Sinn Féin DublinMid-Westrepresentative eoin ÓBroin has called on FineGael TD Derek Keatingto ‘reimburse the lucanGazette for newspapersdumped by his advisorTommy Morris.’

He also suggested thatDeputy Keating and hisadvisor should offer todistribute door to doorthe newspapers thatthey removed fromcirculation.Ó Broin said: ‘Theactions of Derek

Keating’s politicaladvisor Tommy Morriswere not only wrong, they have put the jobsof those working in thelucan Gazette at risk. The newspaper relieson commercialadvertising for itsrevenue. If, as has beenclaimed, Tommy Morrisisposed of up to 3,000papers, then that couldhave a negative impacton future advertisingrevenues.‘It is not enough forDeputy Keating todistance himself fromthe actions of his aideor to discipline MrMorris for hisoutrageous behaviour. He must act to rectifythe problems caused byhis employee.‘The best way to do thiswould be to establishthe total number ofpapers stolen and toreimburse the Gazettefor the cost of theseeditions.‘Deputy Keating and MrMorris could go furtherand offer to distributedoor to door a number

of newspapers equal tothose removed fromcirculation.‘This would assureadvertisers that therehas been no negativeimpact on them.‘Contrary to DeputyKeating’s initial claims,Mr Morris did not actfollowing a “suddenrush of blood to thehead”. Over a numberof days Mr Morrisremoved hundreds ifnot thousands of lucanGazette’s from shopsacross lucan. He didthis in order to preventthe public reading astory critical of thebehaviour of DeputyKeating.‘Deputy Keating shouldapologise to both thelucan Gazette and thepeople of lucan for thebehaviour of hisemployee and he shouldshow by his deeds thathe has fixed theproblem which hisemployee created.’

With over 640 jobs saved in B&Q, and afurther 137 jobs saved in Pamela Scott,Deputy eamonn Maloney TD has said that itwas a good day for job retention, particularly in Tallaght, where 90 jobsapproximately were saved.

"Saving these jobs was a vindication of boththe examiner process and the renegotiationof commercial rents, and made sense in thecurrent economic climate. Retaining jobs isevery bit as important as creating new jobs. The additional investment and thenegotiated rent reductions will ensure amore realistic overhead expense for theoperation of both companies. Thesebusinesses are now on a firm financial basis

and this gives them great confidence for thefuture. It also lifts the great stress andworry experienced by the workers of bothcompanies in recent months.

"The struggle to retain jobs is alsohighlighted by the experience of xtra-visionwhich has been placed in receivership. Ihope that the receiver will save jobs andensure that an enterprise capable ofcompeting with cutting edge technologyand the downloading revolution will emergefrom the receivership process. I call on thestate authorities to cooperate with thereceiver in all efforts to ensure the survivalof the group with the maximum number ofjobs saved."

Speaking afterattending a briefing byDown SyndromeIreland, Dublin SouthWest TD Seán Crowe

Deputy Seán Crowesaid: “Research showsthat children with DownSyndrome will havebetter educationaloutcomes if they attendmainstream rather thanspecial schools, yetaccess to vital resourceteaching hours withinthe public schoolsystem is beingwithheld from thesechildren despite theirobvious need.

“Down Syndrome is byits nature complex andaffects intellectualability, speech, language, hearing, memory, vision, motorskills and generalhealth.“This is a conditionwhich seriouslydisadvantages childrenand affects a pupil’sability to cope with theschool curriculum.Down Syndrome affects1 in every 546 births inIreland each year.“every year about 120

children are born withDown syndrome andapproximately 80 ofthese will beginmainstream primaryeducation each year.“It is clearly bydefinition a complexlow incidence disorderyet remarkably it is notone of the 11 ‘lowIncidence Disabilities’that qualify for extraResource TeachingHours."Prior to 2005 allchildren with Downsyndrome receivedResource TeachingHours, but some geniusin the Department ofeducation and with acompliant Fianna FáilMinister came up withthis new policy in orderto supposedly savemoney.“The cut literallymeans that about 30children with DownSyndrome who have IQscores in the mild rangeof learning disability donot now qualify for

"education MinisterRuairí Quinn is aware ofthis negative policy andcurrently has a reporton his desk outliningthe problems that areeffecting theeducational outcomesof these children.

"We are talking about ahuge expense here butit will have a hugepositive impact onDown SyndromeChildren currently in orentering the

educational system.“It could easily beresolved by simplyadding Down syndrometo the list. It’s a smallnumber and is the kindof support that willhave a huge impact onthese children’s lives.

