    I hope that you are enjoying the spring season in our wonderful City. Since our vibrant, eclecticneighborhood commercial corridors are one of the greatest benefits of District 3 living, I wanted to notethat May 14-20 is the 8th Annual San Francisco Small Business Week. This years theme -- Salutingthe Heroes of Our Economy -- highlights all of our small businesses for contributing to our Cityseconomic success. The week is packed with events ranging from local shopping expeditions toworkshops and networking events. Check out a full schedule here.

    In the meantime, I look forward to seeing you in the small businesses of our amazing District.

    November ballot that will invest in the parks,playgrounds and open spaces that enhance thequality of life in our dense urban environment. I ampleased to report that two major D3 projects andmany smaller ones are currently a part of apackage that includes money for neighborhoodparks, citywide capital programs, and waterfrontimprovements . The proposal includes $5.5 millionto complete the funding for the new Joe DiMaggioPlayground as well as $6 million to rebuild theWillie Woo Woo Wong Playground.     Building a New Chinese HospitalSince 1899, when it was called the Tung Wah Dispensary, and then since 1925 when it got its currentname, the Chinese Hospital ha s provided qual ity healthcare to residents of Chinatown, District 3 andSan Francisco. The Chinese Hospital is a community-owned nonprofit organization and the onlyindependent community hospital in San Francisco. Now, to provide for the future healthcare needs ofits patients and to comply with Californias seismic retrofit requirements for all acute care hospitals, theChinese Hospital plans to build a new eight-story hospital designed to improve healthcare quality andsafety for patients while creating a safe and accessible work environment for hospital staff. The

    Planning D epartment recently released the Draft Environmental Impact Report for this project, and I amintroducing legislation this month to facilitate this important community effort.

    Polk Street Goings OnFor those of you unfamiliar with the Lower Polk neighborhoods thriving arts community, on May 3rd,our neighborhood galleries will be open until 10 p.m. ThisArt Walk will feature the "Artists in the Alley"Outdoor Night Gallery. Fern Alley (between Polk & Larkin) will be closed to traffic to house the nightgallery of local independent artists as well as special exhibitions by our neighborhood galleries.Speaking of Fern Alley, be on the lookout for a Fern Alley farmers market starting at the end of May. We

    expect it to offer fresh produce on Saturdays from 10 a.m to 2 p.m. through the fall. It will be operated byPacific Coast Farmers Markets.

    Broadway Tow Away

    Sometimes its small changes in a neig hborhood that makea big difference. Such is the case with the Broadway Tow

    Away zon e that goes into effect every Friday and Saturdaynights.

    Although residents understood that the zone was in place toensure public safety, my office heard numerous complaintsabout the 8 p.m. start time, which made it hard to park andhave dinner nearby. After extensive discussions with theSFPD, Im pleased that the start time was recently shifted to10 p.m. Thanks to my former legislative aide Jamie Cantwelland everyone involved for helping to make this happen.

As a dedicated member of my staff and as an engag ed North Beach resident, Jamie workedhard to make the new North Beach Library a reality and to convene the police, residents and theindustry to make our nightlife safer.     Ongoing Projects

    8 Washington Luxury High Rise Condo Project -Appeals of both the Environmental Impact Report andthe Conditional Use permit are slated for 4:00 p.m. at the Board of Supervisors meeting on Tuesday,May 15, and the public is welcome to testify on the project.     Legislation

    Making Our Streets Safer for EveryoneLast month, I joined officials from the San Francisco Municipal Transportation Agency (SFMTA) and theSFPD as well as advocates for bicycling and pedestrian safety to announce a renewed push to makeour congested and often dangerous streets safer for everyone. Our shared commitment came in thewake of the shocking death of an elderly pedestrian who was struck by a bicyclist on March 29, but ourefforts were ongoing before this publicized tragedy. While the vast majority of pedestrian injuryaccidents involve cars (in 2011, there were 880 such accidents, 850 with cars and 30 with bikes), the

    new approach includes stepped up enforcement of the most dangerous behaviors by drivers andbicyclists, particularly at the most dangerous locations in the City. We are also working on an innovativeprogram to make sure that bicyclists who are cited received additional education on the importance ofsafety on our roads.

    Language Access HearingIn 2009, I helped pass one of the strongest language access laws in the nation, the Language AccessOrdinance. This law requires that City agencies provide timely services and information to monolingualand li mited-English proficient individuals in languages other than Engli sh. Because the Office of CivicEngagement and Immigrant Affairs (OCEIA) in their2011and 2012 reports have found that manyagencies have faced significant challenges to compliance with the law despite good faith efforts, I havecalled for a hearing to address these findings and identify policy solutions to help our City fully achievelanguage access for our residents. I invite you to participate in this important hearing on May 24 at 1pmin Room 263 in City Hall.

    Growing our Urban Agriculture MovementLast week at the Michelangelo Community Garden, along with the San Francisco Planning and UrbanResearch Association (SPUR), I announced legislation to create the first citywide Urban AgricultureProgram. SPUR released a report, Public Harvest, that shows how urban agriculture, which is thegrowing and harvesting of food within city limits, has allowed San Francisco residents to engage inhealthier and more sustainable living. Although weve seen community gardens and urban farmssprout across the City in recent years, the lack of coordination among the seven different agencies thatgovern urban agriculture has led to an overall decline in city resources for urban agriculture activitiesrelative to the funding level of the 1990s. Thats why I introduced legislation to create a one-stop shopfor urban agriculture that will be responsible for educating the public on urban agriculture, developingpartnerships with community organizations, and representing the Citys urban agriculture policies onthe state and federal levels.

    Ongoing Legislation

    Parking Lot Security- On May 1st,the Board of Supervisorsunanimously approved myordinance that addresses publicsafety concerns in parking lots,particularly problematic lots nearentertainment venues. While theSan Francisco Police Departmenthas reported that they believenightclub violence has gone downrecently, safety incidents still occurthat remind us that we all havemore work to do.

    Northeast Zoning- Last year Iproposed a sizable piece oflegislation intended to further awide range of broadly sharedplanning and goals including theTransit First policy and the preservation of historic buildings. In recent months, my staff has worked withthe Planning Department and community members to create more discrete ordinances on specific

    topics such as signs, awnings and canopies, bike parking, and transferable development rights. Someinitial pieces of the legislation will be heard at the Boards Land Use Committee in the coming month orso.
