• Complete D&D of K-25, K-27, Poplar

Creek, and other ETTP facilities, and

complete Tank W-1A removal at ORNL

• Open up new scope early where

• Provide ongoing operations and

support functions – Handle, transfer, and disposition waste

ensure facility availability and operability

Staff Augmentation Subcontracts

• Staff Augmentation approach resulted in award of 10 small business

subcontracts that encompasses a pool of 21 small business

subcontractors.

• No plans to expand this pool of subcontractors. Now a stand alone

group of subcontracts, independent of all other efforts.

• All companies will have the opportunity to bid on upcoming scopes

of work.

• UCOR does not plan to use just staff augmentation approach for its

subcontracting. Discrete scopes of work (like RADCON, Labor

Collection/Payroll, Construction D&D) will also be bid.

• The 90 Day Forecast is the best way to monitor upcoming work.

Staff Augmentation Subcontract Process

• Movement of incumbent personnel:

• Staffing proposal requests were issued to

subcontractors that had been awarded subcontracts for

Admin/Professional, Technical, Engineering & Support,

and Waste Management/Transportation.

• Subcontractors submitted a rate proposal with

supporting information, and a resume for the person

proposed to fill the position.

• Staffing requisition awarded to the subcontractor that

provided the best candidate and value to UCOR in filling

the position.

Staff Augmentation Subcontract Process

• Non-Grandfathered Transition personnel:

• 37 personnel moved from Transition subcontracts.

• Admin/Support, Engineering & Support, and Waste

Management & Transportation were three areas that

awards were made.

• Concerted effort to keep awards uniform across all

companies while minimizing cost.

• Selected subcontractors for each category were

requested to provide increased fringe rates for these

personnel only.

Staff Augmentation and Teamwork

• Many of the employees of these companies have worked

at ETTP before, some for years, and they take great pride in

this project.

• Staff augmentation at ETTP brings great diversity to our

project.

• Augmentation companies are small businesses, teaming

with other businesses.

• Mixing people from different companies is a benefit for

everyone. It brings different thoughts and ideas to the

project.

• UCOR and staff aug personnel work side by side.

Staff Augmentation Safety Culture

• Safety is UCOR’s highest priority; therefore, UCOR places

supreme importance on safely performing all work

conducted by all employees and subcontractors.

• This is the safety culture that all workers enter into when

coming to work on the UCOR project.

• Staff aug employees are expected to adopt this culture and

safely perform their assigned duties in the same manner as

UCOR employees.

Staff Augmentation and the Community

• Goal of Staff Aug subcontracts was to provide opportunities

for small businesses under which former prime contract

personnel (grandfathered and incumbent) could be moved,

while assisting UCOR in meeting its socio-economic

subcontract goals.

• Eight of the 10 winning staff aug subcontractors had local

offices, and the other two have since opened local offices.

• Looking forward, the goal for Reindustrialization at ETTP is

to help attract new business to the Oak Ridge area to

diversify and grow job opportunities and investment

opportunities beyond the ETTP Clean-up and to replace jobs

as the Clean-up is completed.

D&D Efforts and Scoped Work Subcontracts

• UCOR's planned procurement for "Construction, D&D, and RA Services"

is for a very broad scope of work which includes demolition.

• UCOR intends to award multiple Blanket Agreements to Small

Businesses, and specific Work Release tasks will be awarded among the

Blanket Agreement holders.

• Work Release values should generally range between $10,000 and

$1,000,000, and may be awarded on a Firm Fixed-Price basis for tasks

having a well defined scope of work.

•This planned procurement is currently posted on UCOR's 90-Day

Forecast under CT003.

• Opportunities for remaining work at K-25 and upcoming efforts at K-27

will be posted as they become available.

• Hard to go beyond 90 day forecast.
