This total of 368 was short of the 546 needed to meet the original quorum, but per Article XII, Section 6 of our covenants, the quorum for a reconvened meet- ing drops by half to 273. NOTE: The recent special mailing sent to all residents had an error in the total votes received, stating 378 rather than the correct 368 total noted above. Prior to the date of the reconvened meeting, the Board will be asking residents who have not previously submitted proxies nor cast ballots to do so at the reconvened meeting. For those who cannot attend the meeting, a proxy is included in this newsletter, on the CHHA website, and in a separate notice which has been mailed separately to every home. It can be given to any board member or dropped in the mail slot next to the door of the community center. Ballots will be available at the October 26 meeting for those who attend. Annual Halloween Parade & Party

Calling all superheroes, ghosts, gob-lins and princesses. Come join the pirates, vampires and witches for a parade. All are welcome to meet at the corner of Kilbrennan Court and Kinross Circle, near Centreville Road, on October 29th at 4 pm. The party will be held rain or shine. If it is raining, please come directly to the community center at 4 pm for the party. Hope to see you there! Following the party is the Haunted House from 6 – 9 pm. Be ready for a scary good time.

Chantilly Highlands Homes Association Meeting Minutes

Wednesday, September 7, 2011 Minutes are tentative and will be reviewed and approved at the next Board Meeting, scheduled for Wednesday, October 5, 2011

Members of the Board present: Bob Bevins, Doug David, Gerard Eldering, Chuck Munson, Ken Weinstein, Bob Hirsh.

Approximately twenty homeowners were present.

Call to Order: The meeting was called to order at 7:31 P.M. by Bob Bevins.

Purpose of the Member Meeting: The purpose of this meeting was to conduct a vote on increas-ing the community’s annual dues per the call for the Special Meeting.

Discussion: Bob Bevins reviewed the purpose and goals of the dues in-crease. Questions from the homeowners present were then in-vited.

Most critical for moving forward on the vote was the general critique that the portion of the dues increase proposal dealing with a community management company gave a misimpression to the homeowners. The homeowners present indicated that the impression given was that the board intended to turn over com-munity management duties, either in whole or nearly all, to a professional management company. Board members clarified that the intent was to be able to use a management company as a consultant, to offer advice and assistance on an ad hoc basis in areas where the board does not have the knowledge or volun-teers to perform its duties. Given the amount identified for this purpose in the dues increase, this is as much as the board could reasonably expect to arrange. The board intends to clarify this

point in notification to the community to be delivered within the following three weeks as part of the notification of the re-convening of the CHHA member meeting on the proposed dues increase.

Another suggestion that the board recognized may have poten-tial benefit, is hiring a community member part-time to be at the community center. This person would help increase the productivity and timeliness of board communications by field-ing requests and comments to the board, handling communica-tion from the board and perform other undetermined adminis-trative duties.

Vote Result: The vote results were not verified at the meeting due to expir-ing time. An initial count indicated that a quorum was not achieved by the proxies and the ballots cast at the meeting. Final results will be reported in the Highlander and on the CHHA website.

Reconvening the Member Meeting: Recognizing that a quorum was not achieved, the board unani-mously approved a motion to reconvene the Member Meeting on Wednesday, October 26, in accordance with the CHHA By-laws. The Board will send notification to homeowners and will also seek additional proxies from homeowners who did not already submit a proxy or vote at the Member Meeting. Home-owners are reminded that, to be valid, proxies must be submit-ted prior to the reconvening of the Member Meeting.

The Member Meeting was adjourned at approximately 9:10PM to be continued on October 26, 2011 at 7:30PM.

The amount of business conducted at this meeting was reduced due to the Member Meeting being held prior.

Old Business Fence Replacement The board unanimously approved (Bob Hirsh moved, Doug David seconded) the expenditure of $316 to replace approxi-mately eight (8) feet of community-maintained split rail fence at the north intersection of Kinross Circle and Centreville Road which had deteriorated.

