    Mayor Lee recently presented his two-year proposed budget for the 2013-2014

    and 2014-2015 scal year. This proposed

    budget helps balance a decit of $124

    million dollars for the 2013-2014 scal

    year, as well as a $256 million dollardecit for the 2014-2015 scal year. The

    Budget Committee for the Board of

    Supervisors spent the last two weeks of

    June analyzing the Mayors submission

    through budget hearings with our

    City departments. Our ofce has alsotaken the time to listen to community

    organizations and stakeholders about

    their budget priorities and the impacts

    of the proposed budget. We also

    appreciate everyone that participated

    in the two budget town hall meetings

    that our ofce held leading up to the

    Mayors budget submission.

    Although our City continues to face

    challenges with Federal and Statecuts like many other jurisdictions, I

    was pleased to see that the Mayors

    budget submission restores funding

    to departments that have seen cuts in

    previous years, such as the Department

    of Public Health (DPH). The budget for

    DPH includes an additional $2.5 million

    for supportive services for seniors,

    including nutrition services; $2.8 million

    to backll childcare cuts from the State;

    $4.0 million to backll HIV health

    and prevention service cuts from the

    Federal government; and funding to add

    staff capacity to address implementation

    of the Federal Affordable Care Act.

    After completion of the budget hearings,

    the Board of Supervisors Budget

    Committee re-allocated $25 million

    from the Mayors proposed budget.

    Some of the re-allocations include $3million to restore federal cuts to HIV

    and AIDS funding, $6.1 million for non-

    prot providers that contract with the

    City to help with their cost of doing

    business, and about $1 million for

    homeless support.

    Our Citys budget is a reection of our

    collective priorities, and funding for

    300 new police ofcers and 120 new

    reghters sends a strong message thatwe are committed to meeting our Citys

    public safety needs. Funding for the new

    public safety personnel is part of the

    Citys Six-Year Police and Fire Hiring

    Plan starting from scal year 2012-2013

    to train the next generation of police

    ofcers and reghters, and to help our

    San Francisco Police Department reach

    the City Charter mandate of 1,971

    ofcers by the end of six years.

    The City will also be providing $110

    million in direct funding to the San

    Francisco Unied School District,

    $177 million over the next two years

    in capital improvements, additional

    deposits of $30 million over the next

    two years to our Citys budget reserves

    to ensure long term nancial stability

    and responsibility, and investments

    in supporting small businesses and

    employment opportunities.

    The full Board of Supervisors will

    next vote on the two-year budget on

    July 23rd and will take nal action on

    The Adult and Disability Resource Center of Episcopal Community Servicesof San Francisco will open a new Sunset outstation at the Sunset Branch

    Library. ADRC provides seniors and adults with disabilities free and up-to-

    date information, referral, and assistance to help maximize self-sufciency, safety,health, and independence. At

    ADRC outstations, individuals can

    receive help in the following areas:

    housing and shelter; medical and

    dental care; employment and training

    opportunities; case management

    services; transportation; immigration

    information; legal services; nutrition,

    translation services; paperwork and application assistance; and many

    other community resources. Supervisor Tang, the ADRC, the Sunset BranchLibrary and Department of Aging and Adult Services other key communityrepresentatives will join the opening event at Sunset branch library (1305

    18th Ave. @ Irving St) on July 10, 2013 at 10:30 am. All community

    New Sunset OutstationAdult and Disability Resource Center

    This summer, the San Francisco Public Library is holding itsannual Summer Reading Program. FromJune 1st

    through August 11th, children, teenagers, and adults

    can sign up for the program (located at www.sfpl.orgorat your local library).

    After reading 10 hours (30 hours for ages 13 and

    up), children are eligible to select one prize outof many, including books, California Academy of

    Science tickets, San Francisco Zoo tickets, and

    passes to many other San Francisco attractions.After reading 40 hours, adults are eligible to

    win either a book or passes to the DeYoung

    Museum in Golden Gate Park. Additionally,teenagers that complete 30 hours of reading while also writing ve book reviews

    on www.sfpl.org/summerreadwill be entered into a rafe with a grand prize ofa $5,000 scholarship. Finally, all participants that earn their grand prize are also

    entered into a rafe for a $500 Chronicle Books gift card.

