3. MINUTES

The minutes of 29th July 2014 meeting were agreed as a true record with the following amendments; - Colin Younger raised the issue of a possible development adjacent to Arnos Grove Station; however Enfield has no knowledge of any such proposals. - Caroline Carter questioned the planning status of the recent application for 32 Little Park Gardens (see these minutes - section 6). - Irene Stone commented upon 18 The Green and the accuracy of the minute (Dennis Stacey commented that this matter has become so opaque and convoluted that an acceptable minute is proving difficult to formulate).

4. LOCAL PLAN AND HERITAGE AND DESIGN PROJECTS UPDATE

Christine White tabled her detailed briefing note which is attached to these minutes. Market Square

Christine White also reported on the site meeting to discuss the lighting of the Market Square (see previous minutes). As a result of the meeting the column mounted lights (of which there will be three) have been changed to a Victorian style four sided lamp. Discussions continue with CAG’s sub group as alternatives have been offered. TPCC asked for care to be taken with the type of bulb/light.

The design of the four, high mounted, replacement lights has been agreed. Town Park At CAG’s request Christine White tabled the consultation paper concerning the

works currently taking place in the Town Park. This paper had not reached CAG. It is a substantial water engineering exercise. Christine White was asked to arrange for the appropriate officer to address CAG on the technical aspects. (post meeting note - this has been arranged for the 30/9/14 meeting)

5. IDOX PLANNING SYSTEM At CAG’s request Colin Vine was invited to elucidate on the new planning system. Prior to the meeting five groups had written in with their questions. Colin Vine has produced a question and answer response (based on the points raised by each group) which will be emailed to all members.

Members then took part in an open discussion on the new system. This seemed to relieve some of the tensions that had accumulated and was deemed useful. Regarding enforcement Dennis Stacey agreed to advise Colin Vine on the content required and report back to CAG.

6. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS

FOR DISCUSSION Former Council Car Park Cecil Road Enfield EN2 6TJ (14/02556/CND & 14/03275/CND) Fairview New Homes attended the meeting and were represented by Paul Lamar and Ian Howells. A presentation was made, by FNH, of the proposed materials for the elevations. The brick type and colour was deemed acceptable as was the render and mock stone. Whilst CAG has pursued Flemish bond for the elevation brickwork the group reluctantly accepted that it would be prohibitively expensive in cavity walls. The only issue that remained was the pointing. At an earlier meeting CAG had asked that the pointing be flush and closely matching the brick colour. The group considered that the pointing should “be lost” when viewing elevations. The sample offered did not meet these requirements. FNH was asked to return at the next meeting with further pointing samples. Brick sample - approved Render ditto - approved Mock stone - approved Pointing sample - not approved 38 Wades Hill London N21 1BG (14/02488/HOU) The primary concern with this proposal is the gable end and consequential loss of the balanced appearance of the property and roof scape The group noted that the terrace of properties can be clearly viewed as a whole including the shallow hip roof at either end. The group dismissed the suggestion that the adjoining property, to the south, gave any architectural justification to a gable end for No 38 (the adjoining property being of a completely different design). The roof profile of No38 is fundamental to the appearance of the terrace and a gable end would be totally inappropriate. Objection 325A Fore Street London N9 0PD (14/02663/FUL) On reflection this application was not of sufficient size to have warranted being an agenda item. However the proposal was reviewed by the group. The group were content to leave matters with the case officer. The only comments being that the deep facia be given discrete signage and reference made to the Shopfront Guide.

Approved 18 Conical Corner Enfield EN2 6SL (14/02606/HOU) On reflection this application was not of sufficient size to have warranted being an agenda item. However the proposal was reviewed by the group. The group noted this was a rear extension that would be largely unseen from the public domain. It was noted that the proposal matches a, similar, extension to the neighbouring property. Approved 25 Lancaster Avenue Barnet EN4 0EP (14/02639/HOU) The proposal entails a large extension to an equally large house. The house being one half of a semi-detached. The group noted that the co-joined neighbour already sports a similar extension to that proposed. Further, as the ground level falls away sharply, front to back, then the visual impact of the proposal is somewhat diminished. The group was unable to support the installation of the three front roof lights. No other property, in the immediate vicinity, has roof lights. It would, therefore, set a precedent. Approved (subject to the removal of the front facing roof lights) 88 Broad Walk London N21 3BJ (14/03074/HOU) The group noted that the existing garage bears a closer relationship with the adjacent neighbour Woodside House than the applicant’s property. The garage has the appearance of a large rectangular box fronting directly on the back edge of pavement. The group welcomes its demolition. To the rear of the garage is a two storey building with a pleasing slate roof. This structure has an even closer relationship to Woodside House. The proposal seeks to replace one rectangular box with another and this is deemed unacceptable. CAG see a chance to improve this highly visible location with a building that improves the area. CAG recommended that design reference should be made to the slate clade building to the rear and introduce a pitched slate roof to the proposed granny flat. The roof should finish with a hip end at the boundary. Objection 88 Broad Walk London N21 3BJ (14/02564/HOU) The group found the rear elevation proposals extreme regarding the extent of the proposed glazing. The front dormers are acceptable providing they do not create a precedent.

