    One last stand against the stench o de

    Late September heat brings a nal assault against human

    Tats it!!! I was going to ignoretheir unanticipated return duringthe three-day spell o mid-90 degree

    weather until I ound them EVERY-WHERE!!!Just when I thought they were gone

    and orgotten, at least until next sum-mer or thereabouts, there they were

    in great numbers outside on screens,windows, sliding French Doors, walls,porch railings, anywhere makingtheir way toward every crack in everything leaving their distinct callingcard HE SMELL!!!

    I dont know whether they are apart o the international ChineseCommunist conspiracy to destroy, orperhaps take over capitalism; a sign oclimate change and expanding habi-

    tats or various kinds o netherworldlie orms; or a message o imme diateand negative Divine retribution orour collective sins and I dont care.I HAE HEM and Im not a haterby nature well, at least not until re-cently.

    It wasnt bad enough that they werehanging out at every potential en-trance to anything, ready too swoop inand hang out inside, rather than out.But PLEASE, in my dresser drawers,in my shoes, in the car, and nally inthe arm o my sweatshirt the one Iwas wearing on Sept. 6, the day the

    heat-wave broke although he doesseem a little the worse or wear aterthat abrupt end to the apparent lastride o the season. You know who,or what, Im talking about SINKBUGS, hundreds o them, thousandso them, perhaps millions i you poll

    your neighbors.Supposedly they dont bite unless

    youre a ruit or vegetable;Supposedly they dont have any

    natural enemies I guess the stinktastes bad too;

    I hear they are also immune topesticides look on the bright sideo that one, at least we wont poisonourselves trying to get rid o them;And according to experts, given theopportunity they like to sunbathe

    Hey, maybe they arent really that di-erent rom us ater all.

    But talking about them is get-ting boring, so we decided to have aconversation not about, but witha stink bug. Rather than crush himout o ear and anger weve learnedour lesson, it makes the stench worse or just toss them outside or downthe toilet, we spoke with one o thelast intruders o this season (hope-ully) the one I ound in the arm omy sweatshirt the last Sunday o Sep-tember:

    INERVIEW:Roger B - You know, you stink!Stink Bug - What do you mean? Youdont even know me. Tats quite anarbitrary value judgment.RB - No it isnt - you stink, literally,

    you smell bad.SB - You humans are so egocentric.Actually its you that have a rather

    distasteul odor according to most ous that occupy this planet.RB - What do YOU mean? We wash.We perume. We cologne. We goOU o our way not to stink.SB - Opinions are like, well, youknow. You just stink in more waysthat we could ever could. At least weare consistent in our smell. We donttry to hide who or what we are andexactly how that smells. We attracteach other and i that repels you, anda ew other annoying critters well,more power to us.RB - Yeah, well thats a lousy attitude and you still SINK!!!

    Pentatomoidea is a superamily oinsects in the Heteroptera subordero the Hemiptera order and, as such,share a common arrangement osucking mouthparts. Tey are com-monly reerred to as shield bugs orstink bugs. Shield bugs have glandsin their thorax between the rst andsecond pair o legs which producea oul smelling liquid. Tis liquid isused deensively to deter potentialpredators and is sometimes releasedwhen the bugs are handled carelessly

    (how do you handle them careully,one might ask). Te distinctive smellcomes rom aldehydes such as CH3(CH)CH=CHCHO.

    Te nymphs, similar to adults ex-cept smaller and without wings, alsohave stink glands.

    Te nymphs and adults have pierc-ing mouthparts which most use tosuck sap rom plants, although someeat other insects. When they groupin large numbers they can becomesignicant pests.

    Other species that resemble Pen-tatomoidea insects are ound in theCoreoidea superamily.

    Stinkbugs normally appear duringthe spring and summer months.Tey are commonly eaten in Laos,and are regarded as delicious dueto their extremely strong odor. Teinsects are sometimes pounded to-gether with spices and a seasoningto prepare cheo, a paste mixed withchillies and herbs. Tis is eaten as aside dish with glutinous rice.

