April 3, 2018
Chairman Joe Britt called the April 3, 2016 Recreation & Parks Commission meeting to order at
6:33 p.m., in the Rialto City Council Chambers.

Following Roll Call, Commissioner Silva led the Pledge of Allegiance.
II. INTRODUCTIONS
At this time, Chair Britt called for introductions, there were none.
Chair Britt directed members to peruse the March 6, 2018 meeting minutes for approval.
III. APPROVAL OF MINUTES
Recreation & Parks Commission Regular Meeting Minutes – March 6, 2018.
On a motion by Commissioner Morrison and a second by Commissioner Silva, the minutes of the
March 6, 2018 Recreation & Parks Commission Meeting, were approved as corrected.
After approval of the meeting minutes, Chair Britt asked if there were any discussion items from
the public.

V. INFORMATION/STATUS REPORTS
A. Staff Reports
1. Special Events Committee Update
Mr. Brents gave his reports for Special Events Committee as follows:
The committee meets once a month. As of now, the committee received a proposal from an entity
requesting a ribbon cutting ceremony, along with another inquiry for a Park event. Mr. Brents
continued stating that he will begin to send copies of the Special Events Committee Agenda to the
Commission by email regularly.
2. Joe Sampson Park Update
Mr. Hector Gonzalez, Associate Civil Engineer with the Public Works Department, gave updates
on Joe Sampson Park as follows:
Work is ongoing despite the weather, the contractor is pulling through. New restrooms have been
installed and things are looking nice. Concrete improvements and detention basin are in
progress. SCE has been contacted and services and a design should be finalized in the upcoming
weeks. Approximately 45 working days have passed so far, and curbing for the playground has
been completed. The designer also provided a drone aerial shot of the progress.
This concluded Hector’s report.
3. Rialto Unified School District
Mr. Brents reported on the Rialto Unified School District stating that the Joint Use Agreement
meeting was cancelled. He was notified by Dr. Islam who stated that the School District’s Attorney
must review the agreement prior to approval with the School Board.
B. Program Updates
1. Friends of the Rialto Senior Center
Mr. Salcedo presented updates for the Friends of the Rialto Senior Center as follows:
Mr. Salcedo distributed meeting minutes from the Friends of the Rialto Senior Center for
February 15, 2018 which detailed fundraising efforts through bingo at the Grace Vargas Senior
Center. Funds raised will be used towards the Senior prom and a variety of Summer Socials
taking place in June, July and August 2018. Social events listed were contributed to monetarily

Projects completed were; pool tables ($2,000) for 3, the movie screen projector ($5,000),
Ongoing project for seating tables estimated at $5-7,000 – group is awaiting the right vendor.
Mr. Salcedo continued stating the next meeting is scheduled for April 19, 2018.
Chair Britt asked if there a staff person there at each meeting, Mr. Salcedo replied yes. Also, Mr.
Salcedo stated that another pool tournament is underway, but with short staffing, it has been
difficult.
Chair Britt mentioned the tournaments are normally 4-5 hours, please see what staff can do to
assist.
This concluded reports on the Friends of the Rialto Senior Center.
2. Rialto Community Players/Courtney Theater
Julio Salcedo continued with updates for the Rialto Community Players (RCP)/ Sandra Courtney
Theater as follows:
The next meeting is Monday, next week. He and Mr. Brents met with Sandy Courtney this
afternoon to discuss maintenance needs prior to the upcoming play on Friday. Play flyer material
was distributed for Commissioners. Mr. Salcedo continued, staff is working assist with new
carpet, which bids are in and Mid-May, the vendor should be available to install, this will be a 2-
3 day job.
Chair Britt asked if new carpet cover the entire facility, Mr. Salcedo replied, only isle ways. The
carpet vendor will have to operate during the day to prevent interference with evening play
practices. Public Works will tend to the Theater curtains tomorrow to assess if temporary
curtains are needed, or if the curtains could be repaired. The goal is to get an estimate of what is
needed.
Commissioner Morrison stated that she is committed to catch plays and performances this
season, and encourages the other board members to attend the well put together plays.
There were no further questions from the Commission, Mr. Salcedo concluded reports for Rialto
Community Players/ Sandra Courtney Theater.
3. Tennis Program Report
Mr. Brents reported the following details regarding the Tennis Program as follows:
The tennis program is on hiatus from April 2018 – June 2018. Mr. Brents welcomed the Board to
invite Mr. Menjivar to the Dais for comments.
Chair Britt stated that he would like to see current numbers prior to discussing the Tennis
Program, Mr. Brents stated that Mr. Salcedo will provide updates for attendance numbers.

