DIXON – The city’s Welcome Center might be on the move.

The tourism board, which operates the center, was told earlier this year that the lease on the current spot at 106 W. River St. would not be renewed, board member Ann Lewis told the City Coun-cil Monday night.

“This [new] location is very visible to the riverfront,” she said. “And, of course, with our plans in the future to expand the riverfront, it kind of puts it right in the middle of everything.”

The board looked at several possible locations in Dixon but settled on 83 S.

Peoria Ave., just south of the bridge on the west side of the street, because the rent is less and the configuration allows for more space for exhibits, she said.

With utilities, Lewis said, the tour-ism board was spending about $1,150 a month, $950 going for rent. The 3-year lease for the new location, which is owned by Randall Newcomer, sets the rent at $850 plus utilities.

The lease will be on the City Council’s Dec. 15 agenda for a final vote.

The Welcome Center must be out by the end of the month, so Newcomer will let the board move in before the lease official-ly starts on Jan. 1. It should be open by the first week in February, Lewis said.

The mural also is moving: It will be installed on the north side of the new building, Lewis said. It’s part of the Lincoln Highway mural project and

commemorates a military convoy, led by Dwight D. Eisenhower, mak-ing a transcontinental trip on the highway in 1919 to test the highway’s ability to support military transpor-tation.

The new location is not only bigger, but it’s one big room, which will allow for a more efficient layout than the current location. Lewis said.

With the added space, the new loca-tion will allow for the center to add displays for all tourist destinations – Loveland Community House, the Ronald Reagan Boyhood Home, and others – and have a map of the city with other destinations.

“We have actually been limited because of the configuration of the cur-rent location from doing this,” Lewis said. “It will be better to advertise Dixon

DIXON – Officials at Open Sesame Children’s Learning Center in Dixon continue to express interest in buying Lincoln Elementary School.

Doug Lee, president of Open Sesame’s board of directors, said the board could decide to try to buy the building when it meets in January.

“This is still on the table, but I’m not sure how likely it is,” Lee said Tuesday.

Open Sesame staff originally planned to move all of its operations into Lin-coln School, 501 S. Lincoln Ave. To do that, state fire officials say, Open Sesa-me must install a fire sprinkler system,

which could cost more than $200,000.

Because of that, the board is looking to per-manently house only the after-school and summer programs in the building, since Open Sesame has outgrown its current site.

The nonprofit day care, based at 1101 Middle Road, currently rents space on the first floor of Lincoln School for those two programs.

“We would only be on one floor,” Lee said. “Going onto the second floor would require a sprinkler system.”

The district closed the school at the

end of last school year to save money.Taking ownership of the building is

important, Lee said, because the rental agreement could end on short notice.

“If the school district sells the build-ing, or if they have another need for it, we will get a 30-day notice, and we are out,” Lee said. “The school district has been accommodating, and they have been willing to work with us, but we can’t expect that forever.”

Open Sesame has about 110 students in its K-4 after-school and summer pro-gram at Lincoln, and 150 more in the preschool program, making it the big-gest day care in the area, officials say.

Open Sesame serves students who

range in age from 6 weeks to 12 years.“If we could purchase the building, we

would be able to continue the programs we already have in place,” Lee said. “The remaining operations would stay on Middle Road.”

Some of the benefits of buying the school, Lee said, are the additional facility and gym space and a larger play area.

Dixon schools Superintendent Mike Juenger said he would love to see the day care buy Lincoln.

“We have to sell the building either by auction or sealed bid,” Juenger said. “The school has not been put on the market at this point.”

ROCK FALLS – The city is moving ahead with a plan to bring broadband into its fold of utility offerings.

A representative from Magel-lan Advisors, a technology ser-vices consulting firm the city has worked with for about a year, presented a strategic plan to the council Tuesday. The plan looked at various aspects of the project, including fea-sibility, market analysis, and business model options.

