1. GENERAL PROVISIONS

1.1 While elaborating the technological plan the requirements of the following regulatory

documents were taken into consideration:

- The collection of mandatory orders for the commercial merchant sea port Novorossiysk

(with the appended port of Anapa) and the commercial merchant port Gelendzhik;

- General rules and conditions for rendering services by JSC NCSP;

- Regulations on the organization of vessels’ handling in JSC NCSP;

- Code of Merchant Shipping of the Russian Federation;

- "International Safety Guide for Oil Tankers and Terminals (ISGOTT)";

- "General and special rules for the carriage of liquid bulk cargo (7-M)";

- "International Safety Guide for Oil Tankers and Terminals (ISGOTT)";

- "General and special rules for the carriage of bulk cargo (7-M)";

- International Ship and Port Facility Security Code (ISPS Code);

- "Rules for the technical operation of oil tank farms" (approved by Order of the Ministry of

1.2 The technological plan defines responsibilities and coordinates the actions of

participants of the process of preparation and managing cargo operations on pier № 5 and

bunkering berth № 26A.

1.3 The technological plan is an obligatory regulatory document for the participants of the

process of preparation and managing cargo operations (hereinafter referred to as

transshipments).

1.4 JSC “NCSP” and JSC “IPP” jointly perform the operation of technological facilities for

transshipment of liquid bulk cargoes and loading of vessels at the Terminal.

1.5 The technological process includes:

- operation of the technological facilities of the tank farm and the Terminal in accordance

with the rules of industrial safety,

- organization of safe technological operations.

1.6 Due to the specifics of the economic entities, the responsibility is shared in the unified

technological chain, adopted in accordance with the balance sheet of the technological

equipment, which passes along the pillar No 161 on pier No. 5 (the delineation scheme in

Appendix A), and M5 and M6 root valves on the bunkering berth № 26A.

2 CHARACTERISTICS OF PARTICIPANTS

2.1 Company’s operators:

2.1.1 JSC NCSP represented by pier № 4 (berths № 25,25A) - a structural subdivision of the

JSC NCSP Oil Harbour for loading vessels with liquid bulk cargoes (hereinafter referred to as

the Terminal), which includes:

- berths No. 25 and No. 25A, - located on a reinforced concrete pier, on a pile foundation

and dolphins No. 1 and No. 2,

- bunkering berth No.26A - is located perpendicular to the pier, along the coast line;

- coastal territory with buildings, structures and fencing;

- means of localization and elimination of oil spills;

- foam and water extinguishing system of possible fires;

- technological pipelines and berth equipment;

2.1.2 The Terminal is intended for shipment of oil products into tankers

2.1.3 NFOT Ltd, which is a complex of buildings, structures and communications intended

for intake, storage and shipment of oil products (tank farm), as well as:

- process pipelines;

- pumping stations;

- storage tanks for oil products;

- discharge- supply overpasses;

- auxiliary buildings and structures.

2.2 Control and permitting authorities:

2.2.1 "Maritime Administration of Port Novorossiysk" (FSI "MAPN"):

The federal executive body exercising administrative and power functions and other

legislatively assigned powers in the field of commercial navigation, including safety of

navigation and order in the seaport.

2.2.2 Novorossiysk Customs - a federal executive body that controls the import (export) of

goods across the state border, as well as performing a number of customs formalities.

Responsibility and authority of Customs are regulated by the "Customs Code of the Russian

Federation, Instruction of the State Customs Committee of the Russian Federation 01-15 /

9114 of 05.05.98".

All oil products are controlled by the Central Energy Customs in the person of the Southern

Customs Post.

2.2.3 Detachment of border control (DBC Novorossiysk) - a unit of the Border Guard Service

of the Federal Security Service of the Russian Federation, which exercises border control.

Responsibility and authority of the border control service are regulated by the "Law on the

State Border of the State" of 01.04.93. №47-30-1, "Law on the procedure for entry into and

exit from the Russian Federation", "Approval of the rules for establishing, opening, operating

(exploitation), reconstruction of the opening and closing of checkpoints through the state

border of the Russian Federation. Decree of the Government of 26.06.2008 № 482).

2.2.4 Inspection of the FSI "MAPN" Port State Control (PSCI)

2.2.5 Novomorservis Ltd (sea pilots).

2.2.6 State Fire Supervision of the Ministry of Emergency Situations (MES) of Russia.

2.2.7 Department of the Federal Service for Supervision of Natural Resources in the

Southern Federal District

2.2.8 FSUE "Rosmorport" in the person of Novorossiysk branch.

2.2.9 Novorossiysk Interregional Department for Veterinary and Phytosanitary Supervision.

2.3 Companies involved in the transshipment process:

2.3.1 Forwarding Company (hereinafter referred to as «Forwarder») - an organization

representing the interests of the consignor on documenting cargo operations.

2.3.2 The Maritime Agency (hereinafter referred to as the "Agent") - an agency that, by the

instructions of the shipowner or charterer, provides agency (representation of interests) of

the vessel in the seaport.

2.3.3 The Surveyor Company - an organization that provides services on the independent

control of the quantity and quality of the shipped product.

2.3.4 Bunker Company - an organization that supplies marine vessels with marine fuel.

2.3.5 Coordinating company - an organization that has concluded an agreement with JSC

IPP for transshipment, and conducts transshipment of its own oil products or oil products of

the third party.

2.4 JSC “NCSP Fleet”

2.4.1 Tankers, including bunker vessels.

2.4.2 Tugboats and support vessels.

3 PLANNING OG TRANSSIPMENT

3.1 NFOT Ltd receives information from the coordinating companies on the amount of cargo

transshipment for the next month and, before the 20th day of the month preceding the

commencement of loading sends the information about the planned amount of

transshipment with indication of the number of days, estimated for carrying out cargo

operations for each type of cargo to the JSC “NCSP”.

3.2 The coordinating company, before the 20th of the month, before the new month, sends

the monthly amounts of cargo transshipment in the form of a tanker processing schedule to

the JSC NCSP. JSC NCSP agrees this schedule within three days. This item does not apply to

the planning of transshipment by bunker companies.

3.3. NFOT Ltd elaborates a monthly schedule for handling tankers and submits it to JSC

NCSP for approval by the 25th day of each month. This item does not apply to the planning

of transshipment by bunker companies.

3.4 JSC NCSP agrees the schedule or makes reasonable proposals for changing the

schedule within five days since the receipt of the schedule.

3.5 The agent nominated for the tanker scheduled for loading at the Terminal is obligated

not later than 10 days before the vessel arrival:

- obtain in the dispatcher service of the terminal and submit to the master of the vessel

"Technical requirements for tankers/bunker vessels, accommodated for handling to berths

of Pier No. 4" (Appendix B) and "Information on the Terminal" (Appendix Г);

- obtain from the master of the vessel and provide information about the tanker to the

Terminal dispatch service (Appendix D);

- agree with the Terminal compliance of the tanker with "Terminal Requirements".

Planning of bunker vessels’ loading is carried out in accordance with the existing agreement

concluded between JSC NCSP and JSC IPP.

4 PREPARATION FOR TANKERS ARRIVAL

4.1 Actions of the Agent.

4.1.1 72 Hours before the estimated time of arrival of the tanker to the port the agent:

- re-transmits to the Terminal and to the dispatcher of JSC NCSP information about the

tanker in compliance with the form of Appendix D (except for cases of loading of bunker

vessels);

- approves technical characteristics of the tanker with the Terminal and confirms that the

master of the vessel possess the information in compliance with forms B and Г (except for

the cases of loading bunker vessels).

