On Being TexanLast week, we ran this

consternation-inducing cover:

In case you missed it, or can’t make out the

tiny type above, the text read as follows: “50

years ago this week, almost-local boy Lyndon

Baines Johnson was elected President of the

United States by a single vote, making him thefirst Texan in history to rise to that office.”

The objections to the cover ran from “That

looks like a Communist poster”, to “There

wasn’t an election in 1963, dummy”, to “LBJ

wasn’t the first Texan to become President.

That was Eisenhower.” Well we’re going to

clear all those issues up right now, starting

with Ike’s lack of Texan-ness.

Dwight Eisenhower was indeed born in

Texas, but he was raised in the gods-forsakenwasteland of Kansas. While his state-of-origin

was discussed around the office before we

went to press on that cover, we collectively

made the decision that birth alone doesn’t

qualify one as a Texan. There’s a cultural

element that Ike simply didn’t possess.

First of all, if you’re going to be considered

a Texan, we hold that you must identify as

such. You have to say things like “I’m a Texan.”You should also have clear memories of living

in Texas, and embrace Texas culture at some

level. Evidence of cultural immersion could

include taking a stand on proper BBQ prep

or wearing a cowboy hat to a formal event.

While a great American, there is no record

of Eisenhower doing any of these things. Even

fictional Texans, such as Hank Hill, (born in

New York City), and George W Bush, (born

in Connecticut), made that cut.LBJ, while no doubt a less-great American

(and human being in general) than Ike, met

the Texan standard. In fact, being

a Texan might be one of only a

handful of Johnson’s virtues. Put

it up there with the Civil Rights

Act of 1964. That makes two.

As for the November 22,

1963 election, in which LBJ

won the Presidency from John

Kennedy, well, that stands. Granted,

it was close, coming down to a single “magic

ballot” cast from this Dallas polling place:

As for the look of the artwork, we think

it’s only appropriate, since the man who

voted Johnson in was an avowed Commie.

That man, Lee Harvey Oswald, had at one

time defected to the Soviet Union, only to

return to Texas after a couple Russian winters

proved uncomfortable.

Oswald rockingthe mic in theminutes beforehis death.

Oswald died on stage just two days

after the ’63 vote when an area strip clubowner, who turned out to be dissatisfied with

the election’s results, inadvertently ran into

Lee Harvey during a surprise concert in the

basement of the Dallas Police Department,

with a voting machine of his own in hand.

Fortunately, elections have streamlined in

the decades since.

Three million.That’s the number of visitors who descend on this

small city of 61,000 every year, according to the

New Braunfels Convention and Visitors Bureau.One hundred and five.

That’s the number of police officers who

cover the City of New Braunfels. Of those 105,

there are currently 44 patrol officers with 12

supervisors. To these numbers are added four

traffic unit officers with one supervisor, according

to Lt. John Wells, the public information officer

for the Support Services Department within in

the New Braunfels Police Department.

What this means is that a total of 61 patroland traffic officers must cover the City 24 hours

a day, seven days a week, 365 days per year.

And, of course, the officers need time off as well.

POLICE NUMBERS BYCOMPARISONIn Texas, there are an average 2.2 police

officers per 1,000 people. The federal

Department of Justice recommends that 2.6officers cover that population.

In New Braunfels, there are only 1.6

officers per 1,000 people. This is lower than

neighboring Seguin, which has two officers

per 1,000, and San Marcos’ 1.7, according

to numbers provided by Budget Infographics,

a San Marcos-based company that breaks

down budget and personnel statistics for local

municipalities, and is currently under contract

with the City of New Braunfels.When 3 million visitors are added to the

equation, that number stretches even thinner.

Add to that again the exceptionally high-number

of people traveling through town on Interstate

35, the percentages dwindle even further.

To bring New Braunfels’ police force

up to even state standards, the department

would need about 30 more officers. The City

would need at least 159 on the force to meet

Department of Justice recommendations. 

TOURISTSThe primary tourist season between May-August

sees a marked increase in the numbers of arrests.

In 2012, according to numbers provided

by Wells, there were 2,539 total arrests for the

year. Between May-August alone, that number

was 1,015, which represents 40 percent of

the annual total. Spread throughout the year,there was an average of 212 arrests per

month. During the four-month summer period,

that average increased to 254. July saw the

highest numbers of arrests with 287 while the

lowest for the year was 148 in December.

This four-month period does not even

include, of course, spring break or Labor

Day weekend.

The force did add seven new officers on

Monday, according to Wells. However, the

Field Training Program for new officers takes

almost six months. Only then can new officers

patrol by themselves, meaning these new

officers’ affect to the force is negligible. Along

with the new hires, there are two more officers

near the end of their training and should be onpatrol within the next few weeks.

