Survey and Analysis of socio-economic conditions in Rural, Semi-Urban as well as Urban pilot areas- Baseline – Completed

Tentative Future Task

Post-pilot survey and analysis ofthe socio-economic conditions toevaluate impact of the project.

Tariff based on estimated LCOEin accordance with final pilot project conditions.

Potential Peak Reduction andCost Benefit Analysis of DSMprogram for pilots.

o Target and control village survey is conducted to help design the system as per expected usage pattern (peak load and storage requirements).

o Survey Sample Size – Rural, Semi Urban and Urban Pilots-o Rural- Sample Size – 200 Sample (107 Control Sample + 93 Target

Samples)o Semi-Urban- 58 Sample (20 Control Sample + 38 Target Samples)o Urban-13 Sample (03 Control Sample + 10 Target Samples)

Technical Studies

Pilots

Grid-scale BESS Pilot Project Puducherry, POWERGRID, FY 2017-18 TATA Power & AES Grid-scale BESS Project of 10 MWh, Yr. 2019 TERI-WBSEDCL BESS Pilot Projects at Distribution-level* BHEL awarded TERI-BRPL BESS Pilot Project at Distribution-level-2020

under UI-ASSIST project* (* Ongoing)

TERI completed sizing and pre feasibility study of BESS for three urban pilot locations

Issuance of Purchase Order to BHEL (Given on 29 June 2020) Installation & commissioning of pilots as per allocated time

schedule (3-4 months)

Scheme

MNRE draft Scheme (2020) for round-the-clock power RE power may include solar, wind, small

hydro, or a combination thereof, with or without any ESS.

Tenders

SECI tender For firm peak power supply from RE+ storage in 2020 For RTC scheme in 2019

Energy Storage: Policy issues- Way Forward

Methodology for augmentation of electricity distribution infrastructure to be revisited keeping in view non-wire options such as demand-side measures and BESS

Development of aggregators market in-order to incentivize behind-the-meter storage

SERCs may consider DSM & BESS pilot projects at critical nodes of distribution network in-order to develop evidence based plans/ road-map

Community-level energy storage for management of local distribution system

Deployment of BESS as back-up power source in place of the DG sets and ancillary services

Amendment of Connectivity Regulations and Grid Code to enable BESS injection

8

Micro-grid : Existing Policy Provisions & IssuesDraft Amendments to Tariff Policy, 2016

Recognizes importance of ensuring last-mile connectivity & supply reliability

Underlines need for an appropriate regulatory framework to mandate compulsory purchase of power into the grid from micro-grids

MNRE’s Guidelines for Development of Decentralized Solar Power Plants PM-KUSUM scheme

State level policies and regulations for stand alone system States (UP, Bihar, Odisha, Jharkhand, MP & Chhattisgarh)

Enabling policy for micro-grid coordination and seamless interoperability

Facilitate business models and metering regulations(Virtual Net Metering/ Group Net Metering) to promote DER-based micro-grids at Distribution-level

Suitable incentives and regulatory approvals for P2P energy trading within DERs as well as networked micro-grids

Consider micro-grid implementation based upon IEEE Standard 1547-2018

Cyber Infrastructure and Cyber Security :Existing Framework

IT Act, 2000: Amended in 2008 CERT-In, 2004 National Cyber Security Policy,

2013 NCIIPC, Oct 2014- created by

Government of India under section 70 A of IT Act

Dedicated sectoral CERTscreated by MoP in 2017 including one on Distribution

ISGF/ VJTI Documentation IT Rules, 2011 framed under

the IT Act, 2000 mandates- IS/ ISO/ IEC codes of best

practices for data protection ISO:27001 is recognized as

one such recommended standard

IS-16335 : 2015 Power Control Systems-Security Requirement

Policy Issues-Way Forward

Every utility to follow NIST cyber security framework V1for improving critical infrastructure which containsrecommendations for- Identification of cyber assets and users Detection of ongoing threats & Response strategy Protection from cyber attacks (IEC 62443 standard)

& Recovery mechanism Regular internal and external audit for the cyber security

(every 6 month) Monitoring of Utilities for employing Chief Information

Security Officer (CISO) and Security Operation Centre(SOC) operators.

Detailed vulnerability/ threat/ risk analysis of DISCOMs Participation of DISCOMs/ DSOs in entire gamut of cyber

security related activities Formulation of policies for disposal of Critical Digital

Assets (CDA)