Mr. Menjivar approached the dais for the following comments:
He made a mistake on the email stating that he is only on hiatus for the month of April, due to
his hectic schedule and does not want to create confusion for the patrons attending classes.
Commissioner Morrison clarified that classes will resume in May.
Mr. Menjivar responded stating in a week in a half or two, he will email Mr. Brents and Mr.
Salcedo dates and times when the program will restart.
Chair Britt stated that Commission meetings are the first Tuesday of each month, perhaps this
item should be reviewed in June.
Mr. Menjivar stated that he will be here, just not available to host the tennis lessons.
Chair Britt asked if the Commission will have updated numbers by the May meeting date, Mr.
Brents replied no not until June. Mr. Brents continued stating registration depends on Mr.
Menjivar’s schedule, his availability dictates the schedule.
Commissioner Morrison asked if the Commission would receive updates on the previously
recorded attendance numbers, specifically the numbers for the last tennis session.
Mr. Brents stated that at the last meeting, Mr. Menjivar was requesting that the Commission
consider his request to increase his split to 70/30%. The attendance numbers were supposed to be
reviewed in comparison to the original time this request was made, Mr. Brents did not have the
exact date of the first request to increase to 70/30% split. Mr. Brents continued telling the
Commission that staff will provide the attendance numbers from the tennis class ending in March
to compare with upcoming registrations in May.
Commissioner Morrison wants to address that the City is looking for ways to make revenue, in
regards to the split, she understands the City is still on the negative side even with the 60/40%
split.
Mr. Brents stated that the Tennis program revenues are divided as 60% to the instructor, and
40% pays for the 1 page advertisement, marketing and registration/administration costs. Mr.
Brents will provide the details for what costs are covered in the 40%. He continued stating
reasonable cost recovery is between 2-4%, the City hardly recovers the costs. A considerable
cost comparison to the City of Colton per-capita is; Rialto spends $7.90 per person while city of
Colton spends $34 per person thus Rialto is more efficient with less spending. Mr. Brents offered
to present fully burdened rates to Commissioners to review.
Commissioner Morrison asked, when comparing cities, how do we know what is being offered
for these rates?

Mr. Brents responded stating the comparisons to consider are what the City’s offer to instructors,
benefits may be different.
Chair Britt and Commissioner Morrison wanted to verify if this item will come back in June.
Mr. Brents stated it will be an action item in June.
C. Project Updates
1. Public Works CIP Projects
Mr. Hector Gonzalez presented the CIP Projects as follows:
Construction Phase: Community Center Fencing project is substantially complete, the project is
pending the notice of completion. Concessions and Restrooms and Frisbie and Andreson Parks
are near completion, once electric services are complete, restroom services will be available. Joe
Sampson Park is making progress and the new restroom building is in place.
Bidding Phase: Bids were opened on March 15, 2018 for the Rialto Park Announcers Booth, a
total of three bids were received and currently under review with City Staff, award of contract is
dependent upon approval by CDBG AdHoc Committee.
Mr. Brents stated the AdHoc Committee will meet at 5:00pm tomorrow, once a decision is made,
the funds can be awarded.
Design Phase: Bud Bender Park Field Lights – Lights and poles have been ordered. Construction
documents for installation have been completed and approved by Building & Safety. Bid
documents will be advertised for bids on Wednesday March 28, 2018. Bud Bender Monument -
Procurement of the monument is underway with a lead time of 8 weeks. Upon procurement of
Monument, installation will be performed by City forces. Community Center Rehab Buildings
200,400,300 and 500 – Plans preparation is under way. Frisbie Park Field Lights – Lights and
poles have been ordered. Construction documents for installation have been completed and
submitted to Building & Safety for plan check/approval. Frisbie Park Expansion – Design of
ADA related improvements for existing park area continues and are being incorporated into the
construction documents for overall expansion.
Mr. Brents added, Frisbie Park ADA Improvements and Expansion projects have been combined
into one project, construction time is expected at 14 months.
Chair Britt questioned if the City can afford to continue the expansion?
Mr. Brents stated yes, costs have been evaluated and funds have been identified.
Hector added that the city hired a Construction Manager (CM) to ensure the City is within
reasonable costs for construction due to the complexity of the project.

