Congress finally passed funding for the balance of FY 2011 in April and ap- propriations bills for FY 2012 have begun to move in the House. All signs point to significantly re- duced spending in FY 2012 for most programs at DOE. And, another standoff is looming between Demo- crats and Republicans over the need to raise the nation’s debt ceiling by August 2. I continue to meet as often as possible with federal and Con- gressional decision makers to stress the im- portance of funding DOE’s environmental and energy programs, and advocate for the interests of ETEBA member companies. In May, I was in New Mexico to meet with officials at NNSA, Sandia, Kirtland and LANL, and partici- pated in the New Mexico Chapter’s first annual scholarship golf tournament which was a big suc- cess. There has been a lot happening in ETEBA this quarter. The federal budget has dominated the agenda

here in Washington. Congress finally passed funding for the balance of FY 2011 in April and ap-propriations bills for FY 2012 have begun to move in the House. In response to recent and anticipated budget

reductions, an Oak Ridge “grass roots” com-

munity group has been formed dedicated to

sharing information on the need for Envi-

ronmental Management funds to keep Oak

Ridge moving forward. Jenny Freeman is

participating and has information on that

group.

The DOE Moratorium on DOE Support Ser-

vice Contracts is continuing to impact ETE-

BA businesses. There is confusion about

the memo announcing the moratorium. In

late May, ETEBA sent a letter to DOE Depu-

ty Sectary Poneman requesting an exemp-

tion for small businesses, making the case

that the moratorium disproportionately

affects small businesses, and is inconsistent

Merrick & Company and Nuclear Safety Associates (NSA) have announced a joint mar-keting agreement between the two firms to serve the North American and global nuclear market. Merrick/NSA will provide the nuclear industry with a complete service offering to meet the continuing growth of the industry. The team will specifically focus on small modular reactors, medical isotopes, fuel manufacturing, existing fleet support, and re-search reactors as well as other opportunities within the market.

Merrick recently acquired a firm in Charlotte, NC. The office currently provides civil engineering, land planning, and landscape architecture and will gradually build its offer-ings to serve Merrick’s other markets.

Merrick will be designing a company operations facility and hangar at Fort Bragg, NC, for the US Army Corps of Engineers. The firm is also providing commissioning for the Global Animal Health facility at Washington State University and continues its work at the US Army Medical Research Institute for Infectious Diseases and the US Army Medi-cal Research Institute for Chemical Defense.

Merrick is a long-time and strong supporter of the nuclear industry and its future, and, as part of that commitment, Merrick recently sponsored a four-year scholarship to the University of New Mexico, Los Alamos (UNM. On another note, Merrick’s 2011 intern class includes four individuals interning at Los Alamos and one individual interning at Oak Ridge National Lab. Many of the other engineering interns will also be involved in nuclear-associated projects during their summer with Merrick.

EnergySolutions and TerranearPMC (TES) announced that they have been awarded a five-year contract, worth $29 million, from the U.S. Army Joint Munitions Com-mand (JMC) to support the Navy’s cleanup of the former Hunters Point Shipyard. Hunters Point, located on the San Francisco Bay area, is the focal point for large-scale remediation activities as part of the U.S. Government’s Base Realignment and Closure (BRAC) program

The Idaho Treatment Group LLC (ITG) was awarded a four-year cleanup contract estimated at approximately $417 million. ITG is a joint venture comprising The Bab-cock & Wilcox Company, URS, and EnergySolutions. The contract includes manag-ing and operating the DOE Advanced Mixed Waste Treatment Project (AMWTP) at the Idaho National Laboratory.

In the UK, EnergySolutions has received 15 awards this year for outstanding levels of performance in all aspects of safety, including environmental, health, nuclear, and radiological. The RoSPA (Royal Society for the Prevention of Accidents) awards received include six Gold Awards, three President Awards, and three Orders of Dis-tinction. In addition, for the first time, EnergySolutions EU Ltd received a Gold Award for the safety performance of its Tier 2 business and the company’s head-quarters in Swindon, England. There were specific awards recognizing Magnox Ltd for its approach to road safety. In addition, EnergySolutions received awards from the British Safety Council, as well as a letter recognizing the company’s contribu-tion to protecting the environment.

