    1. Operations Manager for Traffic Management (OMTM) - Provides overall guidance and second-level supervision to the Traffic Management Unit.2. Supervisory Traffic Management Coordinator in Charge (STMCIC) - This position has theauthority and responsibility for the daily Traffic Management operation. T he STMCIC shall:

    a. Maintain liaison with the Air Traffic Control System Command Center (ATCSCC), adjacentTraffic Management Units, and the Operations Manager in Charge (OMIC), to ensure TMU is meetingoperational requirements.

    b. Keep the Operations Manager in Charge informed of any actions that have a significant impact onthe operation.

    c. Perform such pre-duty familiarization so as to acquire an overview of the operation likely to affectthe tour of duty.

    d. Assist Operations Supervisors in evaluating the need fo r traffic restrictions and, if necessary, im -plementing them.e. Maintain liaison with the Shift Coordinator (SC), Departure Coordinator (DC), ArrivalCoordinator (AC), Weather Coordinator (WC), Hotline Coordinator (HC) and Monitor AlertCoordinator (MAC) to ensure the TMU is meeting operational requirements placed upon it.f. Develop the necessary data to justify the implementation of the Severe Weather Avoidance Plan(SWAP) and coordinate implementation with the OMIC.g. Initiate and participate in periodic telephone conferences with the Eastern Region, Air Traffic

    Control System Command Center (ATCSCC) and adjacent facilities for the purpose of establishing thestatus of the A ir Traffic System.h. Disseminate the following airspace availability information in the absence of a MilitaryOperations Specialist (MOS): Warning Areas, Restricted Areas, Military Operating Areas (MOAs) and

    other airspace blocks.i. Ensure that reportable arrival and enroute delays are entered into the Operations Network

    (OPSNET) computer.j. Notify, when applicable, Eastern Region an d Washington Communications Offices, North

    American Air Defense (NORAD), Regional Coordination Center (RCC)/Search and Rescue (SAR) andother adjacent facilities for aircraft in distress, lost or hijacked.k. Issue an Alert Notice (ALNOT) fo r overdue or lost aircraft in accordance with the Air Traffic

    Control Order, 7110.65.1. Serve as the focal point for all Direction Finding (DF) related activities.

    3. Shift Coordinator (SC) - Under the general supervision of the STMCIC, this specialist shall:a. Perform such pre-duty familiarization so as to acquire an overview likely to affect operations dur-

    ing the tour of duty.b. Provide ATCSCC with pertinent information as needed.c. Maintain a log of traffic management activity (in addition record departure delays on designatedform.)d. Coordinate with STMCIC, and Operations Supervisors and/or adjacent facilities as necessary fo r

    release of NAVAIDS for maintenance purposes and issue/implement substitute procedures asappropriate.

    e. Advise facilities of information pertinent to the operation.f. Input/Extract information from the ETMS relative to traffic management.g. Perform collateral duties as assigned

    4. Departure Coordinator (DC) - This specialist performs functions that impact traffic departingfromdesignated New York Center Airports and PHL. The Departure Coordinator shall:a. Perform such pre-duty familiarization so as to acquire an overview likely to affect departure

    operations during the tour of duty.b. Analyze the departure traffic flow, NAVAID availability, weather conditions, traffic forecast,airport conditions and delays.c. Reroute traffic via alternate routes (through designated sectors and/or centers), as necessary.d. Inform the STMCIC and appropriate Operations Supervisors in Charge (OSICs) about trafficmanagement initiatives.e. Maintain a record and log of traffic management initiatives and other applicable information.

    5. Arrival Coordinator (AC) - This specialist performs functions that impact traffic arriving at NewYork Metro Airports, PHL, DC Metro, and IAD. The Arrival Coordinator shall:a. Perform such pre-duty familiarization so as to acquire an overview likely to affect operations dur-ing the tour of duty.b. Analyze the arrival traffic flow, demand, airport capacity, runway configurations, overflowcapabilities and weather conditions. This specialist should suggest/inform the STMCIC of potential fo rarrival delays, need to reroute fo r weather, etc., and other initiatives to expedite arrival flows.

