Solomon E. Asch, an emeritus professor of psy-

chology described by the present departmental chair, Dr.John Sabini, as “arguably, the single most distinguishedand influential social psychologist ever,” died on Wednes-day, February 21 at the age of 88.

He had come to the University in 1972 as a full pro-fessor, and had been emeritus professor since 1979.

Dr. Asch was born in Warsaw and came to the U.S. in1920. He received his B.S. from the College of the City ofNew York in 1928 and his M.A. and Ph.D. from ColumbiaUniversity in 1930 and 1932, respectively. He taught atBrooklyn College, the New School for Social Research,and Swarthmore College, and held visiting posts at Harvardand MIT. He was Distinguished Professor of Psychologyand Director of the Institute for Cognitive Studies atRutgers University from 1966 to 1972, when he joinedPenn.

Dr. Asch was a Guggenheim Foundation Fellow, 1941-42 and 1943-44; a member of the Institute for AdvancedStudy, 1958-1960 and 1970; a Senior Fellow of the U.S.Public Health Service, 1959-1960; and a Fellow of theCenter for Advanced Study in the Behavioral Sciences(1976-77). He was awarded the Nicholas Murray ButlerMedal from Columbia University in 1962 and the Distin-guished Scientific Contribution Award from the AmericanPsychological Association in 1967.

Elected to the American Academy of Arts and Sciencesin 1965, Dr. Asch served as president of the Division ofPersonality and Social Psychology of the American Psy-chological Association in 1957 and chairman of the itsCommittee on Academic Freedom also in 1957. He wasalso associate editor of Psychological Review from 1957to 1962.

Dr. Asch is survived by his wife, Florence.

In 1990-92, Penn was one of 34 institutions in an NCAA pilot program in thecertification of athletics. Now the University is beginning its self-study, as called forby the new program. It will be followed by a site visit scheduled for April 1997.—Ed.

NCAA Certification: Self-Study of Athletics[Text issued by the University News and Public Affairs Office on February 23.]The University of Pennsylvania will begin a year-long, campus-wide effort to study

its athletics program as part of the NCAA Division I athletics certification program.Specific areas the study will cover are academic and financial integrity, rules compliance,as well as a commitment to equity.

Academic accreditation is common in colleges and universities. This program is thefirst to focus solely on certification of athletic programs. Following a pilot project, theNCAA Division I membership overwhelmingly supported the program and its standardsat the 1993 annual convention.

The certification program’s purpose is to ensure integrity in the institution’s athleticsoperations. It will open up athletics to the rest of the Penn community and to the public. Pennwill benefit by increasing awareness and knowledge of the athletics program campus-wide,confirming its strengths and developing plans to improve in areas of concern.

The committee responsible for the study will include University of PennsylvaniaPresident Judith Rodin, Vice President for Finance Stephen T. Golding, various membersof Penn’s faculty, staff and students, as well as Athletic Director Steve Bilsky and othermembers of the athletic department. Last week, a member of the NCAA complianceservices staff conducted a one-day orientation visit to meet with the committee and itssubcommittees early in the process.

Within each area to be studied by the committee, the program has set standards. calledoperating principles, which were adopted by the Association to place a “measuring stick”upon which all Division I members will be evaluated. The University also will examinehow the activities of the athletics program relate to the mission and purpose of theinstitution.

Once Penn has concluded its own study, an external team of reviewers will conduct athree- to four-day evaluation visit on campus. Those reviewers will be peers from othercolleges, conference offices and universities. That team will report to the NCAA Com-mittee on Athletics Certification, another independent group. The committee will thendetermine Penn’s certification status and announce the decision publicly. For institutionsthat fail to conduct a comprehensive self-study or to correct problems, tough sanctions canbe imposed.

The three options of certification status are: certified, certified with conditions, and notcertified.

The NCAA is a membership organization of colleges and universities that participatein intercollegiate athletics. The primary purpose of the association is to maintainintercollegiate athletics as an integral part of the educational program and the athlete asan integral part of the student body. Activities of the NCAA membership includeformulating rules of play for NCAA sports, conducting national championships, adoptingand enforcing standards of eligibility, and studying all phases of intercollegiate athletics.

