    One amous Mr. Dangereld,Rodney, just doesnt get any re-spect however on Sept. 1 theFront Royal own Council andthe town police department gavea boatload o respect to anotherDangereld.

    Te occasion was the retire-ment o John E. Dangereld a-ter 1 years as the public schoolcrossing guard on Criser Roadin ront o Ressie Jeries El-

    ementary School. It was our Mr.Dangerelds second retirement.His rst, he told us was rom a30-plus year career at AmericanViscose. In act his tenure there,ending at age 65, transcended allthree owners o what was or al-most 50 years the towns majorprivate sector employer.

    But in September 011, Dan-gereld was getting his dues orhis post-Avtex retirement serviceto this community and its chil-dren.

    Hes been looking over our

    most important asset our chil-dren, Mayor im Darr said in ac-knowledging a man he observedhe has known most o his lie.Darr said he rst encounteredDangereld when he did somework as a young man at Avtex, thenal incarnation o the AmericanViscose rayon manuacturingacility. But I never knew hislast name was Dangereld, Darrsaid, adding a very respectul,Hes a great man, to the crossingguards retirement accolades.

    Deceased man discovered inScottish Inn parking lo

    On Sept. 14, at 9:48 AM the Front Royal Police Departmento the parking lot o the Scottish Inn at 533 South Royal Aveto an unresponsive male in a vehicle in the parking lot.

    Warren County Emergency Medical Units rom FR Corived and determined that the male subject was deceased.

    A D.C. area reporter at the scene on the outside chance thbe the allegedly missing Michaele Salahi (see related story), peared there was a prescription tranquilizer medicine botthe vehicle ater the body had been removed.

    Detectives rom the Criminal Investigative Division o the

    Police Department are investigating the cause o death. Ttion is ongoing as to the cause o death. Anyone with inormthis case is asked to contact Detective Jason Lethcoe at the

    vestigation Division o the Front Royal Police Department 08 or the Front Royal Police Department Dispatch Center111.

    In response to Mr. Hartsell scath-

    ing attack on my opinion o thelack o compromise and decisionmaking by our Congress in the re-cent handling o the decit reduc-tion plan and debt ceiling, I have tothank him or nally enlighteningme that I am a liberal.

    I then wished to learn more aboutmy new sel. Wikipedia describedme as being or liberty, equalrights, constitutionalism, humanrights, capitalism, ree trade, reereligion, and espousing a wide ar-ray o views.

    crat and believe our governmentshould solve all our problems, withno one in need, and embrace allentitlement programs.Hold on; I think Ive been labeled

    with a term that stereotypes me as

    an individual without a mind, un-able to decide when governmentshould be involved in our liveshelping people that require it, andwhen they are clearly intereringwith our lives. It also tells me thatIm not living up to my supposed

    views regarding other social is-sues like gun control, abortion,the death penalty, education andmore.Now Im really conused.Maybe Mr. Hartsell didnt really

    know what he was talking about

    when he prescribed this label tome. Looking back at what I wrote, Iwondered what might have caused

    Mr. Hartsell to eel so stronglyabout my opinion. Was it my wishor compromise, or calling some-one stubborn? It was probablyasking the wealthy to return someo the money that we in the lower

    classes gave to them in abundanceor allowing us to purchase theirgoods and services. Does he pos-sibly think that it was already re-turned to us when these compa-nies gave us the opportunity towork or them so we could make

    them more money and they could

    then reward us with pay raises,bonuses, healthcare benetsand stock in their companies?Maybe Mr. Hartsell didnt know

    what he was talking about whenhe purported to know all about the

    principles and merits o capital-ism and ree markets. I mean, hedoesnt even believe our money isreal. I dont think Ill take him tooseriously.

    Beore I had a chance to read myletter that was recently printed in theWarren County Report, my initialthought was, I sure hope that my let-ter wasnt butchered beore it went toprint. Tankully, my letter remainedintact but, unortunately, it was theinterpretation o my letter that wasbutchered in the editors response.