V3 Technical Services, LLC (V3), completed a draft evaluation report of VA-wide chemical management and inventory tracking programs. V3 developed an evalua-tion checklist/ranking tool while working with a VA-HQ representative and staff. This tool addressed OSHA, EPA, and other VA system requirements to meet in the management (from purchasing to use and/or disposal) of hazardous materials and waste. During site visits to VA locations, V3 conducted the evaluations based on current/future facility needs for the chemical management system. V3 utilized the collected data and information gathered during visit evaluations to prepare a com-prehensive report identifying the highest ranking aspects of the evaluated software.

V3 also surveyed the commonly used chemicals at the facility and defined common chemicals as those that cost the VA the most in regard to time and money and pre-sent the greatest compliance burden. Those chemicals that require extensive train-ing, PPE, special storage, and expensive disposal are generally more important for management compared to chemicals that are not costly to use, manage, store, or dispose of properly. V3 provided recommendations on how to reduce consumption of hazardous chemicals or substitute for non/less hazardous chemicals.

GEL Laboratories, LLC (GEL) is actively providing radiological analysis sup-port following the tragic events of March 11, 2011 in Japan. In the weeks follow-ing the earthquake and nuclear incident, questions about iodine 131, cesium 134/137 and strontium 89/90 in water, food and exports increased. While many samples were analyzed in our Charleston, South Carolina laboratories, shipping delays created the need for GEL to deploy equipment to Japan. Gamma systems were assembled, calibrated and shipped over a two week period to meet the crit-ical and immediate needs for safety analysis. The systems were calibrated in Charleston using known sources of gamma emitting radionuclides and are cur-rently operating in Japan. GEL monitors the systems remotely to ensure proper instrument operation and to evaluate spectra as required. John Hayfield has recently been appointed President of NuVision Engineering, Inc. (Federal Business Segment), where he is responsible for delivery of innova-tive technical solutions in the areas of waste retrieval and waste management, pri-marily in the US and UK. Mr. Hayfield will also serve as the President and Chief Executive Officer for NuVision Engineering’s subsidiary, Mid Columbia Engi-neering, Inc., where he is responsible for all aspects of the engineering and fabri-cation business in Richland, WA.

Mr. Hayfield was formerly the Senior Vice President and Global Director of Nucle-ar Materials and Decommissioning for WorleyParsons Limited. He also served as President and General Manager of WorleyParsons Polestar, Inc., a wholly-owned subsidiary of WorleyParsons. Prior to acquisition by WorleyParsons in 2007, Mr. Hayfield was a Principal and Chief Operating Officer of Polestar Applied Technol-ogy, Inc. Rural Community Stem Initiative Update: MCL is proud to support the Rural Communities STEM Initiative (RCSI), an Oak Ridge business/education partnership working with nine rural school districts to improve Science, Technology, Engineering and Math (STEM) skills of regional K-12 students. RCSI’s latest pilot program ‘Lab–In-A-Box’ was debuted at the June 10, 2011 East Tennessee Economic Council (ETEC) meeting. ‘Lab–In-A-Box’ activity kits provide resources, lesson plans and training for middle school math and science teachers.

Roane State Community College has completed the assembly of ‘Lab–In-A-Box’ activi-ty kits. The next order of business is teacher training, which will be conducted by Oak Ridge Associated Universities (ORAU), scheduled for late July. The Board of Directors of DeNuke Services has elected John Coffman as Chairman of the Board and CEO. This new position adds to his current duties as President. “This consolidation of senior management responsibility is consistent with the excellent results John has achieved over the last eight years as the Chief Operating Officer at DeNuke and ReNuke.” said former Chairman and founder, Fred Gardner. “John has the management, coaching skills and vision to lead the company through these next few challenging years as we grow from a small business into the medium size busi-ness that we have planned. This is a great opportunity to capitalize on John’s man-agement skills and further development of our infrastructure and client base that he has helped establish since 2003.”