4.1.2. 48 and 24 Hours before the estimated time of arrival of the tanker to the port, the

agent confirms the reliability of the presented information on Form B by faxing it to the

dispatcher office of the Terminal (except for cases of loading the bunker vessels).

4.1.3 The agent shall submit to the Harbor Master the application for pilotage in accordance

with the established rules 24 hours before the tanker’s arrival to the point of taking pilot on

board, if the tanker's master does not have a permit to proceed to the port Novorossiysk

without a pilot.

4.1.4 Upon the arrival of the tanker at the port, the Agent shall officially notify the time of

tanker’s arrival and the time of the notice sent by the port dispatcher and the Terminal

dispatcher (except for the loading of bunker vessels).

4.1.5 The agent must timely organize the exchange of information between the tanker’s

administration, the dispatcher of JSC NCSP and the Terminal dispatcher.

4.1.6 Before the tanker’s accommodation to the berths of the Terminal, the Agent applies to

the dispatcher of JSC “NCSP Fleet” for the allocation of tugs for installation of the slick bar.

4.2 Actions of JSC NCSP dispatcher.

4.2.1 Before the tanker is included into the mooring schedule, he must ascertain (via the

Agent) that the tanker receives information about the Terminal in accordance with the form

(Appendix Г and D) (except for cases of loading bunker vessels);

4.2.2 Confirms the receipt of the information about the tanker by the Terminal (Appendix D)

(except for cases of loading bunker vessels);

4.2.3 In the event of a change in the submitted information (Appendix B and Г), the Terminal

immediately provides the Agent with the new information for its further submission to the

master.

4.2.4 Informs the master, through the Agent, about the estimated date of the vessel's

accommodation to the berth (except for cases of loading of bunker vessels).

4.2.5 After the receipt of the telephonogram of NFOT Ltd, based on the information on the

tanker and the notice of readiness received from the dispatcher of JSC NCSP, upon the

agreement with the Terminal dispatcher, enters the declared tanker into the mooring plan

and sends information on the estimated date and time of vessel’s accommodation to the

dispatcher office of FSI “MAPN”.

4.2.6 JSC NCSP has the right to refuse to accommodate a tanker at the berth if:

- the information provided by the Agent to the Terminal is not complete;

- unreliable information is found;

- there are no shipping orders;

- the information submitted does not comply with the "Technical Requirements of the Terminal".

4.3 Dispatcher of the Oil Harbour Teminal.

4.3.1 Receives information on the schedule of tankers’ arrival when taking over the watch, through

the dispatchers of JSC NCSP and NFOT Ltd.

4.3.2 Verifies the availability of information for the tanker, the arrival of which is expected in the next

48 hours (Appendix D);

4.3.3 Verifies the completeness of the information and compliance of the claimed tanker with the

requirements of the Terminal (Appendix D).

4.3.4 Verifies the availability of information for bunker vessels, which are expected to be

accommodated in the next 12 hours.

4.3.5 Verifies the availability of shipping orders.

4.5 Actions of the pilot:

4.5.1 The order of vessel’s mooring must be determined by the pilot before the vessel’s

accommodation to the berth, and then discussed by the master and the pilot and agreed between

them. Any deviation from the agreed mooring plan, as decided by the pilot (weather conditions, etc.),

should be communicated by the pilot or agent to the attention of the master, JSC NCSP dispatcher

and the Terminal manager.

5 MOORING AND PREPARATION OF TANKERS FOR HANDLING

5.1. Vessel’s accommodation to the berth.

5.1.1 The dispatcher of JSC NCSP informs the PSCI about the readiness of the berth for vessel’s

accommodation upon agreement with the Terminal dispatcher 3 hours prior to the tanker’s arrival

at the berth.

5.1.2. The dispatcher of JSC NCSP informs the Terminal dispatcher and organizes the mooring team

30 minutes prior to the estimated time of the tanker arrival.

5.1.3.The loading master responsible for loading arrives at the berth with the Terminal operator and

determines the exact location of the vessel 20 minutes before the tanker’s arrival.

5.1.4 The Terminal operator places signs against each loading arm that will be used for loading the

tanker.

5.1.5 JSC NCSP mooring team, the Terminal dispatcher, the loading master (shift master), the

vessel’s crew ensure the vessel’s accommodation ladder installation (intake gate valves) against the

signs placed on the berth with the deviation of not more than 0.5 meter along the berth (scheme of

numbering of mooring bollards (Appendix E) .The loading master manages and is responsible for

safe mooring operations and the correct accommodation of the tanker against the loading arms

(hoses).

5.1.6 The pilot, in accordance with the application on tanker’s accommodation, ensures inspection

of berths and the water area from the board along the route of the tanker.

5.1.7 The meeting point, the number and power of tugs, the approach time are determined by the

pilot from the board of the tanker after discussion with the master, taking into account the actual

hydro meteorological conditions.

5.2 Safety requirements for tanker's accommodation.

5.2.1 The tanker shall be securely moored, excluding the shifting of the vessel along the berth

and its departure from the service area in case of deterioration of weather conditions.

5.2.2 The tanker's accommodation ladder shall be lowered along the side of the vessel, and

be free for personnel and fixed with regard to possible shifting of the vessel. If necessary, a

portable gangway should be installed by the order of the loading (shift) master.

5.2.3. All cargo and ballast tank covers, as well as the sounding openings must be closed

before tugs approach the tanker for towing operations. Tugs and boats are not allowed to

approach the vessel until the tanker's master personally verifies that it is safe.

5.2.4. Tugboats shall be equipped with an appropriate fender protection to prevent damage,

and shall push the tanker in contact with only certain points of the hull, marked accordingly.

5.2.5 Tanker’s mooring lines should be used for towing and mooring. It is not allowed to use

wire ropes of different elasticity in the same direction.

6 PREPARATION OF BERTHS EQUIPMENT AND TANKERS FOR CARGO OPERATIONS

6. 1 General requirements.

6.1.1 The tanker shall be prepared for cargo operations in accordance with the "General and

Special Rules for the Transportation of Liquid Bulk Cargoes", the "International Safety Guide

for Oil Tankers and Terminals", manufacturer’s instructions for vessel’s equipment operation

and technological maps, "Technological plan for cargo operations at pier No. 4", "Rules for

technical operation of tank farms”, manufacture instructions for pier’ equipment, pipelines

and receptacles and other regulatory documents.

6.1.2 After the work of the commission is completed and free practice is obtained, the

vessel is inspected by the safety officer of FSI Novorossiysk MAP for fire safety; and her

readiness for loading and unloading operations is determined. Loading master of NFOT Ltd,

surveyor, loading master (shift master) of JSC NCSP confirm the vessel’s readiness for

loading operations.

6.1.3 After the opening of the border, the loading master (shift master) should contact the

responsible officer of the tanker's command staff:

- provide him with the information on safety measures during the tanker’s accommodation

and in course of cargo operations, (the minimum recommended message should contain

information in accordance with Annex Г);

- obtain information about the tanker from the responsible officer of the tanker's command

staff, (the minimum recommended message should contain information in accordance with

Appendix Ж).

- warn the administration of the tanker about de-ballasting operations excluding the impact

with the displacement of the position of the slick bar installed around the tanker.

