The minutes of 26th November 2014 meeting were agreed as a true record with the following amendments;- Mr R. Stanson not Stanton.

4. REVIEW OF CLADDING SAMPLES FOR ELLINGTON COURT

The group received a presentation from Dean Walley and Eloise Penna of Gravity Design. It was accepted that the additional floor should not have a rendered face finish. Photographs were shown of two types of cladding using zinc. The group preferred the face to be broken with brick piers that match the brick type used on the original building. It was agreed to leave the agreement of final detail with Bridget Pereira, in consultation with, Denise Gandhi.

5. PRESENTATION OF SECONDARY TUITION CENTRE SCHEME

The group received a further presentation from John Harvey of Brian Harvey Partnership. Gary Barnes, from Enfield, was also present. The applicant wishes the Centre to have a presence on Bullsmore Lane. As a consequence, and despite CAG’s earlier advice, the scheme layout remains largely unchanged. The architect indicated the main building will be clad in zinc. CAG stated that, their view, that this was inappropriate in a semi-rural setting. Further, the plans being presented were of such a small scale that it made a detailed critique impossible. Larger scale, detailed drawings, were urged. It was agreed to make a site visit to Albany Park to view a building with similar cladding. CAG’s team will be Bridget Pereira, Cllr Vicki Prite, Tony Dey and Dennis Stacey.

6. HIGHWAY ASSET MANAGEMENT PLAN CONSULTATION

The group were asked to consider the proposed policy document. The official consultation period has been extended to receive the group’s view(s). Given the limited time for consultation each group to make their own individual comments direct to Highways Dept.

8. PLANNING APPLICATIONS AND LISTED BUILDING APPLICATIONS

FOR DISCUSSION

(14/04224/FUL) Highway, Junction Of Cannon Hill And Selbourne Road, London, N14 7HG

The group was concerned about the siting of the apparatus in front of the listed building. It is on attractive greensward which is itself rising ground thus making

the proposed location very visible from the public arena. The grouping of four cabinets together with the attendant hard standing will be of detriment to the conservation area.

Objection (14/04353/FUL) 323 Fore Street, London N9 0PD The group considered the proposed cladding inappropriate. Whilst there is a variance of cladding type, in the immediate vicinity, the over-riding material is London Stock Brick. The style and size of the building bears no resemblance whatsoever to its local surroundings. The amenity space looked negligible. The whole proposal has the air of a back lands development. Given that the siting is in the middle of a passage way there is also the question of transportation, parking and the like. The proposal neither improves nor maintains the immediately adjacent conservation area. Objection (14/04634/SO) Bury Lodge Depot, Bury Street West, London N9 9LA The group’s overriding concern is to protect the setting of the Grade 2* listed Salisbury House. Whilst the application is for an Environmental Impact Assessment Screening Opinion Request the accompanying site plan shows the curtilage of the site as tight against the eastern and southern boundary of Salisbury House. CAG want to ensure, from the outset, that one of Enfield’s finest historical properties is not impaired by inappropriate siting of the proposed 175 properties. Further, there is the issue of the historic, re-built, eastern boundary wall that runs along the street frontage behind which is the historical garden to Salisbury House. All are shown as being in the curtilage of the site. CAG is flagging their concern and urging maximum weighting is accorded to the setting of Salisbury House

(14/04539/CND) Capel Manor College, Bullsmore Lane, Enfield EN1 4RQ The group was pleased to note the improvement of the materials specification

emanating from CAG’s recent site visit and discussion with the applicant. Clay tiles (in lieu of concrete), extruded aluminium rainwater goods (in lieu of plastic) and dark brown powder coated window frames to match the surrounding cladding are some of the improvements to be applauded. Further, the masking of the externally sited heating and ventilating equipment has improved the appearance of the Animal Care building. Approved

(14/04479/FUL & 1404480/ADV) 22-24 Church Street, Enfield EN2 6BE The group considered the facia and facia signage to be an improvement. However, the blocking out of window space, with both the cash machine and framed advertising is seen as a retrograde step. The group questioned the logic of glass shopfronts being substantially obliterated by such ephemera. Objection

(14/04574/OUT) Chase Farm Hospital, The Ridgeway, Enfield EN2 8JL

The group’s interest lies in the Clock Tower and its setting. It was noted that the retention of the clock tower is only an ill-defined option at present. CAG stated it is not sufficient just to preserve simply the tower. It requires both of the wings, flanking the tower, together with the lodge, to be part of the residential scheme. The retained section must have substance, identity and presence. Approved (14/04477/FUL) 3-5, 6-7 Genotin Road, Enfield EN1 2AA The group noted that this application does not impinge on the more interesting properties in the immediate vicinity. The proposal to extend into the run down area around the service yard is considered just about acceptable. The refurbishment works are welcomed. Approved 14/04450/FUL 18 - 24 Chase Side, London N14 5PB The alteration to the eastern side elevation, brought about by the additional floor, was considered unacceptable. It created an ugly and dominant vista.