“Minister Quinn and hisGovernment cannotcontinue todiscriminate againstchildren with Downsyndrome. Thesechildren have the rightto the same educationas every other child inthe country and thestate or theDepartment ofeducation should besupporting thesechildren and notputting more barriersin their way.”

Cut ChilD BenefitSpeaking following government proposals todivert money from the child benefit budget tofund a free pre-school year, Sinn Féin SocialProtection Spokesperson, Deputy aengus ÓSnodaigh, called on government to stop theirpreparations to cut child benefit. The Dublin South Central TD said; “Thegovernment have today proposed to cut childbenefit by either means testing it or taxing it inorder to provide a second free pre-school year.“We are in favour of increased childcare servicesbut it would be far more appropriate to fundchildcare services like this through a third taxband of 48% over €100,000.“This would return more to the exchequer thanany cut to or tax on child benefit as taking itfrom the Social Welfare Budget merely ensuresthat those who are poorest are hit hardest.“This move will see unemployed women alreadyhit by the recession, being targeted yet again, with Joan Burton taking a hatchet to an alreadyfragile social welfare system.“Child benefit as a payment to children in anattempt to cherish all children equally and thisis not a move to help children – it is merelyanother convenient offence on the austerityfront.“Social Protection Minister Burton has signed offbudgets that continue the futile austerityprogramme year on year which make thevulnerable and the poor pay the price yet again.“no concrete proposal has been made here andno costings have been done.“This is the Government paving the way for cutsto child benefit in the next budget.“Children and families deserve better than this.”

top-up payments fromtenants, therebymasking real rentlevels. The PRTB hasmade progress recentlyin stepping up itsactivities to ensure alllandlords areregistered; however, more needs to bedone,” she said. “Demand for rentedaccommodation hasgrown consistently inrecent years withalmost one in fivepeople now living in theprivate rented sector. The result is that rentshave remained buoyantdespite the recession,”said Bob Jordan, Chiefexecutive of Threshold.“as anticipated, thePRTB index shows rentsdecreased by about 20per cent at thebeginning of thedownturn but, since2010, they haveremained stubbornlyhigh, while averagehouse prices have fallenby up to 50 per cent.

“at the same time, theDepartment of SocialProtection has slashed

rent supplement levelsby more than 25 percent. The PRTB indexshows that theDepartment’s strategyof seeking to bringdown rents by reducingrent supplementpayments has notworked. Instead, because rents haveremained high, it isThreshold’s experiencethat many rentsupplement tenants arebeing forced to makeillegal ‘top-up’payments to theirlandlords to keep a roofover their heads. “The facts and figurescontained in the PRTBindex need to be takenon board by theDepartment of SocialProtection. RentSupplement levels arecurrently beingreviewed by theDepartment and theymust take note of thehigh rents being paid bytenants, especially inurban areas,” added Mr.Jordan. Threshold, the nationalhousing charity, haswelcomed the new rentindex published by thePrivate ResidentialTenancies Board (PRTB)as the mostcomprehensive andaccurate source of dataon the private rentedmarket. The index, which showsrent levels throughoutIreland, is based ondata collected fromlandlords registeredwith the PRTB. Theindex published todaytracks trends in rentlevels since 2007. Fromnow on, the PRTB willpublish its rent index on

a quarterly basis.

Welcoming the newindex, Senator aideenHayden, Chairperson ofThreshold, said it is avaluable source ofinformation for tenantsand landlords.“The publication of thisindex is a very welcomemove. This providesmore accurateinformation on rentlevels for the firsttime,” she said. “Up tonow, we have beenreliant on data fromproperty websites totrack trends in rentlevels. although useful, the information from

such sites is based onthe levels of rent beingsought by landlords, asopposed to the levels ofrent actually beingreceived. “However, the rentindex is only as good asthe number ofproperties registeredwith the PRTB. In thisrespect, a recent DublinCity Council study of‘flat land’ showed thelevel of registrationmay be as low as 40 percent in some areas. Itis Threshold’sexperience thatlandlords who do notregister with the PRTBare most likely to take

wINDOw-MAN, PADDY wINSTON “I have been in the window trade since I left school at the age of 15. and now, at the age of 51, I have manyyears and lots of experience in the design, manufacture and fitting of aluminium and uPVC windows, doors and conservatories.