    On Sept. , just ve weeks ateraccepting a low bid o $10.55 millionrom Harrisonburg-based NielsenBuilders Inc., county ofcials gath-ered with engineer and contractorrepresentatives to break ground orthe long sought ater at least by twopeople involved Warren County

    Public Saety Building.Tose two ofcials or whom the

    project holds the most import wereeasily identied rom sporting thebroadest smiles on their aces as they

    acknowledged the impending real-ization o a dream o expanded andmuch needed administrative andoperational acilities or their depart-ments. Te acility will be locatedon the hill northeast o Skyline VistaDrive overlooking the Skyline HighSchool complex and MassanuttenMountain to the west.

    Kicking o the event, County Ad-ministrator Doug Stanley recounted

    the path to the day.With the strong support o cur-

    rent and past members o the Boardo Supervisors we have set out each

    year to address the need or upgrad-

    ing our acilities through our CapitalImprovements Program. Te PublicSaety Building represents the nextacility in a commitment to providemodern, efcient, convenient, saeand secure acilities or the countyemployees and the public they serve.Sheri McEathron and Chie Mabiehave sat by patiently okay, ChieMabie was patient, Stanley jokedwith a nod toward the sheri whosecommitment helped propel the proj-ect toward ruition, even in a badeconomy, and watched the Board oSupervisors invest in the communi-tys uture with the construction othe Skyline and Warren County High

    Schools, with the construction o ourbeautiul new community library andwith the renovation o the ormerWarren County High School into thenew middle school.     under the county government. Whenwe moved into the renovated IGAbuilding with the county administra-tion, and we had a two-ofce suite wewere in hog heaven. Since that timewe added a training ofcer and a costrecovery ofcer to the sta and out-grew our space, eventually movingthe training ofce to Station 10.

    I do want to thank Doug (Stanley),Danny (McEathron) and ony (Bell)and his sta at Moseley Architects,and especially the board o supervi-sors or their decision to und thisproject even during these bad eco-nomic times, Chie Mabie conclud-ed o his gratitude or the expandedspace or his department.

    It is a good day or the men andwoman that work or our ofces andwill help us provide or our com-munity or many decades, Sheri

    McEathron said. It didnt happenovernight but I do want to say thewillingness and dedication by all theboard o supervisors and the countyadministrator to see this and otherprojects through by working togetheror one common goal that I think thiscounty has to be proud o as citizensbecause our county government hasplanned or ours and our childrensutures with everything they havedone in this community and that

    doesnt always happen in dierentareas o the commonwealth.

    Te sheri also explained the im-petus o what may have seemed im-patience to some.

    Te new public saety buildinghas been long needed to accommo-date everything that we do with thesheris ofce rom space needs torooms specically designed to meetthe needs o our deputies such asEvidence Room, processing areas,communications space, orensic spe-cialized rooms, interview and inter-rogation rooms etc. Tis will be the

    rst time that the Sheris Ofce willhave a new building with the modernand technical equipment necessaryor us to do our jobs and we will nolonger have to ask our sta to workout o converted closets to do theirwork.

    We have long out grown the spacein our current acility which is 7500square eet even though it was animprovement when the county pur-chased the building in 1990. But itreally only met our needs or space,not the specialized rooms we needor some o the equipment we have

    construction in 01 and be com-pleted by 014. Both the old SherisOfce and County Jail will eventu-ally be consumed by court expansionsometime in the uture according tothe 0-year Warren County acilitymaster plan, McEathron told us.

    Fiscal responsibility

    Warren County Board o Supervi-sors Chairman Archie Fox comment-ed on the county nancial commit-ment and how it was made.

    Im really delighted that this proj-ect is going orward now. I know itsbeen much needed or a long time. Iwas very proud o our board o su-pervisors or having the ortitude togo orward with this project in suchbad economic times.

    I think its especially good or ourcounty at this time that the project

    will be paid or when its completed,Fox pointed out. We have embarkedon a basic pay as you go philosophyor capital improvement projectsor the last three or our years. And

    o course we realize you cant do allprojects that way. But to have a pro j-ect o this magnitude accomplishedin that ashion is a plus.