Dick Simon, director of the city’s electric department, has been working closely with Denver-based Magellan on the plan to develop a broadband utility. The department would be responsible for running the service.

Magellan’s Kyle Hollifield told

the council that the firm’s find-ings indicated that the project is feasible for the city. He also outlined three business mod-els, saying that the study find-ings suggested that the city was best suited to be a business ser-vices provider. Services would include Internet, data and voice options.

The city’s existing infrastruc-ture was a big plus for feasibil-ity, Hollifield said.

“You should be pleased that someone had the foresight to put some dark fiber in the ground,” Hollifield said. “The electric util-ity put that in place for their own needs and for substations, but half of it is unused.”

Many electric com-panies decided to set up a fiber-optic network when the expensive engineer-

ing and construction work was done for its cable systems. It is referred to as dark fiber because it isn’t currently being used, but was considered an investment for the future. The network can be a revenue generator later because it is sought after for its higher bandwidth and better connectivity capabilities.

“The fiber itself is inexpensive; the conduit and getting it in the ground are the expensive parts of setting up the network,” Hol-lifield said. “With the dark fiber infrastructure already there, it doesn’t take much capital to do a buildout.”

In addition to providing a reve-nue stream as a business provid-

er, the buildout could also help bring new business to the area.

“Businesses want to locate where there is strong infrastruc-ture,” Hollifield said. “I can’t guarantee business growth in Rock Falls, but in my experience, cities of similar size find it dif-ficult to do economic develop-ment without this type of tech-nology.”

In order for the city to provide broadband service, a referen-dum would be necessary.

City Administrator Robbin Blackert said the revenue stream could also come from outside the city’s boundaries.

“The referendum would be done to provide services within

the city limits, but we can com-pete outside the city,” she said.

The council voted unanimous-ly to accept the findings of the study, and move forward with the project. The cost of the next steps, however, is not to exceed $60,200.

The next steps include devel-oping a formal business plan and a preliminary engineering design.

Alderman Glen Kuhlemier said the table has been set for this project, and it would be foolish not to take advantage of what has already been done.

“To go backward is untenable after the foresight of the past,” Kuhlemier said.

STERLING – After 48 years of serving the community, White-side HomeCare will end its ser-vices next month.

The Whiteside County Health Department started the service in 1966 when the region had no other options for home health

care, said Beth Fiorini, admin-istrator of the department.

The decision to end the ser-vice was made by the County Board of Health in the fall.

The service averages around 38 to 40 patients a month, Fiorini said, but with the steady increase in home health care providers, the cost to continue the service finally outweighs the community’s need.

“In the beginning, when there was no other option in the county, we basically got really big and flourished

through the ’80s,” Fiorini said. “And then hospitals started having home care, and com-petition started.

“It’s hard for us to compete because we’re a government agency, and so we have certain government benefits we have to provide ... that make my staff a lot costlier than some other staff. We started losing money, and so, since there was an adequate supply of home care, ... we decided it was time to close.”

Short-term patients will still

be taken on a case-by-case basis for the next month or so. The program won’t officially come to a close until Jan. 30.

“My home care is – I want to say – the best home care avail-able,” Fiorini said. “I know everyone loves them. They do an excellent job. And those [nurses] are so professional and well-trained and educated. In some ways, it’s pretty pain-ful. But is that enough reason to keep a program that is losing money?”

All of the home care employ-

ees have found other jobs, or are going to transition into new positions with the health department once the home care program closes, Fiorini said.

“I’d like people to know that we really appreciate all of the people that we’ve gotten to take care of,” she said. “It really is painful.”

Chilly weather screams for soup.

This quick chicken soup with orzo is just all-around easy to make and comforting. Serve with some nice, crusty bread, perhaps a side salad, and din-ner is served.

With this recipe, all you need on hand is shredded leftover chicken, broth, some small-shaped pasta and just about any vegetable.

