    The holiday season always reminds us of all that we have to be thankful for in the year that is ending.

    Like so many of us, I am incredibly appreciative of my family and friends who support me in my life andmy work and of our neighbors who keep our community vibrant and strong.

    I am also deeply thankful for the great progress that our City has made this year. With strong supportacross the City, San Francisco in November reaffirmed its commitment to affordable housing, our parks,and our small business community, which will benefit from our reformed business tax.

    As I prepare to begin my second term representing our District 3 and think ahead to the next four years,I look forward to continuing to serve our neighborhoods and to working with all of you to create a visionfor San Francisco that keeps our city diverse, affordable and innovative.

    District 3 Update

    Season of Sharing in our NeighborhoodsOver the past 12 years, North Beach Citizens (NBC) has become a citywide model of how a communitycan come together to innovatively address the needs of our homeless and low-income residents, andthis month has been no different. Last week, generous neighbo rs raised $135,000 at NBC'sCommunity Recognition Dinn erhonoring the public service of former NBC board member and long-time community leader Anne Halsted. And a few weeks ago, six degrees of separation brought music toNBC. NBC Executive Director Kristie Fairchild mentioned to NBC volunteer Mike Moylan that a womanwho NBC was assisting had been a talented violinist in the San Francisco Youth Symphony in her

    youth, and NBC was looking for a violin. Mike and his wife, Russian Hill president Tina Moylan,reached out to Supervisor Chiu, who put them in touch with Jeffrey Davis, external affairs manager forthe SF Symphony. Jeffrey found a violin , and in the NBC office on her 31st birthday, Kim Knoble playedthe violin for the first time in years.

    MTA Pursuing Pagoda Site for Central Subway Construction in North BeachAfter more than six months of frustration and concern in the North Beach community that I shared andconsistently communicated to the SFMTA, the transit agency this week agreed to a change of course.The MTA Board of Directors, at the recommendation of MTA chief Ed Reiskin, is diligently pursuing analternative to the planned extraction of the Tunnel Boring Machines (TBMs) for the Central Subway inthe middle of Columbus Avenue at Union Street. Instead, the agency has begun negotiating with theowner of the Pagoda Palace site to extract the TBMs at that location, which could create a win-win.Serious community outreach regarding a possible extension of the T Third line (of which the Central

    Subway is a part) will begin in early 2013.

    New Playground in Sue Bierman Park is One Step CloserThe neighborhoods along the northeastern waterfront have been changing rapidly, including becoming

    the home of more families with young children. Because the nearest public playground facilities are toofar away, a group of committed community members called Friends of the Waterfront Playgroundstepped up and have been working for several years to locate, design and fundraise for a newplayground. Last spring I authored an ordinance that would allow for the building of playgroundstructures in Sue Bierman Park, which had not been previou sly permitted. On Tuesday, December 11,the Board of Supervisors is expected to approve the acceptance of a grant of $870,355 from the SanFrancisco Parks Alliance, the fiscal sponsors of the playground proj ect. The Friends have alreadyraised $300,000 of the total needed, including a generous $100,000 gift from the Salesforce.comFoundation, and they are looking to raise the full amount by next spring when construction can begin.

    New Trader Joes Open at California & HydeJust in time for the holidays, San Franciscos fifth Trader Joes grocery store has opened its doors in theformer Cala Food site at 1401 California. I joined neighborhood leaders in advocating for a quickturnaround on the new store, rather than the initially proposed years-long construction project with

    condos above a grocer. The Prado Group, a local developer, completely remodeled the building whilemaintaining its classic design and improving the quality of life and convenience in our community. Thebuildings new CVS Pharmacy, which at the behest of neighbors purchased liquor licenses fromproblem establishments in the neighborhood, is expected to open in early spring.

    A new ribbon cuttin g means a new grocery store!

    Legislation

    Increasing Community Engagement through Participatory BudgetingAs the Examiner reported, I am launching a participatory budgeting pilot program in District 3 to give theresidents of our northeast neighborhoods the power to decide how to use $100,000 in discretionaryfunding from the current years budget. Participatory budgeting is a civic engagement process thatinvolves residents setting budgeting priorities and making decisions on what government should fundthrough direct voting. With origins in Brazil, the process has been successfully adopted in Chicago,New York and more than 1,500 cities worldwide.

    Early next year, residents in District 3 will be able to propose and vote on how to use funding that hasbeen allocated to each district in this years budget. I will be working with the Controllers Office, theParticipatory Budgeting Project and the Right to the City Alliance to implement a four month process

    that engages our residents, neighborhood groups and other community stakeholders in dialogue andvoting on proposed projects.

    I am confident that the process will empower our residents to get involved in the democratic processand help the city make better investments in our neighborhoods.     Supporting Victims of Domestic ViolenceAccording to the latest 2011 Comprehensive Report on Family Violence in San Francisco, reports ofdomestic violence rose sharply from mid-2010 to mid-2011. Domestic violence-related demands onCity departments and community service providers have steadily increased. However, City resourcesfor victims of domestic violence have not increased and have decreased in some areas. Because of this

    situation, this past week I proposed a package of increases to the current City budget related todomestic violence services and programs. My supplemental appropriation covers the remainder ofFiscal Year 2 012-2013, through June 31, 201 3, and totals $750,000.

    The legislation includes additional staffing for the District Attorneys Domestic Violence Unit, funds forcommunity-based civil legal services to domestic violence victims and their children, a domesticviolence-focused position at the Department on the Status of Women, and an outreach campaignencouraging domestic violence victims to reach out and seek assistance. I am proud to have the co-sponsorship of 7 of my colleagues -- Supervisors Cohen, Kim, Mar, Farrell, Avalos, Campos, andWiener. The Board will vote on the legislation in early 2013.

    to California Streets, where there are already at least 60 liquor licenses. The legislation would prohibitnew bars, liquor and tobacco stores, but allow new restaurants to sell alcohol and existing businessesto transfer their liquor licenses within the area. The legislation will likely be heard at the PlanningCommission in e arly February.