Further the group noted that the raised front elevation brought greater disparity (in height) with the building immediately to the east of Barclays Bank. The applicant has sought to justify the additional floor by referencing the building to the immediate west of the site. However the roof line shown is that of a brick pediment feature sitting on a stone band course. Objection Lashious 27-28 The Town, Enfield

The group noted that the application was only for the illuminated lettering on the facia. However it is impossible to view this in isolation of the lilac pink facia panel upon which the lettering is fixed. Further the group were mindful that the shopfront generally does not meet key aspects of Enfield’s Shopfront Guide. Comment was made regarding the Article 4 Direction governing paint colours in Enfield Town conservation area. Whilst it may not be directly applicable to the facia (and its allied illuminated sign) none the less this proposal breaks the spirit and intent of the attempt to control colours. In essence illuminated lettering is an alien feature in the conservation area. It is brash and undignified. Objection

9. CHAIRMAN’S FEEDBACK FROM PLANNING COMMITTEE (14/04111/FUL) Keeble Preparatory School Wades Hill London N211BG The approved extension has been built too high. Despite officer’s recommendation to approve this retrospective application the committee refused permission. The original extension application had been before CAG.

11. CONSERVATION AREAS, LISTED BUILDING APPLICATIONS AND APPEALS - DETERMINED

12. OPEN SESSION

- Cllr Jason Charalambous continues to energise attention regarding the ex- Middlesex University site at Trent Park. Concern was expressed particularly as the security company is not being paid. Enfield has no further advice on the overall situation. - Chris Jephcott advised that the first meeting of Enfield’s Partnership Board had taken place. Whilst the meeting was fruitful concern it was noted that there were no residential groups represented at the meeting. Six options have emerged (four being variations of a theme); more pertinently the remaining two are (1) shared space and (2) cycle tracks either side of Cecil Road. - Andy Higham reported on Truro House. The developer is in discussion with Enfield regarding the inconsistences presumably in design. - Regarding Enfield Grammar School Enfield has accepted the new fencing throughout but still requires a planning application for the signs fixed above the entrance and to the new gymnasium.

B Ellington Court – Cladding Proposals (CAG’s advice to the case officer) Dear Ms Demetri At the last meeting of the Conservation Advisory Group (6/1/15) the group received a presentation of cladding alternatives, for the additional floor, from Gravity Design Associates. CAG agreed to the zinc cladding but wanted it intersected with brick pilasters; the pilasters being a continuation (albeit set back) of the existing structure. A site meeting was arranged (Bridget Pereira, representatives of Southgate Green Study Group and me) to agree the brick sample and re-affirm the earlier decision. In the intervening period the architect submitted option 3 detailing the preferred solution. The site meeting took place on Friday last. Option 3 was agreed and Ibstock Birtly Brown Waterstruck brick slips being selected as the closest match to the existing pilasters. It is recommended that approval travels with the condition that a brick sample panel be constructed showing intended mortar colour and joint. The mortar should match the existing with a weather struck joint. The new windows are too tall and jar when viewed with the existing, shallower, fenestration. Aside from that important factor CAG found the dark frames acceptable. Would you ask the architect to resubmit Option 3 showing shallower windows. Ellington Court is the only example of Sir Frederick Gibberd’s work in the borough. Consequently CAG has paid close attention to the emerging detail relating to the approved works and there are a number of questions;

It is not clear, from Option 3, how the cladding springs from the existing structure. The group has been told it is set back but that is not indicated when viewing the side elevation. More detail is recommended which should include the interface with the retained structures above the existing roof line.

Option 3 states the zinc cladding will be “of a vertical standing seam format”. There should be a sample submitted without delay. In this respect can I point you in the direction of the site visit, made with Bridget, to review the zinc cladding at Albany Leisure Centre. The zinc cladding, of this recently completed project, is offered as an exemplar for the proposed development of the Secondary Tuition Centre in Bullsmore Lane. Bridget has the details and photographs; CAG found the design, quality, workmanship and colour of the zinc cladding quite acceptable.

The years have not been kind to Ellington Court. Dreadful replacement windows have devalued the original design along with expressed soil and rainwater goods. CAG are very anxious not to lose the remaining features. Externally the concrete canopies and balconies survive and must be retained in this project. From the details to hand their safety is not confirmed.