6.1.4. Before the commencement of the loading the master of cargo operations of NFOT Ltd

, the chief officer and the surveyor inspect the tanks, take measurements and take samples

of the cargo residues (if any) and draw up a certificate of inspection of tanks.

6.1.5 The master of the vessel, the loading master of NFOT Ltd and the representative of the

Terminal shall issue:

- letter to the master (when carrying out cargo operations with oil products);

- safety check list on board and ashore (Appendix З).

6.1.6 The letter to the master (Appendix O) must be submitted to the master or to the

responsible officer of the command staff by the Terminal representative. The recipient must

confirm the receipt of the letter on its copy, which is kept by the representative of the

Terminal.

6.1.7 Before the commencement of loading, the loading master of NFOT Ltd shall:

- contact the chief officer of the tanker and, together with the loading master (shift master)

draw up a loading plan (Appendix Ж), taking into account the data and information on the

stability and strength of the vessel;

- coordinate the loading plan with the representative of the consignor.

- provide the administration of the tanker and the Terminal with the information on safety of

the cargo declared for shipment in the "Material Safety Data Sheet" (MSDS) in the specified

form for taking security measures on board the vessel and ashore;

- provide the administration of the tanker and the Terminal with preliminary information

about loading, containing security measures to be applied in the course of cargo operations

related to the operation of the NFOT Ltd equipment.

6.1.8 The cargo plan shall be signed by the loading master of NFOT Ltd , the loading master

(shift master) and the chief officer.

6. 2 Actions of tanker’s personnel.

6.2.1 The chief officer of the vessel is the head and the responsible person for the

preparation of the tanker and loading of cargo.

6.2.2 The following operations are performed by tanker’s personnel before the

commencement of loading:

- side scuppers are closed;

- the crew of the vessel installs pallets (in the absence of stationary ones) under the flanges

of cargo receivers;

- fire fighting systems and primary means are prepared on board the vessel in accordance

with tanker’s instructions;

- gate valves of outboard flooding inlets to be closed and tightened, sealed together with the

surveyor;

- the actions of the vessel's crew and the Terminal are agreed in the event of emergency

situations;

- by-pass branches for connection of loading arms and hosepipes, which meet the

requirements and standards, are installed, if necessary.

6. 3 Actions of NFOT Ltd personnel.

6.3.1 The shift-loading master of NFOT Ltd is the head and the responsible person for the

preparation and pumping of cargo from the NFOT Ltd reservoirs to the Terminal berths.

6.3.2 The following operations are performed before the commencement of loading by the

personnel of NFOT Ltd:

- the technological scheme for the transportation and pumping of cargo is drawn up in

accordance with the applications of the coordinating company;

- the Cargo Plan is agreed and preliminary information on loading is provided to the vessel.

- the order of cargo loading into the tanker is agreed with the dispatcher of the Terminal and

the loading master (shift master).

6. 4 Actions of the Terminal personnel.

6.4.1 The loading master (shift master) is the head and the responsible person for the

preparation of the Terminal equipment and loading.

6.4.2 The following operations are performed by the Terminal's personnel before the

commencement of loading:

- slick bar is installed with the tugs’ assistance at the request of the agent in case of loading

oil products at berths Nos. 25 and 25A;

- the ship is grounded with the grounding device;

- fire extinguishing systems are put in stand-by condition;

- according to the communication organization scheme (Appendix Л) emergency

communication channels are agreed with the vessel’s administration and their operation is

checked;

- the actions of the vessel's crew and the Terminal are agreed in the event of emergency

situations;

- the dispatcher of the Terminal together with the loading master (shift master) prepare the

technological pipeline and the berth according to the operating maps and instructions;

- the dispatcher of the Terminal checks the route of loading on the monitor of the

automated workplace;

- the dispatcher controls on the monitor the connection of the emergency stop button with

АРМ.

- the Terminal personnel connects the loading arms or hose pipes of berths No. 25, No. 25A

to the vessel’s manifolds under the supervision of the loading master (shift master);

- the loading master (shift master) inspects the territory and checks the preparedness of

berth equipment and pipelines for loading till the zones of responsibility with the NFOT Ltd ,

the readiness of the fire extinguishing system equipment and the fire extinguishing

pipelines.

6. 5 Safety measures for the preparation of the Terminal and tanker equipment.

6.5.1 The tanker must be prepared in accordance with ISGOTT requirements before the

commencement of cargo operations.

6.5.2 Only vessels with isolated ballast, which do not require the ballast discharge ashore,

are accommodated for handling.

6.5.3 The loading master (shift master) shall control the discharge of the ballast in order to

prevent the impact of the jet of ballast pumped out on the slick bar at the vessel's side.

6.5.4 The gate valves and flooding inlets of pump rooms should be sealed by the surveyor.

6.5.5 Surfaces of flanges, gaskets and seals shall be clean and in good condition.

6.5.6 Each flange of the tanker and Terminal manifold shall be equipped with a removable

plug.

6.5.7 Prior to removal of the plugs from the pipelines of the tanker and the Terminal,

precautions shall be taken to ensure that there is no oil product under pressure in the

pipeline section between the last valve and the plug. At the time of plugs’ removal,

measures shall be taken to prevent any leakage.

7 ORGANIZATION OF TANKERS LOADING

7.1 Contractual time limits are agreed for vessels’ handling at the Terminal berths (Appendix

Л).

NOTE - The beginning of the laytime is calculated since the completion of mooring;

- the end of the laytime is calculated since the beginning of vessel's unmooring;

- the laytime time is calculated by the Terminal dispatcher.

- it is allowed to commence loading only after the loading (shift) master has completed the

inspection of the Terminal equipment, agreed the commencement of loading with the chief

officer and informed the shift manager of NFOT Ltd about the readiness to commence

loading.

7.2 Actions of the personnel of JSC NCSP

7.2.1 The loading master (shift master):

- when the liquid begins to flow, the loading master (shift master) informs the chief officer

and the shift manager of NFOT Ltd about the commencement of loading;

- continuous non-disruptive UHF communication provided by the "Organization of

Communications" section of this document shall be maintained during the loading between

the Terminal dispatcher, the loading master (shift master), the responsible person of the

tanker's command staff and the dispatcher control office of NFOT Ltd ;

- the loading master should not leave the Terminal when handling tankers at the terminal.

7.2.2 Terminal operator:

- the Terminal operator is present at the berth in the vicinity of loading arms during the

entire loading period or in the operator's office, monitors the condition of the equipment,

reports the Terminal dispatcher and the loading (shift) master of any deviations in the

technological process;

- in case of suspension of loading at the request of the vessel or in order to avoid an

incident, the Terminal operator sends the command on VHF to NFOT Ltd about the

suspension of pumps’ operation, and having received confirmation of the pumps’ stop,

closes the slide valve on the pipeline;

- when the loading is re-commenced (if the loading arms were not disconnected during the

suspension of loading) he inspects the readiness of the berth and informs the loading (shift)

master about readiness for cargo operations.

- in an emergency situation (the threat of spillage of the shipped oil product, fire), it is

possible to suspend loading by pressing the "emergency stop of loading" button.

7.2.3 Terminal dispatcher:

- provides the continuous operation of the Terminal, coordinates the actions of all

participants of the production process involved in tankers and bunker vessels’ handling.

