1 INTRODUCTION

Baghpat is a city in the Indian state of Uttar Pradesh. It is the administrativeheadquarters of Baghpat district, which was established in 1997. It is part ofthe National Capital Region. Baghpat is located in western Uttar Pradesh, on the eastbank of the Yamuna River. It is 40 kilometres (25 mi) northeast of Delhi and 52kilometres (32 mi) west of Meerut, on the main Delhi-Saharanpur highway. Baghpat is inshape of a north–south rectangle.

2 BACKGROUND

A Detailed Project Report on Sewerage Scheme (STP & I&D Works) of Baghpat wasprepared by UP Jal Nigam and submitted to NMCG.

3 OBJECTIVES

The main objectives of the Detailed Project Report are-:

To ascertain that no untreated sewage is discharged into river Yamuna throughopen drains/nallas.

To identify solutions for untapped nallas carrying wastewater to River Yamuna bymeans of tapping arrangements, pumping station and sewage treatment plantsas and where required.

To carry out the design of all sub components of the project to the level sufficientfor estimation of capital cost and O&M Cost to a reasonably accurate level.

To ascertain additional treatment capacity required for treating wastewatercarried by open drains/nallas.

To prepare project implementation schedule.

4 I&D AND STP WORKS BAGHPAT

The AA&ES of the project “Interception and Diversion (I&D) and STP works ofBaghpat Town, Dist. Baghpat” Uttar Pradesh under Namami Gange Programmeat an estimated cost of Rs. 77.36 crores under DBOT mode was granted byNMCG on 19th February 2019.The main components of Interception and Diversion (I&D) and STP works ofBaghpat Town, Dist. Baghpat as under:- Nala Tapping -04 No. which outfall into river Yamuna.

Intercepting Sewer line- 400mm to 800 mm dia. RCC NP3 pipe, length-2.345 km

Rising Main-600 mm dia. DI K-9, length-600m. MPS-01 No. STP- 14 MLD- 01 No. Operation and Maintenance for 15 years

The period of completion of the project is 18 months after the award of the contractas per implementation schedule given.The project must be awarded within six months from the date of issue of thissanction.

The works was awarded to M/s Oasis EPC solutions Ltd, Makaraba, Ahmedabad(J.V)-1 and M/s lna Infraprojects Pvt. ltd. Vidyadhar Nagar, Jaipur, Rajasthan(J.V) -2 by Chief Engineer (Ganga), U.P Jal Nigam, Lucknow vide Letter No.101/021-0233 (168)/2019, dated 06.12.2019 for Rs. 5675.95 Lakhs with date ofstart as 08.01.2020 and date of completion as 07.04.2021including trial run ofthree months.

Chief Engineer, PBRBD, UP Jal Nigam has appointed M/s LN Malviya Infraprojects Pvt. Ltd. as Project Management and Construction SupervisionConsultant for projects under Namami Gange vide CB No. -01/PMC (LNM)-S.E-IJ/2020-21 and with start of work from 14.07.2020.

5 TPI SECOND VISIT BY WAPCOS ON 14.06.2021

WAPCOS conducted second site visit as part of TPI for I&D and STP works at Baghpaton 14.06.2021. WAPCOS team comprised of following Experts:

The Date of Completion of the work has been extended upto December 2021. UP Jal Nigam to submit schedule for completion of work. The work is in construction phase.

No payment has been made to the contractor for the last 3 months. Overall Progress as on date is about 44% as intimated by U.P. Jal Nigam in

monthly progress report and attached as Annexure-I. Reasons for Delays -

I. Lockdown due to Covid, Lack of Labour, Additional payment of boundary wall &MPS (E&M) as demanded by Contractor but not accepted by Department.

II. RCC Pipe for laying of sewer were procured by contractor in Oct 2020 but due todelay in approval of revised design and drawing of sewer line, bedding andmanholes the work could not be started. Now with the onset of monsoon there islikely to be further delay.

III. Delay in approval of design of MPS civil work started, site flooded likely to bedelayed due to monsoons.

WAPCOS Ltd. has conducted first TPI visit on 15.12.2020. Project manager UPJal Nigam Baghpat has submitted the compliance report to General Manager UPJal Nigam vide Letter No. 180/pey-26/16 Dated 27.01.2021. Remarks byWAPCOS on compliance report is enclosed as Annexure II.

Staff employed at site:The contractor is to employ 10 Nos. personnel as given in section ITB 3.3(h) (4)(ii) (b), 3.3 (h) (5) on Page 47.

12 number staff is employed at site by the contractor as verified by UP Jal Nigamis given as Annexure-III.

Water Test Report and Quality Assurance Plan are provided by contractor andare verified by UP Jal Nigam is enclosed as Annexure-IV & Annexure-V.
