Next phase at ButtskopThe Buttskop railway crossing in Black-

heath will soon see the second phase ofa CCTV level-crossing camera enforce-

ment system being implemented.This was announced to commemorate In-

ternational Level Crossing Awareness Day,on 7 May.ProvincialMinister of Transport and Pub-

lic Works, Robin Carlisle, and Metrorail re-gional manager, Mthuthuzeli Swartz, wereon site at theButtskopLevel crossing duringearly hours of the morning.They got actively involved in controlling

the behaviour ofmotoristsmakinguse of thecrossing.It is the exact site of ahorrificminibus taxi

crash in 2010, that saw 10 children tragicallylosing their lives and others seriously in-jured.“It is fitting that we commemorate this

day at this site, where a tragic crash on 25August 2010 claimed 10 innocent lives.

Horror“That day should never be forgotten, and

must continue to serve as a reminder of thehorror that reckless and irresponsible driv-ing can inflict on those most vulnerable,namely passengers and pedestrians,” saidCarlisle.Motorists may face arrest and charges of

reckless and negligent driving, should the

booms be ignored.“With the CCTV level crossing camera en-

forcement system, offenders will face stifffines, starting at R500 for failure to stop be-fore crossing the level crossing.The implementation of the first phase, at

WhiteRoad (Steenberg) inJune 2012upuntilDecember 2012, saw a total of 1 379 fines is-sued for failure to stop at the level crossing.This year, as of January ’til April, a total

of 739 fines were issued.“We are concerned that at two of our most

notorious level crossings namely MilitaryRoad (Steenberg) and Buttskop (Black-heath), incidents of errant motorists flout-ing life-saving signage have increased, prov-

ing just how lax the overwhelming majorityof motorists are about their personal safe-ty,” said Mthuthuzeli Swartz.

RulesCarlisle hopes that the effects the CCTV

enforcement has had onWhite Road, will al-so be felt at Buttskop, with drivers changingtheir behaviour and adhering to the rules ofthe road.“Trains have their headlights on bright

fontein het drie Vrydae gelede by Stikland-stasie afgeklimnáhy om06:15 vanEikenfon-tein-stasie vertrek het.“Gewoonlik ry ek met my motor na my

werkplek inStikland,maarmyvoertuigwasby ’n motorwerktuigkundige. Daarom reisek vir ’n paar weke met die trein,” sê Char-les.Dié oggend was die kaartjiekantoor nog

toe tydens sy vertrek van die stasie.Met die afklim in Stikland het Charles vir

’n beampte gesê hy het nie ’n kaartjie nie.Die beampte het hom na ’n toesighouer ver-wys, wat aangedui het hy is besig en datCharles moet wag.“Ek sê toe ek gaan buite die kantoor ’n si-

garet rook,” sê Charles.

veel as die R5 778, wat hy in 2007 sou moesbetaal.“Ek het die eerste kwotasie ses jaar gelede

aangevra, en het toe weer in 2011 ’n monde-linge kwotasie van R8 300 ontvang. Ek het’n verhoging ná ses jaar verwag, maar nikskon my voorberei op dié finale skok nie,”vertel hy verslae.Sy huis, wat ’n drie-fase-kragaansluiting

Die aansluitingsfooi hetvan R1 407 in 2007 tot R14 040 in 2013 toege-neem,” sê hy.Hy skryf die verhoging toe aan die feit dat

daar in 2007 nog sekere dele van die stadwas– onder meer die ou Oostenberg-munisipali-teit – wat mense toegelaat het om self diediensaanluitingskabel van die kiosk tot erf-grens te installeer.

“Sedertdien is die prosesse gestandaardi-seer en word klante nie toegelaat om self in-stallasiewerk buite die erf te doen nie. Die2007-kwotasie vir die aansluitingsfooi sluitdus nie die installasie van die gedeelte vandie kabel van die kiosk tot die erfgrens innie, maar slegs die meter. The planned train fare increase has com-muters derailed, demanding that Metrorailget their act on track and give them a serv-ice worthy of a price hike.

Come next month, those purchasingmonthly tickets will pay between R7 andR45 more, while weeklies will cost betweenR3 and R5 extra. A single train ticket willcost 50c more and returns by R1.

Metrorail’s regional managerMthuthuzeli Swartz considers the increaseas “pro-poor”.

“We were very conscious of the soaringcost of living and imposed a modest in-crease as a result,” he says.

The subsidy received from governmentbarely covers half the cost of operating therail service, Swartz explains.

“The last financial year it cost us R1,2 bil-lion rand to operate trains just in the West-ern Cape. By clamping down on fare dodg-ers, closing stations and conducting specialactions on trains we have managed to re-cover R160 million rand more than the pre-vious financial year, exceeding our reve-nue target by R8 million.”

External factors including increases inthe cost of energy, personnel, maintenancematerial, safety-critical and statutory com-pliance accounted for the majority of the re-gion’s expenses.

But commuters are unimpressed by theplanned price hike.

