Bill furore>> ‘I nearly had heart failure since I have never beensummoned for any debt’CANDYCE KRISHNA>>[email protected]

A BUSINESSMAN livinginJohannesburgisbaf-fled and furious at the

Ugu District Municipality’sbilling system.

André Meyburgh receiveda final letter of demand to theamount of R20 178.17 for awater bill on a vacant plot inUvongo which he bought sev-en years ago.

This was the first time hehad received a bill for thepropertywhichhesayshasnowater connections.

Meyburg said he alsoownedahouseadjacent to thevacant stand for which he re-ceives and pays bills for everymonth.

Thequestionis, whywouldhe be billed for water on a va-cant plot?

“I received the letter on 28October and nearly had heartfailuresinceIhaveneverbeensummonedforanydebt.Ithenasked my assistant to makecontactwiththerightperson,”he said.

After numerous attempts,Meyburgh contacted the rele-vant person, but was still notsatisfiedwith the response hereceived.

He saidafterhavingagoodlookat thestatement,hegath-ered that the totalamountdueappeared to be R25 662.61and not R20 178.87.

“Thecharges seemtocom-mence on 30 November 2010inrespectofwaterandsanita-tion connection fees. Thesecharges suggest that waterand sanitation facilities wereallegedly installed in Novem-ber 2010, which I never re-quested,” he said.

“For peace ofmind I askedmy property manager to con-ductaphysical inspectionandwas told that there were nowater and sanitation installa-tions present,” he added.

In an e-mail addressed toThulile Mzelemu of Ugu Dis-trict Municipality, Meyburghrequested the following infor-mation— the basis of assess-ing him for service installa-tions which do not exist, rea-sons why he never receivedanyaccounts, only the letteroffinal demand, and confirma-tion thatno legalactionwillbetaken unless, and until, thefacts were clarified.

Mzelemu replied: “Thankyou for your received e-mail,kindlybeadvisedthatwehavebeen sending statements to asimilaraddressasisshownon

your statement, water andsanitation availability chargewere charged on an vacantstandthatcanbeconnectedtoour water and sanitation re-ticulation lines. As from todate we never received backanycorrespondedasreturnedmail from post office, and asmunicipalitywethoughallde-tails were correct hence nowyouhave receivedour letterofdemand. Kindly do paymentarrangementtobringyourac-count down.” (Verbatim.)

TheFever forwardedthee-mail correspondence to UguMunicipality spokespersonSipho Khuzwayo for com-ment.

“The municipality chargeswater rates as per themunici-pal by-laws in all vacantstands where there is availa-bility of services.

“It is the onus of the cus-tomer to update contact de-tails inordertoenablethemu-nicipality to communicate ef-fectively.”

Khuzwayo said the ac-count holder was advised tosee the municipal credit con-troller to make arrangementsto settle the debt.

Hedidnot comment on thequeries brought forward byMeyburgh.

WORKING well together and communicating is key to success. Thiswas the consensus between ratepayers and Ugu as stakeholdersgathered at the Margate Hotel onTuesdayfortheUguDistrictMunicipality Stakeholder Public Participation Business breakfast.

The Ugu District MunicipalityCouncil Speaker Sithembiso Celeacknowledged the participation ofratepayers in the integrated development plan (IDP), so that theneeds of people could be effectively communicated, and ultimately, service delivery enhanced.

Cele said that he was pleasedthat ratepayer associationsshowed interest in the IDP.

Cele indicated that the coastalbelt has infrastructure that needsmaintenance and said that infrastructure needs to be extended toinland areas which have previouslybeen neglected. He said they would

therefore be happy to see ratepayers and resident associations incorporating inland residents.

“We can work well togetherwith ratepayers and resident associations to extend infrastructure inland and in rural areas to improvethe lives of the people there. I wantto point that out emphatically. Aspeople who are born inland, we understand the challenges there, sowe want their integration when itcomes to service delivery. IDP forum representatives are very important for engaging with the municipality on what people need andreport to their communities on government service delivery programmes,” he said.

The KZN South Coast Ratepayers’ and Residents’ Association(KZNRRA) chairperson, ProfessorOlliverRansomesaidtheywelcomenonratepayers to the associationbecause they [the KZNRRA] are aratepayer and resident associationworking to improve the lives of people.

CONSTRUCTIONofa low-costhousingdevel-opment in Merlewood has been on hold formore a year, but the Hibiscus Coast Munici-pality (HCM) says it is in the process of ap-pointinganewcontractortocompletethejob.

WardCouncillorAjithRajaramsaidhehadasked HCM for feedback on numerous occa-sions, but none had been forthcoming untilthis Fever story.

“This project shouldhavebeen completedby now. However, the contractor has beenawarded another tender in Masinenge with-out first completing this project,” he said.

Hesaid thiswasunfair topeoplewhowerewaiting for a house and asked why the con-tractor was given another job if the first onewas not completed. HCM spokesperson Si-mon Soboyisa confirmed that both construc-tions were a joint venture with two contrac-tors.He said the companieshadbeenaward-ed the Masinenge project “a long time ago”.

“Themunicipality is in theprocessof final-

ising the termination process with the jointventure and has already served the relevantnotice,” said Soboyisa. “As soon as the termi-nation process is finalised, a capable serviceprovider will be approved,” he said.

He added that the project is achievable in15months,whichwill includetheinstallationof infrastructure and construction of 40-square-metre houses. To date, 68 houseshave been built.

“There is no specific project waiting list, but the municipality has over 14 000 peopleonitshousingdatabasewhohaveregistered,”said Soboyisa. The MEC for Human Settle-ments KZN approved the construction on 15December 2010.

