    Friend,

    Usually, summer in San Francisco means neighborhood festivals, baseball and morning fog. But thissummer, there is so much more.

    With its July 4th Opening Ceremony, theAmericas Cup will begin . Despite last months tragic accidentand some organizational challenges, I believe the Americas Cup regatta will showcase our City andthe most amazing natural amphitheater of our San Francisco Bay at its best.

    At City Hall, my staff and I are working hard on a wide variety of fronts, from supporting San Franciscosworking families to advocating for neighborhood improvements. Next week, our Budget Committee willfinalize review of the Mayors budget. As usual, were ready to work until the very early morning hoursto fight for programs and services essential to District 3 and our City.

    Closer to home in District 3, the abandoned Pagoda Theater is finally slated to be torn down as part ofthe Central Subway project. Streetscape improvements are set to begin on Broadway as soon as nextweek.

    Finally, as we await a potentially historic United States Supreme Court decision on marriage equality,we are preparing for the 43rd Pride celebration on June 30. I hope youll email my aide Catherine [email protected] if you want to join us in the Pride parade.

    District 3 Update

    Transforming Jefferson StreetToday, I joined Mayor Lee, the Department of Public Works and other community leaders to celebrate anew look for Today, I joined Mayor Lee, the Department of Public Works and Jefferson Street, the

    gateway to San Franciscos world famous Fishermans Wharf. With twice as much sidewalk space,weve made it safer for pedestrians and bicyclists while easing traffic and parking congestion in aneighborhood that sees 10 million people a year.

    Id like to recognize the years of hard work and partnership of our Fishermans Wharf community, thePlanning Department and Department of Public Works to make this project a reality. I also want to thankall of our residents and businesses that have adapted through the construction. Im committed to findingthe funding needed to finish Phase II of the project from Jones to Powell, which will continue theeconomic and community development of our vibrant neighborhood.

    Blessing ScamsRecently, I kicked off an awareness campaign with District Attorney George Gascon in Chinatown toeducate seniors about blessing scams. Since last year, seniors in the Chinese community have beentargeted by scammers who claim to ward off evil spirits by making blessings of residents money and

    jewel ry and then run off with the valuables. An estimated $1.5 mil lion in money and property have beenstolen.

    As part of a District 3 participatory budgeting process, we allocated $7,500 of discretion ary fundi ng forthe creation of educational materials to alert seniors and direct them to the police. In addition todistributing the materials to seniors, I have asked merchants in Chinatown to put up posters to educatethe public. I also want to thank the ongoing work of the Police Department and San Francisco SAFE in

    educating our seniors.

    Community Clean Team this Saturday!This month, we get special attention from the Community Clean Team of the Department of PublicWorks. Well clean litter and graffiti, plant trees, and work on gardening and landscaping projects.     NEXT Village - Supporting our SeniorsTo talk about the future of NEXT Village San Francisco, I recently met with new Executive DirectorJacqueline Zimmer Jones and Board Chair Jonee Levy. NEXT Village San Francisco helps District 3residents age gracefully in pl ace in our neighborhoods with the assistance of community volunteers,and to enjoy the benefits that come from engaging in our community. NEXT Villages utilize a Volunteerfirst model to provide supportive services and opportunities for social interaction resulting in healthier,

    happier seniors.

    Last year, I was proud to help secure the first major government funding for NEXT Village -- a grant thatallows each Village in San Francisco to add 45 new senior citizen members whose income is less than$48,500 and to increase their volunteer ranks. 26% of District 3 residents are seniors in 13 years, 40%of San Francisco is projected to be 65 or older. Since 92% of seniors wish to remain in their own homesas they age, we have much work to do.     This week, I honored the Asian Womens Shelter for their 25th Anniversary at the Board, and thanked outgoing foundingdirector Beckie Masaki and incoming director Elizabeth Kirton for their commitment to combat domestic violence.

    Legislation

    Family Friendly Workplace OrdinanceLast week, I was proud to introduce the Family Friendly Workplace Ordinance for the November ballot.

    As reported in the Chronicle, this measure will help ensure that families continue to have a place in SanFrancisco by providing employees juggling parenting duties with the right to request flexible workplacearrangements, such as shift changes or part-time hours. The proposed law al so protects workers whorequest flexibili ty from employer retaliation. This law is based on successful policies in other countries,where employers have found that such policies are not only good for employees, but also forcompanies bottom lines. As a former business founde r, while I appreciate that accommodations arenot always possible, Im proposing a process for employers and employees to have a dialogue thattakes all parties needs into account.

    While many employers already offer employees some flexibility, I feel that its vital for all working SanFrancisco parents to have this opportunity and to move towards a workplace culture where suchconversations are acceptable. I also believe that this law will help the City to continue to draw moretalented workers to San Francisco businesses. Caregivers face many challenges in bal ancing work andfamily, and Im committed to helping them achieve balance so they dont have to choose between being

    a good employee and a good parent.

    Balanced Condo Conversion Plan Moves ForwardThis week, the Board of Supervisors gave its final approval to an ordinance to help existing owners ofTenancies in Common (TICs) convert their units into condominiums while also protecting tenants andSan Franciscos limited supply of rent-controlled housing. Over the past few months, I worked closelywith my colleague Supervisor Norman Yee as well as tenant leaders to obtain this outcome. Thebalance in our approach comes from allowing potentially thousands of TIC owners to condo convertover the next few years while also creating a ten-year moratorium on conversions of new TICs that havenot yet been created. We also required that every tenant in a building being converted be given theopportunity to sign a li fetime lease. Conversion fees are expected to ge nerate an estimated $20 millionfor affordable ho using.