Mr. Brents mentioned that hiring the Construction Manager is normal to be sure that costs are
contained.
Chair Britt wants to ensure that the costs to complete projects does not fall back onto the
residents in Rialto.
Mr. Gonzalez stated that the ADA updates being combined with the expansion equates to a
savings by condensing the two projects into one, the CM’s scope of work will maintain this idea.
Mr. Brents and Mrs. Lewis displayed a short video of the Frisbie Park construction.
This ended the report on CIP Projects.
VI. ACTION ITEMS
No Action Items.
VII. COMMISSIONERS’ REPORTS
Mr. Brents introduced the Historical Society Board Report that will be added to the regular
Agenda items. Minutes from March 31, 2018 meeting were disbursed. Mr. Brents continued
stating that some of the historical facilities are overseen by the Community Services department
and he will bring some of these items before the commission in the near future. Also, He added
that Mrs. Lewis will organize another tour including some of the newer developments in the
City.
Chair Britt asked; what are the benefits of maintaining the Historical Facilities?
Mr. Brents stated that we can preserve the City’s history while keeping the groups accountable
for access to historical sites and information.
a. Ad-Hoc on Youth Commission Formulation – Report
Mr. Salcedo stated that information was dispersed for By-laws recommendations and a group has
been identified to initiate the Teen center Advisory group.
Commissioner Morrison wants to know if Felix in Fontana was contacted to present the youth
advisory ideas with our commission.
Mr. Salcedo stated that he only contacted Felix yesterday and did not yet receive a response.
Also, he offered to have members of our AdHoc Committee appear at Fontana’s meeting for
observation.
Commissioner Morrison stated that she would like to have a sit down with Felix to understand
the Adult advisory role in the Youth Advisory Board prior to commencing a meeting just yet.

She also suggested that we could have Felix review our bylaws as well. She does not want to
slow down recruitment, but we should make time for an excellent execution.
Chair Britt stated that time is of the essence and summer is around the corner.
Commissioner Morrison understands, be wants the group to have proper guidance first.
b. Ad-Hoc on Rialto Community Players MOU
Mr. Brents disbursed copies of the MOU in hopes that the Commissioners would present their
changes to be considered. Mr. Brents continued stating that the AdHoc Commission members
should commit to a date and time to meet with RCP. Mr. Brents restated some brief details of his
meeting with Sandy Courtney today, mentioning some of the Commissions concerns stated in the
last meeting. Mr. Brents stated that he needs feedback.
Mr. Brents continued stating in the last 6months, the City hosted/sponsored 2 Plays this year; one
was hosted at Rialto High School due to capacity restraints at the Sandra Courtney Theater, the
second Play held at the Sandra Courtney Theater. He stated that Sandra Courtney is open to
meeting with the AdHoc Committee this week or next week.
Commissioner Morrison stated that she feels we are making ground on the collaborative efforts
with RCP and she is happy that both groups are now seeing eye to eye.
Chair Britt will call or email Mr. Brents with a final date to meet with Sandra Courtney.
c. Ad-Hoc on Sports Lighting Fee
Mr. Brents recapped the AdHoc meetings stating that the first meeting there was a representative
from the Sports Alliance groups and the Rec & Parks Commission. Based on observations, Mr.
Brents will add this item as an Action item if Commissioner Morrison and Chair Britt agree as
AdHoc representatives.
Chair Britt stated that he believes the parents were in agreement with the $5 fee, he is also in
agreement with the fee for now.
Mr. Christopher Robinson – Rialto Girls Softball
Mr. Robinson is in agreement that the expenses can be offset by charging facility players fees.
The league agreed that $5 was reasonable for each participating player, but asked will this same
fee theory apply to another area later on and wanted to clarify if this is a facility fee, or lighting
only fee?
Mr. Brents clarified that the concern of Mr. Robinson is, what future costs can be expected? He
responded stating he does not know what to expect yet, but this is the only fee for now. Mr.
Brents mentioned that the leagues are finding sponsors to offset costs, he will also find the costs