    And the renovation o the old highschool to a middle school came inunder the estimated costs, so thoseexcess unds will be applied to thisproject, and makes it possible tohave this project paid or entirely upront.

    Te entire project unding was bro-ken down as listed below:

    - Funds Available rom Fund Reserve(Special Projects FY09-FY11)$981,576.56

    - Funds Available or Public Sae-ty Project /LAMS BB& BOND WCMS renovations savings underoriginal estimate $7,507,148.45

    - Funds Available rom wice-a-YearBilling $6,961,113.50

    While the total amount o availableunds cited above are considerablymore than the base construction bido $10.5 million, County Administra-

    tor Stanley explained that other proj-ect costs are anticipated to reducethe unused amount o available undsto less than $300,000 ($66,850). Anysurpluses can simply be re-directedto other needed projects or paymentsthat the supervisors approve.

    Initial estimates as the project dis-cussion was initiated about two yearsago were around $14 million. But likethe just completed WCMS renova-tion project actual costs came inlower than initially anticipated due tothe increasingly competitive buildingmarket during the national and inter-national economic downturn. Mose-leys latest cost estimate was $10.81million.

    Acceptance o the bid ofcially setthe Public Saety Building project inmotion as o Aug. 6. ReerencingMoseley estimates on project param-eters, a 46 calendar day timerameon base completion was projected,with an additional 30 calendar days

    to nal completion. Utilizing thosenumbers we calculated a December011 completion date like we said,Christmas or two crucial county de-partments.

    Glass Slipper Project dresses kids up or the pr

    All dressed up with nowhere togo, or not dressed up with some-

    where to go?I Cinderella had a Fairy God-

    mother, Warren County studentscertainly deserve one too.

    In act they have three. Pam Wa-

    ters, ara Smith and Jackie Jenkinshave co-created the Glass SlipperProject in order to give a help-ing hand to Warren Countys highschool students who want to go tothe prom, but may not have every-thing they need or it.

    Te three women were sitting ina conerence room at the Ofce oSpecial Services at 09 W. Criser Rd.Teir enthusiasm lit up the room.Waters was busy hemming a bead-ed blue satin dress. She said that alucky girls step-mom had asked orhelp because they couldnt aord anew one. When the student camein to see it, she said she wanted it tobe a mini. Waters, who learned thecrat rom her mother, got out herneedle and thread and brought upthe hemline.Teir appeal to the community hasbrought unexpected results.

    We are touched by the com-munitys response, its just incred-ible, said ara Smith, social workerwith Warren County Public Schoolsystem and one o the Fairy God-mothers. We have in excess o 100dresses right now, she added with abig smile.

    And students who dont need theirhelp are also enthusiastic. Highschool and college students called

    because they heard about the proj-ect and wanted to assist. Teyve volunteered to make posters and

    organize the colorulbeaded dresses whicin a special closet in

    Jackie Jenkins, Pam Waters and Tara Smith displayone of the prom dresses and glass slippers.

    to see the generous spirit o youngpeople. Tey oten get a very badrap, but they are wonderul people,and they do care a lot about eachother, she added.

    Everybody wants to be able tomake it possible, said Jenkins.

    ry, shoes, purses, shawls as well asclothes and shoes or men. Most othe donated dresses are clean butsome o them have had to be dry-cleaned. And although clean is

    preerable, they dont want that tostop someone rom bringing themin. Also, Jenkins said, all sizes arewelcome, its important that therewill be something or everybody.

    rom wedding parties and one reddress was ordered or a bridesmaidand the wedding never happened.Quite a ew were bought or ormalaairs and were worn only once.Any kind o dressy ormal wear iswelcome.

    Te main objective o the GlassSlipper Project is to make going tothe prom possible or everyone, in-cluding the boys, who oten thinkthey must wear tuxedos.

    Tats not actually the case. Tey just need to look nice tuxs arehard to come by and also expen-sive. We just want the guys to lookelegant as well as the girls, saidWaters.