Over the years, through the boom, I noticed that, even though there was plenty of money around for the purchase of houses, builders stillmanaged to fit the cheapest, most unreliable windows and doors they could possibly get there hands on, most of these are now giving

terrible trouble with broken handles, hinges, locks etc. etc.. So, I decided to set up this service, to get your windows and doors to performin the manner they were designed and that’s to keep the heat in and the cold out...

year two of the renewed three-year Gum litterTaskforce campaign was launched last week inTallaght IT by Mayor of South Dublin County,Councillor Cathal King.

The campaign aims to reduce gum litter by raisingawareness amongst the public that dropping gumon the ground is littering and carries a €150 fine. The GlT campaign encourages the public todispose of their used gum responsibly.

Speaking at the launch, Mayor of South DublinCounty, Councillor Cathal King said “ I am delightedto launch the anti Gum litter Campaign her in theIT Tallaght. It is wonderful to see the involvementof the Students Union here to highlight the blightof gum litter . We hope that when the localauthorities, industry and the general public worktogether this will make a tangible difference toSouth Dublin County streets.

The theme of the 2012-2014 advertising campaignis “Bin It your Way” and it features a series ofprofessionally choreographed and highly innovativedance moves which communicate the responsibledisposal of gum litter in an engaging way. Thecampaign also includes:· a four month mass media advertising campaign(TV, outdoor, print and online).· a schools education programme aimed at first andsecond year secondary school students called “BinIt!” This includes an actor-led workshop tour whichtake place in schools each autumn and which is

supported by materials and tools for teachers todownload and integrate into lesson plans.(www.chewitbinit.com)· a dedicated website www.gumlittertaskforce.ieand Facebook pagewww.facebook.com/binityourway· Distribution of Point-of-Sale materials to over1,000 retailers around the country.· litter monitoring by local authorities to assesshow much littered gum is reduced on- streets as aresult of the campaign.· Sponsorship of three awards in the TidyTownscompetition.

last year the GlT campaign achieved a 28%reduction in gum litter nationally. a nationwideon-street attitudes and awareness survey alsoshowed there was a significant improvement inpublic perception, with gum that is irresponsiblydisposed, clearly viewed as ‘litter’ by thosesurveyed.

GlT Chairman Mr Paul Kelly welcomed thesignificant increase in local authority uptake thisyear. “local authority involvement is absolutelycritical to the success of the campaign.. I lookforward to working closely with them to make thecampaign a success. We were delighted with theresults of the 2012 GlT campaign as it achieved itsmain goals of reducing the overall level of gumlitter on our streets and promoting a change in theculture and attitude towards gum litter.” added MrKelly.

It was also particularlyapt to welcome Ohio to Clondalkin in this, the yearof the Gathering,” said Fitzgerald.“Clondalkin youth Band has been an integral partof our community for 27 years. They bring greatpride to Clondalkin every time they play, whether

a Derek, a charaOn Thursday, 25th april, your election teamdropped a leaflet from you into houses in thelucan area. The theme of the leaflet was that“Derek has delivered” for the people of lucan. That leaflet has generated a lot of comment in ourschool community. It has angered a great many ofus, to the point where I feel compelled to write toyou and express some of the dismay your leaflethas generated. In that leaflet, you refer to the “9 new schoolsbeing built, or extensively renovated, in DublinMid-West”. you tell us that you “initiated, led anddelivered these programmes in the first 2 yearssince my election to Dáil Éireann”. I read this piecefrom your leaflet with incredulity. Derek, younever once contacted our school, Griffeen Valley,in relation to our forthcoming school extension.neither did anybody from our Board ofManagement or staff contact you or seek yourassistance in relation to the extension. you hadabsolutely nothing to do with this development, and yet you distribute a leaflet in the lucan areaclaiming to have “initiated, led and delivered” thisextension. This is nothing but gross cynicalopportunism on your behalf which I findobjectionable and depressing. The last time you had contact with Griffeen ValleySchool was when you visited at the request ofparents with children with special needs in ourschool. In the last 2 years [since Fine Gael andlabour came to power] our school has lost 4.5Special needs assistants for these vulnerablechildren and has seen the allocation of 1:1Resource-Teaching Hours for these childrenreduced by 15%. I recall Derek that you shook yourhead in shame when parents outlined to you themanner in which the devastating cuts you hadvoted for were having on the lives of theirchildren. neither the school, nor those parents, heard from you after that meeting. The school could easily have invited you to anothermeeting after that, this time with the parents ofchildren from the 4 corners of the planet, whohave english-language needs. Before you and yourcolleagues came to power, our school used to have3 english-language teachers for thesedisadvantaged children. now we have none. On thebasis of our lack of success with you at the specialneeds meeting, parents decided it was notworthwhile talking to you again.