Revisions to the Proposed Charter of theStudent Disciplinary System

To the University CommunityFollowing the discussion of the disciplinary charter at University Council on February 21

and consultation with the Office of the General Counsel, the Acting Judicial Inquiry Officer,and members of the Judicial Reform Oversight Committee, we have made revisions in thecharter text that was published in the February 13 edition of Almanac. The “we” here refersto the Provost, the members of the administration who have been working on the charter, andthe leaders of the student judicial committee with which we have worked. In general, the newrevisions relax the rules for opening hearings and reinstate, with some clarifications, thecurrent charter’s provisions regarding confidentiality. They also clarify the role of the Provostin the imposition of sanctions.

First, on the matter of opening the hearings (II.F.4.c), the text now reads:Disciplinary hearings are held in private unless the respondent(s) and the complainant(s)agree in writing to an open hearing. The DHO may limit attendance at a hearing toensure fair and orderly proceedings. If a hearing is opened in accord with thisprocedure, the DHO may, when necessary to maintain order or to protect the rights ofparticipants, declare the hearing closed to the public. In a case involving importantprivacy interests, the DHO may close a hearing or part of a hearing that has been openedupon determining that the privacy rights of a participant may be jeopardized.

Second, we have reaffirmed the principle that a respondent is responsible for presentinghis or her own case before the Hearing Panel (II.F.4.f), but in stating the exception to thisprinciple we have deleted the words “in extraordinary cases,” because we believe that theintention of giving the DHO discretionary authority to decide when the respondent requiresextraordinary assistance from his or her adviser is clear without the qualifying phrase.

Third, we have rewritten the passage on the imposition of sanctions by the Provost (II.H.1)as follows:

Sanctions recommended against a respondent by a Hearing Panel or the DAO areimposed by the Provost, or his designee, and may include any reasonable sanction,including, but not limited to, the following:

Fourth, after reconsidering the University’s obligations under the Buckley Amendment,we have revised the two sections on the confidentiality of disciplinary proceedings and theirrecords. In sum, we have preserved the provisions of the current charter. The texts now read(III.F.2,3):

2. ConfidentialityExcept as may be otherwise provided by applicable law, all disciplinary proceedings,the identity of individuals involved in particular disciplinary matters, and all disciplin-ary files, testimony, and findings are confidential, in accordance with Universitypolicies and federal law concernng the confidentiality of student records. However,no provision of this Charter or the University’s policies on confidentiality shall beinterpreted as preventing a student from seeking legal advice.

3. Violation of ConfidentialityFailure to observe the requirement of confidentiality of a disciplinary hearing by anymember of the University community, other than the respondent, constitutes aviolation of University rules and may subject the individual to the appropriateprocedures for dealing with such violations. The respondent may disclose confidentialinformation pertaining to him- or herself but may not violate the confidentiality ofothers. If the respondent discloses, causes to be disclosed, or participates in the dis-closure of information that is confidential, any person whose character or integritymight reasonably be questioned as a result of such disclosure shall have the right torespond in an appropriate forum, limited to the subject matter of the initial disclosure.

We believe that these revisions to the published text respond to the concerns and criticismsheard both at University Council and in private communications. We now look forward tothe completion of the approval process for the new charter through action by the University’sschools.

One-on-one Tutoring Makes a Differenceod

Lamont Randelland his Penn tutor,Jeff Pokras, skipthe basic introduc-tions and get rightto work becausethey have only anhour or two toreview a week’sworth of material.The one-on-one relationship is of greatbenefit to Lamont. He has been workingwith Jeff almost weekly since September1994, so both know what to expect fromeach other. Math is the topic of the day’sdiscussion, and Lamont is eager to learn.

to take a detour from the routine of the twgames to help Lamont with his understaning of prime numbers.