Internal features redolent of the late 1930’s era, when Ellington Court was designed, should retained wherever possible. The interface between the new floor and the existing structure is likely to put the internal design at risk.

C Subject: CAG’s visit to Albany Park Leisure Centre (“APLC”). Purpose: To review the design and material selection (of APLC) with regard to the proposed Secondary Tuition Centre (“STC”) in Bullsmore Lane. Present: John Harvey - Brian Harvey Partnership, Bridget Pereira - Conservation Officer, Tony Dey - CAG & Dennis Stacey - CAG (apologies from Cllr Vicki Prite). Notes by: Dennis Stacey. Date of meeting: 15th January 2015. Background

At CAG’s meeting of 6/1/15 members were concerned at the proposed location of the sports hall and the widespread use of zinc cladding. At that meeting it was made clear, by the architect, that his client insists STC must have a presence on Bullsmore Lane.

In order to assuage CAG’s concerns John Harvey invited CAG’s working party to visit APLC as it offered a template in terms of indicative design and material selection for the STC.

APLC has, in principle the same layout, namely single storey classrooms and a (approximately) two storey sports hall.

Classrooms

The APLC classrooms have a flat roof. There is a deep downstand facia, in welt jointed zinc, between the high level, strip widows, and roof. There are other allied features that are dressed in zinc. Roof mounted “air boxes” are obtrusive.The zinc covering is a pleasing, creamy, grey and has life. The quality of workmanship is good. Windows are metal framed, in a matching grey, as are the external doors and the like. The selected brick, used in the panels under the strip windows, is fairly uninspiring. So is the white concrete

band course on which the strip windows are mounted. Overall the quality of build, both internally and externally, is good.

CAG’s Comments and Summary (Classrooms) CAG confirmed the acceptability of the classroom height, design and use of zinc as acceptable for STC. The choice of brick for the STC is important and must be more in keeping with the historical/rural surroundings of Bullsmore Lane. The band course under the strip windows must be in natural stone. Avoidance of roof mounted anything is important, particularly, obtrusive “air boxes”

Sports Hall

APLC’s sports hall is of a similar construction to the classrooms with the use of zinc, brick and, high level, strip windows However, one wall is in framed glass and travels floor to ceiling. Incorporated within this wall are two entrance doors over which is a large, somewhat bulky, canopy (with columns). The entrance doors have, in part, necessitated framing the glass wall. It was explained that the proposed volume of the STC hall would be some 2.5X larger with the flat roof being about 750 mm higher. The building would be located circa 12 metres or so from Bullsmore Lane and lie at a shallow angle to the road.

CAG’s Comments and Summary (Sports Hall) The over-riding concern of CAG is the bulk and presence of the STC building standing so close to the road. It was suggested that the road facing elevation should be clad in seamless glass to lighten the appearance and reflect the immediate surroundings. Further, both flanks of the building (particularly the western elevation) need to avoid the use of materials that will give the appearance of a solid grey block. Judicious use of glazing was suggested. In response John Harvey offered to develop a number of design options and Bring them forward to CAG; probably at their March meeting.

CAG BRIEFING 6h JANUARY 2015 (Author Christine White) The Crescent

The improvement works under the scheme have been substantially completed.

Newlon Housing Trust has commenced work on the twelve properties in their ownership.

Outline designs for the reinstatement and enhancement of the Monmouth Road

Open space will be subject of consultation with CAG shortly.

Officers are also investigating whether options (such as Ally Gating and CCTV) might

be possible, to assist in combatting fly tipping in Bounces Lane at the rear. Review of Conservation Area Appraisals / Management Proposals

Phase II

Consultation has taken place with study groups on the drafts the Appraisal and Management Proposal documents for Phase II of the Review (i.e. Grange Park, Meadway Estate, Southgate Circus, The Crescent, Abbotshall Avenue and the Lakes Estate).

The study group’s comments have been sent to the consultant (Drury McPherson Partnership). A matrix which identifies the revisions made has been forwarded to the study groups and a consultation surgery has been scheduled for 22nd January 2015.

Phase I

The Council are required to hold a public meeting to consider Conservation Area Management Proposals. This will take place on 14th January 2015.

The drafts have already been subject to consultation with study groups and CAG have endorsed the drafts, but members of study groups and CAG are welcome to attend.

The drafts have been on general public consultation through the Council website until 23 January 2015. The documents will then be reported to Cabinet for approval in 11 February 2015 and will replace the current documents.

Broomfield House

Since the update given at the last meeting of CAG the following actions have

been taken.

