I. INTRODUCTIONA. PurposeandObjectivesoftheStudy
This Traffic Impact Study has been prepared to address the traffic-related impacts of theproposedRenaissanceEastprojectintheCityofRialto.ThistrafficstudyhasbeenconductedinaccordancewiththetrafficstudyrequirementsoftheCityofRialto,basedon theCity’sTraffic ImpactAnalysisReportGuidelinesandRequirements(Date:December2013),and inaccordancewithSanBernardinoAssociationofGovernments(SANBAG)CongestionManagementProgram(CMP)requirements.Thisstudyaddressesexistingandshort-termfuturetrafficconditions,taking intoaccounttheproject trips to be generated by the project and potential project-related impacts on thesurroundingcirculationsystem.Thisreportincludesadescriptionofexistingtrafficconditionsinthesurroundingarea,estimatedproject trip generation anddistribution, future traffic growth, and an assessmentofproject-related impactson the roadwaysystem. DevelopmentProjectDescriptionTheprojectwill involve theconstructionofa108-roomhotelon theeastendof thesite, twobuildings for retailuse totaling9,100square feet, two fast-food restaurantbuildings totaling7,620squarefeet,anda9,170-square-footrestaurantbuildingonthewestendofthesite.AcopyoftheprojectsiteplanisprovidedonFigure2.VehicularaccessprovisionsfortheprojectsitewouldconsistofthreedrivewaysonRenaissanceParkway. All three driveways on Renaissance Parkway would restrict left turns out of thedriveway.Allentrancestothesitewouldbeunsignalized.Aspartoftheproject,theeastlegattheintersectionofAyalaDriveatRenaissanceParkwaywillbere-constructedtoincludetwoleft-turnlanes,twothroughlanes,andonededicatedright-turnlane.Inaddition,theroadwaysegmentofRenaissanceParkwayfromAyalaDrivetotheproject’seasternboundarywillbewidenedtofourlanes.Theseimprovementswillbeconstructedbeforetheprojectsiteisconstructed.TheproposedopeningyearfortheprojectisYear2018.Theprojectwillbedevelopedinasingleprojectphase.Theprojectsiteislocatedapproximately1½-milesfromtheCityofRialto’sborderwiththeCityofFontana.The site is locatedwithin theRenaissance Specific Plan,which is located generally betweenCasmaliaStreetonthenorth,BaselineRoadonthesouth,AyalaDriveontheeast,andTamarindandPalmettoAvenuesonthewest.TheRenaissanceSpecificPlanareacovers1,445acres,with81separatePlanningAreas,and isapproved for avarietyof landuses, including residential,commercial,industrial,andemploymentuses.TheSpecificPlanwasapprovedforbuild-outinthreeseparatephases,overa20-yearperiod.TheRenaissanceSpecificPlanevaluatedarangeoflandusedensitiesandcorrespondingtripsgeneratedbytheimplementationofdesignatedlanduseswithintheSpecificPlanboundariesthroughbuild-out.AnamendmenttotheSpecificPlanwasapprovedinDecember,2016.TheRenaissanceSpecificPlanAmendment(RSPA)includesanumberofchangesto,amongotherthings,theVehicularCirculationPlanandtheTruckRoutePlan.TheRenaissanceEastprojectsiteislocatedwithinPlanningArea29oftheRenaissanceSpecificPlan. The land use designation is Freeway Incubator. The specific floor-to-area-ratio (FAR)assignedtoPlanningArea29was0.25.Theproposedcommercialusesareeitherapermitteduseorneedaconditionaldevelopmentpermitwithinthislandusecategory,andtheproposedFARis0.24.

