Dear Participants,Dear Heads of Delegations and Coaches,

On behalf of the International University Sports Federation, it is a pleasure and honour for me to welcome you in Kazan – Russia – at the occasion of the 27th Summer Universiade from July 6 to 17, 2013.

I would like to emphasise the enormous work made throughout the last two years by the FISU technical delegates under the supervision of the CTI Chair persons and the sports directors from the Organising Committee. They have worked continuously in close co-operation with the different National Sport Federations to give the opportunity to the student athletes to compete in the best possible conditions.

The manual which is presented to you here is a result of the efforts made by each and every one in order to provide the team officials and athletes all necessary sports information to participate in a smooth manner and perform at their best.

We would like to thank the officials and members of the Organising Committee for their hard work in making this event the biggest in the FISU history. Without their enthusiasm and permanent involvement we would not have been able to integrate all partners (volunteers, judges and referees, private and public sectors, and athletes) in this event.

We, FISU and the local Organising Committee, look forward to your participation.

We are convinced that this 27th Summer Universiade will be an outstanding success and a great sporting and human experience for all participants.

It is a great pleasure for me to welcome you to the 27th Summer Universiade in Kazan.

It will not be an exaggeration to say that a project of such scope is a significant event for the whole Russia. Our country hosted a competition such as this only once that was 40 years ago.

From the first days of the bidding campaign, the Universiade was fully supported by the government of the Russian Federation. Much work has been done to ensure that the competitions are held at modern, well-equipped sports stadiums and that your stay in the capital of Tatarstan is a comfortable and interesting as possible.

The attitude of the government and society to sports clearly shows the level of the nation’s development and serves as a kind of country’s landmark. The success of the Universiade in Kazan is a foundation stone for Russia’s future objectives in holding the Olympic Games 2014, the FINA World Aquatics Championships 2015 and the FIFA World Cup 2018.

Over the next two weeks, national student teams from all over the world will demonstrate their skills in 27 sports disciplines. I am confident that your persistent training, strength of will and combative spirit will help you to achieve the best results, meet the expectations of your coaches, entertain your fans and prove that you are the future of the world sport.

I wish all the Universiade participants good luck in the competitions and I wish our foreign guests memories of their stay in Russia. I hope that you will have an opportunity to explore the contemporary life and cultural diversity of our country and enjoy the hospitality of our people.

Dear participants and guests of the World Student Games in Kazan!On behalf of the Ministry of Sports of the Russian Federation and on my own behalf, I would like to welcome the participants and guests of the 27th Summer Universiade 2013 in Kazan!Over the next two weeks, Russia will demonstrate its capability to host large-scale multisports events to the whole world. We are pleased that back in 2008 Kazan attained the privilege of hosting the World Student Games which is a considerable responsibility. During this relatively short period of the time, the city, where sport is regarded as primary tool to improve its citizens’ quality of life, has drastically transformed to a high-technology metropolis with a developed infrastructure and modern sports facilities. It is of great importance that this large-scale, nationwide event has contributed to the unification of efforts throughout the entire country. Many regions became enthusiastically engaged in the preparation for the Games and provided maximum support to the Republic of Tatarstan.The Universiade project gave tremendous impetus to the development of students sport not only in the religion, but also in the whole Russia. Leading higher educational establishments are setting up student leagues in different sports, thus providing conditions for students to lead a healthy lifestyle during the university years and afterwards. We are confident that these sports competitions, first of all, will enable the integration of students from all over the world in the international sporting community and strengthen friendly relations between countries in the name of peace and prosperity on our planet. I express hope that you being strong, dedicated and energetic young people will become famous athletes and set a worthy example for the younger generation.There are still many achievements ahead of us! May the heights that we will achieve at the Student Games ensure our future victories!I wish you high professional results!

Dear friends!I would like to offer a warm welcome to all of the participants of the 27th Summer Universiade 2013, in Kazan.

For two weeks, the capital of the Republic of Tatarstan – one of Russia’s most rapidly developing regions – will become the leading world centre for youth sports.