    We are so impressed with thepeople {who donated} Sometimespeople dont think o this as a need,but we want to make the kids highschool experience special, said

    Waters. Te Senior year is veryexpensive anyway and thats whatwere here or, she added.

    Te project unolded because oneo their daughters was talking abouthow expensive the whole prom eve-

    ning had become. Smith said, Shewas saying how in these times itcould cause amilies tremendousstress. Some couldnt aord all o itand kids wouldnt be able to come.So we talked to vendors and pri-vate people and many volunteeredto give something. A Mary Kaydistributor and several hair dress-ers will be helping on the day othe prom, or Flu Day as it wasnamed by Waters daughter, saidJenkins.

    Six weeks prior to the prom therewill be an advertisement in thepapers and school guidance coun-selors will also let students knowabout the distribution site and day.

    Tat will give any Warren Countystudent who expresses a need achance to see what is available andto make other arrangements i theycant nd something there.

    Teyre not sure how many stu-dents will want help, and are wait-ing until all students have beeninormed, but they are hoping tomeet the need. Were extremelyexcited and hoping or the best - to

    be a part o the kids uture. Its orthem and us. Tey can take some-thing with them now and maybegive something back later. Im soglad, said Jenkins.Since its the rst year, there wontbe enough outts to be availableor Homecoming, but the organiz-ers hope to do that next year. Also,the donation site will be moving tothe ormer middle school in abouta month, they said. But things canstill be brought to the special ser-

    Te own o Front Royal ownCouncil voted last night to terminatethe contract o own Manager, J. Mi-chael Graham.At this time the Council has decidedto move in a dierent direction.Te Mayor and Council would liketo thank Mr. Graham or his serviceto the community, the citizens, and

    the sta and wishes him well in hisuture endeavors.

    It took exactly 10 months, -and-a-hal weeks to accomplish what now

    Vice Mayor Chris Holloway and ablock within the Front Royal ownCouncil and who knows where else,set out to do re Front Royal ownManager Michael Graham.

    Te rst aborted eort to removeGraham, signed on to by Holloway,Carson Lauder and om Sayre in atermination document circulated byown Attorney om Robinett with-out the knowledge o the mayor or

    ull council, occurred on Nov. 9,009.

    Fortuitously, we caught up withTarpe on our way into town hallthe morning ater, shortly beore ourNews at Noon radio appearance todiscuss Grahams ring with WZRVNews Director Mario Retrosi andormer Vice Mayor Hrbek. Haltingour rush toward the School BookDepository, we mean the Front Royalown Halls second oor, we stoppedto ask Tarpe what had altered hisstance about sta and council learn-ing to work together, rather thanmerely unction as targets or duelingpolitical and/or personal agendas.

    I knew somebody was going to ask

    me something [about that], Tarpecommented as he pulled a handwrit-ten statement rom his shirt pocket.

    During the campaign I askedwhether or not the citizens wantedthe same-old, same-old council andthe way its doing business. I trulybelieve the citizens spoke volumes atthe polls when I was elected to servethem. Tey showed they avoredchange and now change is on theway, Tarpe stated.

    But I thought you said you werentin or that kind o abrupt and divisivechange?

    And Hollis, werent you part o thatsame-old, same-old council that didwhat it wanted no matter what thepublic said that collectively got theboot over the riverside Wal-mart is-sue in 004?

    You dont think those who dontlearn rom the past are doomed torepeat its mistakes, do you?