    Nowhere in my original letter didI say that the editor was a Marxist.I simply pointed out that the ideao a progressive income tax (that heseemed to support) is consistent withMarxist ideology. I the editor inter-preted that as my way o l abeling himas a Marxist then maybe he has aguilty conscience.

    In contrast to my charge o the richbeing plundered the editor says, itis Americas middle and workingclasses who are being plundered by aruling corporate elite that looks uponAmerican society and the world as itsown personal plantation. O coursethis makes no sense. Private enter-

    prise provides the goods and servicesthat the consuming public demandsat prices that consumers are will-ing to pay. It is only by engaging inpeaceul, voluntary transactions withthe public that corporations canmake any prot at all. Tis is not tomention all o the jobs that are cre-ated that pay wages that employees

    voluntarily agree to receive.Te editors statement was correct

    in one sense, though. Te workingand middle classes are being plun-dered but they are, instead, beingplundered by the three layers o gov-ernment and its vast army o bureau-crats that orceully conscate ourincome and regulate virtually everyaspect o our private lives.

    Te grossest misinterpretation omy position is the editors assertionthat I support the close and corruptrelationship that big governmentenjoys with big business. I am thenaccused o believing in a corpo-rate-driven, theocratic Americantotalitarianism. In my original let-ter I advocated capitalism and reemarkets. Te 37,000 highly paid lob-byists inside the DC Beltway are nota characteristic o the ree market atall. What is described in the editorsresponse is an economic system thatmuch closer resembles mercantilismor neo-ascism; two economic sys-tems that I adamantly oppose.

    Te editor then tries to discreditmy letter by reerring to American

    historical events - or at least his er-roneous, watered-down, publicmiddle school version o historicalevents. He blames private enterpriseor causing the Great Depression (ashave Marxists) and aults Proes-sor DiLorenzo or criticizing FDRseconomic program that was imple-mented in response to it. O course itwasnt private enterprise that causedthe Great Depression but the boom-bust business cycle put into motionby the easy money, articially-lowinterest rate policies o the FederalReserve. Furthermore, Proessor

    DiLorenzo is correct in his attack onFDRs eorts to provide a nancialcushion during the Depression. Forexample, it was FDRs AgriculturalAdjustment Act that called or thedestruction o six million pigs andten million acres o cotton - all whilemany Americans were ALREADYtrying to ward o starvation. Tiswas in addition to his controls onthe growth o new crops to restrictthe market supply. Tis was FDRsdisastrous attempt to create wealththrough articially-high ood prices.Its just too bad that many Ameri-cans had to starve to death to provehis policies to be complete ailures.Hey, maybe we can blame that on therich, too!

    Te editor then asks the most asi-nine question that I have ever heardor read. He asks, When does our- the middle classs - standard o liv-ing begin to show that increase in thewake o de-regulated capitalism? Isthis really a serious question? Te

    poor and middle classes have regu-lar access to meals and comorts thatwere unheard o even by kings just acentury ago.

    For instance, do people NO live inhouses with heat, air conditioning,and indoor plumbing? Do we NOhave vaccines that have eradicatedillnesses such as polio and smallpox?Do we NO have the ability to travelcross-country in a matter o hoursinstead o weeks? Do we NO haveautomobiles with television screens,DVD players, back-up cameras, andparallel parking unctions? Do weNO have the ability to watch atscreen televisions with 100+ chan-nels? Do we NO have cell phoneswith more unctions and memory

    than most PCs did just a decade ago?Oh wait, maybe those things are justa gment o my imagination. Teact is, we are ar, ar wealthier that95 percent o the worlds population,and yet, the editor wants to knowwhen he can expect an increase inhis standard o living?!? Does he livein a cave? I not, he should take a lookaround his home, enjoy the comortsand amenities, and then thank a capi-talist.