for grass cutting and other maintenance needs. Also, Mr. Brents hopes that the City can find
ways to offset costs outside of participants and rules for light usage will also apply.
Commissioner Britt asked what language will be used to recommend this fee to City Council?
Mr. Brents stated we will use the language of “Participant Fee” in the field allocation policy, he
will bring the policy language back to the Commission for confirmation. Mr. Brents asked the
Commission if they accept the suggested $5 participant fee, the commission agreed to accept the
recommendation from the lighting AdHoc Committee. This item will be an action item in May.
Commissioner Luna asked how the $5 was determined.
Mr. Brents stated there were multiple options presented such as $5, one flat fee, the unanimous
vote was $5 participation fee. He explained that public participation builds more community
engagement and allow the groups to be a part of the decision making processes. Supporting the
organized sports programs builds relationships and a safe haven for youth.
Commissioner Luna asked if the new LED lights were considered when electing a price.
Mr. Brents stated yes, costs will go down with the new lights, but the usage will remain the
same. The remote control lighting will be implemented ant Rialto City Park and Bud Bender
soon. Also, penalties for improper use will be discussed as well.
Mr. Robinson stated that the entire season could bring $6,000 estimated per year.
Mr. Brents stated he will bring a cost capture based on attendance last year with light usage.
Commissioner Morrison asked how will the City determine the honesty of attendance numbers.
Mr. Brents stated the Rialto Youth Sports Alliance group was developed to build a conglomerate
between the City and the Youth Sports Groups. Also, Rosters are submitted listing all
participants.
Mr. Salcedo also stated most leagues have a list of teams and participants online.
Mr. Robinson stated that the leagues are also required to report financial statements to the City
annually.
Mr. Brents also stated that he verifies standings with the Secretary of State?

COMMISSIONER JOHN SILVA – Commissioner Silva had no report.
COMMISSIONER JAN MORRISON – Commissioner Morrison reported as follows:

March was busy. Eggstravaganza was a fantastic event, lots of great activities and set-up.
It was a great turn out, kids and adults seemed to be enjoying themselves. The attractions were
great, caricatures, balloon designs, slides and more. Musical chairs was another entertaining
attraction, MC’d by Mr. Brents. She continued stating she was proud to represent herself as a
Recreation and Parks Commissioner.
Mr. Brents stated he would have staff send an email link to footage of the event.
Commissioner Morrison continued stating that food vendors were good and affordable, Staff and
Andy did an excellent job on the theme.
COMMISSIONER JOE BRITT – Commissioner Britt reported as follows:
He passed by Frisbie park this weekend, noticed lots of girls on the Softball field and he is
excited for the expansion to be complete. He is sure that all visitors will be impressed with the
beautiful design. He’s on 3 radio stations every Saturday mornings and he cannot make some of
the Saturday events that the City Hosts. Lucas Oil requested him to host a red carpet event for a
movie premiere. Staff is doing a great job and commends them in all efforts.
SHEREE LEWIS – Sheree reported as follows:
She distributed handouts: Rockhounders Event on Saturday, April 7th, focusing on professional
Rock Collecting, Drowning Prevention and Safety Event on Saturday, April 7th, Nonprofit
organization NACA hosting a resource fair and home buying program workshop, Sunday, May
6th, and The Water Challenge April 1st-30th.
JULIO SALCEDO – Julio reported as follows:
Friends of the Rialto Library meeting will be attended from now on. The library also has events
for youth such as reading time, magic shows and more for Rialto’s summer camp kids.
COMMISSIONER SCOTT SPARKS – Commissioner Sparks was absent.