    Perhaps coincidentally like Sayre,Tarpe, Holloway and Lauder arenow members o the Warren CountyRepublican Committee. In succes-

    sive months ollowing the May townelection both Tarpe and Holloway

    joined the local Republicans. Lauder

    said he joined about two years agoaround the time he was elected to hiscurrent term. What could it mean?Who knows? Politics, as they say,especially married to unbridled egogratication and blinkered sel jus-tication certainly makes or strange

    bedellows even right here in RiverCity.

    terminate our popular town manageris a testament to the ignorance andarrogance o the council members,retired US Energy Department of-cial and town resident ina Hobsonwrote us.     With town residents numbering14,500, guess how many olks votedor these insensitive representatives?In 008 Mr. Lauder received 864

    votes and Mr. Holloway 843 votes.Mr. Tarpe, the new team leader,was voted in by a hety 891 votes aew months ago. Because our elec-tions are in May and not Novemberto coincide with county, state, andnational elections, you can win i youhave enough cousins, or club bud-dies. You dont really need to repre-sent the interests o the town. Both

    the council and the month they areelected in need to be changed, Hob-son, a past vocal supporter o bothGraham and the original solar poweridea, concluded.

    Shortly ater our radio appearanceMayor im Darr conrmed that townDirector o Environmental ServicesSteve Burke had been named interimtown manager. Our initial eorts toreach Burke, Graham and Darr in thewake o the uesday morning pressrelease announcing Grahams termi-nation were unsuccessul.

    Engles Angle: With Love and Thank

    I lost my dad a few days

    ago. He wouldve been 82 nextweek.

    He was always there for me.

    When I played baseball as a lit-

    tle kid, I knew he and my motherwould be there, cheering me on,

    and they were. When I was a

    teenager and my mother got

    sick, he did his best to work fulltime and take care of us, even if

    it meant Eggo Wafes for din-

    ner one night. My brother and I

    still joke about that. Before thestart of my sophomore year in

    college, he rode with me from

    Pennsylvania to North Carolina

    just because I asked him to. Idoubt he wanted to go, but he

    came along for the ride. Why?

    Because thats what good dads

    do. Even as I got older, he wasalways more concerned about

    his two boys and their families

    than anything else.My dad taught me much in my

    47 years, and probably more if

    I wouldve paid closer attention.

    He was slow to anger. When he

    did get mad, which wasnt all thatoften, it would pass as quickly as

    the snap of a nger.

    When I complained how long it

    took me to get rid of the leaves in

    my yard every fall, he suggestedI use a tarp to drag them into the

    woods. That inexpensive blue

    tarp has saved me tons of time

    over the last few years. I smileand thank him every time I use

    it. Over the next few weeks, as

    I tackle that yearly chore, Imsure the leaves wont be the onlything falling. I expect some tears

    will be as well.

    He called almost every Sunday

    night. I didnt always answer thephone if I didnt feel like talking,

    but I could always depend on

    that call.

    Even when his legs botheredhim and he couldnt get around

    all that well, hed say otherwise.

    It was a difcult decision based on my business instincts. It is not anything persona I view this as council and sta coming o the starting line at the same time and rnishing line as a team. Councilman Carson Lauder on his termination vote

    Responding to a question, Laudersaid he did not to intend his answerto indicate he believed Graham wasnot honest, but rather that he simplywas seeking better communicationsbetween other town sta, counciland the town managers ofce.

    Mayors perspective

    Te mayor told us he invited Gra-ham to attend the sta meetings theday ater and that the ousted town

    manager had been gracious and up-beat in wishing his ormer colleagueswell.

    Like I said, I spoke with Mike to-day (Sept. 8). I had a lot o concernsabout it. It wasnt the most pleasantthing Ive ever had to do in my lie.But he actually told me to relax alittle bit it was apparently worryingme more than it was worrying him.And I dont know I do agree withthe act we need some changes. Te

    council has decided what changes weneed, not me as a mayor, and I sup-port their changes.

    Support beore or ater the act?We pressed the mayor on his person-al stance on the immediate and po-tentially costly removal o the townmanager.

    In order to try and get the groupto work together I dont know i it isadvisable or me to [respond], Darrhedged a tad, perhaps with an eyeon River City political realities (see

    related interview with Mayor Darr).My job as the mayor is to try to worktogether with the council, voice thecouncils concerns. Like I said, I metwith Mike today. We had a very goodconversation. It went well. I wish himwell. I hope he does well in his utureendeavors. I think he will. He planson staying here in Front Royal andbecoming an active member o thecommunity.