Objection 74 Vicars Moor Lane London N21 2QH (P14-02146PLA) Revised drawings were purported to have been received by Enfield but could not be located by Andy Higham. SDCY appeared to have evidence of some revised proposals. CAG re-iterated their earlier concerns namely, conservatory too large and an alien feature, irregularly positioned roof lights and interference with the historic fabric. This property along with it’s neighbours is one of the most beautiful Grade 2 listed terraces in the borough. Great care must be taken to preserve its integrity. Andy Higham offered to clarify the position regarding revised drawings and bring the application back to CAG. 32 Little Park Gardens Enfield EN2 6PQ (P14-02077PLA) There is confusion about the progress/status of this application. There are revised details circulating showing a half timber clad front elevation along with incorrectly proportioned windows. 7. CHAIRMAN’S FEEDBACK FROM PLANNING COMMITTEE Only one item on the Planning Committee’s agenda of 19th August that had been before CAG, namely, 83 Old Park Ridings; see next section.

10. OPEN SESSION - Dennis Stacey opened by asking groups to be specific and ensure items raised will be of relevance to all. Further, that all avenues have been exhausted (namely case officer/heritage officer/enforcement procedure etc) before bringing to Open Session. - Tony Dey once again raised the issue of banners and notices that adorn Enfield Grammar School. - Andrew Newman noted the swathes of external works taking place at Forty Hall that would, in any other circumstance, require planning permission. Christine White undertook to consult with the project officer and advise further. - Andrew Newman asked about the procedure for developing a neighbourhood plan and was referred to the Planning Policy Team. - Chris Jephcott stated that TES would make a £10k contribution for trees in the Town Park. - Chris Jephcott stated that a circular grove of Silver Birch trees, in the Town Park, in memory of Valerie Carter, has been cut down. - Dennis Stacey and Caroline Carter attended a consultative meeting regarding Enfield’s plans for the tea house in the Town Park. Other than a rear disabled access the building is not being altered externally. However it is early days and much will depend on bidder’s interest. 11. CALENDER OF MEETINGS The group was asked to note the calendar of meetings. The next meeting is on Wednesday, 30th September.

Christine White CAG BRIEFING 2nd SEPTEMBER 2014 The Crescent

• Works have now been completed, with the exception of 108 Hertford Road, where the owner has asked us to make some changes to how the works are being done.

• The contractor’s compound has been removed and outline designs have been

prepared for the reinstatement and enhancement of the Monmouth Road Open space. This will be subject of consultation with CAG soon.

• Newlon have appointed Millane Construction to undertake the parallel repair and redecoration works to the twelve Newlon properties. The front façade works were due to commence on Monday 8th August, starting with the construction of the boundary wall / railings between the front of 84 Hertford Road and the Monmouth Road Open Space. Newlon’s contractors are not

yet on site and Newlon have been asked for an updated programme for the works to their properties.

Review of Conservation Area Appraisals / Management Proposals • The first drafts the Appraisal and Management Proposal documents for Phase

II of the CAA/CAMP Review i.e. Grange Park, Meadway Estate, Southgate Circus, The Crescent, Abbotshall Avenue and the Lakes Estate) have just been received and are currently being reviewed by officers.

• Consultation with local conservation area study groups will follow shortly, in the same way as for Phase I.

Local Heritage Review • The unexpected death of the lead consultant has led to a delayed start to this

programme. Discussion with the consultancy is ongoing, however, preparations are underway to re tender the contract for this project.

Broomfield House • Since the update given at the last meeting of CAG on 29th July the following

actions have been taken.

• Meetings have been arranged with the Portfolio Cabinet members for next week to authorise the commissioning of the Conservation Management Plan and Options Appraisal as necessary work to move towards a successful HLF funding bid.

• English Heritage has encouraged the Council to bring forward a Condition

Survey, Conservation Management Plan (CMP) and Options Appraisal. Officers have met with English Heritage, who has provided input into the project briefs. The procurement process is expected to start September / October. EH have also offered assistance with the selection of suitable consultants and input into the project delivery team.

• A Broomfield House Partnership Board has been established under the chairmanship of Cllr Bambos Charalambous, and draft terms of reference and membership for the Board have been prepared. The first meeting of the Partnership Board is expected to take place in the Autumn.

• The Council’s Property Services team, as Corporate Landlord, has commissioned a comprehensive Structural Appraisal to assess the stability and integrity of the remaining historic fabric of the House, from Conisbee, specialist heritage structural engineers. A draft of this report has been received and suggests that Broomfield House’s conservation is structurally achievable, although works to support the remaining structure and update the scaffold to comply with current regulations is required.