    Southbound and northbound lanes of

    the Great Highway have been paved. TheGreat Highway Pavement Renovationand Streetscape Improvement Project

    began early this year, and is now nearing

    its completion. The Great Highway wasrepaved from Point Lobos to Sloat

    Boulevard. Other work has included

    roadway resurfacing, roadway base repair,

    concrete sidewalk and curb repairs,

    adjustment of utilities, ADA curb ramp

    construction at pedestrian crossing points,

    and sewer drainage work. Improvementsinclude new curb ramps, pedestrian

    crossing and bicycle safety upgrades, and

    the installation of a landscaped roadway

    median. The majority of this project isfunded through the 2011 Road Repaving

    and Street Safety Bond Program. For

    Improvement Project

    The Edgewood Heritage Academy is

    dedicated to teaching children theknowledge and skills that will help

    them succeed as citizens of the global

    community. During the summer months,Edgewood Heritage Academy is offering

    two programs for children and families

    including a Positive Parenting Program

    and a Mandarin Immersion Program.Edgewood is located at 1801 Vicente

    The Positive Parenting Program will beoffered on Tuesdays from July 2nd

    through September 10th from

    The summer Mandarin ImmersionProgram began June 24 and open

    enrollment continues throughout the

    summer. Sessions are Monday throughFriday from 9:00am until 5:00pm, with

    an extended day option from 8:00am

    creative, and engaging language acquisition

    activities that integrate cultural and life

    Sunset District Blueprint Update

    On June 13th, community members, city department representatives, and our ofce came together for therst of ve interactive workshops for the Sunset District Blueprint (More information on the Sunset

    District Blueprint can be found online at www.sfbos.org/index.aspx?page=1494 3). The rst workshop focused onTransportation & Pedestrian Safetyand was held at Congregation BNai Emunah. We would like tothank all the participants who attended the workshop, as well as representatives from the San Francisco Municipal

    Transportation Agency, San Francisco County Transportation Authority, Department of Public Works, and Capital

    Planning.

    These workshops are designed for residents to share ideas and suggestions for both short and long-termimprovements they would like to see in the Sunset District. In addition to these workshops, our ofce is compiling

    feedback via our online survey (www.surveymonkey.com/s/KG6FVMQ), at drop-in hours across the district, and through phonecalls, emails and conversations with constituents.

    All of the ideas contributed at the workshop will be available online at:http://www.sfbos.org/index.aspx?page=14943.After the workshops are complete, our office will compile all the data we receive into a comprehensive set of recommendations forDistrict 4. This will be used to advocate for resources for the Sunset, prioritize our work based on the communitys needs, and will beavailable for local groups to use when taking advantage of funding opportunities.

    The second public workshop will focus on Land Use, which includes subjects such as housing, zoning, planning,transportation, parks, and the environment. This workshop will take place onJuly 18, 2013 from 6:30pm-8:00pm at Grace Lutheran Church, which is locatedat 3201 Ulloa St. and 33rd Ave.

    In addition to our ve main workshops, we are also out in the district for drop-in hours to discuss any issues youwould like to be included in our Sunset District Blueprint. Upcoming drop-in hours include:

    Under the 1932 Refuse Collection and Disposal Initiative Ordinance, the City andCounty of San Francisco approves and sets residential refuse rates. The Director of the

    Department of Public Works (DPW) is charged with reviewing applications for changesin the rate structure including holding public hearings and issuing recommendationson whether rates are just and reasonable.

    Six public hearings were held in April and May, staff from DPW and the Department

    of the Environment conducted a thorough review of the application, and the Directorof DPW issued a Directors Report and recommended the rate increase on June7th. The Director of DPW considers staff recommendations and publiccomment in formulating the recommended order. In order to

    stop the proposed rate increase, 70,000 signatures would

    be necessary; however, the Department of Public Worksonly received several thousand.

    Proposed residential rate increases include:

    a xed charge of $5 per household dwelling unit(currently none).