The opening of the University Games was preceded by a tremendous effort to construct modern sports facilities and comfortable hotel complexes, as well as to modernise the infrastructure of our city. Many thousands of our citizens took part in this task – our entire republic came together. Russian Federation authorities and sports organisations played major roles in the preparation for the Universiade.

I am sure that our guests will take note of the massive transformations that we have undertaken in recent years.

Additionally, it is important to point out that year after year the popularity of sports is on the rise in the Republic of Tatarstan, and the development of physical education continues to be a shared priority for both the government and society. Our republican sports teams and athletes continue to make their mark in the annals of Russia’s sports victories and achievements.

I have great faith that the Universiade 2013 will be remembered as a milestone in the development of international student movement and youth sports.

With all my heart, I would like to wish all of the participants of the competition successful starts and new records.

May the talents of both athletes and coaches shine, may new sports stars be born, and may this festival of youth and sport be remembered for its hospitality and for its atmosphere of friendship and sincerity.

Executive Office General Information

Geography Russia is the world’s biggest country with its vast territory that occupies the east of Europe and the north of Asia, i.e. 11.46% of the Earth’s land area. The total area of Russia is 17,098,200 square kilometers. It stretches almost ten thousand kilometers from east to west and four thousand kilometers from north to south.

Climate The climate in Russia varies from subtropical on the Black Sea coast to continental in Southern Siberia, as well as from subarctic in the Far North to maritime on the Baltic Sea and to moderately monsoon in the southern part of the Far East. The most densely populated part of Russia’s territory lies within the moderate climatic zone.

Population, Ethnicity and LanguagePopulation: 143 million people (2012).

Ethnicity: Russia is a multi-ethnic country with 150 different nationalities.

Language: Russian is the official language throughout the country; 47 others are co-official languages in various regions.

Religion The majority of the Russian people are Orthodox Christians, but there are also many Muslims, Catholics, Hebrews and Buddhists.

Geography The Republic of Tatarstan is situated in the heart of the Russian Federation on the East European Plain at the confluence of two great rivers - the Volga and Kama. The total area of the Republic is 67,836.2 sq. km. The territory of the Republic extends over 290 km from north to south and 460 km from west to east. Tatarstan has no borders with foreign states.

Climate The climate is moderate-continental. Droughts are occasional. The average temperature of the coldest month (January) is -14 ̊C, and of the warmest month (July) is +19 ̊C. The annual average amount of precipitation is 460-520 mm.

The capital of the Republic of Tatarstan Kazan lies in the north-western portion of Tatarstan along the banks of the Kazanka River at its confluence with the Volga River. It has a population of 1,161,308 people (2012).

The capital of Tatarstan is a big railway, motorway and airway hub and one of the largest river ports on the Volga.

Main industries include machine engineering and metalwork, aircraft construction and instrument engineering, petro-chemistry, textile and food processing.

Kazan is also a large science and research Centre. The Kazan (Volga region) Federal University, the second oldest university in the Russian Federation, was established in 1804. Altogether Kazan has 39 higher education establishments, the Tatarstan Academy of Sciences, the Kazan Scientific Centre of the Russian Academy of Sciences and several science and research institutions.

Kazan is a multi-faith city. The main religions are Islam and Orthodox Christianity. The other traditional religious communities are represented by Judaism, Catholicism and Lutheranism. There are mosques, Orthodox churches, Lutheran and Catholic churches, a synagogue, a theological seminary and Russian Islamic University in Kazan.

The recent years have seen large-scale construction resulting in the new transport infrastructure and many new sport venues being put up.

In 2009 Kazan was named “The Sports Capital of Russia”. In Russian, European and world competitions Kazan is represented by the Hockey Club Ak Bars, Football Club Rubin-Kazan, Basketball Club UNICS, Dinamo-Kazan bandy team, Volleyball Club Zenit-Kazan and others.

Service Information

Accreditation

The Main Accreditation Centre is located on the premises of the Universiade Village in the Main International Centre and is planned only for members of delegations. Technical officials (accompanying referees and judges) will be accredited at “Kazanskaya Yarmarka”, Exhibition Centre, Pavilion N 1 (8 Orenburgskiy Trakt).