 

PAY Another issue for the officers regards pay. An

officer’s pay starts at $45,000, according

to Matt Aguirre of the New Braunfels Police

Officers Association. While the starting pay

is decent when compared to nearby cities,

Aguirre said the problem lies in future pay for

more senior officers.Officers’ salaries follow a step plan. At

the highest step, an officer tops out at about

$53,000. “This means that someone who

has been on the force for 20 years is only

making (around $7,000 more) than a starting

officer,” Aguirre said.

While officer pay is among the highest

in the area, it is well below New Braunfels’

$59,000 median income. To this add the fact

that the City has some of the highest property

costs in the area as well, with the median home

value running above $154,000, according to

U.S. Census numbers.

Also, any discussion of police pay has

to take into consideration the job itself. A

career as a police officer is, arguably, one of

the most difficult. The job has a high level of

danger and stress. Officers work at all hours,

in all weather and seldom have weekends or

holidays off. Simply, the police department

does not shut down.

CITY ACTIONPay and staffing shortages have led

to a low retention rate for the department,

according to Aguirre. Because of this, the

Police Officers Association has taken their

concerns to the City Council.

 “The City Council has been very receptiveto our requests,” Aguirre said. “They have

recognized that this is an issue that has been

somewhat neglected in the past few years andthey are doing what they can to solve this issue.”

One thing the Council has done isto create a pay plan committee to look atincreasing officers’ pay.

However, any action by government canbe a drawn-out procedure.

The Council is looking at how NewBraunfels matches up with comparablecities, primarily along I-35, according toCouncilmember Ron Reeves. City ManagerRobert Camareno will provide Council witha list of those comparable cities. If that list issatisfactory, numbers must then be sifted andcrunched before Council can act.

Reeves pointed out, however, that theprocess isn’t in regards just to police pay, butto all city employees.

Comparable, however, can be difficult toascertain. Many comparable cities along I-35do not get the number of visitors every year thatNew Braunfels does. Also, a myriad of otherfactors must be taken into consideration. SanMarcos, for example, which has about 10,000fewer people, also receives a large numberof tourists, which piles on to the city’s already-significant university population. The police forcethere receives a slightly higher amount of payand benefits, yet it also has less than half themedian household income of New Braunfels andlower home prices, according to numbers fromBudget Infographics. However, our neighboringcity does harbor a higher crime rate.

Whatever the outcome, there seems littlechance of relief this year, other than the ninerecently hired officers.

“The budget is set for this year,” Reevessaid. “Anything regarding pay will be onnext year’s budget.”

 

 WHERE THE MONEY COULDCOME FROMTo alleviate the problem, the City could use

money from the General Fund. The GeneralFund is a reserve fund with money notearmarked for specific purposes, such asunforeseen emergencies.

Currently, 30 percent of the City’s 2013-14 budget is in the General Fund, whichamounts to $13,931,065. However, if theCity reduced the fund to 25 percent, this wouldfree up $2,321,844, according to numbersprovided to the TX Citizen.

If the City took this money from the GeneralFund now, it could hire 25 more officers andstill leave well more than $1 million for wage

increases for all city employees. This wouldstill leave more than $11.5 million within theGeneral Fund for emergencies. However,a larger force would have to be financiallymaintained yearly. But, it seems, well worth thecosts to keep and hold experienced officers,and maintain a higher officer-to-citizen ratio.

Without seeing the results from any yetcompleted studies and because it is too earlyin the budgeting process, neither Reeves norCouncilmember Sandy Nolte were able tocomment on where money for higher officerpay could come from.

So, keep in mind, if you have to call thepolice to file a report (rather than respond toan emergency) and they aren’t there as fastas you would prefer, just remember that theyhave to cover a large territory with a smallerthan average workforce.

As far as we’re concerned, policeprotection is job one for any localgovernment. It won’t be long before we seeif City Hall is ready to get behind the PD to

bring those response times down, or if it’smore important to carry a rather hefty 30%

general fund balance.

Dear Mexican: My father and

mother were able to come over

because after the “yellow scare” was

over, the States didn’t seem to mind

that Chinese were coming over here by

the boat loads.

Since my parents were given visas

and green cards pretty easily, my

father was able to get into school pretty

easily. Tis seems to be pretty prevalent

amongst the most of Chinese, aiwanese,

Korean, and Indian populace (aka, the

model minority groups). As a result,

immigrants from China, aiwan,

Korea, and India have been able to

get an education here and prosper.

 Additionally, many of these immigrants

have a pride for their home country (as

do Mexicans...unlike what most of the

anti-immigration crowd thinks, you’re

not the only ones who wave your home

country’s flags around).