Derek, these losses are 2 very tangible things thatyou have delivered for the children in our schooland for our community in lucan. Can I respectfullyremind you that you have voted for every singlecutback that you and your colleagues in Fine Gaeland labour have put through our parliament. I amsure you would be interested to know thecumulative effect of those votes by you and yourcolleagues, and how those same votes haveimpacted upon the lives of people in ourcommunity.• From being a community where most familieswere doing reasonably ok, our school communityis one where now a majority struggle to make endsmeet;

• There has been a huge increase in unemploymentamong parents;

• almost every week we bid farewell to children,and their parents, who take to the skies in searchof a basic quality of life and standard of living inanother country;

These constitute some of the effects of yourdelivery for lucan in the context of the GriffeenValley School community. at a broader, nationallevel, you and your colleagues have delivered anincrease of at least 40,000 children living inpoverty in our country – something which isprofoundly shameful. Derek, you have alsodelivered austerity in its billions for ordinarypeople with catastrophic effect. at the same time, you and your colleagues

• do nothing to stop the granting of outrageoussalaries to bankers

• effortlessly pick up the billions of debts of thedevelopers

• ensure that every red cent is paid to those whogamble in the casino economy.

Misery for the many and largesse for the few –hardly a record to be proud of Derek.

Can I also remind you Derek that just a few shortmonths ago, you handed back €7,500 euro of publicmoney, which you had wrongly claimed inexpenses. This came as a result of an independentaudit of T.D.s expenses. last year, you took part ina worthless junket of T.D.s to Taiwan which cost usa “fortune”, but which produced not a singletangible benefit for those of us who paid for it.

nothing in this open letter Derek is intended toquestion your integrity or to attack you personally.I’m sure you believe in what you are doing inleinster House. However, I respectfully suggestthat the “Derek is delivering” leaflet is an exampleof the kind of political cynicism that seems toinfect many of our politicians when they are jointhe ranks of our political elite in Dáil Éireann.

If you had an involvement in the delivery of a newpost office or a new social welfare office [adubious achievement, given your government’svery poor record on employment!!] then I wouldbe happy to congratulate you on this. However, ifyou had as much to do with these welcomedevelopments as you had with the extensionproposed for Griffeen Valley, all of which you claimcredit for, then people might do well to hold on totheir congratulations.

Q. I was stopped coming out of ashop about 6 months ago and waswrongly accused of stealing certainitems. I have been very annoyed aboutthis and have been trying to get the shopto apologise to me. They keep writingback to say that they are investigatingthe matter and will revert as soon aspossible. However, time is passing and Iwonder if I should force their hand bydoing anything further? I would preferthe matter not to go to Court if at allpossible but I was very embarrassed atthe time.

a. Firstly, you certainly appear tohave been accused in the wrong of theft, although it would be important to makeout a written statement of the exactevents leading up to you being stopped atthe exit to the shop with particularreference to the words used and actiontaken by the shop staff and/or securitypeople. Time can blur everybody’smemory and it would be very important tohave a very accurate account of eventsleading up to this upsetting incident.Secondly, it is extremely important to be

aware that the Statute of limitations indefamation cases is limited to One yeaR.For your average Personal Injuries action, you have two years in which to considertaking legal action after the event. Thishowever is reduced to one year only forall defamation cases. Therefore, time hasstarted to run and, if you cannot get anysatisfaction yourself in correspondence, you will be left with no alternative but totake action through the Courts, forcingthe shop to clear your good name and, ifappropriate, award you compensation.Remember that even if you leave it upuntil the last minute to consider pursuingthe matter through the Courts, you needto allow your Solicitor time to investigatethe incident. as such, given that you havenot had any satisfaction after 6 months,it seems highly unlikely that the shop willactually satisfy your requirements in thisregard. Indeed, they could bedeliberately engaging in protractedcorrespondence with you in the hope thatthe one year will pass without yourealizing the implications of same. assuch, we strongly recommend that youconsult a Solicitor as soon as possible witha view to bringing matters to asatisfactory resolution.