You can use any broth, but opt for the low-sodium vari-ety. The Free Press Test Kitch-en’s broth favorite is the low-sodium variety of Better Than Bouillon chicken base. It has a terrific, rich flavor. And one jar makes about 38 cups of broth, so it’s cost-effective. Once opened, refrigerate the bouillon base, and use it by the expiration date on the lid.

We used orzo, a rice-shaped pasta in the soup. Because it’s small, orzo cooks quickly. But any small-shaped pasta, such as ditalini or even pearl couscous, can be used.

Quick Chicken Soup with Orzo

Makes: 12 cups Preparation time: 10 minutesTotal time: 45 minutesThis is the ultimate feel-good

soup. Use any variety of broth, but we used chicken broth made with low-sodium Better Than Bouillon chicken base. It has a rich flavor and is ideal for this soup.

1 tablespoon olive oil! cup diced onion2 ribs celery, thinly sliced3 cups carrots, thinly sliced8 cups fat-free, less-sodium

chicken broth or homemade chicken stock

3 cups shredded cooked chicken breast

1 cup uncooked orzo or small pasta such as ditalini

2 cups frozen cut green beans or 1 cup frozen peas

Sea salt and freshly ground

black pepper to taste! cup chopped fresh Italian

parsley, optionalIn a medium soup pot, heat

the olive oil over medium heat. Add the onions, celery and car-rots. Stir until evenly coated

with oil. Cover, reduce the heat to medium-low. Cook, stirring occasionally, until the vegeta-bles are soft; about 15 minutes.

Watch carefully so the vegeta-bles don’t burn. Add some water or broth if the pan gets too dry.

Add the chicken broth and shredded chicken. Cook uncov-ered for 10 minutes over medi-um heat.

Add the orzo, cover and cook about 6 minutes or until orzo is al dente. Add the green beans and cook for another 5 minutes. Season to taste with salt and pepper. If using, stir in the pars-ley and serve.

Per serving: 150 calories (21 percent from fat), 4 g fat (1 g sat-urated fat), 14 g carbohydrates, 16 g protein, 206 mg sodium, 30 mg cholesterol, 2 g fiber

Q: I would like to make bis-cuits before Thanksgiving. Should I partially bake them and then freeze them, or freeze them unbaked? Or is this impossible?

A: It’s not impossible at all. It’s easy to freeze unbaked biscuits.

It works best with baking-powder biscuit recipes. Make the dough and cut out the

biscuits, then freeze them on a baking sheet. When they’re hard, remove them to a freezer bag with the air pressed out.

Don’t thaw them before bak-ing. Brush them with a little melted butter and bake at 425 degrees for about 8 minutes, until brown and warmed through.

To help you along, here’s a make-ahead biscuit from Ina Garten’s new book, “Make It Ahead” (Clarkson Potter, $35).

Make-ahead Salt & Pep-per Biscuits

Yield: 8 to 10 biscuits2 cups all-purpose flour1 tablespoon baking powder1 teaspoon kosher salt6 tablespoons

(3⁄4 stick) cold, unsalted butter, diced

2/3 cup cold half-and-half1 egg beaten with

2 teaspoons half-and-half, for egg wash

Flaked sea salt, such as

Maldon, and coarsely ground black pepper

Place flour, baking powder and salt in a food processor and pulse to combine. Add the but-ter, breaking up the pieces as you put them in. Pulse about 10 times, until butter is the size of large peas.

Pour half-and-half down the feed tube with the processor run-ning and pulse just until the mix-ture starts to come together.

Dump the dough onto a floured board and quickly knead into a

ball. Roll out ! inch thick with a floured rolling pin. Cut out with a 2 !-inch plain, round biscuit cutter.

If baking right away: Place on a sheet pan lined with parchment paper. Brush tops with the egg wash and sprinkle with sea salt and pepper. Bake 10 to 15 min-utes at 450 degrees. Cool 5 min-utes. If making ahead: Cut the biscuits and refrigerate overnight, or freeze. Before baking, brush with egg wash and sprinkle with salt and pepper.
