    Following last months announcement of the results of our District 3 participatory budgeting pil otprogram, I invite you to continue to stay active in the Citys budget process. By June 1, the Mayo r mustsubmit a budget to the Board of Supervisors, and in the month of June, our Board reviews the proposedbudget and recommends changes before final votes in July.

    I will host a Budget Town Hall with Supervisor Mark Farrell and Mayor Ed Lee this Saturday, May 18 at

    10:00 a.m. at Galileo High School. Please take this opportunity to tell us how our budget ought toprioritize funding to meet the needs of our residents and neighborhoods.

    My hope is that our still improving economy will mean that next years budget will be balanced withoutsignificant cuts. I will work hard with my colleagues to make sure that we balance a budget thatpreserves existing funding for key services and enhances them where possible. My priorities willcontinue to include funding for senior, family and youth services along with park, streetscape, publicsafety and transportation improvements.

I am also proud to have proposed andworked with the Controller and Mayor Lee to create a new budget tool called SF Open Book that willimprove transparency around where our money is going.     District 3 Update

    Progress on Broadway

    As recently reported i n the Examiner, I am excited to report progress on a number of fronts in our effortsto improve the Broadway corridor. Following a series of meetings with my office and reside nts, the SanFrancisco Police Department (SFPD), Office of Economic and Workforce Development (OEWD), District

    Attorney's office, Sheriffs D epartment, Department of Publ ic Works (DPW), and other City d epartmentscommitted to increase their attention on Broadway. Over the past several weekends, we have seen amarked increase in SFPD personnel, as well as a crackdown by the California Highway Patrol onviolations by party buses. DPW began late night street cleaning on Saturdays after the bars close tohelp clear crowds. I have gotten a commitment from the Sheriff to bring the mobile "jail " (a busprocessing facility) on weekend nights to assist SFPD and serve as a deterrent, so you should see thatbegin soon. The most exciting Broadway news is that this past Tuesday, I introduced legislation toenabl e the formation of the Top of Broadway Community Benefit District (CBD). The CBD wouldprovide services to the residents and businesses in the neighborhood that go above and beyondcurrent levels provided by the city -- services that could include sidewalk beautification, enhancedsecurity, economic development and marketing activities. I want to express my thanks to all of theresidents, businesses, and City staff who have worked hard on these efforts.

    Moving Toward a Better Polk StreetAt the end of April , the San Francisco Municipal Transportation Agency (SFMTA) held two o pen housesto get more public input on revised design options to make Polk Street (between Union and McAllister)safer for pedestrians and bicyclists and a better street for all. Hundreds of residents and merchantsattended and filled out this survey, and I encourage everyone to follow the link and respond to as well.

    As a Chronicle columni st recently wrote, this proposed project continues to generate strong feelings,but I am hopeful that the public process will create a dialogue between community members whohavent worked together. The SFMTA is planning to review the public input and come back to thecommunity with a preferred design some time in the summer. The SFMTA Board of Directors would thenhave to approve the project, with implementation slated to coincide with the repaving of Polk Street in2015.     Laura Lai CommendationI recently had the privilege to honor Laura Lai at the Board of Supervisors for her lifetime of communityactivism, civil rights advocacy and documentation of Chinese American history. After immigrating to SanFrancisco, Laura has been active over the decades in countless progressive causes and organizationssuch as the Ch inese Historical Society and Friends of Roots, and she tirelessly supported her l atehusband Him Mark Lais groundbreaking research into Chinese American history. Laura likes to say Iam a lucky girl, but all of San Francisco is most lucky to have benefited from her activism.

    LegislationStrengthening Our Ethics Laws

    A few weeks ago, I joi ned City Attorney Den nis Herrera to introduce legislation to strengthen SanFranciscos ethics laws. As described in the Examinerand the Chronicle, the wide-ranging measureswould enhance transparency, tighten rules on City Hall lobbyists, permit expediters and influentialdevelopers and improve city contracting, procurement and grant-making practices to promote greateroversight and fiscal accountability. The legislation also encourages compliance b y public officials, andexpands access to ethics information for non-English speakers. I believe these reforms, which hopefullywill move through the Board in June, will increase our publics confidence in the everyday workings ofour local government.

    Dig Once To Build Our Citys Fiber NetworkLast week, I introduced an ordinance to make sure that San Francisco is investing in our fiber network,the backbone of high bandwi dth information technology infrastructure. In the 21st century, cities need

    access to affordable, high-speed broadband to compete, just as access to water, roads and electricitywere critical in the 20th century. While San Francisco has a 130-mile undergrou nd network of fiberused primarily to connect City buildings and assets such as traffic signals and fire stations, thisunderutilized network of fiber has expanded very slowl y every year with minimal investments. As othercities like Austin, Kansas City and Santa Clara have made enormous strides, I believe San Francisconeeds to do better. Under my legislation, when any department or utility opens up a street to do work --such as for a sewer or water main project -- the City will be required to make a determination if it shouldinstall fiber conduit if its not there already. The idea is to dig once, an efficient approach to buildingour high speed ne twork. By piggybacking on planned excavations, the Citys expenses could bereduced by 90-95% for any installation. As we move forward on this legislation, I also plan to hold ahearing to explore how we can also develop free public WiFi along our network.

    SPUR report that found that pent-up demand for urban gardens was not met because of a lack ofcoordination among city agencies that govern urban agriculture, our legi slation required that a strategicplanning process would select one agency to serve as a one-stop-shop for urban agriculture, assist inthe formation o f new g arden projects, provide resources and tools, and develop partnerships withcommunity organizations. The City Administrator recently released the results of this planning processand recommended that the Recreation and Park Department (RPD) house this new program. Over thenext two months, RPD will be sharing its ideas for the new Urban Agriculture Program at publicmeetings, starting on Wednesday, May 15 from 5:30 - 6:30 p.m. in Room 278 of City Hall.     8 Washingtons Impact on Major Sewer LineAs repo rted in the Chronicle, an undisclosed engineering report and other correspondence within theSan Francisco Public Utilities Commission raised troubling qu estions about the impact of the proposed8 Washington luxury condo project on the North Force Main, a large pipe responsible for carrying one-quarter of our citys sewage to our citys northeast neighborhoods. The undisclosed information showedthat because only a few feet separate the proposed project from the North Force Main, there are realrisks of damage during construction and in the event of an earthquake, which would in turn jeopardizepubli c safety and public health. After an illuminating hearing that explored these risks and why thisinformation was not previously disclosed, my office is examining what steps the City can take to ensurethat we protect this critical city infrastructure.