Q. My marriage is in difficulty andmy husband and I are hoping to keep thecost of a separation to a minimum. If wego to Mediation, can we sign off on theMediated Agreement without going toSolicitors?

a. Obviously, it is hugely upsettingfor you and your husband to be enteringinto this phase of your relationship.Presumably, you have already exhaustedother avenues such as marriage guidancecounseling? assuming this to be the case,Mediation can work very well for coupleswith a view to trying to keep costs to anabsolute minimum. Indeed someMediators provided by the Court Servicedo not charge at all or, charge only anominal fee.

The problem however aboutconverting a Mediated agreement into aSeparation agreement is that it is theMediator who will advise both parties toseek legal advice on the contents of the

Mediated agreement. Remember, aMediated agreement in itself is notlegally binding. This agreement allowsboth parties the opportunity to takelegal advice to ensure that neitherparty are being unfairly treated. Itwould not be a wise idea to sign off ona Mediated agreement without seekinglegal advice. It may well be that youcould simply attend for a once-offconsultation with a Solicitor at a smallcost, and seek advice as to whether ornot the bones of the agreement arefair. again, for the purposes of tryingto keep these costs to a minimum, both parties should prepare affidavitsof Means prior to seeking legal advice. This is a sworn document in relation tothe assets and liabilities of eachspouse. Failure to accurately discloseassets can lead to an agreementsubsequently being overturned so it isessential that both parties do notleave anything out and prepare anaccurate summary of assets andliabilities no matter how big or small. On balance however, it is not a goodidea to even consider signing off on aMediated agreement without seekinglegal advice. We hope that this helpsand that matter progresses well foryou.

Q. I have an adult son who hashad issues with drugs over the pastnumber of years. I am now in myseventies and am seriouslyconcerned about including this son inmy will. I think that if he were toinherit a lump sum, it could be usedfor all the wrong reasons withpossible tragic consequences. wouldit be safe for me to leave him out ofthe will?

a. This is always a difficultsituation for any parent. Obviouslyyou wish it were otherwise but, fromwhat you say, you are left in no doubtbut that your sons’ problems areongoing. However, it is alwayspossible that he might come aroundand I assume that efforts are beingmade to encourage him to seek help.

It is of course always possible to leave

an adult child out of your Will but, it canbe challenged. Obviously every parent hasa legal and moral duty to provide for theirchildren and this is obviously particularlyimperative when children are young andstill being educated for adult life. Itbecomes more blurred as children move onto adulthood and have had an educationand a start in life. There is no automaticduty to leave your estate to your adultchildren, provided that they have had areasonable start in life and the samechances as the other children in the family.Unfortunately, however, there are manycases challenging Wills for all sorts ofreasons and many of them never even getto Court. Many are settled without a fullhearing so it is safe to say that it happensmore than one might imagine. It would bevery important for you to take detailedadvice from a Solicitor in relation to yourproposed plan. If your son is married withchildren, you could perhaps put his shareof money aside to be held on trust for hischildren. Most importantly however, itwould be very important for the instructedSolicitor to take detailed notes in relationto the reasons why you would propose toleave your son out of your Will. Rememberthat you can change your Will at any stageduring your lifetime. a Will only speaksfrom the date of death and it is only thelast Will which is the relevant one. assuch, if your son turns his life around andproves himself to be a responsible citizenagain then, you can change your Will toinclude him. Our advice is to see a solicitorand ensure that your Solicitor is fullyinformed in relation to all the reasons whyyou have doubts about including your sonin your Will. I hope that this has beenhelpful.

worK on yourtan fromthe insiDeMost people agree that a nice tan makes you lookhealthier and sexier. Did you know that sciencehas found a natural way to enhance your tan fromthe inside with help from biologically active plantsubstances?you don’t necessarily have to lie onthe beach and bake in the sun forhours to get a nice tan. accordingto Scottish scientists, increasingyour intake of carotenoids can helpyou tan while limiting thedamaging effects of UV rays. Bystudying how fruit and vegetableextracts affected the skin of 35volunteers, researchers found thatafter six weeks, not only did thediet change add colour to theirskin, but it even made othersperceive the volunteers skin asbeing more attractive.

taKe a CapsuleThe compounds responsible for thiseffect are known as carotenoidsand include beta-carotene,lycopene, lutein, and astraxanthin. These compounds, which give fruitand vegetables their characteristicbright colours, can also be taken incapsule form.