New Business Landscape Contract Extension The board unanimously approved (Bob Hirsh moved, Doug David seconded) exercising the option year of the Palmer Land-scaping contract which was offered to the community at the same cost as the current contract.

Heat Pump Maintenance Contract The board approved (Bob Hirsh moved, Doug David seconded) the expenditure of $300 per annum for a maintenance contract from Dobson for the two heat pumps at the community center.

ment services due to both the cost and the desire of the commu-nity to find other alternatives.

Acts of vandalism and hooliganism seem to be on the rise. There has been repeated instances of unlocked vehicles being entered and items stolen, toilet papering homes, and dam-aging mailboxes. These actions not only violate the law, but the victims feel violated and bear the cost of repairs or replace-ment. Also, playing pranks like ringing doorbells and running is not funny to most neighbors. Sometimes it scares chil-dren. Some neighbors have a tradition of leaving an anony-mous holiday gift behind which is fine between neighbors who participate in such traditions, but doing it to be funny is not really funny at all.

The CHHA still needs volunteers. We have one opening on the Board now. We are also soliciting for new members for the 2012 Board. We need committee chairmen for the facility com-mittee, activity committee, and neighborhood watch commit-tee. If you want to give back to the community by volunteer-ing, contact [email protected].

Some information was omitted from the article in the Sep-tember issue of the Chantilly Highlander. Below are all the paragraphs. New Voter Regis-tration cards are supposed to be sent to all reg-istered voters and will include your updated polling location.

With the results of last year's census in hand, the Virginia legislature completed its once a decade redistricting. The two precincts, Franklin and Kin-ross, in which Chantilly Highlands is split, have been assigned to new senate and delegate districts, and one, Kinross, has been sundered in two.

Franklin precinct, #905, in which the western portion of our community falls (those of us who vote at Franklin Middle School) will now be in the 32nd Senate district rather than the 33rd. For the better part of the last dec-ade Mark Herring (D) of the 33rd, based in Loudoun county, has been our state senator. Janet Howell (D), who represents most of Reston, is the incumbent in the 32nd district. Franklin has also moved from the 86th delegate district, represented by

delegate Tom Rust (R) of Herndon, to the 67th district, repre-sented by Jim LeMunyon (R) of Chantilly.

The Kinross precinct was split into Kinross East, #908, and Kinross West, #909. Both vote at Oak Hill Elemen-tary School with the Fairfax County Parkway the line of division. All of Chantilly Highlands in the old Kinross precinct now falls in the Kinross West precinct. It, too, is in new senate and delegate dis-tricts. Kinross West moves with Franklin from the 33rd to the 32nd senate district, and will also be represented by Janet Howell. For the last decade Kinross was represented by Delegate Ken Plum (D) of Reston, but now will be represented by Delegate Tom Rust (86th) of Herndon, who lost Franklin only to gain Kinross West. Kinross East, moves into

the 32nd senate district of Janet Howell and the 67th delegate district of Jim LeMunyon.

Both Franklin and Kinross West are slated to remain in Fair-fax County's Sully District with Mike Frey (R) as Supervisor and the 10th congressional district with Frank Wolf (R) as Rep-resentative.

REMINDER Personal Property Tax

Due October 5 The 2011 Personal Property (car) Tax bills have been mailed to Fairfax County residents. Payment is due October 5. There is no vehicle decal unless you are a resident of Clifton or Herndon, and then you are required to purchase a decal from your town. Brookfield and Greenbriar Area Incidents

Burglary and Assault Police are investigating a couple of inci-

dents that both happened on Monday, Sep-tember 19. A burglary and assault occurred around 9:30 a.m. when a 29-year-old woman was entering her residence in the 13200 block of Leafcrest Lane. A teen ap-proached her from behind and forced his way into the residence with her. The suspect displayed a weapon and sexually assaulted the victim. The victim screamed and the suspect fled on foot. The victim was not injured.

The suspect was described as black, 15 to 16, around 5 feet 7 inches tall, thin and wearing a shirt and blue jeans.