    Te editor then laments that oureconomic recovery enabled as it wasby trillions o dollars o middle-classAmerican money is slow in comingto Main Street. Sometimes peoplewill ask, What should the govern-ment do to get us out o this reces-

    sion? Te act that we are in a re-cession should be proo enough thatthe government has done too muchalready. Austrian-school economistMurray Rothbard once wrote, What,then, can the government do to helpthe poor? Te only correct answeris the libertarian answer: Get out othe way. Let the government get outo the way o the productive energieso all groups o the population, rich,middle class, and poor alike, and theresult will be an enormous increasein the welare and the standard oliving o everyone, and most partic-

    ularly o the poor who are the onessupposedly helped by the miscalledwelare state.

    In conclusion, I have three nalpoints that I would like to make:

    First, or the editor to deny beinga Marxist, parts o his response suremake implications to Marxs theoryo class consciousness. Some partso his response sound like they couldhave been copied straight out oMarxs Communist Maniesto.

    Second, his scenario o a childdrowning in a swimming pool wasridiculous, irrelevant, and a completemisrepresentation o the unctions othe market economy.

    Tird, the mercantilist, corporat-ist, neo-ascist economy that cur-rently exists has nothing in commonwith ree markets. As a ree marketlibertarian I do not believe that thegovernment should subsidize corpo-rations, contract with corporations,regulate corporations, tax corpora-tions, or, indeed, exist at all.

    FBI agents (and V crews) de-scended the aternoon o Sept. 14 onthe Warren County home o areqand Michaele Salahi to investigateallegations that Mrs. Salahi had beenkidnapped.

    Rather than being held against her

    will, Mrs. Salahi has instead run owith Journey lead guitarist NealSchon, according to the Hollywoodgossip site MZ.com, which report-ed on Sept. 14 that Michaele was inMemphis where the band is set or aconcert with Foreigner. It was soonbeing reported nationally that thebands publicist had conrmed thatscenario and that Michaele had post-ed Facebook pix o her and Schon.

    Separate Ways

    Te rst hint o potential domestictrouble in the Salahi home came onSept. 7 when areq sent this (top-billed) writer a Facebook add requestwith a message saying he had set uphis own prole, sans Michaele. Tisseemed very odd since they usuallydo everything together.

    However, a aithul reader andsometimes would-be tabloid report-er inormed us he had spotted the

    Salahis together at their avorite localeatery Mikado in Riverton Com-mons on Friday, Sept. 9 and thateverything seemed ne with Mi-chaele hugging and areq worryingover the health o sta.

    According to Warren County Sher-i Daniel . McEathron, Mr. Salahicalled the sheris oce uesday,Sept. 13 at 11:50 PM to report hehad not seen his wie or six hoursand considered her missing. Deputy

    Mike Glavis called him back at 11:55PM to get the details.

    According to Sheri McEathroneight to 10 minutes a ter that conver-sation ended Deputy Glavis reachedMrs. Salahi by phone. During aWednesday aternoon press coner-ence in ront o the WCSO shortlybeore 5 PM, the sheri told local andD.C. area media that during that con-

    versation Michaele Salahi seemedcalm, was engaged in conversation,and assured the deputy that she hadlet the residence with a good riendand was where she wanted to be.

    Mrs. Salahi advised that she did

    not want Mr. Salahi to know whereshe was, McEathron said.

    Responding to a question, the sher-i said his deputy was able to veriyMrs. Salahis voice rom previousconversations and characteristic ver-bal expressions.

    Following his conversation withMichaele Salahi some time atermidnight, Deputy Glavis called Mr.Salahi to tell him his wie was sae butdid not want to come home.

    In a Sunday school room at theback o the big stone church, ourmembers o the Mission Quilterssat around a large work table. Teyquickly and quietly worked at n-ishing their Dresden Plate quilt intime to display it at the Front RoyalFestival o the Leaves on Oct. 8.

    Were hurrying to get it done, saidEleanor Chadwell, spokesperson orthe group.