Implement Arrival Flow Management (AFM) procedures to minimize air traffic delays on the userwithout exceeding ETMS Monitor Alert Parameters.d. Act as focal point fo r arrival delay inform ation, discussions, rerouted arrival flows, and otherissues related to NY Metro, PHL, DC Metro, and IAD. Inform STMCIC and ATCSSC of arrival status.e. Maintain a record of traffic management initiatives and other applicable info rmation.f. Record arrival and enroute delays and enter into the arrival delay program.

    6. Monitor Alert Coordinator (M AC) - Using the ETM S, in accordance w ith FAA 7210.3, thisspecialist shall:a. Monitor all adapted sectors to determine capacities and traffic demands.b. Monitor the system fo r alerts. As required, coordinate with the OSIC responsible for the sectorbeing alerted, and take appropriate action that may be required to adjust traffic.c. Coordinate with SC, AC, and DC as necessary.d. Inform STMCIC of alerts and recommended action, and/or current initiatives.e. Include the ATCSCC in all coordination of interfacility Traffic Management actions.f. As directed by the ATCSC C, provide backup Monitor Alert services fo r facilities that experienceloss of mo nitor alert capabilities. Transmit reports to the affected TMU.g. Notify the ATCSCC when the ETMS is out of service and when it has returned to service.h. Maintain a record of sector alerts in accordance with current guidelines.

    7. W eather Coordinator (WC) - This specialist shall:a. Perform familiarization for an outlook on the shift's operation.b. Maintain liaison with OSICs and the meteorologist fo r information on weather conditions.c. Serve as the focal point for the receipt of Pilot Reports (PIREPs); Dom estic and International

    Significant Meteorological Advisories (SIGMET s); Center Weather Advisories (CWA s); and AirmanMeteorologist Adv isories (AIRMETs) both interfacility and intrafacility. Forward reports to the CenterWeather Service Unit (CW SU) when the meteorologist is available.d. In the absence of CWSU personnel, disseminate PIREPs meeting urgent criteria to the New YorkAutomated Flight Service Station (NYAFSS).e. Ensure dissemination of SIGMETs, CWAs, AIRMETs, and Alert Weather Warning (AWWs)within the New York Center area.

Keep the STMCIC and/or other TMCs informed about adverse weather conditions and anyexpected effect on air traffic operations.h. Ensure dissemination of International SIGMETs to the oceanic operation supervisors.h. Maintain a record of pertinent weather notices and advisories.

    8. Center Weather Service Unit (CWSU) - The CWSU is operational 16 hours per day. Themeteorologist shall, in accordance with the weather service manuals, perform the following:a. Prepare Center Weather Advisories (CWAs).b. Provide weather consultation to airborne pilots in contact with ARTCC involved in weatherrelated emergency.c. As appropriate, coordinate with National W eather Service (NWS) office(s) when issuing productssuch as CWAs and MISs.d. Disseminate C WA s beyond the ARTCC area.e. Disseminate pilot reports (PIREPs) m eeting urgent criteria via telephone to NY Automated FlightService Station (NY AFSS) or via Leased Service A and B (LABS).f. Disseminate urgent PIREPs to appropriate National W eather Service (NWS) office(s).g. Prepare scheduled briefing and deliver inform ation for assembled AR TCC p ersonnel ("roundup").h. Prepare meteorological impact statement (MIS) and disseminate beyond the ARTCC area.i. Deliver scheduled briefing to dispersed ARTCC personnel (towers, etc.) and/or to ZNY air trafficcontrol personnel.j. Provide special pilot weather briefing (PWB) to requesting U.S. Government unit (e.g. for Al,etc.).k. Assist the TMU weather coordinator in soliciting and gathering PIREPs or other weatherinformation.1. Prepare locally specified displays or written forecasts of time critical conditions within or affectingthe ARTCC area of responsibility. Solicit/gather PIREPs or other weather inform ation.m. Provide courtesy Pilot W eather Briefings as requested.

Arrival Coordinator (AC) combines with SC position.d. Mon itor Alert Coordinator (MAC) combines with SCposition.e. Weather Coordinator (WC) combines with SC.f. Hotline Coordinator (HC) combines with STMCIC.