The Main Accreditation Center will provide services 24 hours a day from June 28 to July 21, 2013.

The accreditation badge is an official document jointly issued by FISU and the Organising Committee. The accreditation badge will be issued after the completion of accreditation procedures. The accreditation badge contains two parts: the accreditation card and the access card placed in a plastic pocket.

Access zones at competition venues

The accreditation badge is valid only together with the access card. Any misuse of the accreditation badge and the access card (using cards separately, passing them over to other persons, efforts to fake the cards, and etc.) causes cancellation of the accreditation badge. The accreditation badge is intended for personal use only and may not to be passed on to other people.

The access card enables the cardholder to pass through the check points outside the Universiade venues. The access card is equipped with the Pay Pass technology, facilitating the use of transport and bank applications.

Transportation

Lost or damaged accreditation badges In case the accreditation badge is lost or damaged, please immediately report to the Accreditation Centre. It will take 24 hours for the written request to be processed and for the accreditation badge to be replaced. The participant will be provided with a temporary pass during this period of time. The replacement of a damaged or lost card is charged with a fee in the amount of 50 Euros.

Transportation for athletes and delegation officialsThe transportation system for athletes and members of official delegations will provide transport services from 00:00 June 29 until 23:59 July 20, 2013.

Transportation upon arrival and departureRegular bus service will be arranged to provide transportation from the “Kazan” International Airport and railway stations “Kazan-1” and “Kazan-2” to the Universiade Village in order to ensure transportation of athletes, members of official delegations, baggage and sporting equipment. The service will operate from 00:00 June 29 until 23:59 July 20, 2013.

Transportation to the Opening and Closing Ceremonies The Opening and Closing Ceremonies will be held at the “Kazan Arena” Stadium.Transportation will be provided to take athletes and members of official delegations to the Opening/Closing Ceremonies on the days of these events from the Universiade Village to the “Kazan Arena” Stadium.

Transportation for Delegation as spectatorsSpectator transportation will be available from July 5 until the end of the competitions. Athletes and delegation officials will be offered to use shuttle buses designated for attending the sporting events as spectators.

Transport services for Delegations by allocated carsAccording to the FISU requirements the Organising Committee will provide delegations with allocated transportation and drivers depending on the number of participants:

Accommodation

The Universiade Village was built in Kazan to provide accommodation for athletes and members of the official delegations at the 27th Summer Universiade 2013, Kazan. The residential area of the Universiade Village incorporates 28 residential buildings, grouped into three clusters. The Universiade Village is located in the Privolzhskiy District of Kazan. It is shaped like a large rectangle, with the following streets around its sides: Akademika Parina St., Mavlyutova St., Prospekt Pobedy and Orenburgskiy Trakt. The Universiade Village will be opened on June 29, 2013. The Universiade Village check-in procedure for delegates will commence on June 29, 2013.Extra officials will be accommodated in Kazan hotels, located outside the Universiade Village.

The Universiade Village is divided into two functional zones: the residential zone and the international zone.

International zone The international zone incorporates the Main International Centre, the Universiade Village Polyclinic and parking areas. Within the Main International Centre one can find the following: the Main Accreditation Centre, the CIC and FISU offices, Heads of Delegation meeting rooms, the Sports Information Centre, the Main Information Centre, auditoriums for video presentations, conference rooms, a religious centre, the FISU International Educational Centre, souvenir shop, a fitness centre, a bank office and a post office.

Residential zone The residential area of the Universiade Village contains residential buildings, the Main Dining Hall, the Universiade Village ceremonial stage, the Flags Alley, souvenir shop, a supermarket, a beauty salon, the Universiade Village cultural venue as well as some essential services (a bank, a post office, etc.). The Universiade participants will be accommodated in one-, two-, three -, and four-bed rooms. Each room is equipped with cable Internet. Free Wi-Fi Internet is provided in the halls/lobbies of all residential buildings.

In addition to guest rooms, the residential buildings in the Universiade Village also house delegation offices, storage facilities, medical stations, launderettes, video auditoriums, ice-machine rooms, and spare offices.