Work to engage a suitable consultant to prepare a Conservation Management Plan and Options Appraisal (as necessary work to move towards a successful HLF funding bid) has been completed and Donald Insall and Associates have been appointed. An Inception meeting is due to be held during January 2015.

The second meeting of the Broomfield House Partnership Board (established

to steer the project, under the chairmanship of Cllr Bambos Charalambous)

Local Heritage Review

A competitive tendering process to engage a suitable consultant to undertake

the Local Heritage Review was undertaken. The bidding period expired on

21st November 2014 and unfortunately no bids were received.

Officers are currently scoping alternative ways forward and will report to CAG

again at the next meeting.

Charity Hall, Church Street, Edmonton

The Edmonton Study Group requested an update on Charity Hall.

The Trustees of Charity Hall remain very keen to see the property transferred and believe that the opportunities for creating a community resource at the Hall, which Art Start have identified, are considerable.

Currently based in Edmonton, Art Start is a non-profit organisation that has been delivering community arts projects for over 15 years. The organisation works with education and schools, improving employability and opportunities for young people and community and regeneration projects, using a wide variety of art forms.

Art Start is planning to submit a first round bid to the Heritage Lottery Fund in

March 2015. They are currently fundraising to try to secure the match funding

that will be needed.

Discussion Paper Subject – Local groups’ conservation advice to their residents Author – Dennis Stacey Presented to – CAG at their meeting 3rd February 2015 Background

Over recent years various groups have tried to formulate a simple broadsheet outlining conservation status and what it means to the householder. Grange Park has distributed such a leaflet but drafts from The Lakes and Meadway have stalled.

Drafting guidance that enjoys Enfield’s visible support and backing has been a stumbling block. It has proved difficult to blend advice that is both useful and informative with the style and legal requirements of the local authority.

Efforts to date have been on a group by group basis outside of a common format. The content of the broadsheets has thus been mixed. Currently, there is a growing wish to be more specific regarding design guidance.

It is now more difficult for householders to secure conservation advice when preparing an application. The absence of a duty officer, email contact only for advice and reliance on web based guidance are seen as an impediment. Clearly, if advice is not easily available then the quality of planning applications will fall. This then leads to more officer time (and overhead) in dealing with inappropriate applications.

Conservation groups would act as a multiplier for spreading conservation advice if a common framework can be established with Enfield Council.

Proposal

A CAG working party set up to develop a format in conjunction with Enfield Council. The format will be common to all conservation areas with variable inserts to deal with area specifics and its design features.

The working party to have a single point of contact within the local authority that has the authority to agree the format in a timely manner.

Dear Sir

I am chairman of Enfield’s Conservation Advisory Group. At our last meeting (6/1/15) the group was asked to comment on the plan. The consultation period was extended to allow our members to comment. Because of the time constraint each member (conservation group) was to comment separately.

As I have said I am chairman and also represent the interests of Bush Hill Park Conservation Area on CAG. In overall terms I found the Plan disappointing. I found it high on aspirations and low or non existent on detail. The Plan, in its present form, will travel above the heads of most, if not all, of the general public. It is littered with local authority and government acronyms and reports.

May I enquire why it is necessary to retire your adopted report entitled “Streetscape Policy & Guidance” approved in March 2010 and updated as recently as July 2012. This policy document is reasonably detailed, informative , recent and intelligible. Why is it being replaced by something less pertinent to the actual management of the street scene?

In summary I find the Plan a backward step in the understanding and management of the street scene. Dennis Stacey

The application building comprises a two storey, semi-detached, inter-war dwelling with a strong Arts and Crafts influence that forms part of the wider Meadway Estate. Stylistically, the estate houses feature architectural devices that are rare in this type of later inter-war development such as exposed chimney stacks, asymmetrical frontages to semi-detached pairs, angled wings and large oriel windows. No. 68 forms part of a brick and render asymmetrical pair and features a projecting gable

with quinquepartite casement window, slated hipped roof and plain terracotta ridge tiles over. Characteristic exposed red brick chimney stacks and a recessed entrance under a plain clay tile canopy can be seen to the main elevation. Views are afforded out of the Conservation Area by virtue of the spatial separation between No. 68 and its neighbour, no .70. A detached garage structure is located to the rear of the building.