This makes it a lot easier toenhance the colour of your skinwithout having to eat largequantities of fruit and veg.

safe tanninGBesides giving your skin a naturalglow, carotenoids serve asexcellent protection againstUV-damage. In fact, that is howthey work in nature, as theyprotect the fruits and vegetablesagainst UV-damage. In humans, carotenoids have a similar effectand combat potentially harmfulmolecules known as free radicals. These are generated in our skin inresponse to ultraviolet exposure,so by increasing your carotenoidintake you get a nicer skin colourwhile also bolstering your naturaldefence against sun-induced skindamage. However, you shouldalways remember to usesunscreen, for added protection.

Carrots, melons, tomatoes, you name it, they all have bright colours thatmake them look appealing, but there is more to it than that. Differentcarotenoids give fruits, plants and vegetables their characteristiccolours, and these compounds also serve to protect against theultraviolet sun rays and the potential damage they impose. In humans, carotenoids also have a protective effect by shielding cells from freeradicals that are generated in the skin in response to sunlight. In addition, carotenoids stimulate the production of melanin whichis not only responsible for darkening the skin but also for protectingthe deeperlayers from damage.

Some of the carotenoids that are most relevant forskin colour and protection are:

• Beta-carotene (carrots)• Lycopene (tomatoes)• Lutein (marigold)• Astraxanthin (micro-algae)

what are CarotenoiDs?Skin elasticity (or resilience) is whatenables your skin to bounce back inplace when you pull or stretch it.Try this: with the thumb andindex finger of your right handmake a skin fold by pinchingthe skin on the back of yourleft hand. See how long it takesfor your skin to fall back intoplace. The more elastic yourskin is, the sooner it will regainits normal appearance. You canpreserve your skin elasticity bytaking carotenoids when exposingyourself to sun light.

The national youth Council of Ireland’s (nyCI)report ‘Time to Go?’, which was launched lastweek, is the first qualitative study exploring theexperience and impact of emigration on Ireland’syouth over the past two years. The results providean insight into the opportunities and difficultiesfaced by young emigrants in Canada, the UK andbeyond.

The main findings from the research include:Reasons for emigrating· Many young Irish emigrants are movingabroad to experience new horizons and accessgreater opportunities.· limited employment options and lack ofopportunities at home were cited as a determiningfactor prompting their decision to leave.Use of ICT· Skype, free web apps and other ICTs wereregarded by research participants as essential forkeeping in touch with home in a cost effective way,and many stated that they spoke more frequentlyto their parents now than when they lived inIreland.adjustment problems and challenges· emigrants still encounter significantadjustment problems and often struggle withperiods of intense homesickness, stress overfinancial concerns, accommodation, and jobsearching.· But many young people stated that theiremigration was much harder for their parents, than it was for them.Plans for the Future· The vast majority of participants interviewedexpressed the intention and desire to return homeafter a period of time provided they could get ajob.

“In the past 2 years over a quarter of ourpopulation has been affected by the emigration ofa close family member, and half of our 18 – 24years olds have said they would consider

emigrating themselves, so it is vital that this issueis given the consideration it deserves, and that adedicated Government policy response isdeveloped to support our young emigrants andtackle the challenges they face,”* said Marie-ClaireMcaleer, Senior Research and Policy Officer atnyCI.

Recommendations as a result of this reportinclude:· appoint a Minister with responsibility foremigration policy and for responding to andconnecting with the Irish abroad.· Government should develop and implementa strategy for emigrants.· Fund an existing agency that operates in theRepublic of Ireland to provide assistance toprospective emigrants intending to emigrate.· Centralised Data Collection on emigrants toinform the development of a policy response.· launch a campaign to promote foreignlanguages at second level and third leveleducation.· Department of Social Protection, andDepartment of Foreign affairs and Trade tocollaborate in the creation and maintenance of aportal site which would function to map and directthe user to existing websites providing informationat a local level.· Promotion of Internships, Work Placementsor employment Opportunities abroad.

Officially launching the report, Ms Marian Harkin,MeP said:“This is a particularly valuable piece of researchin that it doesn't simply document thephenomenon of emigration, it also examinesappropriate policy responses that need to be putin place both before and after people emigrate. However "Time to Go?" focuses on people as muchas policy and indeed the policy responses havetheir genesis in the collective responses of ouremigrants”.

as temperatures riseand more of us ventureoutside, Vhi SwiftCareClinics are calling onparents to be aware ofthe potential dangersposed by bouncy castles

and trampolines. May2012 saw 45 patientspresenting to the VhiSwiftCare Clinics withinjuries relating tobouncy castles andtrampolines and in april

2013 there have alreadybeen a number ofpresentations. Of thosepresenting in May 2012,nearly 56% were femaleand under 10 years ofage and the vast

majority of the injuriessuffered were sprainsand breaks of arms andlegs.