E. AnalysisMethodology1. IntersectionAnalysis–HCMMethodologyPeakhour intersectionoperationsatsignalizedandunsignalizedintersectionswereevaluatedusingthemethodsprescribedintheHighwayCapacityManual(HCM)2010,consistentwiththerequirementsoftheCityofRialtoandtheSanBernardinoCountyCMP.TheCityofRialtoguidelinesrequireanalysisoftrafficoperationstobebasedonthevehiculardelaymethodologiesoftheHCM(TransportationResearchBoardSpecialReport209).TheCitydoesnotdesignateaspecificsoftware tobeused in theanalysis,butallows theuseofoneofseveralsoftwarepackages thatareconsistentwith theHCMmethodologies. The intersectionanalysisfortheproposedprojecthasbeenaccomplishedusingtheVistrosoftwareprogramandusing the specified input parameters outlined in the City’s Traffic Impact Analysis ReportGuidelinesandRequirements.PertheHCMMethodology,LevelofService(LOS)forsignalizedintersectionsisdefinedintermsofaveragevehicledelay,whichprovidesanindicationofdriverdiscomfort,frustration,andfuelconsumption. Specifically, LOS criteria are stated in terms of the average control delay pervehicle for thepeak 15-minuteperiodwithin thehour analyzed. The average controldelayincludesinitialdecelerationdelay,queuemove-uptime,andfinalaccelerationtimeinadditiontothe stop delay. The tables on the following page provide a description of the operatingcharacteristicsofeachLevelofServiceanddefinetheLOSintermsofaveragesecondsofdelayforsignalizedandunsignalizedintersections.2. LevelofServiceStandardsandMeasureofSignificanceTheCityofRialto,pertheCityofRialto2010GeneralPlanUpdate,establishesminimumLevelofServicestandards. AccordingtoPolicy4-1.20oftheGeneralPlandocument,theCityrequiresthatsignalized intersectionsoperateatLOSDorbetterduringthemorningandeveningpeakhours. TheCity’sTrafficStudyGuidelinesrequirenewdevelopment tomitigate impacts thatcausetheLevelofServicetofallbelowLOSD,orthepeakhourdelaytoincreaseasfollows:
- LOSA/B–by10.0seconds- LOSC –by8.0seconds- LOSD –by5.0seconds- LOSE –by2.0seconds- LOSF –by1.0second
TheCity’strafficstudyguidelinesrequireunsignalizedintersectionstooperatewithnovehicularmovementhavinganaveragedelayexceeding120secondsduringthemorningandeveningpeakhours.

LevelofService Description
ANoapproachphaseisfullyutilizedbytrafficandnovehiclewaitslongerthanoneredindication.Typically,theapproachappearsquiteopen,turnsaremadeeasilyandnearlyalldriversfindfreedomofoperation.
BThisservicelevelrepresentsstableoperation,whereanoccasionalapproachphaseisfullyutilizedandasubstantialnumberareapproachingfulluse.Manydriversbegintofeelrestrictedwithinplatoonsofvehicles.
CThislevelstillrepresentsstableoperatingconditions.Occasionallydriversmayhavetowaitthroughmorethanoneredsignalindication,andbackupsmaydevelopbehindturningvehicles.Mostdriversfeelsomewhatrestrictedbutnotobjectionablyso.

Thislevelencompassesazoneofincreasingrestriction,approachinginstabilityattheintersection.Delaystoapproachingvehiclesmaybesubstantialduringshortpeakswithinthepeakperiod;however,enoughcycleswithlowerdemandoccurtopermitperiodicclearanceofdevelopingqueues,thuspreventingexcessivebackups.
ECapacityoccursattheupperendofthisservicelevel.Itrepresentsthemostvehiclesthatanyparticularintersectionapproachcanaccommodate.Fullutilizationofeverysignalcycleisseldomattainednomatterhowgreatthedemand.

Thisleveldescribesforcedflowoperationsatlowspeeds,wherevolumesexceedcapacity.Theseconditionsusuallyresultfromqueuesofvehiclesbackingupfromarestrictiondownstream.Speedsarereducedsubstantiallyandstoppagesmayoccurforshortorlongperiodsoftimeduetothecongestion.Intheextremecase,bothspeedandvolumecandroptozero.