    At the estival, they will take do-nations and give out tickets or thedrawing to be held at their 55th an-

    nual Front Royal United MethodistWomens Bazaar at the church on

    Nov. 4-5.Tey plan to donate all proceeds

    rom the quilt and divide them equal-ly among ve local charities, as theyhave done or the last three years.

    As they stitched, the ladies told thestory o how they came to be wherethey are now.

    One o the goals in our church wasto create small ellowship groups,one o the ladies oered, and DotMaddox, one o the ounders o thegroup, nished with, Ours turnedout to be one o the best, with whatwe do and where our money goes .

    Te most important thing is el-lowship, riendship and the reward

    o giving. It means a lot that its amission that goes to local people in

    need. Its really needed here, BettySue Howard emphasized.

    Our minister, {the Reverend GaryHeaton}, is pleased, said Dot.

    We had all quilted some, but it wasa big dierence when we put it on thebig rame- its harder to quilt this waybecause you cant move the squarearound, Betty Sue said.

    Dot and Eleanor created the projectand Dot observed quilters at a sis-ter Methodist church to learn more.Tey invited an expert quilter romthat group to come and demonstrateputting the quilt on the rame andurther instruct in the ne points oquilting it.

    Te rst quilt, a sampler, was begunin early 008, took almost years and

    was nished in late 009. Ater that,experience speeded up the processand the second and third quilts eachtook one year.

    Tey all agreed that its a lot o workand it takes all o their eorts to getit done every year. Tere are actuallynine members o the quilting circle,which also includes Susan Schneider,Peggy Burke, Jo Petty, erry Knerr,and Wanda Ralls. We knew eachother to talk to, but weve gottencloser, said Phyllis Blankenship.

    Wayside Teatres appeal or up to$90,000 to keep our doors openbeyond October is surpassing theexpectations o management andboard o directors with more than$67,000 donated by Wednesday,Sept. 14.Tats a tremendous response

    during the rst two weeks o a 45-day emergency campaign to keepthe theater operating, said artis-tic director and general managerWarner Crocker. We have beenoverwhelmed and humbled by

    your generosity and caring whichhas increased our sense o urgen-cy to complete this campaign andreach the goal o $90,000 by Octo-ber 10. We are not there yet, andwe have a ways to go. And we ap-preciate our patrons and support-ers helping us spread the word.Te appeal, published in the last

    issue o the Warren County Re-port, suggested a single $50 dona-tion rom all our supporters, Ac-cording to reports, this has been

    very successul. However, thesedonations have been bolsteredby corporate giving. For example,Marlow Motors led the charge inFront Royal the rst day o the

    campaign and several others, in-cluding Royal Oak Computers,ollowed. More has come rombusinesses in Winchester andelsewhere.Wayside Teatre has served

    Following a phone tip and subse-quent I-66 state police trac stop inthe late night hours o Sept. 3, War-ren County nds itsel at the centero both the proessional and amateurwrestling worlds.

    No, a NA world championship orspot on the 01 U.S. Olympic teamwasnt decided during the WarrenCounty or a surrounding county air however, ormer Olympic champi-on and ve-time otal Non-stop Ac-tion World Champion wrestler KurtAngle was popped or DUI near theLinden exit in Warren County.

    Angle was traveling eastboundater an appearance at the Shenan-

    doah County Fair when State Policerooper Charles Robert Scally re-ceived a be on the lookout reporto an erratically-driven vehicle. Ac-cording to the arrest warrant theoriginal report came rom anothermotorist traveling behind a whiteFord aurus.

    When the vehicle passed the troop-ers location he began ollowing itand wrote the car was weaving anddriving down the center line o EBI-66.

    Ater pulling the car and identiy-ing Angle rom a Pennsylvania driv-ers license, the 6-oot, 40-pound,4-year-old Angle responded to aquestion by admitting to drinkingthree beers.

    Te trooper administered several

    roadside sobriety tests, which hedescribed Angle ailing miserably.Among those tests were eye track-ing; a partial recitation o the alpha-bet; backwards counting rom 53-48; walking, standing and a one-legstand.