Commenting on thefindings Dr Brian

warninG aGainst the DanGers of BounCy Castles anD trampolinesGaffney, medicaldirector, Vhi SwiftCareClinics said “Wewholeheartedly supportchildren playing outsideand staying active butyear on year we see anincrease in these typeof easily avoidedinjuries as more parentsinvest in trampolines orhire bouncy castles forcommunions andbirthday parties.Children can suffer anasty break which canbe traumatic foreveryone involved. Weare calling on parentsto take a number ofstraight-forwardprecautions with a viewto minimising bumpsand bruises andreducing the number ofthese type of injurieswe treat this summer.”

Dr Gaffney suggestedtaking the followingsteps:1. always have aresponsible adultsupervising this type ofactivity. Most accidentstake place in that splitsecond when backs areturned and attention iselsewhere – rememberprevention is betterthan cure.2. Ideally only one childshould be on atrampoline or bouncy

castle where possible. If this isn’t the casethen ensure that thechildren are the sameage and size and aren’twearing any shoes orsharp items (such asbelts etc).3. Make sure bouncycastles are correctlyanchored before useand inspect the nettingaround trampolines tomake sure there aren’tany gaps or tears.4. If it has been raining, make sure that surfacesare dried off correctlybefore children start toplay – bouncing onslippery surfaces is arecipe for disaster.5. Position bouncycastles and trampolineson grass, well awayfrom hard surfaces orprotruding items – manyaccidents happen whenpeople are stepping onand off.6. Do not allow anyone– adult or child – toattempt somersaults orflips on a trampoline orbouncy castle. This isextremely dangerousand could lead to spinalinjuries, concussion or ahost of serious injuries.7. If adults decide to trytheir bouncing skillsinsist on one person ata time and ensure noalcohol has been

consumed. While mostof the accidents we seeare in children, thereare usually a handful ofparents who presentwith injuries each year.

Dr Gaffney concludedby advising that “If theworst happens andsomeone is injured, take the followingsteps”:· Stay calm and don’trush to stand up or toget the person to standup.· If someone cannotfeel their arms / legs, has hit their head orlost consciousness callan ambulanceimmediately.· If you have a severelybroken bone i.e. a bonehas broken throughyour skin you should gostraight to your nearestaccident & emergencyDepartment.· If you suspect youhave a broken bone or asprain then you caneither visit your localurgent care centre oryour local accident &emergency Unit.· In all instances whereyou suspect a sprain, strain or break youshould remember toPRICe: P = protect, R =rest, I = ice, C =compress, e = elevate.

Dublin MEP shares horrorsof Palestine

Irish MeP emer Costello hasappealed to the governmentand the internationalcommunity to insist thatIsrael end its occupation ofPalestinian lands in eastJerusalem and the WestBank. The labour MeP, who spentlast week in the region ashead of an eU delegation, concluded that only an endto the occupation couldrestore the basic rights ofthe Palestinian people, which she said are currentlybeing denied.Speaking on her return toDublin, Ms Costello said thedelegation witnessed firsthand how the freedom ofthe Palestinian people isbeing crushed by a“strategic Israeli plan” toforce Palestinians off theirlands and remove theirresidency rights, particularlyin the Jerusalem area.“Freedom of movement isdenied, as checkpointsrestrict access to work andschools, and the separationwall has annexed vast tractsof the West Bank, disconnecting families andpreventing Palestinians fromgoing about their dailylives.”“Freedom to live withoutharassment is denied, asIsraeli settlers engage in

violence against Palestinianpeople and their propertieswith impunity, and Israelipolice fail to investigate andcharge the perpetrators.”“They are denied thefreedom to develop theirhomes and lands, as atwo-tier planning systemallows Israeli settlements todevelop and expand whilePalestinian homes andessential infrastructure arebeing demolished daily,”said Ms Costello. The delegation saidPalestinians are beingdenied the freedom to walkand drive on the samestreets as Israelis in Hebron, nor are they allowed to livepeacefully as Bedouins inthe Jordan Valley but arebeing evacuated from theirhomes at short notice. They added that in Jenin,Hebron and Bethlehem,Palestinian governors, mayors and the businesscommunity are unable todevelop the local economyof their towns and villagesbecause taxes are withheldand economic projects arerefused permission.Ms Costello praised what shedescribed as the“remarkable resilience” ofthe Palestinians despite theundermining of their rightsand freedoms.“They have at all timesretained their dignity anddemonstrated their

commitment to non-violentresistance in pursuit of theirright to self-determinationand statehood,” she said. The labour MeP urged theeU's High Representative forForeign affairs Catherineashton to insist that Israelcease its “illegal policies”that are preventing aresumption of negotiationsto bring about an end to theoccupation. The delegation alsoexpressed concern about thetreatment of Palestinians inIsraeli prisons and said afact-finding mission to assesstheir conditions should beheld “as a matter ofurgency.”