DescriptionofExistingRoads,TrafficControlsandIntersectionGeometricsRegionalaccesstothesiteisprovidedprimarilybytheStateRoute210(SR-210)Freeway,justnorthoftheprojectsite.Inaddition,theI-215Freewayislocatedapproximately4.5milestotheeastofthesite;theI-15Freewayisapproximately6milestothewestofthesite,andaccesstotheI-10Freewayisapproximately4.5milestothesouth.Existing laneconfigurationsand intersectioncontrolsatthestudy intersectionsareshownonFigure3.Thefollowingprovidesadescriptionoftheroadwayssurroundingtheprojectsite.AlderAvenue–AlderAvenue iscurrently a four-lanedividedroadway. It isoriented in thenorth-southdirectionandprovidesaccesstotheSR-210Freeway.AlderAvenueisdesignatedasaMajorArterialintheGeneralPlan,withfourtravellanes,abikelaneineachdirection,araisedcentermedian,andsidewalkswithin100feetofright-of-way.AlderAvenueisadesignatedtruckrouteintheCity.LocustAvenue–LocustAvenueiscurrentlyatwo-tofour-laneroadway,orientedinthenorth-southdirection.Within theRenaissance SpecificPlan area,LocustAvenue isdesignated as aSecondaryArterial,whichwouldprovidefourtravellanes,parking/bikelanes,andsidewalkswithin84feetofright-of-way.LocustAvenueisdesignatedasatruckrouteintheCity.LindenAvenue–LindenAvenueiscurrentlyafour-laneroadwaynearthestudyarea,orientedin thenorth-southdirection andonly currentlybuiltnorthofRenaissanceParkway. Transitservice to theprojectarea isprovidedvia theOmniTrans transit lines,whichserveanumberofSanBernardinocitiesinthearea.BusstopsintheprojectvicinityarelocatedalongBohnertAvenuetothenorthandBaselineRoadtothesouth. Adescriptionofthebusroutesservingtheprojectareaisprovidedbelow.OmniTransRoute10operatesbetween theCityofFontanaand theCityofSanBernardino,traveling through Rialto along Baseline Road in the project vicinity. Route 10 operates onweekdaysfrom5:10AMto8:15PMwithapproximately30-minuteto1-hourheadways(thetimeintervalbetweenbusarrivals),onSaturdaysfrom6:20AMto7:00PMwithapproximately1-hourheadways,andonSundaysfrom7:20AMto6:00PMwithapproximately1-hourheadways.OmniTransRoute22operatesbetweentheCityofRialtoandtheCityofColtonthroughBohnertAvenueintheprojectvicinity.Route22operatesonweekdaysfrom5:00AMto9:40PMwithapproximately30-minuteheadways,onSaturdaysfrom7:35AMto6:20PMwithapproximately1-hour headways, and on Sundays from 6:35 AM to 7:20 PM with approximately 1-hourheadways.Route22hasatransferpointwithRoute10attheintersectionofRiversideAvenueandBaselineRoad.
III. PROJECTEDFUTURETRAFFICA. ProjectTraffic1. ProjectTripGenerationTripgenerationestimatesfortheRenaissanceEastprojectarebasedondailyandpeakhourlytrip generation rates obtained from the Institute of Transportation Engineers (ITE) TripGenerationManual(9thEdition).ITEtripgenerationestimatesfortheprojectarebasedontripgenerationratesforfollowingITELandUses:Hotel(LandUse310),SpecialtyRetailCenter(LandUse 826),High-TurnoverRestaurant (LandUse 932), and Fast-FoodRestaurantwithDrive-Through(LandUse934).Notalltripsfromtheprojectareanticipatedtobenew.Sometripsareexpectedtobecapturedbytheinternallanduses,orfromtheexistingflowoftrafficpassingthesite.An8%reductionfactorwasappliedtotheHotellandusetoaccountforinternalcapturetotheneighboringretailandrestaurantusesontheprojectsite.A10%reductionfactorwasappliedtotheSpecialtyRetailandFast-FoodRestaurant landusestorepresentpass-bytrips. Thesereductions innewtripswere implemented incoordinationwith input fromCitystaff.Daily,morningpeakhour, andevening peak hour trip generation estimates are summarized on Table 3. The project isestimatedtogenerate5,742dailynewtrips,with464trips(245inboundand219outbound)inthemorningpeakhourand395trips(210inboundand185outbound)intheeveningpeakhour.