The site is located in the Meadway Conservation Area and is described in the Meadway Conservation Area Character Appraisal as a building that contributes to the special interest of the area. The proposal is for minor material amendments to a previously approved scheme for a part single, part 2 storey side extension with integral garage and part single, part 2-storey rear extension involving demolition of existing garage (TP/11/1824) that was approved by the Planning Committee on 29.05.2012. At the time, objections to the scheme were raised by the CAG, Conservation Officer and the Meadway Conservation Area Study Group, with particular regard to the infilling of the characteristic ‘gaps’ between existing dwellings and the loss of original architectural features. However, it was considered by the Committee that on balance, the principal of a part single/ two storey side/ rear extension to this dwelling would not adversely impact on the character and appearance of the existing building or the Conservation Area. The proposed amendments include alterations to the approved windows and doors from timber to aluminium to the flank and rear elevations, the replacement of the existing windows to the main elevation in new timber framed double glazed profiles painted black and white to match existing, the introduction of ‘slimline roof lanterns’ to the rear extension, the extension of the exposed brick chimney stack in bricks to match existing, and the installation of a new soil and vent pipe in black uPVC to the existing chimney stack.

Proposal The application site is located within the boundaries of Trent Park Conservation Area on Cockfosters Road. The site is flanked by Cockfosters Underground Station circa 1933 (Grade II listed) and a petrol filling station to the north. The site also backs onto Trent Park Cemetery; a post Second World War burial ground created on former agricultural ground. The vacant Headmaster’s House can still be seen on the site and is the only surviving part of the former Trent Park Boys School. Stylistically the building comprises a 2 storey detached Victorian dwelling of Gault facing bricks and render with tripartite metal framed windows set in stone surrounds and a steeply pitched slated roof over. The proposal is for the conversion of the office building at the rear of the site to residential use incorporating 2 x 2-bed single family dwellings. The application includes the installation of solar panels to roof slope.

Site location

The Elms comprises a detached red brick inter-war dwelling located close to Southgate House in the Southgate Green Conservation Area. Stylistically the building features a formal, symmetrical façade in a simple architectural style using Arts and Crafts movement motifs, such as panels of decorative brickwork and simple arched door openings. The high quality of design, materials and detailing are typical of the substantial suburban houses dating from around 1930 characterising this part of the Conservation Area. The building is identified in the Southgate Green Conservation Area Character Appraisal as making a positive contribution to the character of the area. The Character Appraisal also describes the houses along Cannon Hill as ‘prominent in the streetscape and give an impression of prosperity, being large, individually designed and handsome’. A previous application was approved on the site on 24th June 2014. REF: P14-01570PLA. It is proposed that this application constitutes a reduction in size and scale of the previously approved extension.

No changes are proposed to the front elevation of the house as part of the application. The rear elevation of the building has been altered over the years with two ground floor extensions and a dormer roof window. This application seeks to improve the appearance of the house at the rear by replacing these additions with a single extension. The existing garden of the house features a dilapidated conservatory building with pitched polycarbonate roof housing a swimming pool. This application seeks to improve the appearance and amenity of the garden by removing this building and constructing a new high quality swimming pool building with sedum grass roof. - The proposed first floor extension is set in from both sides of the existing building and is clearly subordinate in scale and appearance to the original house. The proposed roof extension maintains the existing pitch of the roof, is set in from both sides, and creates two small gable ends to the rear which are clearly subordinate in scale and appearance to the original roof and have ridge heights lower than the original roof. In terms of materials a selection of high quality bronze / copper cladding and high quality frameless glazing are proposed. The aim is to create a clear differentiation between the old and the new, in order to preserve the legibility of the existing historic building. The proposed roof extension will be of roof tiles to match existing. Southgate House Southgate House (now part of Minchenden Secondary School) is a late 18th-century mansion house that was the former home of the Walker family. The building was used by Minchenden School from 1924 to 1987 and now forms part of Southgate College. The building is of national importance due to its special architectural and historic significance and has been grade II* listed accordingly. Stylistically, Southgate House consists of a yellow stock brick house with stone dressings, featuring a parapet above stuccoed cornice with hipped slate roof over. A projecting segmental stone porch with wrought iron balcony can be seen to the main elevation. The entrance front is of 2 storeys and attic, 3 bays, and is flanked by later 2 storey, 3 bay wings. The plaque near the front door records its occupation by Baron Lawrence (who relieved the siege of Delhi) from 1861 until his appointment as the first Governor-General of India in 1864. Other listed buildings and heritage assets in the vicinity Nos. 12- 14, Cannon Hill (18th-century) are also highlighted in the Southgate Green Conservation Area Appraisal as making a positive contribution to the character of the area. Other listed buildings in the vicinity include Canon Hall, Cannon Hill (Grade II listed), the Coach House, Canon Hill (Grade II listed). The Hermitage, Canon Hill, (Grade II listed).