Tis resulted in a lot of newly

educated Chinese, aiwanese, South

Koreans, and Indians bringing

skills and expertise back to their

home country. Tis allowed the

aforementioned countries to build

up. And these countries have begun

to pump out fewer immigrants

since there are a great number of

 job opportunities, better education

systems, and better living conditionsoverall (still a ways to go in China and

India, but it’ll get there).

So my point being: why doesn’t

the U.S. grant a greater number

of Mexicans green cards, visas, or

college education? I mean, it would

stop all the whiners from saying,

“We’ll all be speaking Spanish soon.”

I mean, seriously: if the States wouldallow more Mexicans in legally, then

 we’d have more Mexic ans with actu al

opportunities in the States, which

 would mean Mexic o would eventually

benefit, and in turn would reduce the

number of illegal immigrants coming

in from Mexico.

 You’re a much better fact and

statistics finder than I am (and youreach a lot more people than I do), so

I was wondering if there is anyway you

could let some of those wall-building

 whiners know that billions spent

on letting Mexicans in and helping

them succeed now (the illegals are a

necessity anyways—New York would

grind to a halt if the legal or illegal

immigrants left) is a whole lot betterin the long run than billions spent

building a wall that doesn’t work then

spending billions more to tear it down

 when we realize that the damn wall

separates us from our neighbors and

destroys ecosystems that keep America

from turning into the Sahara.

Dear Chinita: Hear, hear all around. I’ll

just note that the Right want to keep Mexicans

pendejos, poor and illegal because it makes

it that much easier to scapegoat and exploit

them. You rarely hear Know Nothings go

after Indians, for instance (who by far get the

largest share of high-tech visas: 64 percent

compared to Mexico’s puny 1.2 percent),because they’d go all Shiva on them with their

money, education and ghost peppers.

approached me after my recent speech there

to fret about family members not liking her

because she’s not 100 percent Mexican.

Don’t pay attention to the haters. I know thatthe Mexican part of you feels you’re obliged

to hang out and respect family members

because they’re familia. Screw that.

NEVER surround yourself with people who

obsess about racial cultural purity, because

they’re the ones whose futures are doomed in

this multicultural reality of ours— they’re going

to end up whining as much as neo-Nazis.

Thanksgiving is here! Once we wake up from our food induced coma, we’ll find that our refrigerator

is crammed pack with leftovers. Yes, turkey sandwiches are always a must but why not step it up

a bit and do something different? For example, a small group of close friends and I have recently

formed a Supper Club. We gather at a pre-selected home of a club member with a designated

menu theme. Our next get together will feature “Thanksgiving leftovers” repurposed into unique

culinary creations. I can’t wait to see what my dear foodie friends come up with! So, with that

theme in mind, here is my twist on a cold weather classic:

Thanksgiving Leftovers Sheppard’s Pie

• 3 tbls salted butter

• 1 small onion, chopped

• ½ cup celery, chopped

• 2 cups leftover turkey gravy

• ½ cup heavy whipping cream

• 1 sprig thyme, chopped,

or 1 tsp dry thyme

• ½ tsp poultry seasoning

• Salt & pepper to taste

• 1 cup leftover veggies or 16 oz bag

frozen corn, peas, green beans and carrot mix

• 2 cups leftover turkey, shredded

• 4 cups mashed potatoes

• 2 cups shredded cheddar cheese

In a medium pot, add butter and sauté onions and celery until lightly browned. Add gravy and

blend in heavy whipping cream. Add seasonings and stir. Simmer until thickened. Add veggies

and shredded turkey and stir. Pour mixture into baking pan or individual baking bowls. Reheat

mashed potatoes until smooth if needed. Cover turkey, veggie and gravy mixture with mashed

potatoes and sprinkle with cheddar cheese. Bake at 350° for 30-40 minutes or until bubbly and

cheese begins to brown on top.

This recipe gives new life and a second chance to your Thanksgiving turkey, gravy, mashed

potatoes, and veggies. Sheppard’s Pie is one of those fabulous Irish/British inventions that turn

simple ingredients into a comfortable and soul-warming one-dish meal.

Other ideas for turkey leftovers include Turkey Soup with Cornbread Dressing Dumplings,

Turkey Enchiladas, Turkey Tetrazzini, and Turkey Pot Pie. Feel free to e-mail me for the recipes.

Thanks for Somethin’It’s late November, time to get ready for turkey

and pecan pie, time to put my snow tires on my

car before I put it in a ditch, and time to read

entirely too many Facebook posts from friends

and family about what they’re thankful for.

The current trend seems to be to post

something you are thankful for every day of

the month. I try not to get sucked into such

things. I always wonder what will happen if I

forget someone or something very important. If

I leave out my mother but post that I’m thankfulfor alcohol, what’s Christmas going to be like?