Catering

During the 27th Summer Universiade 2013, Kazan the Main Dining Hall in the Universiade Village will operate 24 hours a day. Catering services will be provided to the delegations upon presentation of an accreditation badge.

The capacity of the Main Dining Hall is 3 510 seats.

MenuThere will be five cuisines offered in the Main Dining Hall:

European/Mediterranean – 52% Asian – 14% Russian/ Tatar – 12% Muslim – 12%Vegetarian – 10%.

Athletes’ daily menu will consist of main and second course dishes, side dishes, appetisers and salads, baked goods, and also desserts and fruit. Food service counters offering all these cuisines will be available daily between 05:00 and 02:00. Considering that in 2013 the Holy month of Ramadan will take place in July (09.07.13 – 08.08.13), Halal food will be available in the Main Dining Hall from the start of the fasting period, not only during the day but also during night-time hours, from 02:00 – 04:30. The only food available in the Main Dining Hall during the night-time hours shown above will be Halal food.

A McDonald’s fast food outlet will be located in the Main Dining Hall to offer the delegations alternative meals. The Coca-Cola Company is the official sponsor of the 27th Summer Universiade 2013, Kazan and the main supplier of refrigerating equipment, water and beverages for all client groups during the Universiade. Free Coca-Cola products will be available at all sports venues, the Main Dining Hall and the lobbies of the residential buildings of the Universiade Village.

Lunch boxes ordering procedure for athletes and officials Lunch boxes may be ordered at the information desk in the Main International Centre from 7:00 to 20:00 at least 12 hours before the lunch box is to be delivered.

Lunch box order forms may be filled in by delegation officials or attachés, in accordance with the standard form, in two copies, one of which remains with the customer whilst the other is kept at the information desk.

The customer can choose between three types of lunch box, by indicating the preferred option on the Order form. The number of lunch boxes must also be indicated, as well as the delivery date, time and place.

Technical Regulations

The Sambo competition shall be conducted in accordance with the Regulations for the 27th Summer Universiade 2013, Kazan:

11.1 The sports events of the 27th Summer Universiade in Kazan 2013 shall be organised in accordance with the most recent technical rules of the appropriate ISFs unless otherwise stated by the Executive Committee.

12.20.1 The sambo competitions will be organised in accordance with the most recent technical regulations of the “Fédération Internationale de Sambo” (FIAS). In case of disagreement in the interpretation of these rules, the English text will be regarded as authoritative.

12.20.2 The programme and duration of the competitions are fixed by the Executive Committee in agreement with the Organising Committee and the CTI-UE. The competitions shall last three (3) days and include the following individual events:

Technical Committee

In accordance with Article 3.5.1 of the Regulations for the 27th Summer Universiade 2013, Kazan, there shall be a Technical Committee (CT) for each sport in the Universiade programme.

The Sambo Technical Committee will consist of the following persons:

Medical Services

Accredited persons can receive free medical care only during the Summer Universiade 2013. All delegations` members must have individual health insurance. During the Summer Universiade 2013 the consolidated Call Centre (8 800 550 2013) is in operation. All the necessary information on medical and sanitary-epidemiological support is available at the above indicated number.The Summer Universiade 2013 has been proclaimed a smoking free event. Smoking is strictly banned at all the Universiade venues.

Medical services in the Universiade VillageMedical services in the Universiade Village is provided by medical staff of the Polyclinic of the Universiade Village. Detailed information on the Polyclinic can be found in the Heads of Delegation Manual.

Emergency medical assistanceIf necessary, participants and guests of the Universiade may get in touch with Call Centre (8 800 550 2013) and call an ambulance.

Medical services at competition and training venuesAt the competition venues during the competition time medical assistance is provided by a mobile medical brigade, a medical station for athletes and a medical station for spectators.At the training venues during the training time medical assistance is provided by a mobile medical brigade and in a medical station.At each competition and training venue there is a 24-hour operating ambulance service, which in case of emergency, is to take injured or ill participants to hospital.

