1. Carol Macnamara has volunteered to paint a smaller sign 3X4 2. Community involvement 3. Pay a professional to do the signs 4. Roberta moves to have Carol paint the sign using what material she has 5. Evelene will ask her friend Chene if she would want to do the sign 6. Sierra could paint a nice sign with just letters saying Welcome to Sutton 7. The Valdez sign is a good example of what we would like to have 8. Sierra will check on used telephone poles.

Dear Mr. O'Brien:

The Alaska Department of Environmental Conservation (ADEC) Commissioner's Office has received your request for adjudicatory hearing on

• ADEC's issuance of Air Quality Control Minor Permit No. AQ1227MSSO4 to Usibelli Coal Mine, Inc., for the Wishbone Hill Mining and Processing Operation. Your request was received on April 30, 2015.

Before the Commissioner can act on your hearing request or refer it to the Office of Administrative Hearings, ADEC's regulations require that notice be provided to the public of the request for hearing. 18 AAC 15.200(d). The regulations at 18 AAC 15 allow twenty days from publication of the notice for the public and department staff to submit responses on whether the Commissioner should grant or deny the request. 18 AAC 15.200(d) and 18 AAC 15.220(a). ADEC issued the public notice concerning your request for hcarim on May 6, 2015. A copy of the public notice is enclosed.

You may file a reply within seven days of service of any timely filed response to the hearing request. 18 AAC 15.220(a), Within 30 days after the deadline for responses and replies, the Commissioner will inform you, any parties submitting responses, and the Office of Administrative Hearings of the decision on this request. 18 AAC 15.220(b). If the hearing is granted in whole or in part, the case will be referred to the Office of Administrative Hearings for hearing and a recommended decision.

Notice of Request for Adjudicatory Hearing on ADEC's Air Quality Control Minor Permit No. AQ1227MSSO4

Requestor — Earthjustice on behalf of the Chickaloon Village Traditional Council

Contested Decision — ADEC Air Quality Control Minor Permit No. AQ1227MSSO4 issued to Usibelli Coal Mine, Inc., for the Wishbone Hill Mining and Processing Operation

Applicant -- Robert Brown, Usibelli Coal Mine, Inc.

Location — Wishbone Hill Coal Mine is a proposed coal mine in the Matanuska Valley, approximately five miles west of Sutton, Alaska.

Background — The Alaska Department of Environmental Conservation (ADEC), Air Quality Division issued an Air Quality Control Minor permit for the planned Wishbone Hill Coal Mining and Processing Operation. The Chickaloon Village Traditional Council has requested an adjudicatory hearing on this decision.