Mr. Gardner will remain an owner and member of the Board of Directors. He will pursue capture plans and proposal development projects, strategic planning and new projects. “Fred has skills that are best focused on new project development, so that’s the area that he’ll be successful in.” said John Coffman.

DeNuke is a 250 person nuclear services staffing and project services company. Founded in 2002, DeNuke is focused on nuclear engineering, nuclear safety, health physics and waste management services for cleanup of DOE sites and the commercial nuclear power services markets. DeNuke and the commercial division, ReNuke, have project operations in throughout North America and Asia, providing senior level pro-ject staff and nuclear engineering support.

Firewater and Strategic Packaging Systems (SPS) announced the signing of an Exclu-sive Marketing Agreement. The two companies will work together to provide a broad array of soft-sided packaging services to the DOE market segment in the Oak Ridge area and beyond.

PECOS Management Services, Inc. (PECOS), a woman-owned small business located in Albuquerque, NM began its sixth consecutive year of providing monthly food dona-tions to the Albuquerque Public Schools (APS) Title 1 Homeless Program. This pro-gram helps homeless children stay in school and encourages their education and achievements. It provides clothes, food, supplies, and tutoring for well over 3000 chil-dren in the APS district.

PECOS began a monthly food drive in early 2006, which continues today. The food drive focuses on individual or small group servings of basic meal items. Of course, snacks are always included (Little Debbie’s snack cakes are a big favorite!) PECOS has been complimented by the program administration as being one of the few firms they could always count on for food – month in and month out – especially when school is not in session which is one of the slower times for donations. Collections are substan-tial during the holidays to support these children when their primary source of food (school meals) is limited.

PECOS also arranged for the ETEBA Southwest Chapter to conduct a food and fund drive at its December meeting that netted over $2,500 in cash plus a substantial supply of food.

(URS) to provide radiological support services at the Separations Process Re-search Unit (SPRU) at Knolls Atomic Power Laboratory (KAPL) in Niskayuna, New York. Commodore Advanced Sciences and IMPACT Services have successfully com-

pleted treatment of sodium-contaminated reactor parts from the Hanford site.

The project involved removal and conversion of elemental sodium from steel

parts of two decommissioned sodium-cooled nuclear reactors (FERMI and

FFTF). Sodium is a reactive alkali metal that melts at 208 degrees F and is pyro-

phoric in the presence of water. The physical hazards of metallic sodium are a

significant challenge in demolition of sodium-cooled nuclear reactors.

The IMPACT-Commodore team used a patented and environment-friendly recy-

cling technology to safely and quickly remove sodium by immersion in anhy-

drous ammonia. Ammonia readily dissolves sodium, which converts to sodium

hydroxide. This process is named AMANDA, which is the acronym for Alkali

Metals AND Ammonia. IMPACT uses sodium hydroxide to treat contaminated

OREX PPE, resulting in a green technology that allows the sodium and stainless

steel to be recycled while disposing two DOE waste streams. The cleaned reactor

parts including 13 cold traps were shipped from IMPACT’s facility at East Tennes-

see Technology Park back to the Hanford site in early June. Commodore suc-

cessfully treated approximately 18,000 pounds of material and converted approx-

imately 1500 pounds of sodium to sodium hydroxide during the four-month long

treatment campaign. This material had previously been shipped to another Oak

Ridge waste treatment vendor and subsequently returned due to the sodium haz-

ards that could not be overcome by the other contractor.

