Facts About Milton Keynes

It took the name of the village of Milton Keynes,

in Buckinghamshire, which was originally

known as Middletone in the 11th century.


Milton Keynes started off as a state-funded city

and today could serve as a model for how urban planning can confound

austerity today.


In November the National Infrastructure Commission’s

interim report into the Cambridge – Milton Keynes – Oxford corridor

stated Milton Keynes could become a global showcase for

science, technology and innovation.

Milton Keynes is undertaking European trails for Starship

robots that deliver takeaway food, groceries or online

purchases. Milton Keynes is also set to roll out the first

public taxi service using self-driving vehicles.

Delivery of homes is a huge national problem affecting the economy, productivity, health and wellbeing.


In February 2017 the Government published the Housing White Paper; Fixing our broken housing market.


Milton Keynes has failed to match the projected delivery rates in the Local Plan, Core Strategy, and the annual Housing trajectory resulting in ‘under delivery’ from 2010 to date.


Against the new Delivery Test MK’s delivery rate is at 74% - 26% below target. SHORTFALL OF

Within this there is a shortfall of 41% against the affordable housing target. The Government thresholds for intervention on under delivery are 95% and 85%.


The scale of under delivery in Milton Keynes will mean direct intervention in from Government. Whilst Milton Keynes Council is not responsible for all aspects of housing delivery, as we have fallen below 85%, Government will expect an action plan, setting out our understanding of the key reasons for the situation and actions for Milton Keynes Council.

3% of new homes have been delivered in the city centre area. This is a key location where sites were formerly owned by the Development Corporation and successor bodies, and now Milton Keynes Development Partnership (MKDP).

• The delivery ‘pipeline’ for these large sites is long (up to 30 years on the largest sites).



• The data on pre-commencement conditions indicates that this has not been a particularly straightforward, with some conditions being approved after homes have been started on site.

• 300 home scheme still has a significant pipeline(12 years).