    Graham later told us he could notcomment on details o his ousterbut acknowledged he worked at thepleasure o council and the mayor.Council has decided to move in adierent direction. Tey are honor-ing their obligation to me. I had agreat time with the town. Te stawas great and I enjoyed mysel.

    Im highly disappointed in thetown council right now, Hrbek toldthe WZRV radio audience. I thinkthere was a misreading o the elec-tion, what Councilman Tarpe justsaid (above quoted remarks). I be-lieve it was about getting along. Terewas a perception there was a lot oinghting. Te mayor (ewalt) and Iwere the victims or casualties o that.

    But I think we can see that it con-tinues on. Councilman Conkey andCouncilman Parker have been ostra-cized now rom the rest o council(both Conkey and Parker have toldthis reporter there are periods whentwo councilmen will not even speakto them). And its essentially ippedover who is in control o the reignso council. It is no longer those whowere supportive o Mike and whowanted to see the town attorney go.But now its ipped over the townattorney is protected and the town

    manager has been terminated.Hrbek also took on coverage o

    Grahams termination by the mediasource that ueled a pre-election p er-ception o council dysunction cen-tered on the town manager and hissupporters.

    I also want to point out that theNorthern Virginia Dailys article that

    just came out about this is trying tospin this as being about bribery onthe solar issue. I think that is arthestrom the truth here. Te knives havebeen out or Mike rom the begin-ning, since he was hired. I rememberhaving a conversation with Super-

    visor Carter beore [Graham] washired and he was indicating that itwas not a good idea to bring some-one in rom the outside because theydont know how to do it the way allthe bureaucrats do it. So the kniveshave been out, theyve been trying toget rid o him and now theyre try-ing to spin it so that its about the

    [so-called] bribery and thats urthestrom the truth.

    Mike has been a great leader orthis town, Hrbek added. Hes n-ished a lot o projects that have beensitting idle or the town or many

    years the paving thats going on,the completed developments, theefciency hes brought to our gov-ernment. When we hired him, and Iwas one o the proponents o hiringhim our years ago, we were going tobring someone in rom the privatesector who was going to apply theree market principals o a businessto a government. And hes done that.Hes rearranged the sta positionsand hes done a very good job.

    Front Royal own Manager J. Mi-chael Graham surprised him. Atera long pause he said, Yes and no.

    Darr added that Graham latertold him that when he noticed theabsence o a certain councilmanat the meetings outset he smelled

    trouble brewing with his annual jobreview slated or closed session re-view at the meetings end.

    Had he been aware CouncilmanTomas Sayre would be absent thatnight, we asked Darr.

    No, normally Mr. Sayre contactsme when hes not going to be thereor be late. We received no corre-spondence rom him. I actually hadthe clerk try to call him becausewe were going to wait a couple o

    minutes to start the meeting butwe couldnt get a hold o him so wewent ahead and started the meet-ing.

    For his part, Sayre told us by e-mail that he had a security situationinvolving a daughters accommoda-tions at George Mason Universitythat orced him to travel to Fairaxthat night. As reported elsewherein this issue, Sayre declined to elab-orate on the specics o that situa-tion.

    No, I dont think they should in-terpret it like that at all. I just eelright now that the vote has beentaken. I have to support the coun-cil and we need to move orward.

    Were going to try and move in anew direction. Maybe we can getsome new ideas going, some newthings going. Weve got to reallywork hard and theres going to bea lot o soul searching going on inthe council. We as a council need towork better together.

    But with what appears to be anincreasingly divisive 4- split oncouncil as reected in what is sureto be a highly controversial andcriticized move on the town man-ager, is such cooperation even pos-sible on this council?

    Ive seen that split rom day one,Darr said. Ive tried to, and in myopinion in order to do my job prop-

    erly I need to stay in communica-tion with all o them; treat everyone o them equal, I try to do thatto the best o my ability. And it is avery, very tough job when you havesuch a diverse group o people. Do Iever think they will work together?Mayor Darr paused. Hopeully,i they work towards projects andwork towards the goals o helpingthe citizens then you almost haveto. I they chose to continue work-ing in a manner thats not the bestor the citizens o the town as awhole then we will probably con-tinue to have problems or awhile.