Jon W. Neuhoff joined Alion Science and Technology as the Division Manager, Nuclear Ser-vices on June 27, 2011. Mr. Neuhoff provides executive leadership of the Alion Nuclear Ser-vices Division, which provides complete engineering, program management, system inte-gration, design, and design review and analysis for nuclear, electrical, and mechanical sys-tems. The Division has over 30 technical experts throughout the U.S. covering a broad range of specialties including nuclear fuel cycle analysis, safety assessment and analysis, commercial power engineering/operations/inspection/testing, plant engineering and de-sign services, radiological dose consequence management, environmental services, decom-missioning and environmental remediation engineering, testing and analytical services (including operating hydraulics and chemical laboratories), human systems integration, and nuclear quality assurance.

Prior to joining Alion, Mr. Neuhoff served since 2004 as the Laboratory Director for New Brunswick Laboratory (NBL). As a member of the Federal Senior Executive Service, Mr. Neuhoff provided strategic and operational management of NBL – a nuclear material ana-lytical chemistry laboratory within the U.S. Department of Energy. Continuing from 1998, first as a Division Director then as the Laboratory Director, Mr. Neuhoff was at NBL man-aging programs and projects to provide nuclear material safeguards assistance, preparing and distributing the U.S. Government certified nuclear material standards, coordinating interlaboratory measurement exchanges, and providing support for international safe-guards and nonproliferation projects. Mr. Neuhoff served as a guest lecturer/instructor in nuclear material safeguards, measurements, packaging and transportation, and export con-trol at numerous meetings, conferences, and training courses around the world. Mr. Neuhoff had previous positions as a Nuclear Engineer within the U.S. Department of Ener-gy as well as Commonwealth Edison nuclear power generating stations. Mr. Neuhoff re-ceived M.S. and B.S. degrees in Nuclear Engineering from the University of Illinois at Urba-na-Champaign.

The Portage led Accelerated Remediation Company JV (aRc) has received a contract modi-fication from the DOE SPRU Field Office to remobilize at the Knolls Atomic Power Labora-tory (KAPL) in July 2011. Portage will implement radiological controls to clear brush on a 7-acre hillside area in preparation for more invasive radioactive contamination surveys. Portage will then perform a MARSSIM class II radioactive contamination survey of 50% of the brush cleared area to identify if areas exceed acceptable levels of contamination, which would then require subsequent cleanup.

Portage recently demobilized from SPRU after safely and successfully excavating, sampling, packaging and transporting well over 20,000 cubic yards of chemically and radiologically contaminated soil for disposal at Clive, UT under an IDIQ contract. This work included the SPRU Lower Level Railbed and the ARRA-funded North Field remediation. Over that two-year period of performance at SPRU, the Portage crew peaked at 46 and provided 201,000 man-hours of labor during which only one reportable occupational injury, a slip on ice, was recorded.

Jack O’Hearn, a previous ETEBA Board member, is Portage’s Project Manager for the aRc SPRU work. Jack also is Portage’s Program Manager for the South Eastern USA Region. Jack is based in Oak Ridge, and is also focusing on developing new business there.

The Pinnacle Business Awards, governed by the Knoxville Chamber Board of Directors, was held on May 6, 2011 at the Knoxville Con-vention Center. This year ETEBA member company, HME, Inc, was awarded the Minority-Owned Business Excel-lence Award, for outstand-ing business results and growth and overcome the

obstacles of race or sex. The awards group cited that “Since its inception in 1996, HME has grown from one employee in Oak Ridge to 47 employees in Oak Ridge and Alabama. The company's revenues over the same peri-od of time have increased by nearly 10,000%. HME re-ceived its 8A certification in 1998 and received the Hub-Zone certification in 2000.”

May 10-12, the U.S. Department of Energy held its 12th Annual Small Business Conference & Ex-po at the Kansas City Convention Center in Kansas City, Missouri. The conference hosted more than 1,600 participants and a wide array of speakers discussing upcoming funding opportunities with small business leaders. During the conference, an awards luncheon honored the Fiscal Year 2010 Secretarial Small Business Award recipients; 2 of those recipients are ETEBA Member Companies:
