Axis forces deploy anywhere on the Axis side of the Scenario Line except in Russian Zones of Control or unless otherwise specified in the Order of Battle. Russians place Partisans before the Axis player moves, rails or takes replacements / reinforcements. First turn weather is Clear - Clear (Historical) even if playing with weather rolls. Full sea invasion allotments are available to both players. If playing the Campaign version of Fall Blau, use the Campaign Victory conditions. The Russians win the scenario by preventing the following Axis Victory Conditions: (1) The Axis win immediately by capturing Moscow and eliminating Stalin or (2) The Axis win if by the end of the May-Jun 1943 turn they control any combination of at least four Major Cities and/or Oil Wells on the Russian side of the Scenario Line; subtract one from the Axis total for any cities on the Axis side of the line that are controlled by the Russian player. Designer Note: Forcing Stalin to remain in Moscow makes makes historical sense, because Stalin did not leave in the prior winter when the threat was even greater.
