The PositionThe Environmental Services Specialist (ESS) focused on water resources facilitates traditional water conservation coordinator duties, including day-to-day customer assistance on water conservation inquiries, landscape irrigation surveys, plans public outreach events, social media messaging, follows up on water waste complaints, and program administration such as rebate processing and leak notifications. Cross-training and work duties will stretch into recycled water compliance and ESS-Environmental Compliance duties, which include tasks related to stormwater permit compliance, clean water program outreach and other related work.

• Reviews publications, standards, and regulations, and attends meetings and seminars to track regulatory developments and assist in developing and maintaining the City’s environmental compliance and water conservation programs.

• Presents assessment results and recommendations in written and oral form.

• Assists in the development, and subsequently conducts public education and outreach, including presentations, for ESD’s various programs including water conservation. Such events occasionally take place after normal business hours.

• Provides exceptional customer service while responding to public inquiries, complaints, and service requests.

• Conducts basic analytics to help benchmark program effectiveness.

• Investigates water waste complaints by collecting information, interpreting water-use patterns, determining source and violators, and documenting findings.

• Assists in the preparation and data gathering for the development of regulatory documentation, including report submittals following management review and approval.

• Conducts and tracks “Irrigation Controller Assistance Program” surveys of residential and non-residential landscape irrigation systems to provide water-efficiency recommendations to participants, and ensure compliance with water waste prohibitions.

• Assists in performing routine environmental compliance inspection such as commercial site inspections and illicit discharge investigations.

• Performs water customer leak analyses and develops water budgets for large landscaping accounts.

• Coordinates and communicates with Zone 7 Water Agency on water-efficiency programs, and participates in regular meetings with Zone 7 and the other tri-valley water retailers on water efficiency topics.

Typical Duties

THE IDEAL CANDIDATEWill possess knowledge of:

• Public speaking proficiency in small and large groups and exceptional customer service skills.

• Comprehensive computer proficiency in Microsoft applications and can perform research, data analysis, and document preparation.

• Exceptional customer service skills with a passion for saving water.

• Landscape irrigation auditing techniques, landscape water efficient practices, and sustainable landscaping.

• Botanical knowledge of climate-appropriate flora and Water Efficient Landscape Ordinance (WELO).

Will have the skills and abilities:

• Assemble and analyze data, prepare comprehensive and accurate reports, and formulate policy and service recommendations.

• Effectively communicate OSD/City requirements, policies, and procedures and present in public settings.

• Establish good working relationships with residents, property owners, landscape professionals, business community and others involved in facility maintenance operations.

• Work independently within established guidelines.

• Perform landscape irrigation audits, and develop, design, and interpret water-efficiency reports to include water schedules for the efficient watering of turf, shrubs, etc., under various micro climate and landscape design conditions.

Experience:

A typical qualifying background would be a bachelor’s degree from an accredited college or university with a major in physical science, engineering, environmental science, biology, or a related field, or an Associate of Arts degree plus five years of work experience in a position and field with direct relevance to duties described herein. Public sector experience and certification and/or training in landscape irrigation auditing, storm water inspections, and/or water-efficient landscaping practices are highly desirable.

License:

• Certified to perform landscape irrigation audits by an accredited institution or a professional organization. Water Efficiency certification(s) such as AWWA Water Use Efficiency Practitioner, QWEL, or Rescape Association’s Certified Landscape Irrigation Auditor program within one year of hire.