The train service provider has “a finecheek” to push up the fares of a “life-threat-ening service”, Mariam Jacobs says.

She has resorted to leaving all her valua-bles at home after being robbed on the traintwice this year alone.

“The funny thing is it happened duringpeak hour,” she says wryly.

“The first time the guy pulled out a knifeand demanded my wedding ring and cell-phone, and about a month later a laaitiegrabbed and ripped my grandmother’schain from my neck. Some of the passen-gers tried to chase after him but he got awayeasily.”

The “missing in action” security officersare nothing but “cowards in uniform” thatare never there when you need them,Jacobs adds.

“Off-peak times, you find them stretchedout on the seats, taking a nap; 10 points,Metrorail; what a way to make your cus-tomers feel safe!”

Reagan Francis has been using rail trans-port for two years as it is the cheapest wayfor him to get to work. But if he would havebeen able to afford a pricier mode, he wouldmake the change in a heartbeat.

“Right now we are travelling on a mobilerobbery hotspot because we have no choice.Commuters are sitting ducks because secu-rity guards are not half as visible as theyshould be,” he says.

“If they should say the increase is goingtowards employing additional security of-ficers, I will happily cough up.

“You put your life in danger by settingfoot in a carriage, but if you can’t afford an-ything better, it’s a chance you have totake.”

But Swartz points out that Metrorail hasincreased their Protection Services com-plement by 300 security members. A totalof R12 million is spent on security everymonth across the province.

“We now have 1 000 Protection Servicesemployees, about 800 contracted guardsfrom five different companies and 400 rail-way police officers protecting trains andstations,” he says.

Vandalism remains rife in certain areas,Swartz explains, and the protection of vul-nerable assets resulted in an “extra-ordi-nary maintenance burden”.

But, he continues, Metrorail has “aggres-sively implemented” an action plan to “ar-rest the decline in service levels” over thelast year.

across Cape Town gathered at the SareptaCommunity Hall last Friday for celebra-tions.The room was filled with strong, ambi-

tious women who had a moment to relaxaway from their hectic schedules.They were treated to a delicious feast and

enjoyed music and performances from vari-ous artists.“Today we are thanking them for all that

they do for us. This day is for them,” saidFlorence Groener, head of training for theCity of Cape Town health directorate.NurseMagdaHill whoworks at theBrack-

enfell clinic says that the responsibility is of-

ten overwhelming, but rewarding at the endof the day. She explains how constant hoursof work takes a toll on herself as well as herfamily life.“This is sometimes a 24-hour job. There

are timeswhen I don’t even have time to eat.I just grab and go,” she says.Councillor Lungiswa James, the city’s

mayoral committee member for health de-scribed these nurses as the communities’pillar of strength.She mentioned key achievements ob-

tained by the hard work of nurses.These include, the improvement of the TB

rate from 67 % in 2004 to 83,5 % in 2011 andthe manageability of HIV and Aids due tomore people participating in the Get Testedcampaign.“Our nurses did not choose nursing as a

career, they regardnursingas a calling,” shesays.

BadisaKuilsRiver is all systemsgo in theirattempt to help the unemployed with theirnew initiative, Badisa work for a livingprogramme.Swarms of unemployed residents from

Kuils River took to the streets to theSarepta Community Hall last Wednesdayto join the programme.“We saw the need because of the unem-

ployment rate in this area launched this in-itiative to help them with a certain set ofskills they will need in the working envi-ronment,” said Eugene Devis, communitydevelopment worker.Eugene Devis strongly believes that this

programme is a stepping stone for unem-ployed residents to enter a working envi-ronment.The three-week programme, which runs

every Wednesday to Friday, teaches thejobless preparation skills for interviews,how to dress for interviews, financial liter-acy, service excellence and how to set upjob applications and credentials.“Wewant to teach them andmould them

to have the confidence to get up and find

a job,” says Eugene.Weliswa Simendolo from Kalkfontein

who joined the programme onWednesday,says she was excited when she received aphone call to join this programme. “I wasreally excited. Finally I have something todo, other than housework,” she says.Welisha, who is a mother of three, says

that the daily struggles to put bread on thetable have become too much to bear attimes. Her husband, who works at KFC isthe breadwinner at her home as well as hismother’s. “It is difficult with the incomewe receive. Some nights there isn’t enoughto eat.”She saysher two eldest children,whoare

studying, act as a motivating force for herto try and get a job.Eugene says the employees at Badisa

strongly believe in addressing the povertymindset residents of Kuils River have.“We want to get rid of that mindset. We

want them to govern themselves to get upand get a job,” he says.The initiative will run through the year.