Community Services Department May 2018 Newsletter
C O M M U M I T Y S E R V I C E S D E PA R T M E N T
On May 16th, 2018, our Preschool and Tiny Tots graduation will be held at the Carl Johnson Community Center gymnasium. Graduates will be performing songs for their family and friends and will participate in a ceremony where they will receive their preschool diploma and begin their journey to kindergarten.
The Tiny Tots Community Center site will be closing for the summer time starting on Monday May 21st and will reopen on Monday, August 13th. Our Hughbanks Elementary School location will be open through-out the summer.
KidsStuff & Tiny Tots
The theme for the month of May is focused on Mothers. Mother’s Day crafts will be made during the week of May 7th- May 11th. This month’s curriculum features letters I, J, K, and L and new sight words will be introduced weekly. The shape of the month is the Moon/ Crescent and the color of the month is yellow.
Health Educator Maricela Acosta from Regal Medical Group held a “Healthy Cooking Demo” on
Wednesday, April 4th from 11:00am-12:00pm. The topic for the demo was “Healthy eating on the run”. For
the demo she showed the participants how to prepare Cottage
cheese tomato on baguette breakfast. The highlight of the demo
was when the participants got to sample the baguette. Maricela
provided them with the baguette recipe and a handout with
healthy eating on the run tips. This class was the 1st of 3 Healthy
Nutrition Classes. The next class will be held on Monday, May
14th – topic: Plant Based Meal Planning.
On Thursday, April 5th we held our Annual “Senior Crafts & Hobby
Fair” from 9:00am-12:00pm. The club/class participants were
thrilled with the turnout at the Fair. The purpose of this event
was to showcase our weekly clubs/classes. The following groups
participated: Crafts, Crochet, Hobby Time, Wood Carving and
Quilting. For more information regarding clubs/class dates and
times please refer to our Rialto Progress Magazine.
The crochet club
The crochet club has been really busy creating a
variety of crochet items for the San Bernardino
Pregnancy & Family
Resource Center. On
Monday, April 9th a
few of the ladies from
the crochet club went to the Pregnancy & Resource Center to deliver 157
crocheted items. The crochet club donates to various community groups
throughout the year. The crochet club meets on Mondays from 9:00am
12:00pm in the Seniors 2000 room.
Grace Vargas Senior Center “Add Years to Your Life & Life to Your Years”