Robbery

Later that same day, Monday, September 19, at around 8:50 p.m., a 46-year-old woman was walking on the south side of the 13600 block of Lee Jackson Memorial Highway when she was approached by a younger man on a bicycle. The suspect demanded property from the woman and stabbed her in the arm

with a sharp weapon. The woman relinquished money and per-sonal property and the suspect fled on his bicycle. The woman was transported to a local hospital and treated for non life-threatening injuries.

The suspect was described as black, in his teens, short and wearing a dark jacket.

County Announces CERT CERT (Community Emergency

Response Team) is about readi-ness, people helping people, and rescuer safety. CERT is a posi-tive and realistic approach to emergency situations where citi-zens initially will be on their own and their actions can make a difference.

Training is conducted by Firefighters or other trained CERT leaders. Sessions are usually scheduled either on successive weekends or weekday evenings. People who have taken the CERT training are better prepared to re-spond to and cope with the aftermath of a disas-ter. Trained individuals and teams are ready to:

provide immediate assistance to victims in their neighborhood

organize spontaneous, untrained volunteers to provide needed services

collect disaster intelligence to assist professional re-sponders who are trying to allocate limited resources

In an effort to better inform residents about rabid animals in their communities, Animal Control officers are starting a new door-to-door notification process each time a rabid animal is discovered nearby.

Beginning September 2, officers started knocking on doors to alert residents that they should take precau-tions to protect their family pets from exposure to wildlife when an animal in their neighborhood tested positive for the rabies virus. If no one is home, officers will leave a flyer at the door.

The goal of the new Animal Control Division-sponsored program is to prevent human exposure to rabies through education. Officers remind residents that they should report unusual or suspicious wildlife behavior at 703-691-2131. For example, officers re-cently received a report of a skunk that was mak-ing unusually loud noises in the 2700 block of Copper Creek Road in the Herndon area. The skunk went under the complainant’s porch and physically pulled another skunk out and attacked it, repeatedly pouncing on the badly injured body. According to animal

control officers, this is not typical of skunk behavior and rabies was strongly suspected, posing a threat to any animal (or resident) that may have been walking outside in that area. Rabies is a deadly disease caused by a virus that attacks the central nervous system and kills almost any mammal or human that gets sick from it. The rabies virus is mainly in the saliva of rabid animals and can be transmitted through a bite or by getting saliva in a wound or in the eye or mouth. As of mid-August, 30 animals tested positive for rabies in Fairfax County. In 2010, there were 50. These animals include raccoons, skunks, foxes, bats and groundhogs, among others. Rabies vaccinations are mandatory for all cats and dogs that reside in Fairfax County. All dogs four

months of age and older must also have a dog li-cense; failure to license your dog or inoculate pets against rabies may result in fines of up to $250.00.

Heavy Rainfall Floods Area The heavy, sudden rainfall on Thursday, September 8, resulted

in high waters throughout the county, including our own neighbor-hood. This spectacle brought residents out to see and experience the flooding for themselves.

Youth of our neighborhood were observed biking through high waters on Stone Heather Drive, and some went mud sledding and swimming at our sled hill. The bottom of sled hill turned into a pool, at one time with a waterfall over the stone retaining wall fac-ing Kinross Circle. Some drivers ignored the flares that the police set up to close flooded Stone Heather Drive; one truck was ob-served going back and forth through it a couple of times, appar-ently for the excitement of it all. It should be noted that anyone caught beyond police barriers could be charged with playing on streets and highways or with crossing police lines, perimeters, or barriers. These are misdemeanor charges that carry fines of not more than $250 or $500. Also note that is it simply dangerous.

Three people in Fairfax County died in drowning accidents fol-lowing the massive rainfall, including a 12-year-old boy who was swept away by floodwaters in the backyard of his Vienna home. This could have easily happened to those swimming in the sled hill waters, and possibly crossing the flooded streets across Stone Heather by foot, bike, or vehicle, due to the current cross-ing the road. Parents and older youth need to be mindful of these possibilities, exhibit self-control, and set good examples for others in possibly dangerous circumstances.