Will I even make it past Thanksgiving?

So, the problem isn’t that I’m a thankless

jerk, but that I have too much to be thankful

for. Like most, I don’t say it enough, but being

this side of the lawn is enough reason to be

thankful. The tragedies of our lives are real,

but being here to experience them is almost

certainly better than the alternative.There’s one thing that I’m thankful for,

though, that is worth elaborating on: I’m

thankful I live in the United States of America.

You wouldn’t think it was true to read my

column weekly, but I am thankful to live in the

United States. In fact, it is the fact that I live

here that allows me to complain as much as I

do. In this country, I don’t have to worry about

repercussions (fingers crossed) when I suggest

that our President is either an idiot or a liar (and

probably both) and that his predecessor was

no better. In most countries around the world

this is not the case, and in some countries my

type of criticism is likely to result in a prison

term at best and an in-depth, personal expose´

on capital punishment at worst.

You will find many who dispute that the

United States of America is the greatest country

on earth, even among libertarians like myself.They might say that our country is not what it

once was or that, in this area or that, some

other country outstrips us, but they quibble over

a light tarnish, easily polished off. I would rather

look at people voting with their feet. The United

States of America is the country that accepts the

most immigrants. This counts neither those who

are not accepted, nor illegal immigrants. By far,

more people want to live in the United States ofAmerica than in any other nation. That’s all the

proof I need of our greatness.

I’m thankful that I live in the United States

of America because I know that when I hear

that we need to do more about hunger or thatthe food shelves are desperate for donations,

my contribution will not mean the difference

between life and death. The United States

of America has a much larger problem with

obesity than it does people going without food.

In many other countries, being hungry is the

norm, and starving is an all too real possibility.

Here, in the United States of America, being

hungry is a transient state, something thatalmost everyone can solve with a quick trip to

the refrigerator or the local McDonalds.

I’m thankful that I live in the United States

of America because I know that when I hear

about our poverty problems, we aren’t talking

about real poverty. The poverty we have in this

country is lavish luxury to much of the rest of the

world. In the United States of America poverty

means having a hard time making ends meet,

and it almost never means going without food,

shelter, heat, or even electricity. Those things

that the poor find themselves going without in

this country are the things that others around

the world dream of having. In the United States

of America, even the poor are rich.

I’m thankful that I live in the United States

of America because no one lacks access to

medical care; even though, we are told that

they do all the time. In other countries, lackof medical care means that there are no

doctors, no hospitals, no medicine. It means

that people die from treatable infections

and diarrhea. It means that injuries result in

life-long debilitation or death outright. In the

United States of America, we complain when

some people cannot afford treatments that no

one can afford in other countries.

I’m thankful that I live in the United Statesof America because we have the best military

in the world, and they protect me from others

who would do me harm. In the United States

of America, I am reduced to complaining about

American military adventurism when, in many

other countries, the military is shooting people in

the streets. In the United States of America, we

have the luxury of sending our military abroad

to seek out our enemies before they can attack

us. Our military stands between us and our

enemies, in other countries, they are the enemy.

I’m thankful that I live in the United States

of America because we elect the fools who

govern us, and for the most part, those electionsappear to be fair. In other countries, dictators

walk away with 99 percent of the vote. In the

United States of America, we have no record

of a president winning by even 65 percent.

Presidents in this country should keep in mind

that a good percentage of the population voted

for the other guy and were pretty sure that

voting for you was a bad idea. In the United

States of America, politicians have to careabout what the people think because when

they don’t, they lose their cushy jobs.

I’m thankful that I live in the United

States of America because our elected

officials look for legal ways to steal from

us, and in most cases, they keep only a

small percentage of their ill gotten gains

for themselves. (This ties in to the argument

above because buying a fair election is not

cheap.) Corruption in the United States of

America is mostly hidden and can result

in prosecution if engaged in haphazardly.

In many other countries around the world,

corruption is institutionalized; people factor

it into their daily lives in the same way we

do our cable bills. In the United States of

America, our government has left us innocent

enough to be shocked when massive fraud is

uncovered. Our presidents leave office withsubstantially more grey hair and a lucrative

future in public speaking, not with a private

jet and half of the treasury.

I’m thankful that I live in the United States

of America because as bad as we may have

screwed things up, there is every reason

to believe we can fix it again. We have

founding principles in the Constitution that

we may have strayed from or misinterpretedbut that are there to return to. We have a

nation full of people who are generous and

industrious and kind. We have a system that

still rewards ingenuity and invention. We

are still on top of the world, and we have

everything we need to stay there. Who could

ask for more than that?
