Hello. For those of you who don’t know me, my name is Mirjana Prica and I am the MD of FIAL. Today I am going to share my observations from a recent visit to EU of clusters. Most of these were in the food and agribusiness space but other areas were also visited. The focus of the presentation will be creating a national platform for collaboration for the food and agribusiness industry, but the learnings and approach could similarly be used for other industries in Australia.

We wanted to understand the dynamics of clusters, challenges, and how do you bring groups of people with disparate interests and commercial drivers together to work and collaborate on projects of benefit to them and the industry. So what was the first observation? There needs to be a crisis Spain – Franco dictatorship ending in 1975 and the country returning to democracy.

Or there needs to be a sense of urgency. Like when the powers were devolved back to the Scottish Government. The industry was not doing well and the different associations decided that it would be better if they joined forces to drive the growth of the Scottish food and drink industry. So what is Australia’s burning platform?

The second observation is that there needs to be a partnership between University, Industry and Government. All three are needed to address the challenges within the ecosystem and ensure policies and investment are aligned to optimise the opportunities.

The third observation is the important role of Government is as both a supporter of the clusters in their endeavours and a financier so they can access the resources to manage the clusters. Long term commitment is critical as it sends the right message to the industry and encourages industry to invest and support initiatives. No chopping and changing, like we see here in Australia.

What are the different membership models and fees? There was only one cluster that had no membership fee but all others did. Generally there was a one off joining fee of 500-100 Euro, and then an annual fee based typically on the size of the business from 500-2000 Euro. Types of services included: networking and connections, and information. Special projects like R+D were in an addition.

Clusters are regularly reviewed. Justify their existence. Metrics include both typical quantitative metrics like meetings, events held, etc, and now they are moving to the softer and qualitative metrics to measure culture. EU in 2009 launched the European Cluster Excellence Initiative to encourage more world leading clusters in Europe. They have a rating system that allows a cluster to be audited and then receive a rating based on their performance against key criteria.

Many projects that are launched by clusters are funded by multiple levels of government. In fact, in many of the countries a project won’t be supported by the national government unless the local council, or regional government support it, not to mention industry support too. This alignment is critical because it ensures the different regions are aligning with the national policies and direction.

Projects that are instigated by the clusters generally involve multiple companies. The mix of companies is also interesting in that typically they have a larger companies and a few smaller companies where the larger companies helps the smaller companies access information and markets. Rare for projects to involve only company. IP created is shared by the participants and the cluster generally does not take any IP position in the research / outcomes of the project.

Leader of the cluster is critical. Entrepreneurial traits – calc risk takers, creative in their problem solving, open and collaborative etc. And a majority of the clusters leaders were women.