    An on-site breathalyzer test inad-missible in court due to inaccuracyissues showed a .091 result, whichis .011 above the legal limit o .08.However, taken to Front Royal Po-lice headquarters or a breathalyzertest admissible in court Angle blewonly a .06, two hundredths under thelegal blood-alcohol-content driving

    I would like to comment on several

    issues raised by my opponents:Regarding my connections todowntown Front Royal, or the lastten years Patricia and I have been,and will remain, extremely active inpromoting downtown Front Royalas a destination or tourists and aspecial place or our citizens. Wecurrently own two downtown busi-nesses, Vino E Formaggio and Fail-mezger Group LC, and I maintainan oce in our building (10-14East Main Street), so Im downtownabout six days a week.

    Recently I have opened up my o-ce to any voter with a question or

    me, and it will continue to be openand available i I am chosen as su-pervisor. As an owner/occupier, I

    have invested signicant personalresources in our building and theresult is that when I have a vacan-cy it is always quickly rented. I ap-plaud the recent announcement bythe own o Front Royal o a NewIndustrial Revitalization Fund toupgrade vacant buildings and bringthem back on the tax rolls: I hopeproperty owners will take advantageo this program.

    I should also point out that FrontRoyal had appropriated unds or avision study to look at ways to revi-talize our own; the study was notsupported by Mr. Holloway and was

    not conducted. A thriving ownmeans a thriving revenue stream orboth the town and the county. I will

    ocus on re-energizing this eort.Mr. Murray made a call or somelocally owned restaurants. Let meassure our citizens that we havemany locally owned, non-chainrestaurants on Main Street FrontRoyal and immediate environs. Forexample, breakast can be had at LDees and Wynns; lunch at the MainStreet Deli, the Daily Grind, theMain Street Mill and Element, din-ner at Soul Mountain, Lucky Star(with entertainment), Te Wine andDuck, Apartment G and, o course,our wine bar, Vino E Formaggio.ourists and citizens like to havechoices about where to dine andthe beauty o our downtown area isconducive or the local restaurant

    increases. Who could disagree withthat? I pay my air share o both ownand County taxes so I am very awareo and sensitive to any increases in

    taxes on local businesses. But at thesame time we must realize that taxrevenues allow us to provide neededservices, and one o the things I likeabout local government is that lo-cal citizens have much more controlover how their tax money is spent.

    Simply put, i we think taxes aretoo high we can decide (by majority)what services we would like to cur-tail. I we want/need a new school oradditional recreation acilities, thenit is up to us to pay or them, adjust-ing the tax rate accordingly. I welook at the last 10 years, elected o-cials in the county rom both Partieshave voted to increase real estatetaxes or needed programs. So to saythere would be a promise o no tax

    Linamen elony charges certied to grand jDeendant asserts priority o heaven over earth in explaining actio

    hearing on Sept. 7, Judge Kent Bal-lard certied two elony chargesagainst Randy R. Linamen to a War-ren County Grand Jury scheduled tomeet on Oct. 3.

    Te 59-year-old Linamen is chargedwith driving without a license aterbeing declared a habitual oenderand possession o a concealed re-arm by a convicted elon. Linamenwas stopped at a July 30 trac saetycheckpoint on the 00 block oCommerce Avenue around 10 PM.Asked to produce a drivers license,Linamen produced one issued romthe Kingdom o Heaven.

    On Sept. 7 Linamen chose to testiydespite the observation rom JudgeBallard that the evidence producedby the commonwealth was sucientor him to certiy the case to thegrand jury and any subsequent state-ments rom the deendant might bemore appropriate at trial on guilt orinnocence at the circuit court level.

    However Ballard told Linamenit was the deendants decision onwhether to testiy or not at that daysevidentiary hearing.