- receives, analyzes and informs NFOT Ltd and the dispatcher control office about

technological operations on the pier;

- having received information on the readiness of the berth for cargo operations, he agrees

the data with the AWP (automated workplace) and sends a message to NFOT Ltd about the

Terminal readiness for loading;

- keeps accounting and reporting of tankers’ handling;

- upon the receipt of information about the suspension of loading, he submits it to NFOT

Ltd , and after the receipt of the confirmation of the suspension of pumps’ operation closes

the shut-off valves at the Terminal or gives a command to the Terminal operator to close the

shut-off valves on site from the automated workplace.

- the dispatcher must not leave the Terminal during the work shift, irrespective of the

presence or absence of tankers on the Terminal.

7. 3 Actions of the personnel NFOT Ltd.

7.3.1 The shift manager of NFOT Ltd:

- loading of the vessel begins upon the command of the shift manager of NFOT Ltd after the

receipt of reports on the technical channel of the radio station about the readiness of tanker

for loading from the Terminal dispatcher;

- informs the Terminal personnel about the commencement of pumps’ operation;

- in case of receiving information on the necessity to suspend loading, takes measures to

stop the pumps’ operation;

- in the course of loading periodically informs the Terminal dispatcher of the volume of the

loaded cargo and about the availability of cargo in tanks of NFOT Ltd ;

- Informs the Terminal manager about the forthcoming stop 5 minutes before the

intermediate stops in loading and 20 minutes before the completion of loading.

7. 4 Actions of the vessel’s crew, the bunker vessel.

7.4.1 The chief officer:

- before the commencement of loading informs the loading master (shift master) of the

tanker's readiness for cargo operations;

- in the course of loading the chief officer monitors the cargo supply by means of vessel’s

devices, compares the data via the Terminal dispatcher with the shift manager of NFOT Ltd ,

gives orders on the change in productivity and the completion of loading;

- informs the loading master (shift master) 20 minutes before the completion of loading;

- informs the shift manager of NFOT Ltd and the loading master (shift master) about the

necessity of the intermediate suspension.

7.4.2 Watch officer on the cargo deck.

- in case of an accident or a pre-emergency situation, immediately contacts the

representative of the Terminal to suspend loading;

- informs the vessel's administration about the incident;

- the crew involved in cargo and ballast operations should permanently present in the

vicinity of cargo manifolds with explosive-safe radio communication equipment and be ready

to immediately follow the loading (shift) master’s instructions or, if necessary, give the

command for an emergency stop of loading.

8 SAFETY REQUIREMENTS AT THE TERMINAL WHILE TANKERS ACCOMMODATION

8. Requirements for vessel's mooring lines.

8.1.1 The vessel's crew is responsible for the control and maintenance of their mooring

lines.

8.1.2 If the mooring lines are hung or over-stretched, a general assessment of the mooring

system should be made so that the tension or slacking of the individual mooring lines

prevent the tanker from shifting or excessive overload of other mooring lines.

8.1.3 The tanker must contact the fenders, and the mooring lines should not be slacked in

case of a gap between the tanker and the fenders.

8.1.4 Fire towing wire ropes shall be secured to the tanker's bollards on the bow and on the

stern, and their splices must be lowered and located at a level excluding the contact with

the slick bar.

8.1.5 Wire ropes must be lowered from the sea side in such a position that they are easily

reached by the tag’s crew.

8.1.6 When alongside, the mooring lines of the tanker shall be protected by anti-rat shields.

8. 2 Safety requirements for tanker accommodation.

8.2.1 Repairs and other works that may deprive the tanker of maneuverability shall not be

performed alongside the berth without the prior written agreement with the Terminal

authorities.

8.2.2 The tanker must be ready for immediate suspension of loading and hose

disconnection:

- wind speed exceeding 15 m/s.

- approaching of or during a thunder-storm;

- fire on board a tanker, berth or any other vessel in the vicinity;

- spillage of oil products on board, at Terminal, within the Terminal area;

- any other emergency situation that poses a potential danger to the tanker or the Terminal;

- mooring of the vessel to the tanker’s side without agreement with the Terminal;

- by the order of the PSCI.

8.2.3 The tanker performing cargo operations at the Terminal must be ready for immediate

departure in case of a fire on the berth, on board the adjacent tanker or other emergency.

To ensure this:

- the main engine and the steering gear must be in constant stand-by position;

- a sufficient number of crew must be present on board. The simultaneous absence of the

master and the chief officer, chief engineer of second engineer is prohibited.

8.2.4 No vessel can be located at the side of the tanker in the course of cargo operations,

except it was authorized by the Terminal and PSCI. Under any circumstances, the loading

should be suspended and re-commenced only after the vessel has departed from the

tanker.

8.2.5 When carrying out de-ballasting operations the master of a tanker is obliged to take

into account the location of the slick bar at the side of the tanker (do not allow occasional

ballast discharge under pressure). By the order of the loading (shift) master install shields to

disperse the water jet. If this order is not met, the loading must be suspended, the slick bar

to be returned to its original condition and the tanker master will be responsible for the

demurrage and tugs’ operation on installation of the slick bar.

8.2.6 It is prohibited to perform a redistribution of cargo flows among groups of tanks

(holds) of the vessel without agreement with the loading (shift) master and the shift

manager of NFOT Ltd, if this results in a decrease in loading capacity and increase of

pressure in the mains.

8. 3 Emergency shutdown procedure.

8.3.1 Emergency shutdown of loading can be performed by the personnel of the Terminal or

tanker’s crew by pressing the "emergency stop button" installed on the berth, at the loading

arms’ platforms, as well as by the button provided to the tanker before the commencement

of loading, followed by the investigation of the reasons for shutdown.

8.3.2 In the event of an emergency, the first person who saw it shall shutdown the loading

by pressing the "emergency stop button", inform the dispatcher and (or) the loading (shift)

master about the emergency shutdown and duplicate the information by VHF "Ikar-7" to

NFOT Ltd.

8.3.3 Emergency departure of the tanker from the Terminal berths due to weather

conditions or in emergencies that do not affect the safety of the tanker's stay is not carried

out.

8.3.4 The tanker can be departed only by the order of the Harbor Master in cases stipulated

in the "Mandatory Regulations ...".

9 ORGANIZATION OF COMMUNICATION DURING THE PERIOD OF TANKERS HANDLING

9. 1 Connection between the vessel and the Terminal.

9.1.1 When the tanker approaches the berth and during the mooring, VHF communication is

used on channels No. 95 or 96 (by agreement) between the loading (shift) master and the

tanker.

9.1.2 The following types of communication are used for the organization of operational

communication between the chief officer (or the authorized person) and the Terminal:

- VHF communication between the Terminal operator, NFOT Ltd personnel and the vessel on

the channel agreed in the safety control sheet. The technological channel of NFOT Ltd is

used;

- voice communication is used in the zone of direct sound contact between the vessel and

the representatives of the Terminal;

- loud communication from the dispatcher’s control room of the Terminal is used for

sending messages to the berth in the working mode or for the transmission of emergency

reports;

- direct telephone communication from the dispatcher’s control room for communication

with the departmental fire service, port dispatcher.

9.1.3 Equal responsibility for the organization of the communication between the vessel and

the shore is entrusted to the master of the vessel and the loading (shift) master.

9.1.4 After the opening of the border, the loading (shift) master agrees the communication

system with the chief officer and checks its operation accordingly. The duplex backup

communication system should also be installed, agreed and entered into the safety control

sheet and into the cargo plan (it is possible to use the voice communication or (and) the

technological channel of NFOT Ltd as a backup system). In case there is no explosion-proof

radio station on the tanker, it is provided by the Terminal for the duration of cargo handling

operations.

