FMCSA MP WorkshopIntroduction & Overview

Overall Workshop Objective– Facilitate collaborative exchange– Surface dependencies, redundancies, conflicts, gaps– Develop common understanding of the big picture Information

Architecture

Information Architecture– Method of expressing models and concepts for information– The structural design of shared information environments– Analysis and design of the data stored by information systems,

concentrating on entities, their attributes and their interrelationships

– Provides a broad view identifying dependencies, redundancies, gaps, and opportunities to construct integrated systems

FMCSA MP WorkshopIntroduction & Overview

Information Architecture is an Enabler to the Medical Program Mission

– The mission of the FMCSA Medical Program is to promote the safety

of America's roadways through the publication and implementation of

medical regulations, policies and standards that ensure commercial

motor vehicle drivers engaged in interstate commerce are physically

qualified to do so.

Session Schedule / Timeline– Day 1 (9am – 5pm)

• Introduction & Overview• Projects & Activities

– Who is involved and what are they doing?

• Requirements Sources– What are the key drivers for future direction?

• Functional Hierarchy– What capabilities are required to succeed?

• High level Process and Information Requirements– What information and process support is required to succeed?

– Day 2 (9am – 3pm)• (If necessary) Complete High level Process and Information Requirements• Use Case Example

– What approach can be used to effectively analyze business processes and model them for automation?

• High Level Design & Roadmap– What does it all look like and how could it be sequenced?

• Wrap-up & Next Steps

Page 5: Systems Assessment - Workshop Framework

Final 2/26/2008

Workshop Guidelines to Manage Activity & Maximize Result– General meetings management

• This is a collaborative workshop, not a seminar– Participate– Leverage your own lessons learned into the discussion– Ask questions, offer ideas, and challenge assumptions

• Time boxed activity– Strive to cover all material– With a level of reasonable flexibility to allow for important discoveries

• Parking lot for off topic issues and action items

– Session Specific• Each has strawman material and lead in explanation to quickly jumpstart

collaboration• Materials will be wall-mounted and reviewed/edited on screen throughout

session• Facilitation Approach

– Review strawman content– Challenge, discuss, and debate– Add, change, delete content– Validate– Determine actions and follow-up (if necessary)– Close

FMCSA MP WorkshopIntroduction & Overview

FMCSA Medical Program WorkshopSession 1: Project and Activity Overview

• Identify– Projects, applications, sites, infrastructure

– The groups doing the work (Volpe, Axiom, ?) (this gets covered by the stakeholders table)

• Create matrix– Who is doing what

– Where is there overlap

– Where are there gaps (need to revisit this as we learn more of what needed to be done)

– Add in considerations for evolving rule making legislation

Working Session ActivityReview and test for correctness and completenessOther activity underway?

Use Case Modeling – Illustrates a way to analyze process activity

– Decomposes activities into discrete components

– Defines the activity in a complete, concise, consistent manner

– Allows the right details to be fed to systems development to ensure the correct functionality is created

– Business models lead to Systems models

– Aligns to future process analysis expectations from CSA2010 and FMCSA Enterprise Architecture

FMCSA MP Workshop Session 5: Use Case Example

Use Case Example from MEDEX– Case tables illustrating a way to analyze and decompose a task– Leads to automated processes– Aligns to future process analysis expectations from CSA2010USE CASE # 1 Proof of License for a Driver

Goal in Context FMCSA must review a driver’s application (Proof of License) and supporting documentation for accuracy and validity.

Scope & Level FMCSA, Primary Task Preconditions Applicant has submitted a basic application with full or partial

supporting documents and information. Success End Condition

Applicant’s proof of license information can be validated.

Failed End Condition

FMCSA can’t validate an Applicant’s license. FMCSA is waiting for applicant to supply missing information that was required or request. Applicant does not have proof of a current, valid license.

Primary, Secondary Actors

Primary: FMCSA administrator, Applicant.

Trigger Applicant submits application with license information to FMCSA DESCRIPTION Step Action 1 Driver applicant has applied for certification. 2 Is all the information present to begin the process to

evaluate Proof of License? Note: The application form includes basic application form data, Motor Carrier Employer and Vehicle Data, Medical Evaluations and Physical Examinations, Skill Performance Evaluations, Waivers and Driver Safety Record. In this Use Case we are only checking basic application form data.

3 Check license information. License Number State where license issued matches applicant’s

home address. Issue and Expiration Dates are within 3 year

period and license has not expired. Classification Restrictions Endorsements.

4 Legible copy of license submitted? 5 Additional licenses for this applicant? 6 Driver Application has passed Proof of License. EXTENSIONS Step Branching Action 1a Sort the applications submitted so the oldest applications

are handled and processed 1a1. Old applications require applicant follow up.

2a Application is missing basic data. 2a1. Require applicant follow up – send correspondence.

3a Check of license information missing required information. 3a1. Require applicant follow up – send correspondence 3a2. Applicant follow up – 6 month correspondence

4a Copy of license not submitted.

RELATED INFORMATION

Proof of License – Supporting documentation or information.

Priority: top Performance 10 minutes to process a complete application with no missing or

supporting documentation. 0-6 months turn around on applications that require follow up by administrator.

Frequency 200/day Channels to actors Interactive - may be correspondence, email, other OPEN ISSUES What happens to the application status if the Driver Applicant

never responds to multiple correspondence attempts and reminders? After 6 months? What happens to the application if the Driver Applicant moves residency during the filing process? What happens if the license expires within the Application processing period?

FMCSA Medical Program WorkshopSession 1: Project and Activity Overview

• Identify– Projects, applications, sites, infrastructure

– The groups doing the work (Volpe, Axiom, ?) (this gets covered by the stakeholders table)

• Create matrix– Who is doing what

– Where is there overlap

– Where are there gaps (need to revisit this as we learn more of what needed to be done)

– Add in considerations for evolving rule making legislation