Jeff, an SAS junior majoring in mathe-matics and urban studies, works slowly to

explain the definitionof a prime number,help Lamont to iden-tify one on sight, andthen incorporate itinto the previousgame involving divi-sion. By the end ofthe session, Lamonthas a good grasp ofprime numbers, andeven corrects Jeff’smistakes for him. After 45 minutesof math, the pairconclude their ses-sion with a shortgame of electronicbasketball. Lamont

focuses intently on scoring as many pointas possible, and even applies his math skto figure out whether or not his final scorea prime number. The recreational diversiofrom the normal discipline of tutoring lightens the mood, and brings a smile to Lamont’s face as a reward for his hard work.

A total of 10 “teamleaders” assigned to specific school sites arein charge of solving any problems in thetutoring process and being a liaison to theUniversity. On the Penn campus, the Pro-gram for Student-Community Involvementprovides a host of resources for potentialtutors, from study work sheets to games.

The close bond of “real one-on-one rela-tionships,” said Bea Swedlow, coordinatorfor the WPTP, is the key to the success ofthe program. “This isn’t just about studentsat Penn tutoring children,” she added. “It’sabout creating windows of opportunity. Wehope that our tutors ignite sparks in theirstudents. And we hope—we know—thatPenn students learn from their tutees. TheWPTP encourages them to identify forthemselves the value of community serviceand their role in the community.”

An extensivetutor manual isgiven to all thePenn students sothat they can learnto be better teach-ers. With tips onhow to approachthe subject matterand ideas for get-ting to know theirstudents better, themanual is an in-valuable part of thetutoring orientation.

One facet of theWPTP that distin-guishes it from

similar endeavors is its focus on givingindividual attention to students. With tutorsat a premium, other tutoring programs oftenmaintain a two-to-one or three-to-one ratioof students to tutors, but the WPTP places apriority on one-on-one sessions, so that thetutor-student relationship can progress into abond that grows from strong friendships.

The tutors from Penn do a lot more thanjust give something back to the local area.They help to shape the lives of the youthsthey instruct. “It does make a difference,”said Marie Bollers, site coordinator of the

wrote, “Necessity and war is the mother oinvention.” Confederate women knew ex-actly what the New Orleans teenager meant.

Since the Union greatly outnumbered iSouthern foe, the Confederate army draft

heavily. Three out of four white Southernmen marched against the North, leavingtheir women to face a new enemy on thehome front: independence.

In the prewar South, white men wereseen as the providers and the protectors.when the majority of Southern men mobi-lized for military service, Confederate “la-dies” were forced to deal with the duties tsoldiers left behind. There were crops tomanage, slaves to discipline, and other“male” chores to perform.

Reluctantly, women took on the rolesnormally relegated to men. In a sense, theinvented new concepts of responsibility agender. Necessity and war left them noother choice.

In “Mothers of Invention” (The Univer-sity of North Carolina Press), Drew GilpinFaust, Annenberg professor of history, examines how the Civil War changed the“white, privileged women” of the South.When the cannons quieted in 1865, these

A Southerner herself, Dr. Faust knows about Southern ideals of “ladyhood”—andthe Civil War. Born and raised in Shenan-doah, Va., she spent her youth visiting historical battlefields. Her family took frequen

trips to these sites. “From where Ilived in Shenandoah,you could get to adozen different bat-tlefields,” she said.“They were an omni-present force in mychildhood.” While these visitsspurred Dr. Faust’sinterest in the CivilWar, they gave herno love for battle. Incollege, she protest-ed the Vietnam Warand rallied for civilrights. An admitted histo-ry buff, Dr. Faustpursued this field ingraduate school.Given her preoccu-pation with war andrace relations, shedecided to specialize

in the Civil War.Despite the subject matter of her new

book, Dr. Faust never set out to be a“woman’s historian.” The inspiration for“Mothers of Invention” actually camewhen she was researching other books othe Civil War. As she read diaries andletters of Confederate women, she heardvoice that, in her opinion, had never beenadequately analyzed.

“I felt that the writing I had seen aboutwomen in the Civil War was not convinc-ing, was not true to the experience thatseemed to me to come out of the documeI was seeing,” she said.

Dr. Faust published “Altars of Sacrifice”in the Journal of American History in1988. The article related the experienceswhite, wealthy Confederate women. It wajust the beginning.

“I realized after I wrote that article thaevery paragraph could be a chapter,” DrFaust said. “There was so much more to

in 1989 to search formore material in publicrepositories and libraries.“I went to every Confederate state butArkansas. But I did find material aboutArkansas in other repositories.”