9.1.5 The loading (shift) master shall inform the chief officer and the shift manager of NFOT

Ltd on the operational communication control on the results of inspection.

The following minimal set of communication signals is agreed between the vessel and the

loading (shift) master:

9. 2 Communication between the Terminal and NFOT Ltd

9.2 1 The following types of communication are used for the organization of operational

communication between the Terminal and NFOT Ltd:

- VHF communication on the technological channel No. 9, according to the communication

organization scheme (Appendix K);

- telephone communication between the NFOT Ltd dispatcher and the Terminal dispatcher,

the berth operator;

- direct connection from the Terminal dispatcher control room.

9. 3 Security requirements for communication

9.3.1 Explosion-proof portable radios of the approved type are used for communication of

the Terminal, NFOT Ltd and tanker on the territory of the Terminal.

9.3.2 The use of operational communications for other purposes not connected with cargo

operations is prohibited.

10. PROCEDURE OF FIRE SAFETY, INTERNAL REGIME AND LIQUIDATION OF EMERGENCY OIL

SPILLS (LOES)

10.1 After the tanker is moored the loading (shift) master should notify the tanker's

administration of the existence of the LOES plan, the instruction on the fire-fighting

procedures of the Terminal, and the order of work in hazardous areas on the shore and

berths, and other safety issues in accordance with Appendix D.

10. 2 Fire safety.

10.2.1 Fire hoses must be connected to the vessel's fire main on board the tanker, one on

the bow, and the other to the aft of the vessel's manifold. If the tanker is equipped with

hydraulic monitors, they should be directed towards the vessel’s manifold and be in stand-by

condition for immediate use. Portable fire extinguishers should be placed near the vessel's

manifold.

10.2.2 The safety inspector of FSI AMP Novorossiysk conducts a control inspection to

monitor the fire safety and the tanker's readiness for cargo operations before the

commencement of loading.

10.2.3 Means of fire-fighting at the Terminal must be in working order and ready for

immediate use. Fire mains are in stand-by position for pressurization at first demand.

10.2.4 The readiness of the inert gas system of the Terminal does not exceed 3 minutes.

10.2.5 Any electrical or electronic equipment of an approved type, irrespective of whether it

is operating from the electrical network or from batteries, should not be activated, switched

on or used within a tanker or a hazardous zone - 100 m from the tanker.

This equipment includes radio installations, portable telephones, pagers, calculators,

photographic equipment and any other portable equipment with an integrated power supply,

the use of which is prohibited in hazardous areas.

10.2.6 Equipment that does not have a certificate proving it is explosion-proof or of an

approved type, as well as all means of communications on board, such as telephones, two-

way communication systems, signal lamps, floodlights, megaphones and vessel's siren

control systems should not be neither connected, nor disconnected when the zones in which

they are located are within the limits of the hazardous area on the shore.

10. 3 Permission for works on board the tanker or the Terminal.

10.3.1 Construction, repair, maintenance, dismantling or maintenance of equipment must

not be performed on a tanker or berth without the permission of the loading master and the

master. If the tanker is moored, the Terminal representative must also obtain the master's

agreement. In all cases, except for safe works carried out by the Terminal personnel, the

permit for such works must be issued in written form. The order of issuing the work permit is

determined by the appropriate instructions of the Terminal.

10. 4 Admission to the territory of the Terminal.

10.4.1 Unauthorized persons without any official tasks on board or master’s permit shall not

be admitted to the tanker.

10.4.2 The Terminal's personnel shall restrict access to the quays for unauthorized persons

(not involved into loading). When strangers appear, the personnel of the Terminal must take

measures to withdraw them or contact the security personnel, the Line Department of

Internal Affairs, border guards.

10.4.3 Passage to the pier is through the checkpoint for Russian citizens by passes of the

approved type or in accordance with the crew list along the special passage of the Terminal.

10.4.4 The personnel of the Terminal or the watch officer on board should ensure that none

of the smokers approach the berth or the sides of the tanker. Persons, who are in state of

alcohol intoxication, should not be allowed to the tanker’s side until they are inspected.

10.5 Elimination of emergency cargo spills.

10.5.1 Elimination of spillage, localization of its spread and elimination of the consequences

of the accident are carried out in accordance with the emergency oil spill response plan and

the emergency response plan of pier No. 4, and also in accordance with the emergency oil

spill response plan.

10.5.2 In case oil or oil product spill is found in the operational area of the Terminal, the

Terminal personnel shall immediately begin operations on its elimination.

10.5.3 Actions of the shift loading master:

- suspend loading;

- begin elimination of the spill;

- localize the spread of the spill;

- start elimination of the consequences of the spill;

- manage the operation on elimination of the spill before the arrival of the headquarters’

managers responsible for the operation.

10.5.4 Terminal dispatcher actions:

- performs an alert in accordance with the emergency oil spill response plan and the

emergency response plan;

- send letters to the master and the agent;

- carries out communication and interaction between all participants of the operation on the

elimination of spill.

- keeps the log of events.

10.5.4. Actions of the Terminal personnel:

- suspend loading;

- act in accordance with the oil spill response plan and the emergency response plan and the

headquarters’ orders;

- in the course of operations, meet safety standards, fire safety regulations.

- work must be carried out in such a way as to avoid another impact on the equipment and the

development of the accident.

11 COMPLETION OF LOADING

11. 1 The operation is completed by the command of the NFOT Ltd shift manager or the

administration of the loaded tanker. The following is carried out after the completion of

loading simultaneously with the issuing of documents (in the following order):

- vessel’s hoses disconnection;

- disconnection of the grounding cable;

- disconnection of emergency stop button;

- removal of the slick bar on agreement with NFOT Ltd.

11.2 Upon completion of the loading, the NFOT Ltd shift manager, the chief officer and the

surveyor shall measure the voids on board the vessel; the weight of the cargo shall be

determined from the calibration tables. Based on the results of the measurements, the

"Measure of voids" report is drawn up.

11.3 Representatives of the freight forwarder, the Terminal and JSC "IPP", the vessel and

the surveyor draw up and sign Bills of lading, manifests, timesheet and other documents

necessary for the proper clearance of shipment and customs clearance of cargo.

12 BUNNKERING OF TANKERS AT BERTHS No.№ 25 and 25A

12.1. Vessel’s agent or bunker company are obliged to inform about the forthcoming loading

before tankers are delivered to the Terminal berths.

12.2 Bunkering of vessels at Terminal berths (berths No.25, 25A) is carried out from bunker

vessels.

12.3 Rules for carrying out bunkering operations from the bunker vessel:

12.3.1. The bunkering of the tanker at berths Nos. 25 and 25A is agreed by with the bunker

company, depending on the productivity of tankers’ loading. In case of bunker approval, the

dispatcher of NFOT Ltd informs the dispatcher of the port, as well as the dispatcher of the

Terminal about the forthcoming bunkering with the name of the bunker vessel and the type

of bunker fuel.

12.3.2 Bunkering of vessels (by bunker vessels), being loaded with fuel oil at pier No.4, may

be carried out only after the completion of loading and the removal of the slick bar.