· WideningofLocustAvenuetofourlanesfromMiroWaytoRenaissanceParkway.TheprojectisexpectedtobecompletedbyOpeningYear2018.
· Construction of the south leg at the intersection of Linden Avenue at RenaissanceParkway,andreconfigurationof the lanes toaccommodatemovements fora4-leggedintersection.
· Re-constructionofthewestlegattheintersectionofAyalaDriveatRenaissanceParkwayto include two left-turn lanes, two through lanes, and one dedicated right-turn lane.ConstructionisunderwayandisexpectedtobecompletedbyOpeningYear2018.
· WideningofAyalaDrivetofourlanesfromBaselineRoadtoRenaissanceParkway.The
constructionofthisimprovementprojecthasbeenawarded,andtheprojectisexpectedtobecompletedbyOpeningYear2018.
· Note:Aspartoftheproject,theeastlegattheintersectionofAyalaDriveatRenaissanceParkwaywillbere-constructedtoincludetwoleft-turnlanes,twothroughlanes,andonededicated right-turn lane. IV. MITIGATIONMEASURES
A. IntersectionImprovementsBased on the impact criteria in the City’s Traffic Impact Analysis Report Guidelines andRequirements(ExhibitF),noproject-relatedimpactswouldbeconsideredsignificant.ThefollowingintersectionswasfoundtooperateatunacceptableLOS:
· #1–AlderAvenueatRenaissanceParkway
ImplementationofthefollowingimprovementswouldrestoreoperationsatthislocationtoLOSDorbetterduringbothpeakperiods:#1–AlderAvenueatRenaissanceParkway: Addasecondsouthbound left-turn lane.Addanexclusive westbound right-turn lane with overlap phases. These improvements to theintersection are consistent with the findings of the Renaissance Specific Plan. With theseimprovementsinplace,theintersectionwouldoperateatanacceptableLevelofServiceinthebothpeakhours.A summary of the intersection operation before and after implementation of thismitigationmeasureisprovidedonTable13.The project will contribute to this improvement through its fair share payment of theRenaissanceSpecificPlanTrafficFeeProgram.B. ImprovementsTheprojectwillwidenRenaissanceParkwayto4-laneswitharaisedmedian,transitioningtoconnectwiththeexisting2-lanesectionneartheeasternboundaryoftheprojectsite,andre-configurethewestboundapproachattheintersectionofAyalaDriveatRenaissanceParkwaytoinclude two left-turn lanes, two through lanes, and one dedicated right-turn lane prior toconstructionoftheproject.
B. TrafficSignalWarrantAnalysisEachproposedsitedrivewaywasanalyzed,andallareforecastedtooperateatLOSBorbetterinbothpeakhours.Thedrivewayswouldnotrequiresignalization.
C. SiteCirculationVehicularaccessprovisionsfortheprojectsitewouldconsistofthefollowing:
· ThreedrivewaysonRenaissanceParkway.· Thewestdrivewaywillbe35’wide.Themiddleandeastdrivewayswillbe30’
wide.· Allprojectdrivewaysrestrictleftturnsoutoftheprojectsite.· Allprojectdrivewayswillbeunsignalized.
The cumulative intersection analysis for the Plus Project condition indicates that all projectdrivewayswouldoperateatanacceptableLevelofServiceduringbothpeakhourperiods.

SafetyandOperationalImprovementsThesitedrivewaysandprojectimprovementsmustbedesignedsothatadequatesightdistancefordriversenteringandexiting thesite ismaintained.RenaissanceParkwayhasacompoundcurveacross theproject frontagesosightdistanceneeds tobeverifiedwith finalsitedesign.SpecifictotheEastdriveway,considerationneedstobegiventosightdistancelookingeastandpotentiallimitationsassociatedwiththeproposedretainingwall.Thelineofsight–astraightlinebetweenthedriver’seyeandoncomingvehiclesontheadjacentroadwaydefinestheLimitedUseArea. TheLimitedUseAreaforeachdrivewaymustbekeptclearofvisualobstructions,includingprojectsigns,buildingstructures,andlandscaping,inordertomaintainadequatesightdistance.Theproject’sWestdriveway is locatedapproximately300 feet from the intersectionofAyalaDriveandRenaissanceParkway.Duringthemorningpeak,westboundqueuesattheintersectionofAyalaDriveandRenaissanceParkwayareprojectedtoaverage315feet,potentiallyblockingthe driveway for vehicles inbound to the site. Queues in the afternoon peak hour are notanticipatedtoblockthedriveway.Duringthemorning,theproposedSonicisnotanticipatedtobeopenasSonicusestypicallyarenotopenuntil9:00a.m.,afterthemorningpeak.TheproposedCrackerBarrelwouldbeopenforbreakfastduringthemorningpeak.Itisanticipatedthatthevolumeoftrafficturningintothedriveway(98inonehour)wouldbeleftgapsinthequeuetoaccess thesite, findgaps in traffic to turn,oralternativelywoulduse theMiddledriveway toaccessthesite.A“KeepClear”pavementlegendonthewestboundlanesatthedrivewaymaybehelpfultoensurequeuesintheeastboundturnlaneareminimized.E.