The saying, the future is in the hands of ourchildren, is a reflection of the motto theschool choir at Kuils River Technical Highlive bywith their newoutreachprogrammeto disadvantaged communities.Not ones to rest on their laurels, learners

Kim Smith and Byron Milton started thegroup and use their talent to make a differ-ence.They sing songs that have a profound

message and take time to incorporate storytelling in their masterpieces of music.With their spunk and positive attitudes

both Kim and Byron invited learners at theschool to join their choir who were not oc-cupied by other activities after school.“We decided to start the choir because

previously it was not well established andfor the love of music,” says Kim.Their outreach programme entails per-

formances at old age homes, orphanages aswell as motivational talks with learnersfrom various schools.“I have sympathy when it comes to the

poor and we do this from our heart to makea difference even in the smallest way possi-

ble,” said Byron.Byron who has had experience singing,

plays the role as choir director and choosessongs that have a message.Their music style and songs are influ-

enced by choral, African and traditionalmusic with a youthful twist.“Singing takes you to another world. It

brightens up your day and that is what wewant others to experience when we sing,”said Kim. Kim also says that this is a goodway to keep busy after school and not fallfoul of something.Wayne Klaassen who is on the governing

bodyof the school says: “There aremiracleshappening at this school and these learnersare the example of it.”The many challenges these two have

faced include administrative work forwhich they are responsible. They also de-scribe how they are often demotivated be-cause of failed attempts by previous choirs.Financial difficulties are the biggest con-

cern, they say.The choir will be performing at the Alex-

EERSTE AANVULLENDEWAARDASIELYS TOT DIE 2012- ALGEMENEWAARDASIELYS (SV01), VIR DIE 2013/2014-BOEKJAARIngevolge artikel 49(1)(a)(i) van die Wet op Plaaslike Regering: Munisipale Eiendomsbelasting (Wet 6 of 2004), hierna die “Wet” genoem, worddaar hiermee kennis gegee dat die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01) vir die 2013/2014-boekjaar virdie publiek by die lokale hieronder ter insae lê vanaf 21 Mei 2013 tot 30 Junie 2013. Die vorms vir die indiening van besware is by hierdie lokalebeskikbaar. Die waardasielys is ook vanaf 21 Mei 2013 op die Raad se webwerf beskikbaar (adres hieronder).

Eiendomme word ingevolge artikel 78(1) van die Wet op die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01)geplaas indien dit: a) foutiewelik uit die waardasielys gelaat is; b) na die laaste algemene waardasie by die munisipaliteit ingesluit is; c) na dielaaste algemene waardasie onderverdeel of gekonsolideer is; d) ‘n wesenlike toename of vermindering in markwaarde ondergaan het sedertdie laaste algemene waardasie; e) in die laaste algemene waardasie aansienlik verkeerd gewaardeer is; f) om enige ander buitengewone redeherwaardeer moet word; g) waarvan die kategorie verander het.

Ingevolge artikel 49(1)(a)(ii) van die Wet kan enige eiendomsbesitter of ander persoon wat wil, binne die gemelde tydperk ’n beswaar bydie munisipale bestuurder indien oor enige saak wat op die waardasielys verskyn of daaruit weggelaat is. Besware kan slegs ten opsigte vaneiendomme wat op die SV01-lys gewaardeer is, ingedien word. Die eienaars van hierdie eiendomme sal skriftelik van hul SV01-waardasies inkennis gestel word via die posadres wat tans op die Stad se databasis is.

Aandag word spesifiek gevestig op die feit dat ‘n beswaar ingevolge artikel 50(2) van die Wet met ‘n spesifieke, individuele eiendom verbandmoet hou en nie teen die aanvullende waardasielys as ’n geheel ingedien kan word nie. Die vorms vir die indiening van besware is by die lokalehieronder genoem beskikbaar en kan van die webwerf afgelaai word. ‘n Afsonderlike beswaarvorm moet vir elke eiendom ingevul word.

Local singer, IvanSiegelaar,will soon sharethe stagewith international singing legend,Barbra Streisand.Ivan, who is known both as a singer, and

a presenter on Radio Tygerberg, has beenchosen to perform with her as one of threetenors at two shows in Amsterdam in June.“What an absolute honour and joy to just

think that I will be sharing a stage with theabsolute world-famous, Barbra Streisand,”Ivan says.“I think that it will only become reality,

once I am there and it is happening,” headds.When TygerBurger last spoke to Ivan in

February last year, he was getting ready tovisit Israel.“When I came back from Israel, I said eve-

ry Christianmust go to Israel at least once,”he says. “In South Africa, we have a com-fortable gospel,” he says, explaining that itis much easier to be a Christian here, thanit is in countries like Israel.Ivan travelled to Jerusalem to address

dignitaries as part of a team mandated toask for repentance on behalf of South Afri-ca. He addressed the dignitaries and per-formed prophetic songs, meant to encour-age the Christians of Jerusalem.Since then, Ivan says he has been busy

with community work. “My heart lies incommunity upliftment,” he explains brief-ly.

He uses his music to inspire people. “Asa person, I am very passionate and I like toinspire, so that’s what you’d get from mymusic,” he says.Ivan has also recently released a book, ti-

tled, Releasing the Prophetic Abundance inyour Life.