12.3.5 The bunker vessel should be equipped with all means of oil spill prevention,

according to the bunkering company's emergency oil spill response plan. The on-call

communication of the bunker vessel with the Terminal is carried out through the

administration of the bunker vessel on the technological channel of the provided walkie-

talkie. Control over the water area in the course of the bunkering operation is carried out by

a loading (shift) master and the terminal operator.

12.3.6 The transshipment of oil products from vessel to vessel in the port water area is

permitted subject to the compliance with the agreed measures on its safety and continuous

operation of the oil skimmer vessel.

12.3.7 Bunkering of vessels is carried out in accordance with the "General and Special

Rules for the Transportation of Oil Bulk Cargoes7-M", as well as the "International Guidelines

for the Safety of Tankers and Oil Terminals" (ISGOTT).

13 POSSIBLE EMERGENCIES AND ACTIONS OF NFOT LTD PERSONNEL, TANKER AND

TERMINAL ON THEIR LIQUIDATION

13.1 Vessel’s departure from the zone of loading arms’ service when loading cargo.

13.1.1 When the vessel’s shifts along the berth exceed the permissible limits, or if she shifts

away from the berth exceed the permissible distance, the hose emergency disconnection

system is activated, wherein:

- the loading is automatically suspended at the first stage of activation of loading arms’ limit

position sensors with a delay of five minutes;

- an immediate suspension of loading , disconnection of the loading arm head with the

sealing of places of disconnection by ball valves takes place at the second stage;

- the Terminal's personnel notify the chief officer and takes NFOT Ltd of the development of

emergency situation.

13.1.2 Actions of the vessel:

- close the gate valves of the vessel's manifold;

- in case of oil spill, clean oil products that have spilled on the deck and along the vessel’s

side;

- ensure that the vessel is brought to her original position and inform the loading (shift)

master about the vessel's readiness to re-commence cargo operations.

13.1.3 Actions of NFOT Ltd and the Terminal:

- the loading (shift) master and the shift manager of NFOT Ltd take emergency measures to

suspend the loading and disconnect hoses of the vessel in case the threat of loading arms

and hose disconnection;

- in case of oil spill, the Terminal's personnel clean oil products from the berth structures

and spilled oil products and liquid cargoes from the sea surface with the subsequent

reimbursement of losses at the expense of the guilty party;

- the personnel of NFOT Ltd takes emergency measures to stop the supply of oil products to

the Terminal.

13. 2 Activation of the general alarm signal on the loading arm:

The activation of the general alarm can be caused by:

- failure in the electrical net;

- a malfunction in the operation of pneumatics and, as a consequence, failure of shut-off

devices;

- shifting of the loading arm away to the second stage of the servicing zone.

- pressure drop in the hydraulic system of the loading arm.

13.2.1 Terminal actions:

- the shift loading master suspends the loading and notifies the Terminal dispatcher, the

administration of the tanker and the shift manager of NFOL Ltd;

- finds out the reason for the alarm activation and organizes the corresponding repair;

- if necessary invites the engineer of the instrumentation and automation equipment.

- the Terminal operator disconnects the loading arm and returns it into the original position

13.2.2 Actions of the vessel:

- the first shifting of the vessel, connected with its loading - unloading and servicing, is

carried out at the expense of the vessel in all cases. In other cases, shifting of the vessel is

made at the expense of the party that ordered it (Code of Customs of the port of item 11.6.);

- at the request of the Terminal, the tanker is shifted to another cargo facility to one of the

Terminal berths.

13. 3 Depressurization of the shore pipeline

13.3.1 Actions of the Terminal and NFOT Ltd personnel.

13.3.2 The first person who finds out the incident suspends the loading independently and

notifies the dispatcher of the Terminal, the shift manager of NFOT Ltd, the administration of

the vessel.

13.3.3 The shift manager of NFOT Ltd takes emergency measures to suspend the supply of

oil products to the Terminal.

13.3.4 The shift loading master, at the request of the vessel or in other circumstances,

disconnects hoses from the vessel, takes measures to seal the pipeline and localize the

spilled oil products.

13.3.5 The Terminal dispatcher organizes the alert in accordance with the notification

scheme (Appendix N).

13.3.6 The Terminal personnel take measures to localize and collect oil products in

accordance with the emergency oil spill response plan and emergency response plan.

13.3.7 The Harbour Master of the port shall take the decision of vessel’s departure from the

berth.

3. 4 Spillage of oil products on board

13.4.1 The first person who detects spillage suspends the loading independently by

pressing the emergency stop button and giving the command to the NFOT Ltd about

emergency stop of pumps and informs the administration of the vessel and the dispatcher

of the Terminal.

13.4.2 The shift manager of NFOT Ltd takes emergency measures to stop the supply of oil

products to the Terminal.

13.4.3 Vessel’s actions:

- close the intake valves of the vessel's manifold;

- pump out the oil product from the over flown tank, pipeline, engine room and clean the

spilled oil products, including those on board the vessel.

13.4.4 The Terminal personnel starts localization and collection of oil products in

accordance with emergency oil spill response plan and emergency response plan and

organizes the alert in accordance with the notification scheme (Appendix N).

13. 5 Fire on board or at berth.

13.5.1 The operator stops the loading independently and notifies the vessel.

13.5.2 The Terminal dispatcher informs about the fire by the direct telephone, or by phone

24-10 to the dispatcher of the fire team, the fire security service of Novorossiysk by phone

01 and makes entries in the logbook, stops the loading of other tankers at the Terminal,

notifies the Terminal personnel.

13.5.3 The crew of the tanker performs an emergency stop of cargo operations on

agreement with the loading master and immediately begins fire fighting on board and/or

water spraying of the vessel in case of fire at the berth.

13.5.4 The shift manager of NFOT Ltd takes emergency measures to stop the supply of oil

products to the Terminal.

13.5.5 The loading master and the terminal operator (if possible) disconnect the hoses from

the vessel.

13.5.6 The Terminal dispatcher activates the fire-fighting system and organizes an alert in

accordance with the notification scheme (Appendix P).

13.5.7 Fire team of the fire brigade ensures firefighting of equipment at berths and its water

spraying in case of fire on board the vessel from mobile and stationary facilities.

13.5.8 When the decision is made regarding the tanker’s departure from the berth of NCSP,

ensures an emergency unmooring of the vessel for her delivery to the roads as well as the

spraying the berth and/or vessel.

13.5.9 The Harbour Master is responsible for the organization of the vessel's departure from

the berth.

13.5.10 The vessel is fire-extinguished from the mobile floating facilities of JSC "NCSP Fleet"

at roads.

13.5.11 The detachment of the federal firefighting service of the city of Novorossiysk carries

out general management of fire fighting at the pier and on board the tanker.

13.5.12 If necessary, the administration of pier No. 5 or the loading shift master organizes

evacuation of the personnel from the pier area in compliance with the evacuation scheme

(Annex M).

13. 6 Documentation of an emergency.

13.6.1 Operator’s actions:

- to register an event in cargo operations’ log;

- be prepared to give objective information to what happened.

13.6.2 The actions of the Terminal dispatcher:

- prepare the statement of preliminary investigation of the case;

- perform primary investigations and provide the administration with the extracts from logs

and explanations of the personnel.

13.6.3 In case of a spill from the vessel, as well as in case of damage to the Terminal by the

vessel’s maneuvers or by her crew, the Terminal dispatcher must:

- issue a statement specifying the claims imposed to the vessel and independently or

through the agent submits it to the master for signature;

- prepare a letter to the agency and the master with the statement of what has happened

and the demand for guarantees to reimburse losses (if possible, specify the estimated sum

of losses in the letter).