• The first draft of the report from Paine and Stewart on the Lanscroon Mural has just been received and will be made available to the Trust. The report concludes that:

we have all of the walls and 10% of the ceiling (the latter in largely unuseable fragments)

the exact nature and current condition of the paint is unknown and needs testing to see how much original paint layer remains

the fragments require re packing in an updated storage system and a revised archival system.

• The report recommends the following in the Short term :

Re pack ceiling fragments in new boxes (wall fragment boxes are largely still acceptable) and record the data to proper standards.

Test safe removal of facing to assess condition Install insulation panels over the room windows Install purpose built horizontal shelving

The recommendations for the longer term are: Test nature of paint layer and full extent of original painting Reassemble pieces onto new dedicated support (dependant on

location).

Former MU Campus Trent Park • The site owner’s representative advised EH and the Council on 24th July that

she was presently in discussion with her client to finalise their aspirations for the site and will be in contact with the Council and English Heritage in due course. Officers will continue to monitor and act upon any urgent works required for the preservation of the heritage assets. We will be pleased to liaise closely with the Trent Park Conservation Committee and CAG

Grovelands Park / Priory Hospital • Officers are currently working with English Heritage (EH) and our

consultants (Land Use Consultants) on the draft Conservation Management Plan and Options Appraisal. The consultants are currently developing the documents further pursuant to EH’s input. The stakeholder consultation programme will be developed once a draft CMP has been completed.

Heritage and Design Website refresh

• Officers are currently overhauling the Heritage and Design web pages. One aspect of this is to facilitate better communication and networking between local voluntary heritage groups. Harriet Bell (Heritage Officer) would be pleased to receive e-mail contact details for local study groups for the Community Heritage Initiatives web page.

Proposal: The proposed works include a hip to gable roof extension and the addition of rear dormers, to be undertaken as part of the proposed loft conversion works to the building. In terms of materials, the proposed windows are to be aluminium and the

14/02634/FUL: 25 Lancaster Avenue, Barnet, EN4 0EP Conversion of single family dwelling into 4 self contained flats comprising 2 x 3-bed, 1 x 4-bed and 1 x 1-bed involving a part lower ground, part ground floor side and rear extension with balcony at first floor rear, rear dormer and rooflights to front and side. Case Officer: Mr Ray Reilly The site comprises a semi-detached, early 20th-century dwelling located on the north side of Lancaster Avenue within the Hadley Wood Conservation Area.

Site location Proposal: Consent is sought for the conversion of the existing building to four flats and the erection of single storey side and rear extensions, rear dormer with pitched roof and rooflights to the front roof slope. This is a revised submission of an earlier pre-application (Ref: P14-00724PRE).

PLANNING APPLICATION 14-02145PLA 02220LBC: 74 Vicars Moor Lane, London, N21 2QH Alterations to basement and enlargement of light well, restoration of basement access staircase, single storey rear/side extension, alterations to internal layout, replacement sash windows to ground floor at rear / side, loft conversion with rear roof light and re-build detached garage at rear. Case Officer: Kate Perry The site comprises a two storey grade II listed dwelling located on the north side of Vicars Moor Lane within the Vicars Moor Lane Conservation Area. The building forms part of a terrace.

Proposal: The proposed works include improvement to the basement rooms and enlarged light well, restoration of basement access stair to historic position and a side extension to create a family room overlooking the garden, removing WC and utility area. At first floor level, it is proposed that the front ‘box’ room will be restored and new stairs installed to provide access to loft rooms; bedroom and bathroom.

No works are proposed to the front elevation. New timber sash and case windows are proposed to the rear wing, to replace the existing aluminium windows, in addition to a glazed conservatory with joinery to match the existing living room garden doors. The garage is to be demolished and replaced with a slate pitched roof and yellow stock brick on the existing footprint of the garage and patio. The habitable area of the house is to be enlarged through the creation of extra floor space, including an additional bedroom in the loft space, a study in the basement, shower room and services area. An extension to the ground floor kitchen is also proposed.

PLANNING APPLICATION 14/03074/HOU - 88 Broad Walk, London, N21 3BJ Part demolition of existing garage and conversion into granny annex ancillary to existing dwelling with installation of windows and entrance at side, bay window to front and erection of front wall with railings and piers. Case Officer: Maria Demetri The application site comprises a detached dwelling on the south side of Broad Walk within the Winchmore Hill Conservation Area. The site frontage is secured by gates and walls with mature trees behind.

Site location

The applicant seeks planning permission for part demolition of the existing garage building and replacement with a granny annexe. The existing walls and gates are to be extended in the front of the new annexe. The proposed building and use will remain incidental to the house.