Youth Basketball (Divisions 2-5)
The Spring Basketball came to a close on April 14th, 2018. The season has rolled along with-out a hitch. There were 2
first time champions and one and one back to back champion. The regular season is concluding on March 24th, for
some teams, while others will move on to the Play-offs beginning on April 7th, 2018. Registration opened on March
19th, 2018 to a surprisingly over-whelming response (see below). Congratulations to all our champions:
The Spring season of Girls Volleyball ended with an exciting match-
up between the # 1 seed Acers (8 – 0) vs. the No. 3 seeded Pan-
thers (5 – 3) This season will ended on March 30th, 2018. The
playoffs for our older division began on April 6th, 2018. Our sea-
son championships were on the April 13, 2018 and what a championship it was!
The Acers, last seasons champions, won back to back championships in straight
sets. Congratulations to all our champions!
Community Center
Rialto Youth Sports Alliance
The Rialto Youth Sports Alliance’s next meeting will be on May 30th, 2018. The Lighting Ad-Hoc committee
is going well with great ideas for the pending light charges. Further reports as the committee near a resolution.
Contract Classes
The contract class program continues to excel. We will be adding a piano class to our music instrument classes,
taught by our established Guitarist, Chuck Galley. We are also proud to announce our new D.I.Y Decorate series,
which our workshops designed to teach various crafts with extraordinary
household items. We await the next Rialto Progress Magazine to feature the
new classes added. The Ballet Folkloric class continues to
flourish, along with the Karate. Community Services
Department continues to seek new and vibrant class offerings.
Girls Volleyball
Rialto Renaissance Head Start Resource Fair – Friday April 6th 2018
The Community Services Department attended the Rialto Renaissance Head Start Resource Fair. Our
dedicated staff set up a booth and provided information on all city services and resources that are available to
those in the Rialto community.
Drowning Prevention & Safety Day 2018
Saturday April 7th 2018
The City of Rialto Community Services
Department in conjunction with the Kiwanis Club
of Rialto hosted the annual Drowning Prevention
and Safety Day on Saturday April 7th 2018 from
12:00pm-3:00pm at the Tom Sawyer Swimming
Pool. We had over 50 children participate for this
event which involved a variety of activities the
community.
The Fire Department provided resources in regards
to children’s car seat safety checks. Aquatic center staff educated the public on unsafe scenarios related to
water safety. Those that attended also had the chance to dunk one of our community services staff into the
dunk tank. Face painting and an open photo booth were also available at this event. All activities were
provided for free to the public.
Special Events
30 days for $30 Special The City of Rialto Fitness and Aquatic Center is currently offering a one month trial membership with unlimited fitness classes and use of all amenities without a contract commitment. The 30 for $30 trial is an introductory offer valid one time and also includes access to our indoor heated swimming pool. The pass provides those seeking a fitness facility a chance to develop a fitness routine and enjoy all the amenities before committing to a membership. 29 Anytime Pass Are you ready to exercise but need a gym buddie? The Fitness and Aquatic Center is offering a $29 Anytime Pass for members who are interested in group exercise classes. The pass is not a facility membership but rather a monthly pass valid for instructor led group exercise classes. The pass expires on a monthly basis and includes access to all of the 44 group exercise classes offered on a weekly basis. Try it today to sample, Strong by Zumba, Pilates and Yoga it’s the perfect way to get fit with the support of a team environment. SilverSneakers The month of March brought 623 SilverSneakers visits to our facility. This month we received $1,512.00 from trinity Health. SilverSneakers members have full facility access which includes group exercise classes, swimming pool access, cardio and weight equipment and more. Facility Rentals The Fitness and Aquatic Center swimming pool and sun deck are available for rent to host your next event. New Members From March 13, 2018 to April 15, 2018 the Fitness and Aquatic Center would like to welcome 20 new members to our facility. Swim Lessons We currently have 100 group and private swim lesson participants from March 14, 2018 to April 15, 2018. Our next swim lesson registration for group lessons is Saturday, April 28st and Sun-day, April 29th from 9:00 am to 12:00 pm. With classes scheduled to start the week of Monday, April 30th. Rialto resident discounts available with proof of address. (Utility bill or Driver’s Li-cense/ID card) Swim Team The Rialto Sea Turtles swim team currently has 21 swimmers enrolled for the March 14, 2018 to April 15, 2018. Looking to join a team and compete in the sport of swimming or just advance your swimming techniques. Contact us for try out information and monthly fees. Next registra-tion starts May 1st. Jr. Lifeguarding Program Our March Junior Lifeguarding course has been postponed to begin in June due to students not being available to attend our scheduled classes. However we are now having sign up for a pre-test on May 28th-June 3rd. Our Junior Lifeguarding program for ages 11 to 14 is structured to teach water safety and introduce participants to the duties and responsibilities of a lifeguard. Our goal is for our students to build a foundation of knowledge, attitudes and skills in prepara-tion for the American Red Cross Lifeguard course. Next Swim test scheduled is May 28th to June 3rd for our June course. Parents must call
to schedule a time for pre-test. Fee: $85 per student
Lifeguarding Program Sign up now for our Lifeguard program for ages 15 and up. The Lifeguard program provides en-try-level participants the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until EMS personnel take over.

Fee: $185.00 per student Lap and Recreation Swim Lap Swimming is available throughout the week for fitness center members and guests who pay the daily walk in fee. We continue to have some interest in our recreation swim times. From March 14, 2018 to April 15, 2018 we have sold a combined 110 daily lap/rec swim passes along with our 10 visit passes. Facility Rentals Our March 24th, Science Experience rental was a success, high school student built a robot that was capable of completing an obstacle course without complication and on the best time. Science Experience staff is very interested in renting our facility next year for the next science experience competition for the 3rd time.