The duration of each bout shall be five (5) minutes for men and four (4) minutes

for women. 12.20.3 Each country is authorised to enter a maximum of eighteen (18) sambo athletes. Each country is authorised to present enter:

Individual competition men: a maximum of one (1) sambo athlete per weight category;

Individual competition women: a maximum of one (1) sambo athlete per weight category.

At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of competitors.

12.20.4 All international referees and judges are nominated by the FIAS referees commission under the supervision of the FISU Technical Delegates.

Travel expenses, accommodation, full board and the allowances according to the regulations of the ISF for all international judges are borne by FIAS.

NTOs are appointed by the Russian Sambo Federation. The Ministry of Sports of Russia will cover their travel expenses, accommodation and full board.

Competition Format

CategoriesMen: 9 categories; Women: 9 categories.All athletes must be on the list of accredited athletes and their participation (ID info, nationality, categories, sex and etc.) must be confirmed no later than July 12.

Weigh-inStrictly confirm to the rules and regulations on weight-in of FIAS, whose representatives shall supervise the process of weigh-in.

UniformThe red and the blue uniform must be in accordance with related regulation of FIAS and will be checked before the competition moreover, if the jacket is against the requirement of FIAS, then the Organising Committee shall offer an alternative set.

Sport Entries

ParticipationAll athletes must satisfy the following conditions:

(1) be a national of the country / region they represent;(2) be at least 17 and less than 28 years of age on January 1, 2013 (born between 1985

and 1995);(3) students who are currently officially registered as preceding towards a degree or

diploma at the university or similar institute whose status are recognised by the appropriate national academic authority of their country/region;

(4) former students of the institutions mentioned in (3) who have obtained their academic degree or diploma in the year preceding the Universiade.

In countries/regions with fewer than 2,000,000 inhabitants or having fewer than 5,000 University students, students attending technical or secondary schools may participate in the Universiade provided they have been attending their establishments for at least two years. Such countries/regions must submit an application to the FISU Executive Committee at least six months before the scheduled start of the event. Such an application must be supported by documents endorsed by the appropriate State, Regional or National Academic Authorities.

Individual Events FormatThe Individual Events will be conducted by direct elimination and single repechage system; if the number of athletes (Men or Women) in any weight category is only 5 or less, then a round-robin system will be adopted.

Duration of combatMen – 5 (five) minutes; Women – 4 (four) minutes.

DrawThe draw for the weight categories will be held in public at the General Technical Meeting. The participants include two representatives of each delegation and members of Technical Committee.

ProcedureThe draw will be done by computer with the official software approved by the FIAS (in case of computer failure, the draw will be done manually).

Once the draw by weight category has been made and the results released at the General Technical Meeting, the order cannot be changed nor names of participants be added. The sets of draws results can be picked up at the Main Sport Information Centre. Two sets will be given to each delegation.

Entry Procedures

Entries will be accepted only from those organisations which have been invited to participate. All delegations shall submit the entry forms to the Organising Committee and FISU in the due time and in the form prescribed by the Organising Committee and FISU regulations.

Intention of participation, General and Nominative entries may be sent by email or fax in order to meet the required entry deadlines, but they must be confirmed as soon as possible in writing, on the official forms. Entries arriving after the expiration of the required deadlines will not be taken into consideration, except in the case of circumstances outside one’s control, with the agreement of the Executive Committee and on the advice of the Organising Committee.

Individual entry forms of athletes from a non-member association must be countersigned by the NSF or by the NOC, and stamped with a seal from the said organisation.

The technical meetings shall be held in accordance with Article 3.5 of the Regulations forthe 27th Summer Universiade 2013, Kazan:

3.5.1 There shall be a CT for each sport in the programme of a Summer Universiade which shall consist of:

a) one (1) or, if designated, more FISU Technical Delegate(s) who will chair the CT (who shall be a member / members of the CTI-UE for the sport concerned);

b) a representative of the Organising Committee for the sport concerned;

c) the Technical Delegate of the appropriate NSF of the organising country;

d) the Technical Delegate of the appropriate ISF;e) three experts nominated at the first (1st) General Technical Meeting

further to the proposal adopted during the first (1st) Technical Committee Meeting.

The Technical Committee will be assisted in its work by adequate personnel.