    What we need to do is ocus

    on the town and the citizens andwhats best or the town. And takethe personal eelings and the per-sonal issues out o it and attempt tomove the town orward.

    Did that happen with the sudden

    removal o the town manager onSept. 7th?

    I dont know do I think that re-ally happened? I think that maybein the minds o some it did. I thinkin the minds o some they did theright thing to move the town or-ward and I support their deci-sion, Darr said.

    Does he expect to hear some un-happy public comment about thisdecision and his verbal support oit at the Oct. 1 council meeting?

    Ive already had some calls romsome citizens to be honest withyou, Darr said, adding at least oneo them had dressed me down.

    And there is going to be some

    backlash, o course there would bewith any decision you make o thismagnitude, one way or the other. Ido eel the election was a very bigindicator that the people wanted tosee a change in the perception othe government o the town. As youknow, there were a lot o newspaperarticles; there were a lot o contro- versial issues. And sometimes in

    order to move orward with things,you have to make very, very toughdecisions.

    Restored image?

    Te majority o the council hasmade a very tough decision. Tedecisions been made. We need tomove orward, work with what wehave. Go out here and do a searchor a new town manager and hope-ully restore the image o the town.I think thats important , Darr said.

    But is he concerned that image isnow cemented and not or the bet-ter? Rather than positive change,has the new council and its rstmajor initiative solidied the imageo a good old boy, back-room net-work o politicians promoting notonly their personal will, but that oa hard core, minority vested inter-est group o supporters?

    Well, I think the perception othat is there, the mayor replied.Do I honestly believe that with thecouncil we have? I dont know Idont see that. I havent seen that soar, Darr said somewhat haltingly.

    Really, we asked, not even in theabrupt termination with no public-ly stated cause o the town manageron Sept. 7?

    Well, like I said my goal rightnow is to try to get this council backtogether. Work with them as muchas possible. I made it clear to statoday, I made it clear to the coun-cil members that we need to do

    With the recent change in townmanagement I need to share withyou my personal experience withMike Graham.

    My two major complaints are:he is too tall and he smiles whenhe talks to you.

    However, in spite o plus or mi-nus oot height dierence, he al-ways looked me in the eye whenwe spoke and gave his sincereopinion or stated position on asubject, regardless i we did or didnot agree. Since October, 006,regardless o my interaction withhim, rom manager o a businessto various roles in community ac-tivities, Mike quickly became en-gaged and one knew he was pas-sionately interested in improvingthe work and living environment

    o our community.I do not have to wish Mike and

    his amily luck in their uture as Iam condent that he will orge asuccessul productive path on hisown. Mike, who grew up in thiscommunity and later was exposedto the outside world, broughtabout changes the result o which

    we may only appreciate severalyears in the uture.

    I have lived in Warren County just 13 years, but grew up in theLand o Lincoln; the citizens o Il-linois and the USA did not really

    appreciate Honest Abe or many years ater his untimely death. Ido believe the positive impact o J.Michael Grahams tenure as ownManager, just short o 4 years, willbecome apparent a lot sooner.

    Last week I had the misortuneo needing the services o our Fireand Rescue team. Ater visitingmy local physician about a heartrelated issue he determined that Ibelonged in the hospital intensivecare unit and ast. Having noth-ing more serious that a head coldall my lie this was needless to saya trying moment on a Tursdayaternoon. Te doctor then called911 and my weekend adventurebegan.

    When the rescue team arrivedthey immediately put me at ease

    and I elt I was in good handsand I thought, i all our rescueteams are this good we residentsin Warren County are extremelyortunate. Tey were proessional,reassuring and the best peopleI could imagine helping me in atime o need.