13.6.4 Actions of the Deputy Director of Oil Harbour on liquid bulk cargoes:

- report the incident to the Department of Industrial Safety;

- participate in the investigation of the causes of the accident;

- with an approximate estimate of the amount of losses over 30 thousand rubles or in case

of disputes their reimbursement, send a letter to the FSI AMPN with the request to delay the

vessel until the maritime claim is satisfied. Collect the set of documents and submit it to the

legal support department for reimbursement of losses in court.

14 RESPONSIBILITY OF ORGANIZATIONS CARRYING OUT THE PREPARATION AND LOADING

OPERATIONS

14.1. The responsibility of JSC NCSP.

14.1.1 For safe mooring of the vessel along the front of the berth.

14.1.2 For operational technical condition of hydraulic technical structures, mooring devices

and fenders.

14.1.3 For the operational technical condition and operational readiness of the fire alarm

and fire fighting systems of the Terminal.

14.1.4 For the serviceable technical condition of the onshore facilities located on the

territory in charge.

14.1.5 For the technological operations on supply/discharge of liquid bulk cargoes via the

Terminal;

14.1.6 For operational technical condition of technological pipelines and equipment.

14.1.7 For the performance of works on the localization and collection of oil products,

maintenance of facilities aimed on localization and elimination of accidents in good

condition.

14.1.8 For the timely and full implementation of technical surveys, current and capital

repairs, as well as reconstructions of subordinate facilities and entities in accordance with

applicable regulatory and technical documents.

14.1.9 For the skillful and quick fulfillment of the obligations set forth in the emergency

response plan and oil spill response plan.

14.1.10 For the fulfillment of the requirements of this "Technology plan", the readiness and

timely installation of the slick bar.

14.2.1. For the preparation and supply of the required (issued) amount of cargo and bunker

of the required quality to the tanker.

14.2.2 For the accounting of the amount and quality of goods, the issuance of the report on

the loading and the passport of quality.

14.2.3 For discharge from railway and truck tanks.

14.2.4. For the storage of bulk cargo.

14.2.5 For the safe supply of bulk cargo from the storage tanks by pipelines to the shore

terminal.

14.2.6 For technical surveys carried out in due time and in full volume, current and capital

repairs, as well as reconstruction of subordinate buildings and facilities in accordance with

applicable regulatory and technical documents.

14.2.7 For the compliance with the requirements of this "Technological plan".

14.2.8 For providing the tanker administration and Terminal with information on safety of

the cargo to be shipped in the form of a "Material Safety Data Sheet" (MSDS) in the

prescribed form for taking security measures on board the vessel and ashore.

14.3 Responsibility of the FSI "MAPN"

14.3.1 Issue of vessel’s arrival and departure.

14.3.2 Control of the compliance with the requirements regarding the procedure of vessel’s

arrival/departure.

14.3.3 Safe pilotage of vessels from anchorage to the berth.

14.3.4 Vessel’s accommodation to berths and their berthing.

14.3.5 Vessel’s unmooring and shifting from the berth, including in emergency situations

and unfavorable weather;

14.3.6. Timely notification of JSC "IPP" and JSC "NCSP" about pre-emergency and emergency

situations in the area of responsibility of FSI "MAPN";

14.3.7 Control of the proper order and the access regime on the territory of the port;

14.3.8 Taking measures to prevent emergencies due to violations of the rules of navigation,

the Regulations of the Harbour Master of the port Novorossiysk and attributable ports and

the Code of Customs of the port Novorossiysk.

14.4 Responsibility of the Agent.

14.4.1 For the complete and timely transfer of information on the tanker and the Terminal.

14.4.2 For cooperation between the port representatives and the master of the vessel.

14.4.3. For vessel’s supply with fuel, food, water and her servicing in the port.

14.4.4 For the organization of pilotage and towing support.

14.4.5 For issue of documents related to the tanker’s accommodation and cargo

operations.

14.4.6 For bringing to the master’s attention the requirements of this technological plan,

customs, rules and regulations in force in the port.

14.4.7. For making payments on the claims for damages caused to the Terminal by the

vessel (on behalf of the shipowner).

14.4.8 For compliance with quarantine, customs, port and other formalities.

14.4.9 In case of delay in providing information to the Terminal and the dispatcher control

office of JSC NCSP (Appendix Г), the tanker is not included into the schedule of mooring

operations is not and the agent is responsible for all possible losses associated with the

delay in the tanker's mooring.

14.5 Freight Forwarder's Liability.

14.5.1 Correct issue of documents for cargo.

14.5.2 Compliance with the interests of the consignor.

14.5.3 Settling customs formalities (for cargo).

14.5.4 Timely provision of cargo orders prior to loading and the set of cargo documents after

the completion of loading.

14.10 The responsibility for the safe cargo transshipment operations is shared between the

vessel and the Terminal and is assigned to both the master and the responsible

representative of the Terminal. Therefore, before the loading or unloading of the cargo, the

responsible officer and the Terminal representative must officially confirm the readiness of

both the tanker and the Terminal for safe performance of these operations and stipulate the

degree of responsibility of each party in way of the connection of the shore and vessel’s

technological equipment.

14.11 The first shifting of the vessel, connected with its loading - unloading and servicing, is

carried out at the expense of the vessel in all cases. In other cases, vessel’s shifts are

carried out at the expense of the party placing the order (Code of Customs of JSC NCSP,

paragraph 11.6.).

4. The maximum length of the tanker – 147 m to 195,0 m (“Declared vessel”).

5. The beam of the tanker – up to 32.2 m (“Declared vessel”).

6. The maximum permissible draft of the tanker at the berth:

8. Cargo receivers to be located on the midship of the vessel.

14. The base of the flange of vessel cargo receivers shall not have any visible damages or

deviations from the plane.

15. Maximum/minimum height of the vessel cargo receivers from the water surface –

15,0/2,9 m.

16. The distance between the axes of the flanges of vessel cargo receivers shall be not less

than 1300 mm.

17.The distance from the handrails to the mirror plane of the flanges of the vessel cargo

receivers of the tanker is not less than 1500 mm, and not more than 6000 mm, while there

should not be any obstacles in the area of connection of the shore loading arm and in way of

installation of the stop jacks for their reliable and safe installation.

18. The platform (pallet) under the flanges of the vessel cargo receivers must be at least

1.3 m wide (in compliance with OSIMF).

19. The height of the flanges of the vessel cargo receivers (a diametric plane) above the

pallet platform is 0.7 - 1.6 m.

20. The thickness of the flanges of vessel cargo receivers (adapters) - not less than 28 mm.

21. The numeration and specialization of the loading arms on berths (from the shore to the

sea):

* berth № 25 – loading arms 1-2-3 – fuel oil/ vacuum gas oil;

* berth № 25A – loading arms 4-5-6 – fuel oil/ vacuum gas oil;

22. Allowable working pressure for loading arms for oil products - 1,6 MPa.

23. Maximum supply productivity in one line via two loading arms - 2500 m3/h. Wherein the

loading of different types of cargo per one tanker is performed sequentially.

25. Time of suspension of loading at the request of the tanker - 5 minutes.

26. Tankers must be accommodated with isolated ballast, which does not require its

discharge to the shore facility. The discharge of the isolated ballast must be carried out from

both sides of the tanker.