No more than two (2) members of the CT should be of the same nationality, not including the FISU Technical Delegate(s).

3.5.2 During the days prior to the start of the sports events for which s/he is responsible, the FISU Technical Delegate(s) shall convene the following meetings:

a) The meeting of the Technical Committee, which the staff members of the Organising Committee for the sport concerned may also attend as observers.

b) The first (1st) General Technical meeting, to which the members of the Technical Committee and a representative from each country competing in the sport concerned shall be invited.

3.5.3 The first (1st) meeting of the Technical Committee must:

a) prepare the first (1st) General Technical Meeting;b) define the criteria to set up a jury of appeal;c) decide on the appointment system for referees and judges;d) approve the detailed programme for their sport;e) propose the nomination of three (3) experts from participating

countries to become members of the CT.

3.5.4. The first (1st) General Technical Meeting must:

a) nominate three (3) experts according to the rules laid down in Article 3.5.1.e);

b) approve the detailed programme of their sports;c) appoint a Jury of Appeal according to the rules of the ISF of the

sport concerned. The members of this Jury must be of different nationalities;

d) take, if necessary, the emergency measures in order to ensure the smooth technical running of the events;

e) confirm the official list of the competitors who will take part in the competitions. The Head of Delegation or his/her representative will confirm the attendance of their country’s athletes for the sport concerned by signing that list and, if required, by filling in an entry form.

This entry form shall contain the accreditation card number attributed to the participant by the CIC, the given name, the family name and the competitor’s number.

The competitors that are not approved by the CIC will not be authorised to take part in the competition.

3.5.5 The CT appoints referees and judges for all competitions.

3.5.6 Before the end of the Summer Universiade the members of the CT (Art. 3.5.1) shall meet to make recommendations for the future organisation of their sport.

3.5.7 The Chairperson of the CTI-UE shall have the right to attend all meetings of the CT.

3.5.8 The FISU Technical Delegate(s), prior to the start of the sport for which s/he is responsible in the Summer Universiade, is/are obliged to:

a) maintain close cooperation with the Chairperson of the CTI-UE and with the representative of the Organising Committee in the CT;

b) ensure that the regulations of the ISF concerned are observed;c) inspect the sport facilities and the equipment to be used during the

competition;d) gather exact information concerning :

1. the number and the level of performance of participating competitors or teams;

2. the number and qualification of referees and judges in participating delegations;3. the draw system.

e) prepare the CT meeting with the representatives of participating countries (Art. 3.5.2). In agreement with the members of the CT, s/he shall prepare the proposals for:

1. the appointment of a Jury of Appeal and of the referee / judge sub-commission;

2. the nomination of three (3) experts from participating countries to become members of the CT;

3. the appointment system for referees and judges for each competition.

3.5.9 At the end of the competitions of the sport for which s/he is responsible, the FISU Technical Delegate(s) has/have to sign the complete protocol of results produced by the Organising Committee (Art 4.8.e) in three (3) authentic copies:

1. for the FISU archives;2. for the Organising Committee’s archives;3. for the appropriate International Sports Federation.

3.5.10 At the end of the Summer Universiade, each FISU Technical Delegate(s) has/have to present a report which shall include:

a) recommendations for the future Summer Universiades;b) a summary of the results;c) a final report about the organisation.

Technical Officials

The technical officials for the Sambo competition of the 27th Summer Universiade 2013, Kazan shall be nominated by FIAS and jointly appointed by the Technical Committee for the competition. In total there will be 26 FIAS International Technical Officials and 24 referees appointed by the Russian Sambo Federation and the Organising Committee.

Protests and Appeals

Protests and Appeals shall be conducted in accordance with Regulations for the 27th Summer Universiade 2013, Kazan:

11.2 Any protest of a sport nature or disciplinary nature, must reach the jury through the referee or other competent official according to the regulations laid down by the appropriate ISF or by the technical regulations.

11.3 Each Head of Delegation or his/her deputy has recourse to protest against the decision of the Jury. This protest must be submitted in writing to the Jury of Appeal in accordance with the regulations of the appropriate ISF. Such protest must be accompanied by a deposit of fifty Euros (50€) which will be returned if the protest is considered to be justified.