    Linamen then told the judge whenhe was drated and entered the mili-

    tary in 1971 he had sworn an oath toserve the nation beore God and topreserve our Liberty under the aus-pices o our Lord. He emphasizedthat both Liberty and Lord were cap-italized and later told the court Imnot going to die a liar.

    In a hand-written adavit datedAug. 1, Linamen wrote, I, Randy R.Linamen, a child o God, NO thestate. Reuse to grant anyone juris-diction over my sovereign powers(quoting Preamble, Virginia Consti-tution, I hearby stand on commonlaw (7th Amendment, Constitutionor the united states o America, cir-ca 1870).     A collision involving a vehicle and a train occurred in Frouesday aternoon, Sept. 13, and resulted in the driver beito the hospital.

    At approximately :05 PM, Front Royal police responded on Manassas Avenue, approximately 00 eet north o EasUpon arrival, police ound that Philip E. Funk, 91, o LoRoad, Middletown, VA was travelling south on Manassas was crossing the railroad tracks in a 1994 Buick when his caon the passenger side by an eastbound Norolk and Souther

    monkey, but if a grizzly bear, ablack bear or even a teddy bearwere chasing me, you can besure Id try.

    Yes, I do like bananas, but notif theyre too ripe and mushy.

    Did we survive? Keep read-ing.

    Despite the almost certaintythat wed be chased, attacked,mauled and/or eaten by a bear,according to Park Ranger Su-zie Sunshine, we ventured intothe great unknown.

    At least we were armed withbear spray to protect us. Wedid have bear spray right? No,

    but I was carrying sunscreen.SPF 90. Cant be too carefulwith those UV rays.

    The reason we didnt havebear spray? Thats a goodquestion. We talked about get-ting it. We laughed about it.But for some reason, we neverpulled the trigger, so to speak.

    At 60 bucks per canister, it snot cheap, although I mightsay otherwise when Im bookindown the trail with M r. Bear be-hind me.

    Its a deer! I told them. Shehad just popped out of thewoods and was less than 15yards away.

    This time it was a marmot.Think of a squirrel on steroids.

    Later, it was my cousinsturn.

    Wait, I hear something! Andhe may have, but it wasnt thehairy beast.

    Obviously, we were all onedge.As it turned out, the closest

    we got to a bear was throughthe binoculars from the lodgeparking lot. We werentchased, attacked, mauled ormunched on, but something didget us. Something even morebloodthirsty than a bear. Mos-quitoes. Millions of them.

    So yes, we survived hiking inbear country. Three of us wentinto the woods, and three of uscame out of the woods with allof our limbs and organs intact.

    This trip was stressful. Vaca-tions arent supposed to be likethat, and thats why Ive alreadyput my foot down for next year.

    Lets go someplace wherethere are no bears. Ok?

    Lavenda L. Denney o Winchesterhas taken a job she has long thoughtabout but never considered until see-ing an advertisement in a local news-

    paper running a haven or sick,abused, and homeless animals.

    For nine years, Denney headed TeLaurel Center Intervention or Do-mestic Violence and Sexual Assault.As o Sept. 8, Te Humane Societyo Warren County appointed her ex-

    ecutive director o the Julia WagnerAnimal Shelter in Front Royal.

    Its just something I always wantedto do. Te opportunity came along,and here I am, she said in an inter-

    view in her oce, three days aterbeginning her new vocation.

    A sel-conessed animal lover andmom o a shelter cat, a mutt and a0-year-old daughter, she has a dem-onstrated knowledge o non-protmanagement and a git or creatingan environment where diverse [peo-ple] work together or the greatergood.

    She most recently supervised asta o our proessionals, ve para-proessionals, and 0 volunteers inthe domestic violence eld. Denneyoversaw a 4-hour, 16-bed domestic

    violence/homeless shelter in Win-chester, part o a 3-year manage-ment career.

    She earned an undergraduate de-gree in psychology rom ShenandoahUniversity (00) and is working to-ward a masters in business adminis-tration (MBA) at the same college.

    Her husband, Tomas, is director opublic works in Winchester.

