F A A Controllers - Interview Outline I. Introduction A . T h e September 11 Commission is an independent, bipartisan Commission created by Congress and the President to investigate the facts an d circumstances surrounding th e 9-11 attacks an d make recommendations to prevent and prepare for future terrorist attacks. B . We are not part of the congressional "Joint Inquiry" whose report h as been in the news recently. T h e Joint Inquiry's mandate is more limited and narrower than our mandate. T h e Joint Inquiry's investigation was limited to the review of intelligence agencies' actions and the collection of counterterrorism intelligence prior to the 9-11 attacks. W e have a much broader mandate, namely, to review th e "facts a n d circumstances surrounding" th e 9-11 attacks. Among other areas of inquiry, ou r Commission is looking a t airport security, th e FAA's interaction with th e four hijacked aircraft, th e military's response to the attacks, th e national leadership's response to the attacks a nd U.S. imm igration policies prior to 9-11. C. We are mem bers of the Commission staff team focusing on the FAA's tracking and the military's attempted interdiction of the hijacked airliners. One of the Commission's goals is to create a complete an d factually accurate account of what transpired on 9-11 when o ur country w as attacked by suicide bombers using commercial aircraft as weapons o f mass destruction. We asked to meet with you based on the fact that you are FAA employees who had some form of interaction with one or more of the hijacked aircraft o n 9-11. We are also very interested in your thoughts concerning recommendations th e Commission m a y make to prevent future terrorist attacks. D . We are not investigating y u personally. Moreover, we are not a prosecuting body and do not have grand jury powers. E. We will use the information that w e obtain from you in today's interview to assist the Commissioners prepare their report to Congress and the President. In this regard, w e need to accurately record th e information yo u give u s today. F or that reason, th e Commission's rule is to tape record all interviews.
