EMV and DEEMED SAVINGS REVIEW
Deemed Savings Recommendations - HVAC measures
Update Residential and Commercial coincidence factor to match current Consortium for Energy Efficiency (CEE) specifications (0.8 vs. 1.0)
Ensure consistent methodology for deriving full
load hours. Add to deemed savings document.
– Residential - based on ENERGY STAR’s AC & Heat Pump savings calculator
– Commercial - based on regression modeling from publically available sources.
Lowers kW and kWh savings per measure
Deemed Savings Recommendations - HVAC measures (including chillers)
Utilize 2008 federal standards, rather than ASHRAE 90.1 2007, as baseline for retrofits
Action
– For new construction and replacement on burnout the baseline will be ASHRAE 90.1 2007
– For early retirement retrofit, the baseline will be based on
the existing equipment’s manufactured year and the corresponding ASHRAE 90.1 standard that was effective during that year.
Deemed Savings Commercial Lighting measures
Recommendation
– Develop strategy to account for baseline shift due to new federal standards regarding phase out of T-12 bulbs.
Action
– Evaluating best practices regarding new federal standard as related to estimated useful life (EUL) to account for the diminishing life of T12 Baseline systems .