She pored over the journals and corre-spondences of Southern women, who, ac-cording to Dr. Faust, traded autonomy forsafety. Southern men defended them, pro-vided for them, yet kept them segregatedfrom certain activities, such as politics andbusiness. Dr. Faust describes this unwritten,yet understood, prewar arrangement as“dependence in return for protection.”When the Civil War removed the maleportion of the equation, women had to com-pensate the difference. “They weren’t get-ting the protection, so they couldn’t darerisk the dependence,” Dr. Faust said.

Even after the war, gender roles didn’tshift back to their previous positions. ManySouthern men died in battle. And womenlost confidence in the survivors becausethey had failed as protectors.

From a feminist’s viewpoint, the experi-ence might seem uplifting: No longer reliantupon men, women were finally free to ex-plore new opportunities. But these womendidn’t see things that way. They didn’t wel-come the changes. The war left them desti-tute. Emancipation stripped them of theirperceived racial superiority. And work wasseen as drudging, not liberating.

“They didn’t go into the workplace be-cause this allowed them to fulfill them-selves, but because their husbands wereunable to work or had been killed,” Dr.Faust said. “I think that the burden out-weighed the benefits in most cases.”

In most cases, not all. Some women didmake the best of a bad situation. They be-came involved in the temperance move-ment. They wrote literature. Ultimately, theyrallied for the right to vote. Overall, howev-er, the North provided a better climate forfeminism.

“I make this argument toward the end ofthe book,” Dr. Faust said. “We can see thedifference between Northern and Southernfeminism, and that kind of lukewarm recep-tion modern feminism has received in theSouth. You can see some of the origins of

“Susan B. Anthony eloquently ex-pressed the notion that nothing is imposble,” she continued. “White women of thSouth knew things were impossible. Thehad an experience of defeat, an experienceof responsibility that they felt was burden-some. So I think they were imbued with aless-optimistic vision of the possible. Thvery well may have inhibited the progressive movement toward feminism. And thquestions of privilege based in race mayhave become more important for some them, as they recognized that whitenessbrought them many privileges, and thatmay have been more important to hangto than to fight for gender privileges.”

The Civil War also made many Southern men pessimistic. They had venturedinto battle and lost. Their reputation asfighters had been tarnished. Depressedimpoverished, once-powerful men turneto drink. They harbored deep resentmenthat surfaced with deadly consequences

hood,” Dr. Faust said. “It’s a way of put-ting down black men, and therefore em-phasizing the traditional racial divides.It’s a way of putting down white women,saying, ‘Look. You’re dependent. Youneed our protection.’ ... So it both reas-serts this ideology of protection and fe-male dependence, and of black inferioriand subordination.”

To some extent, Southern women wecomed the Klan; they believed that thegroup would bring back social order. Buthey didn’t condone lynching. They evenformed organizations to fight it.

“They became the first articulate voicsaying, ‘This is not helping. This is not iour best interest,’ ” Dr. Faust said.

This isn’t to suggest that all Southernwomen were humanitarians. They werenabolitionists, and they certainly weren’tconcerned with the well-being of formerslaves. If anything, they were concernedwith the damage that lynching did to theSouth’s image.

“There’s a sense that Southern societdisordered, and [lynching] is contributingto the stigma being placed against Southern society by the rest of the world,” Dr.Faust said. “It’s hurting all of Southern

society; it’s hurting white society as well asblack society.”

For all of their efforts, however, South-erners could not restore “order.” The CivilWar had forever changed their society, andthe gender roles of the prewar South couldnot be regained. As Lucy Buck of Virginianoted in her diary in 1862, “We shall neverany of us be the same as we have been.”

This didn’t stop Southerners from trying.Long after the war, Southern men continuedto cling to their role as protectors, eventhough the truth was something else entire-ly. Even today, reality and perception clashin many Southern families. Dr. Faust knowsthis from personal experience.