    When I was admitted to Warren

    Memorial Hospital I was againconronted by the highest level oproessionalism I could imagingand spending several days in theintensive care unit. I was againamazed at how my situation was

    handled.My point is not to inorm the

    world I have a heart problem butto inorm the world this countyhas one o the nest health caresystems, rom the doctors to therescue teams to the hospital sta- they are unbelievable and youwill never know about their abili-ties, their caring and understand-ing until your turn comes and youmake the call or help.

    Mr. Graham is hardly the personpreventing the council rom beingpolished. As ar as Im concerned, themajority o town council is prevent-ing it rom being polished, and comeelection day, I only hope that peoplewill remember all o this, and voteor a new council, not the same old,good ol boy, groupthink mentality.Mr. Tarpe grossly (perhaps delib-erately?) misinterpreted the citizensdesire or change. When the coun-cil tried to get rid o Mr. Graham inNovember 09, the citizens stood upand said we love our town manager,dont get rid o him. Now that theelection is over and council mem-

    bers have at least two to our yearsor people to orget, they went aheadand ignored the wishes o the citi-zens, citing change as their reason.What is the obsession we have withchange? Perhaps, instead o chang-

    ing the town manager, the councilshould have xed some o the issuesthat exist within their dysunctionalcouncil! America ell or the wholechange thing a couple o years ago.Hows that working or us now?

    Mr. Graham didnt come back tothis town or himsel. He came herebecause he loved Front Royal, andwanted to give back to his child-hood community, to share his Godgiven talent. He has done that. I amamazed that he lasted this long, alesser man would have quit long be-ore. Now the council has to live withtheir decision, but Mr. Graham canbe relieved and thank God or thisblessing. Im happy or Mr. Graham,but as a citizen o Front Royal, Im

    Hrbek addresses Grahams tenure heBy the all o 006 Front Royal hadbeen without a ull time town man-ager or nearly six months. Te townhad gone through a series o upperlevel managers over the recent yearswhen I started my term as council-man in July o that year. At the time,the town had contracted with a rmto bring orward candidates to llthe position. O the six or so candi-dates presented one stood out to meclearly. His resume was not like theothers. Tis candidate was rom out-side the public administration uni-verse and rom the private sector. Hedidnt grow up in government butwas a, dare I say it, a capitalist? His job was turning around companiesand making them protable. Tisis exactly what Front Royal needed.He was paid to make the tough de-

    cisions and execute the plan that hisboard approved.

    I remember speaking to ormerVice Mayor Daniel Pond during theinterview process telling him wehad an exciting candidate that couldreally transorm the way town gov-ernment worked. He was living inAtlanta but rom Front Royal. Hewanted to return back to Front Royalater a 5-year absence to spend timewith his aging ather and to raise his youngest child away rom Atlantasuburbia and let her experience liein small-town America. He was alarge presence during the interviewsand then-vice mayor im Darr com-mented about how the people inthe town would probably embracea avorite son who made good andthen returned to give back to hishometown.

    Although this eels like an obitu-ary, it is not. J. Michael Graham con-tinues to live despite the Front Royalown Councils decision to end hispublic administration career. Tischapter in his lie has closed, butanyone who knows Mike knows thathe, and Patty his wie, have hardlynished.

    During the past our years, Mikeand I became good riends. As acouncilman and then vice mayor Iworked with Mike on many projects,listened to his advice and gave himmy own. Over the years we talked orhours about our love o the commu-nity, the challenges ahead and howGods grace gave us both peace inour lives no matter what evil wouldattack in the next edition o the pa-per or at the next council meeting.

    Mike challenged his board o direc-tors to be better people and to maxi-mize their potential. On the longdrive up rom Atlanta when Mikeand I attended the Chick-l-A Prayerbreakast beore the Virginia ech-Georgia bowl game, Mike asked me- and challenged me - to develop thethree things that I wanted to accom-plish beore my term ended. Mikeand I talked the entire drive homeabout the direction we wanted FrontRoyal to go. He spoke about a thriv-ing downtown with second level o-ces and apartments and rst oorretail and restaurants while I wenton about the importance o renew-able and sustainable energy and ourcourtship o Energy Answers.

    Mike represents what a Front Royal