27. Weather restrictions:

- hose connection is performed with the wind speed up to 15 m/s;

- the loading is stopped in case of a storm warning, or with an actual increase in wind speed

up to 15 m/s;

- suspension of loading when sea waves exceed 13 dm;

- cargo operations are suspended during a thunderstorm.

28. “Tanker-to-Fuel oil terminal- Marine Terminal” communication is maintained by:

• VHF – communication on the provided technological channel. A radio station is provided

by the Marine Terminal to the tanker;

• “Tanker-to-Marine terminal” voice communication in the area of loading arms.

29. Vessel’s scuppers should be tightly closed before her accommodation to the berth. Rain

water from the deck must be timely removed into the slop-tanks by vessel’s means,

excluding its entering into the sea.

The sailing draught is specified by the Order of the Harbour Master of the port Novorossiysk

and may not be changed.

Appendix Г

Terminal information

1. Pilotage is mandatory for mooring to the Terminal. The agent submits an application for

tugs and pilotage.

2. Issues regarding pilotage, approaching to the berth and mooring are decided by the pilot.

3. Vessel’s mooring lines are used for mooring.

4. The number of mooring wire ropes is decided by the master in accordance with the

vessel’s dimensions and weather conditions. The layout of the mooring bollards on berths is

attached (Appendix D).

5. Vessels are moored to berths by both port and starboard side.

6. The Terminal handles cargoes with a flash-point not less than 63 degrees Celsius.

7. Hot works on board the tanker at berth are prohibited without the agreement with the

Terminal.

8. Hot works may be performed on the terminal at a distance no closer than 100 meters

from the tanker.

9. Communication with the pilot is via channel No. 95 or 96 (by agreement) of VHF

communications during mooring operations.

10. Tank cleaning and washing at the Terminal’s berths is prohibited.

11. Ballast, bilge or sewage water shall be discharged to the floating facilities of JSC "Fleet

NCSP" at the request of the agent.

12. Bunkering is possible from bunker vessels.

13. The slick bar is installed along the vessel under loading of oil products for the entire

period of loading, and therefore all operations related to the approach of auxiliary vessels to

the tanker are allowed only before or after the commencement of loading and the slick bar

removal. An application for tugboats for the slick bar installation is submitted by the agent.

14. Smoking on the territory of the Terminal is allowed in a specially assigned place.

15. The cooking during the vessel’s accommodation at the Terminal berths is permitted only

in a specially assigned place in the galley.

16. Environment pollution prevention and the provision of industrial safety at the Terminal is

carried out by the Terminal personnel in accordance with the emergency response plan and

the oil spill response plan.

17. The Terminal dispatcher or agent call up fire, medical and other emergency services.

18. The Terminal is equipped with an automatic fire protection system (FPS),

The loudspeaker provides a warning 3 minutes before the activation of automatic sprinkler

and foam smothering system.

19. In the event of a fire on board a tanker or at the Terminal, measures must be taken to

stop the loading and eliminate the emergencies in accordance with the instructions in force.

20. When evacuating from the berth in an emergency, use the existing passages along the

pier to the checkpoint; when descending from the vessel to the shore, use the installed

means of passage to the quay.

distribution among tanks.

commencement of loading at normal operational productivity and at the completion of loading.

4. Maximum pressure value in cargo connection of the vessel with the shore in the course of

loading.

5. The amount of cargo allowed in accordance with the requirements of the Terminal.

6. The proposed layout of the cargo intended for shipment and the preferred order of loading.

9. The proposed method of vapor release.

10. Amount and technical characteristics of the required bunker.

Joint Stock Company Novorossiysk Commercial Sea Port Contractual standards for tankers’ handling at berths No. 25 and No. 25A of pier No. 5 of JSC

“NCSP”

The following standards have been specified for vessel’s handling at berths No. 25 and

No.25A

1. Mooring and unmooring (from the moment of the first line delivery) – 2 hours for both

operations.

2. Vessel’s shifting along the berth:

- 35 meters - 30 minutes;

- 50 meters - 2 hours.

3. Settling formalities on vessels’ arrival:

- commencement of work of the commission on arrival - 1 hour since moment of pilot’s

departure;

- the working time of the commission on vessel’s departure - 1.5 hours.

4. Installation of the slick bar - 1 hour and 20 minutes since the moment of tanker’s mooring.

5. Loading arm connection - 30 minutes.

Note: Upon completion of the work of the commission, the tanker is surveyed by:

the personnel of JSC “IPP”, surveyors, representatives of the Terminal.

7. Inspection of tanks before loading:

- after light oil products - 45 minutes;

- after dark oil products - 1 hour.

8. Sampling, measurements, calculation of cargo and issue of the value - 1 hour 30 minutes.

Following the issue of the agreed figure:

- loading arm disconnection - 30 minutes;

- slick bar removal - 1 hour 20 minutes

9. Issue of documents by the forwarding agent - 2 hours, since the moment of receipt of the

value.

10. Intake of oil products for bunkering by the vessel (fuel oil, diesel fuel).

Bunkering is performed only upon the permission of the administration of the Terminal

and agreement with “NFOT” Ltd.

11. Tanker supply with food products - after the completion of loading, hose disconnection,

before the commencement of work of the commission.

12. The plan of cargo operations is issued by “NFOT” Ltd for a month in accordance with the

information on chartering and is submitted to JSC NCSP for approval not later than the 20th

day of each month.

Dear Sir, Responsibility for the safe conduct of operation whilst your ship is at this terminal rests jointly with you, as master of the ship, and with the responsible terminal representative. We wish, therefore, before operations start, to seek your full cooperation and understanding on the safety requirements set out in the Ship\Shore Safety Check List which are based on safe practices widely accepted by the oil and tanker industries.

Instructions for the organization of actions of the security unit of the Novorossiysk

detachment of the Krasnodar branch of the FSUE "UBO Ministry of Transport of Russia"

keeping watch at the post of the Terminal in case of emergency situations associated with

the liquid bulk cargoes spill and in case of a fire at the Terminal.

In case of emergency situations associated with the spill of liquid bulk cargoes and in case

of fire at the Terminal, the personnel of the security unit keeping watch at the post of the

Terminal immediately performs the following actions:

1. Brings personal protective means (gas masks) for immediate use and use them if

necessary.

NOTE: Gas masks for the security unit are kept in the watch room of the Terminal. The box

with a filtering element is used at the command of the responsible person of the Terminal,

depending on the kind of spilled cargo:

- in case of oil product spill - a box for filtering oil product vapor;

- in case of the potassium-ammonia mixture (PAM) spill - a box for filtering ammonia vapor;

- in case of fire, a box for carbon dioxide filtration.

2. Informs:

- fire dispatcher "Fire Prevention Service" Ltd by phone 24-10;

- security unit watch officer by the phone 60-43-61;

- the dispatcher of the port by phone 24-44;

- security services of JSC "NCSP" by phone 46-67 or 45-17;

- NLUVDT watch officer by the phone 47-71;

- watch officer of the maritime security service (MSS) by the phone 676-517, or the Central

Inspection of Port State Control by phone 676-429.

3. With the help of the quick response group and the reserve forces, brought with the

assistance of the operational watch officer of the "Fire Prevention Service" Ltd, takes

measures to restrict the access to the regime territory and assists in the evacuation of

persons not involved in the localization and liquidation of the consequences of the spill and

extinguishing the fire fighting.

4. Takes measures to ensure the preservation and recording of property located on the