Dublin pupils and MEPs dothe “European

Handshake”

Children across the capitalwere kept busy shakinghands with each other thisweek, as part of nationwidecelebrations for europeWeek. local MePs visitedschools across the city toshare the “europeanHandshake” in a spirit ofsolidarity and to rejoice inthe diversity in our schools. The handshake is one of aseries of initiatives centredaround europe Day on May9th, commemorating theday in 1950 when France andGermany vowed never againto go to war, which led to

the creation of what hasbecome a union of 27countries.labour MeP for Dublin emerCostello explained thesignificance of beingeuropean during her visit toSt Clare's Primary School inHarold's Cross this week."The european Handshakeconnects students andschools across Ireland to thewider european continentand is a powerful symbol ofour resolve for peace andunity across the eU. Throughthe physical bond of ahandshake, studentsembrace the concept ofsolidarity and celebratediversity," said Ms Costello.Because of Ireland'ssix-month eU presidency, and also to mark the 40thanniversary of Ireland's eUmembership, it was decidedthis year to extend europeDay to a whole week ofcelebratory events. Theyincluded dozens of cultural, entertainment and businessevents, such as the europeDay Breakfast Briefing inDublin. The Irish exportersassociation organised thebreakfast to showcase thesuccess abroad of localcompanies in the capital.Other events included theeurope for CitizensRound-table Conference atthe european ParliamentOffice in Dublin, europe Daylive on nearFM radio

station, and an exhibition ofeuropean Works in thenational Gallery.

EU enlargement couldhalve Irish MEP numbers

a Fine Gael MeP has claimedIreland could lose up to halfits MePs by the year 2019because of the allocation ofseats to new countries likelyto join the eU. Jim HigginsMeP warned that unless thegovernment develops anegotiating strategy forretaining the maximumnumber of seats, Irelandrisks a serious loss of powerand influence on eU policyover the next few decades.Speaking from Brussels, MrHiggins said Ireland couldstart by using its veto toblock the planned loss of oneMeP seat in the 2014elections.“If you look at thepopulation of the sevencountries most likely to joinover the next decade, therewill be a need to allocateroughly 60 of the current751 seats to these newmember states. It meansthat Ireland could go from asituation of having had 15MePs in 2004 to just seven oreight by 2019, unless thegovernment sets out its stallclearly,” he warned.Croatia is next in line to jointhe eU on 1st July this year, and its accession will mean

the loss of one Irish seatcome next year's europeanelections. Other countrieswaiting in the wings includealbania,Bosnia-Hercegovnia,Montenegro, Serbia, Turkey,Macedonia and Kosovo.Iceland has already met thecriteria laid down to join theeU, but its progress towardsmembership is threatenedby a dispute over mackerelfishing. Turkey is also beingheld up, by ongoing disputeswith Cyprus, while progressfor some of the Balkancountries is being slowed byeU concerns around freedomof expression, organisedcrime and corruption.Jim Higgins urged thegovernment to “wake up”and develop a coherentstrategy to secure Ireland'slevel of influence at eUlevel.“Ultimately, the europeanParliament is broken up into22 committees. If you don'thave an Irish MeP keeping aneye on committees, you willhave legislation goingthrough with absolutely noconsideration for the Irishposition,” he warned.

He also pointed out thatcutting the number of IrishMePs would not mean asaving for the Irish taxpayer,as we will still have to paythe same amount to fundthe european Parliament.

Fine Gael Senator forDublin South-West, CáitKeane, has welcomedthe announcement thatTallaght has beenshortlisted as one of100 towns and citiesnationwide for anational Town and CityRevival Initiative thatwas launched by Retailexcellence Ireland in2012. In July of lastyear, a national Townand City RevivalCommittee wasestablished toendeavour to improvethe fortunes of Ireland'stowns and cities.