11.4 Any decision of the Jury of Appeal of a sport event is final and must be reported immediately to the Head of Delegation of the country concerned.

The sport equipment for the Sambo competition of the 27th Summer Universiade 2013, Kazan will be provided by the Organising Committee and be in compliance with the related standards of the equipment of FIAS.

The Sambo mats: “Master” manufactured by Sport-materik.The Jackets for Sambo FIAS manufactured by Dan Sport.

Sport Equipment and Clothing

Doping Control

The use of doping is strictly forbidden according to the Regulations for the 27th Summer Universiade 2013, Kazan. All athletes in the Universiade shall abide by relevant anti-doping rules and regulations. Any athlete may be required to undertake a doping control test at any time.

The analysis of samples will be done by the WADA-accredited laboratory “Anti-Doping Centre” in Moscow. The results of all analyses shall be reported directly to the Chair of the FISU Medical Committee.

Any athlete who tries to avoid or refuse to take a doping control test or who is found guilty of doping shall be disqualified and may be subjected to disciplinary actions.

For the interpretation of doping control regulations, the FISU Medical Committee is the sole authority.

Medals and Diplomas• A gold medal, a silver medal and two bronze medals will be awarded to the first

four athletes. • The first eight athletes will receive a Diploma of Honour. • Diplomas of participation and of honour are not distributed to winners at the

Medal-Awarding ceremony. They are handed to the Head of Delegation or an appointed representative of each delegation in the Athlete’s Village at a later time.

Victory Ceremony• The first four athletes in each event must attend the Medal-Awarding

Ceremony. • In case one or two winners are unable to attend, the medals and bouquets are

delivered to an official of the relevant delegation. The official must not mount the podium but walk in front of it and take the medal and bouquets in his/her hands.

• In case all the winners cannot be present, the ceremony is postponed. Any decision will be agreed between FISU and the Organising Committee.

• The athletes are not allowed to take any national flags or any other national, cultural or religious symbol on the podium.

• Winners are expected to attend the ceremony in the uniforms they wore at the Opening Ceremony. However, they are allowed to attend the official ceremony wearing sports uniforms when the ceremony takes place immediately after the competition.

• Athletes are expected to take off caps when receiving the medal and keep it in hand throughout the ceremony (i.e. playing of the FISU anthem and raising of the flags).

• Athletes, authorities and accompanying persons are required to face the flags while they are being raised and the FISU anthem is being played.

• Medallists have to remain at disposal of the press after the Medal-Awarding ceremony.

• An official photograph must be taken before the medal winners depart from the zone of the ceremony.

• The official languages for the Victory Ceremonies will be Russian and English.

Venue Media Centres are set up in all competition venues to facilitate the interviews and reports by accredited media.After the competitions all athletes must exit the Field of Play through the Mixed Zone. Coaches and winning athletes / teams take part in press conferences on request of the press centre manager 20-30 minutes after the awarding ceremonies.All press conferences will be supported by consistent translation. Interpretations will be made from the language that is spoken by the athlete or coach into English and Russian.

Main Sport Information Centre of the 27th Summer Universiade 2013, KazanThe Main Sport Information Centre located on the 2nd floor of the Main International Centre of the Universiade Village forms and provides the following information to the client sports groups during the 27th Summer Universiade 2013:

• competition schedule; • training schedule;• start lists;• sports results (final protocols, summarised protocols, statistics);• medals table; • information about technical meetings;• distribution of daily bulletins about the official results from the previous day of

competition, and the competition schedule for the current day;

The Main Sport Information Centre will be operated between 07:00 and 23:00 from June 29 till July 20, 2013.

Sport Information Centres are located in all competition venues and will provide the athletes, Head of Delegations, team representatives, international and national technical officials with sports information and general information (e.g. transport schedule, catering, excursions).

The opening days of the Sport Information Centres will be subject to the competition schedules of different sports following their daily run sheet. They will be operated 2 hours before the competition starts and 1 hour after the departure of the last client group from the venue.