“In my family, my grandmother fromTennessee is clearly the most-powerfulfigure,” she said. “And my father, myuncle and other men in the family kind ofskittered around her, trying not to displeaseher. Yet, at the same time, there was thisideology that women were subordinate,men were powerful, women should bedocile, men should operate in the world. Sothere’s a contradiction between reality andrhetoric, in which men should be powerful,but there are all of these extraordinarilypowerful women.”

Last fall during the Trustees’ meetings in October, a session of the External Affairs Committee took a comprehensive lookat the University’s Radio Station WXPN-FM, then headed by Mark Fuerst, described by one member of the WXPN Board as“the most creative mind in public broadcasting today.” Mr. Fuerst has since become a consultant to the 35 top noncommercialFM stations in the country (a group which includes WXPN) and a search will be announced shortly for his successor.In the meantime Vincent Curren, the station’s director of development, is serving as acting general manager.

At the Committee session October 19, 1995, the first speaker was Anthony Minisi, W’48, L’52, a trustee since 1973.He was introduced by Leonard Lauder, W’54, who has chaired the External Affairs Committee since 1977.

Mr. Minisi:A Short History

Thank you for this opportunity to address thExternal Affairs Committee on a subject that hbeen very important to me for almost twenyears, the growth and development of our radstation, WXPN-FM.

WXPN began operation in 1945 and continued through the 1950’s as a completely studeoperation. In those early years, we broadcastan AM frequency primarily to the campus community. In 1957, we acquired our first FM license, which expanded the reach of our signbut the station continued to be student-run acampus-centered. WXPN continued to operathis way until 1978, when the trustees, in rsponse to complaints filed with the FCC, decidto reorganize the station’s management.

A University committee appointed by Presdent Meyerson and chaired by Professor CurReitz concluded that WXPN should be orgnized along more professional lines. They reommended that WXPN aim its programming othe external community—that is, on an audienbeyond the campus boundaries. And the comittee recommended that the University seekhave WXPN become affiliated with the Corporation for Public Broadcasting (CPB), whicprovides annual operating support to noncommercial stations that meet certain professionstandards.

It took seven years to realize those initirecommendations. Much of the credit for takinthe needed steps goes to Michael Eleey, wwill speak to you in a moment. Under his leaership, a newly constituted WXPN Policy Boarsecured the financial and organizational resourneeded to meet the CPB standards, and hinew management in 1986.

That year, 1986, marks the turning point WXPN’s recent development. That year, whired General Manager Mark Fuerst, who ptogether many of the activities that you will headescribed today. Mark initially set to work securing a broadcast power increase, which weventually granted by the FCC in 1989. Onthat power increase was implemented—in tfall of 1990—WXPN became a regional stationwhich could be heard throughout the DelawaValley. Under Mark’s supervision the new stadeveloped financial plans and programming ojectives that were endorsed by the Policy Boain 1988. Those objectives can be summarizedfollows:

1. WXPN is a professional radio stationbroadcasting to the greater Delaware Valey, and beyond.

2. The station’s primary audience is educated adults, age 25 to 49, who are seekiquality arts and entertainment programminthat cannot be found on commercial radio

3. The station encourages student involvement through professional internshipwork study opportunities, and broadcast omen’s and women’s athletics.

4. The station should become financialself-sufficient.Those plans were assisted by the Truste

A Shower of Awards: In 1994, Philadel-phia Magazine named WXPN “The Best RadStation in Philadelphia,” and that same year oof the major radio trade magazines nominatWXPN for “Station of the Year.” Perhaps ougreatest honor came just a few months ago,July, when the Corporation for Public Broadcasting selected WXPN for its “Gold Awardfor Overall Station Development. That awardwhich appropriately summarizes the last decaof station growth, is a credit to the staff oWXPN, the staff of the University that managethe station, and to the Trustees who endorsedpolicies which have brought the University suchonor and recognition.

As Mr. Minisi mentioned, since the mid1980’s WXPN has been a professional radstation aimed at the off-campus community.

Currently, it employs twenty-two full-timeprofessional staff who create the programs araise money for the stations operations. It alprovides training or employment for 15 students. The staff report to the General Managwho in turn reports to the Vice Provost foUniversity Life.