    Stewie returns tohis original home

    As a direct result o our article and photo o long-time animal shelterresident Stewie, the black-and-white Staordshire terrier has been re-turned to his original owner.Te owner, who due to privacy rea sons may not be identied by the Hu-mane Society, saw the story and photo in our last edition and immediate-ly went to the shelter where she identied the dog as being the one whodisappeared rom his Front Royal home more than eight months ago.While its unortunate Stewie was away rom home so long we con-gratulate the shelter or caring or him, and ourselves or publicizing hisplight that has resulted in happiness all around reunited and it eelsso good.Stewie, or whatever your name is, we wish you a long lie in the com-ortable surroundings o your real home and long-lost owner!

    own gets conicting reactions on estival chan

    During a Sept. 1 work session theFront Royal own Council absorbedinormation rom sta on proposedchanges to its estival and eventsordinances. Over the past year con-icting interests o various down-town businesses, organizers o someestivals and the town came to a headseveral times.

    Tose times most prominently in-cluded a scheduling conict betweenthe countys 175th Anniversary Com-mittee and Downtown Front Royalover when their respective dancingin the streets to live music estivalswould occur; and over a privately-

    sponsored, or-prot Celtic heritageestival organizers desire to closedowntown streets, potentially cut-ting Historic Downtown businesseso rom their own customers.

    Tat organizer, Michael urner, waspresent or the work session discus-sion, along with several downtownbusiness people, WC Chamber oCommerce representatives andDowntown Front Royal ExecutiveDirector Jim Martin.

    Te big two issues are road closuresand costs to the town or providingsecurity and clean up. Restrictionson road closures shall be enactedbased upon anticipated attendanceand the number o events per year,the sta report stated.

    Also proposed is a ee structure tocompensate the town or at least aportion o its costs in providing itsemployees or non-scheduled dutyassignments, primarily in security

    (police) and clean up (reuse depart-ment).Te proposed ee structure in-

    cludes: $50 per hour or police service or

    crowds up to 750; $15 per hour orcrowds to ,999; and $50 per houror crowds over 3,000;

    $40 p er hour, $75 per hour, and$10 per hour or solid waste servicealong the same crowd guidelines;

    And $5 per day or electric ser-vice.

    While there were other proposedchanges, as might be expectedscheduling and ees drew the mostcomment.

    Pointing to a restriction that wouldlimit major events to one a month,DFRs Martin suggested a change.Martin noted that the monthly re-striction could be counter-productivein that i the Festival o Leaves occursin October that would eliminate theability to hold what was considereda successul and popular Downtownrick or reat event on Halloweenlast year.

    Pointing out that there are monthsin which no estivals occur, Martinsuggested rather than the once amonth restriction, it be changed to1 a year.

    Councilman Shae Parker pointed tothe wording o an exemption sectionon events, including school sportingevents that seemed to exclude Ran-dolph-Macon Academy, thereoreimplying R-MA might have to applyor permits or some o its events.

    own Manager Steve Burke agreedthe wording should be amended tosee that R-MA was not excludedrom exceptions oered to publicschools.

    But the notion o paying or securityand clean-up services brought the

    most discussion and disagreement.Mayor im Darr explained the town

    wasnt trying to turn a prot on such

    events, but recoup a portion o itscosts in seeing such large events goo saely and leave Historic Down-town Front Royal in the same, lovelycondition estival goers ound it in.

    Currently the town receives nocompensation or these services. Te

    justication or that situation andthe potential continuation o it is thetheory that special events, includingprivate, or-prot ones, bring peopledowntown who might not normallycome, leading to increased businessboth during events and rom return

    visits by estival goers rom outsidethe area or the town.

    However some downtown busi-ness people contend their customerbase is actually cut o rom easy ac-cess due to road closures and vendorbooths; and that the people attractedby many estivals have absolutely nointerest in their business or returningdowntown.

    Other business owners love the es-tivals because they do see increases,

    oten in ood and bevrom estival crowds.