    $2 per 32-gallons of capacity for recycling andcomposting bins (currently included in the black

    bin rate).Black bins will be charged volumetrically at $25.81

    per 32-gallons of capacity, where formerly they

    were charged at a rate of $27.91 per 32-gallonsof capacity.

    20-gallon customers will be charged at 62.5%of the 32-gallon rate rather than the previously

    established 77%.20-gallon customers will be subject to charges for recycling and composting

    and will be subject to the xed $5 charge.

    Customers who in the past have received additional diversion services without a

    specic charge related to that service may see rate increases. Individual customer rate

    increase percentages will vary depending on their respective volume and composition

    of service.

    For those that live in apartments, former rates reected residential rates. Now, the

    rates will include:a xed charge of $5 per unit (currently none).volumetric charge of $25.08 for each bin per 32-gallons (currently $27.91 for

    black bin only), subject to discounts as described below.a discount of up to 75% will be calculated from each customers diversionpercentage as a percentage of total volume, less 10%. The rst 10% is noteligible due to minimum level of diversion service.

    cap of 25% on increased overall charges for all apartment customers, and willbe phased out over a 2-year period.

    Stern Grove Festival's76thSeason

    This summer marks the 76th season of San Franciscos annual Stern Grove Festival.As with every year, this seasons concerts are completely

    free and open to the public and will be held on Sundays

    at 2:00pm throughout the summer, concluding on

    August 18th. This season features a multitude of

    artists spanning different genres of music, including

    the San Francisco Symphony (July 7th),

    San Francisco Ballet (July 28th), and

    the San Francisco Opera (August 18th).

    The Stern Grove Festivals admission-freeperformances began in 1938, shortly after the

    grove was donated to The City by Rosalie Stern,husband of local civic leader Sigmund Stern.Since then, the Grove has undergone numerouschanges, including a renovation of the amphitheatre,

    which houses a stage and bleacher seating, and is surrounded by eucalyptus,

    r, and redwood trees. For the past 76 years, the Stern Grove Festival Association hasalways strived to meet its mission: to provide both visitors and residents free high-

    quality performances, as well as performance opportunities for artists; to present

    varied genres and artists for a diverse audience, and to enhance San Francisco as a

    By the end of this summer, the San Francisco Public Utilities

    Commission (SFPUC) will have installed new automated

    water meters throughout San Francisco. These new

    meters connect water consumption data to the SFPUCs

    wireless network by the hour, helping customers monitor

    water usage as well as detect leaks faster than the currentmanual-reading system. Additionally, the SFPUC will

    establish a web portal, which will give customers access

    to their meter readings and billing information online. Tolearn more about automated meters, visit: www.sfwater.

    And as a reminder, this July, all water bills will be arriving

    monthly, instead of bi-monthly. The PUC hopes that monthly

    billing will allow for easier budgeting and quicker leak detection.The announcement of this new system will go out in paper

    mailing with bills and is being posted on electronic bills as well.

    There is a burgeoning block in the Outer Sunset on Irving Street between 46th and 47thAvenues. This block boasts well-established businesses such as The Last Straw, a boutiqueopen for three decades; unique restaurants like Cajun Pacic, a Louisiana-style eatery openmost weekends; and beachside retail like Mollusk Surf Shop, selling hand-shaped surfboards

    since 2005. Most recently, 3 Fish Studios opened its doors and is now an inspiring art spacefor the community. Owners Annie Galvin and Eric Rewitzer are creating colorful works ofart, imaginative prints, and also provide a popular group printmaking class to inspire the artist

    in all of us!

    Annie, born and raised in Ireland, and Eric, born and raised in Michigan, have embraced theOuter Sunset as a home-away-from-home. Their bright and spacious studio is covered in their

    original artwork from robots and Godzilla to variations of the infamous 49-Mile Drive seagulland a bear hugging the State of California. There are postcards, magnets, paintings, prints,and a garden with a giant California-shaped table.

    Our ofce will be hosting the artwork of 3 Fish Studios starting the rst week of July. Annieand Eric have graciously provided their artwork so we can represent District 4 at CityHall. We are proud to have such talented artists making a home for their business in ourcommunity. Please come visit our ofce at City Hall, room 264 and see what 3 Fish Studios