All of the station’s financial and personneactivities are supervised by the University LifDivision. In the past, the Division has suppliea portion of WXPN’s operating budget. As MrMinisi pointed out, the station has achievedhigh degree of financial self-sufficiency, so thDivision now is primarily responsible for pro

viding some of the space, utilities and supposervices.

Because of station broadcasts to the externcommunity, the station also reports to a PolicBoard, which was created in 1979. The Univesity President appoints all 16 members of thPolicy Board, although some nominations comfrom specific campus constituencies.

The Trustees have a direct representative—Mr. Minisi. The Faculty Senate nominates twomembers. Undergraduate students and gradustudents also have representatives. Several Uversity divisions have representation on thBoard, including the Athletic Department,Alumni Affairs, and University Life.

Eight members of the Board are selectefrom the community at large. These memberare nominated by the Board’s Executive Committee and appointed by the President.

Overall, this system of governance haworked well. It provides the President and thTrustees with a strong and appropriate role guiding the station’s policies. It provides WXPNwith a strong connection important on- and offcampus constituencies.

The most important indication of how thissystem works can be seen in the results it prduced, and I will ask former Policy Board Chairman Michael Eleey, to tell you more about thgrowth and development of WXPN since thecreation of the current Policy Board structure.

Mr. Eleey:Change and Growth

Two things changed WXPN in the late 1980’and early ’90’s. First, the signal expansiongranted by the FCC in 1989 made WXPN’s programming available to many more listenersSecond, the program changes, made possiblethe investment from CPB, made our programming much more attractive to our intended audence.

Together, these changes had a dramatic ifluence on how people listen to WXPN and howmany people choose to contribute to its opertion. Here’s a look [page 9] at the change in locallistenership, beginning with a weekly audiencof about 40,000 in 1987. By 1992, WXPN wasreaching an audience of more than 200,00Recently, our Philadelphia audience has stablized at around 220,000 listeners each week.

Signal Expansion: Even as the local audi-ence has started to plateau, more people alistening to WXPN programming in other partsof the region. In 1994, we signed a rebroadcaagreement with WKHS, a station in WortonMaryland, which brings WXPN programming—about 12 hours a day—to the Eastern shore

Maryland and into the city of Baltimore. Just lamonth, we started a new, full-time station Harrisburg, which retransmits WXPN’s programming 24 hours a day. We also have apeater in Allentown, which went on the air lafall. By connecting these new stations, WXPhas created a regional network capable of reaing 5.2 million potential listeners.

As our audience has increased by expandour signal coverage, we also added new listenthrough program syndication.

In 1991, we began distribution of a two-hodaily music program, World Cafe, originallfunded by the Corporation for Public Broadcaing. That program now reaches 90 affiliatacross the country [see map, page 16]. A secondsyndicated program, titled “The Differencebegan distribution in January of this year. It nreaches 54 commercial stations, including stions in New York, Chicago and Los AngeleTogether, our regional network and syndicaprogramming attract an audience of 1.5 millipeople each week—quite an expansion from40,000 listeners we served in 1986.

As our audience has grown, so have financial resources. Direct support from listeers expanded from $100,000 in 1987 to just o$1 million last year.

Business support has grown from only $5,0in 1987, to more than $400,000 today.

This influx of membership and business suport has allowed WXPN to expand its programing, its staff, and its facilities, while reducinits reliance on University support [see page 10].

Information Goals : Expanding audience anfinancial resources, however impressive, is the goal of WXPN or any public radio statioUltimately, public stations are judged by thquality of their programming. And in that regard, our achievements have been equally pressive.

Although our music programming draws thmost listeners, our information programs aamong the best in the country.

Kid’s Corner, our daily children’s call-in showreceived the George Foster Peabody Award1991, and the Major Armstrong Award in 199Twice, it received the CPB National Progra

Our producers have covered the most preing issues of the day, in a way that has been binformative and effective: We have been reconized for programming on Homelessness, Ingration, and perhaps the most important pubpolicy question of the last decade: the War in tGulf. [For a fuller list of honors, see p. 16.—Ed.

