I. Call to Order – 5:12 p.m.
The Executive Session Meeting of the Moorestown Township Board of Education is called to order. This meeting is called in conformance with the “Open Public Meetings Act” with adequate notice provided as follows:

Mr. Risden briefed the Board on a student residency issue. Mr. Tate and Mr. Risden briefed the Board on two student settlement agreements. Mr. Seibel joined the meeting at 6:35 p.m. Mr. Seibel and Mr. Risden briefed the Board on a student discipline matter. Mr. Tate, Ms. Butler, Mr. Seibel, Mr. Mishler, Mr. Powell and Mr. Simeone left the meeting at 7:00 p.m. and Mrs. Goldenberg briefed Mrs. Zajac and Mr. Pugh on the negotiations mediation session held on August 5, 2013. Mr. Mishler, Mr. Powell, Mr. Simeone, Mr. Tate, Mr. Seibel and Ms. Butler returned at 7:12 p.m. so a student hearing could be conducted for student MVS. MVS, his mother and an interpreter were present. Mr. Thomas Gosse announced a settlement had been reached. An understanding of the agreement was discussed with the student’s mother by the interpreter.

Resolution of Board of Education’s Monthly Certification Budgetary Major Account/Fund Status: BE IT RESOLVED: Board Secretary’s monthly certification budgetary line item status: Pursuant to N.J.A.C. 6A:23A-16.10(c)3, I certify that no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the District Board of Education pursuant to N.J.S.A. 18A:22-8. Pursuant to N.J.A.C. 6A:23A-16.10(c)4, we certify that after review of the Secretary’s monthly financial report (appropriations section) and upon consultation with the appropriate District officials, to the best of our knowledge no major account or fund has been over-expended in violation of N.J.A.C. 6A:23A-16.10(b) and that sufficient funds are available to meet the District’s financial obligations for the remainder of the fiscal year.

1. Special Education Out-of-District Placements 2013-2014
The following Moorestown special education student is recommended for placement in the appropriate out-of-district program and school as mandated in the Individualized Education Program (IEP).
MOTION: I recommend that the Board approve the special education student placement listed on Exhibit #14-16 for the 2013-2014 school year at the location indicated at the approved tuition rates with transportation provided.

2. Special Education In-District Placements 2013-2014
The following special education student has been recommended for placement in the Moorestown Township Special Education Program. The sending districts will bear the cost for tuition and provide transportation.
MOTION: I recommend that the Board approve the special education student listed on Exhibit #14-17 for placement in the Moorestown Township Special Education Program for the 2013-2014 school year at the appropriate rate of tuition with transportation provided by the sending district.

4. Consultant/Contractor for a Special Education Student
The Consultant/Contractor will provide School Based Procedures for an autistic student for the 2013-14 school year.

I recommend that the Board approve Lisa Hanrahan as a Consultant/Contractor who will provide School Based Procedures for an autistic student. Per Exhibit #14-19, compensation will be $25 per hour, not to exceed $21,000 for the 2013-14 school year.

3282. SOCIAL MEDIA GUIDELINES Electronic Mail Moorestown Township Public Schools recognizes that the use and access of personal email accounts by staff may be an acceptable use when such use supports the instructional program or supports the professional and/or personal needs of staff. Social Media As used in this policy, “social media” includes a blog, wiki, Facebook, Twitter, Ning or any internet based network that allows virtual contact between users. Social networks are forums for sharing information. MTPS distinguishes between two uses of Social Media – those used to support the learning and business needs of the school district and social media that is used by individual employees in the district.
District Sponsored Social Media Is defined as the organization, monitoring of and/or use of a social media site(s) used to communicate with students and/or parents related to school curriculum, athletic events, and/or MTPS related activities. Personal Social Media Is defined as an individual’s personal account that is used during non-working hours and should not be used to communicate with students related to MTPS curriculum, programs and/ or athletic related activities. Organizational Guidelines Social media, professional networking sites, rapid-fire communications, blog sites, and program-specific websites are all useful technologies. When sponsored and used in MTPS, these technologies must serve the District’s unique needs, align with the district‘s goals and objectives, curriculum and be consistent with MTPS District Board Policy and Administrative Regulations. Such social media sites must also adhere to all applicable federal, state, and local laws, regulations, and policies including, but limited to, those addressing individual privacy and confidentiality. The Superintendent or his/her designee shall approve all social media sites representing MTPS. The department or program that operates a MTPS social media site is responsible for the content of that site. All Employees authorized to post on behalf of MTPS on such social media sites will be approved, trained on this policy, and have appropriate content and technical expertise. The Superintendent and his/her designee shall monitor all MTPS social media sites. MTPS reserves the right to remove any content that is deemed in violation of any applicable policy of the school district or any applicable law.

Personal Social Media Employees who communicate electronically with students for academic purposes should only conduct such communication through approved MTPS equipment/software and via approved communication vehicles, such as a District developed social networking page. When working on the Moorestown network, employees are prohibited from communicating with students via personal social media. Employees of the MTPS District are strongly discouraged from communicating with students via a personal social media or with personal equipment/software; i.e., cell phone, home phone, home computer, etc. using social media software/technologies on personal or private networks. Employees are also discouraged from communicating with parents through social media. It is recognized, however, that contacts with parents by cell phone is an acceptable use when the phone contact – by call or text – meets the legitimate needs of the employee in communicating school related information to the parent. The use of social media by any employee or student, such as, but not limited to, blogging, texting, tweeting, and/or instant messaging, in ways that are contrary to the District’s policies or are illegal or violate anti-discrimination policies will be subject to disciplinary action. Safety and Education The District will take appropriate measures to prevent users of District technology from harassment or unwanted communication. Users who receive threatening or unwelcome communications while using District technology should report them immediately to a building administrator. The District will take appropriate measures, through the use of hardware and/or software tools, in an effort to prevent any user from being exposed to graphic, text, and any other form of obscene, pornographic or other material that is harmful to minors. This includes using one or more internet content filtering agents that will remove and/or block internet content. Except as determined by the Superintendent these internet content filtering agents will not be deactivated for any MTPS user. Notwithstanding filter implementation, the user retains full responsibility for his/her use of MTPS technology The district will educate students about appropriate on-line behavior, including appropriate interactions with other social networking sites and cyber bullying awareness and response.
Copyright The illegal use of copyrighted software by students and employees is prohibited. Any data uploaded to or from the internet shall be subject to Fair Use Guidelines.

Page 3 of 3 Consequences for Inappropriate Use Among the other consequences for a violation of this policy, users including students or employees, shall be financially responsible for damages to the equipment, systems software, and data files resulting from negligent, reckless, deliberate or willful acts or omissions. In addition, damaging, destroying or altering any computer, network equipment, or any data files may result in disciplinary action under this policy and under any other Moorestown Township School Board policy applicable to the conduct. Unauthorized or illegal use of computers or computer networks; intentional deletion or damaging of data files; copyright violations or theft of services may result in disciplinary action under the provisions of this policy and/or under any other Moorestown Township School Board Policy applicable to the conduct. Denial of computer and computer network access and other disciplinary actions including suspension, expulsion, termination of employment, and possible criminal penalties are part of the available consequences for inappropriate use.