Each of these programs was produced by oprofessional staff, but all of them were createwith the assistance and support of students, wnow work in virtually every aspect of the stationoperation. To tell you about this part of WXPNlet me introduce our Membership Director QuyeHo, who graduated in the class of 1993, aimmediately joined the WXPN full-time staffafter three years as a student intern.

Ms. Ho:A World of Difference

Let me first tell you a bit about myself, andmy experience at WXPN. An award-winningprogram, “World Of Difference,” was my start.I was the subject of one of the features in thseries, when the producer, Rusanne Bucci, inteviewed me about my life in Philadelphia. Having come here as a refugee from Vietnam teyears ago, I was still in high school at the timepreparing to go to the University of Pennsylvania. At the end of the interview, Rusanne suggested that I get involved at WXPN. And I did

I started as a receptionist at the beginning my freshman year. I continued working at XPNas I completed my undergraduate work. Over thyears, I moved into different positions at thestation—working in promotion, helping withticket give-aways, and, later, working as aassistant to the Membership Director, EllieHidalgo, who was also a Penn graduate.

I had a very special experience at WXPNPeople at the station did not treat me like “lowly student.” There was room to learn and tremendous amount of opportunity. Wheneverhad an idea, Ellie and the other professional staalways encouraged me.

To Outside Careers: At WXPN I becameclose friends with other Penn students who alsbenefited from their experience here. BeHudgins, C’93, was a gifted computer programmer. About the time that I joined the professional staff, Ben took over the management oour membership data base. Last year he leWXPN to work with a computer consultingcompany. Jennifer LeBeau, who started with mas a receptionist, later worked with the programstaff of World Cafe. Because there were so mannational-level artists, Jen made some importaindustry connections, leading to a summer job MTV and then to a permanent position at SonMusic in New York, where she works now.

Students are involved in virtually every aspect of WXPN’s operation from production tosales. The largest group of students at WXPN

the sports staff. Each fall we broadcast all ofQuaker football games, and each winter wesome of the men’s and women’s basketbgames. This part of the student training progrhas produced the most broadcast professioin the last few years. Scott Graham, who is nthe play-by-play announcer for Quaker footbgot his start on WXPN and then moved onWGMP, here in Philadelphia. Susan Webnone of the few women in the sports broadcprogram, got a job with the Phillies. Sevestudents were hired by ESPN, others have moon to local sports and news operations.

Let me end my comments by addressinquestion that always comes up when we about student involvement at WXPN: namewhat happens to students who just want to gethe air and play records, the ones that want tDJ’s. Well, those students can do that—WQHS, the student-run station heard in mosthe campus dorms. I was a DJ at QHS. Topportunity is there, anytime, for anyone wwants it.

But I wanted to learn the business sidebroadcasting. And what I found at WXPN wachance to work with a professional staff in rbusiness situations. What I learned from thpeople and those situations enabled me to minto a professional broadcasting career just month after I graduated.

I’m just glad that I stumbled on XPN. Orshould say, I’m glad XPN sought me out for thinterview.

Mr. Fuerst:Summary of Success Factors

Ed. Note: Mark Fuerst, then General Maager of WXPN, gave an informal presentatiin which he foresaw no changes in basic pgramming in the next few years, “but programinnovation can continue within the current scheule, as it has been doing.

A New RecordAt presstime, WXPN’s Acting Gen-

eral Manager Vinnie Curran reported thatthe station’s most recent fund-raiser hasbrought in $284,000 in six days—a recordrate of response for the listener-supportcampaign. The previous high was twoyears ago, when $250,000 was raised inseven days.

Summer Gymnastics CampFor four weeks starting in mid-June,

the Summer Gymnastics Camp at Pennwill provide children with gymnastic in-struction on Olympic apparatus by cham-pion gymnasts led by Penn’s head gym-nastics coach Tom Kovic.

The Camp also offers swimming atHutchinson Gym, activities at FranklinField, arts and crafts, movies, and a visitto the University Museum.

There are four one-week sessions be-ginning June 17, June 24, July 1, July 8and July 15. The week’s schedule is Mon-day through Friday, 9 a.m.-5 p.m., butparents can drop children off at 8:45 a.m.and pick them up at 5:15 p.m. at Hutch-inson Gymnasium.