The implementation agreement was con-cluded on 12 May 2011, however the con-struction was delayed as the approval of theengineering plans took time. The approvedproject value is R20 594 471 for the 235 low-incomehouses. Todate themunicipality esti-mates that work already done is aroundR2 275 162, but is still awaiting technicalsupportingdocumentsfromthejointventure.

OUR lead story this week is very frustratingand makes no sense. How can a person becharged R25 000 for water on their vacantplot of land that doesn’t have a water connection? How Ugu can justify this is beyondbelief.

The person in question is a Johannesburg man who is not about to just coughup. He will take this matter further, andgood luck to him. We are watching to seethe outcome of this.

See the followup to the Fever’s storyon the shocking condition of Marburgwhich we brought to our readers’ attentionlast week. Thankfully HCM have said itviews the condition of Watterson Street ina “serious light,” and will be doing something about it. Why did it have to fall ondeaf ears for so long and reach the mediabefore something was done?

Read about the enraged holidaymakerwho had to endure a sewage spill for aweek, and who phoned Ugu for a week asking that something be done.

Eventually this person contacted theFever in desperation when his pleas fell ondeaf ears, and when a reporter phoned Uguwe were told the matter had not been reported, but would be dealt with immediately.

The Fever does not set out to portrayUgu in a negative light, but how can weavoid it when we are approached by peoplein situations like these?

Dear Fever,I AM a pupil at a local high school and I have an

intense passion for hockey. This year I had the opportunity, along with two of my fellow Ugu district residents, to play hockey for the U14 girls’ KZN hockeyteam.

The majority of the girls in the team were fromin and around Durban where they have access to playing on astro turf every other day, thus they had anadvantage.

However, the fact that three Ugu players madethe provincial team is testament to the talentedhockey players we have on the South Coast. Moreplayers could have the same opportunity if they had

access to an astro turf. The talent that could be honedand unearthed could be talent that could grow hockey, not only on the South Coast, but also on a provincialandnationalstage.WecouldhavefutureOlympicgold medalists in our midst.

Therefore I appeal to the community who havethe means, to stand up and help us grow our talentand help make our dreams become a reality by helping to fund an astro turf in the Ugu district.

Dear Fever,THE festive season is looming, bringing

But, before you count on having thatcash in your holiday budget, make sure it isguaranteed to you under your terms of em-ployment as stated in your contract, saysBenjy Porter, chief executive officer at Legal& Tax.

He says that with many South Africancompanies battling to be profitable in a tighteconomy, employeescanno longer take theirbonuses for granted unless they are specifi-cally entitled to a 13th cheque.

Dear Fever,AT my wits end, since I own cats and dogs, which

have been doing some scratching and horrors, of horrors, having found a flea in my bed I did some researchwhich I thought I would share with readers. The constant threat of fleas is more pronounced at the coastthan inland and many coastal pet owners may findthemselves at a loss when it comes to fighting whatoften seems to be an uphill battle against thesehome invaders.

The reason for the unwavering activities of fleasat the coast can be contributed to a number of factors including higher rainfall, humidity levels andtemperatures throughout the year, dense coastalshrub and the presence of beach sand, creating theperfect haven for fleas to operate all year round.

Fleas very rarely jump from one pet to another,as is often thought. Instead they are “picked up” frominfested flea environments and hosts. Vervet monkeys and other wildlife in the dense coastal vegetation are excellent hosts. The infested host may leaveflea eggs behind, which eventually hatch only to seekout a new breeding ground — the family pet.

The hazards caused by fleas can be detrimentalto both to pets and pet owners, often resulting in:>>hair loss in dogs and cats due to intense itchingand scratching caused by the flea infestation;>> flea allergy dermatitis — an unpleasant skin condition caused by an allergy to the flea’s saliva;>> tapeworm — a harmful parasite found in thesmall intestine of dogs; and>> anaemia in young dogs and cats due to the largeamount of blood loss caused by the bloodsuckingparasites.Families who live on the coast with their pets spendmore time outdoors making it important to be onthe lookout, and must treat for fleas on a continuousbasis.Helpful hints for effective tick and flea prevention>>be aware of signs that could indicate a flea problem, forexample, ifthey’rescratchingmorethanusual;>> regularly check your pets for fleas and ticks;>> check by running a flea comb through your pet’scoat, making sure the comb touches the skin, or placea white paper towel beneath your pet and rub yourhands across its fur. If black specks gather on thecomb or fall on the paper towel, it may be flea dirt;>>keep your pets’ environment clean. Vacuum frequentlywhereyourpetsliketolounge, especiallycarpets and soft coverings and don’t forget the insideof your car;>> regularly wash your pets’ beds, blankets, toysand other soft items in 60°C water; and>> prevention is better than cure the female fleacan lay up to 46 eggs a day and these will hatch within one to 10 days.ThisinformationcamefromFrontline.Ithentriedtheproduct, which is apparently used in 150 countries.Just one pipette of Frontline® Plus applied only onceevery four weeks provides effective protectionagainst fleas and ticks. JUST prior to my departure to the WorldTravel Market in London, I attended theSports and Events Tourism Exchange inDurban at which a number of revealing aspects to events based tourism came to thefore.

Firstly in South Africa, our major metropolitan areas such as Durban, Johannesburg and Cape Town are going hell forleather for what I could term licensed hallmark events which involves complex bidsand often rights payments which can beaccommodated within the expansivebudgets these urban areas enjoy.

Being a nonmetropolitan destinationarea, we at Ugu South Coast Tourism haveto be fully aware of prudent fiscal considerations when it comes to events and our approach is to source events that have a large

participatory component without excessive rights outlays.

Thus far, the Africa Bike Week falls into“rights based” category and thankfully thedirect and indirect spend during this eventmerits the financial commitment we andthe Hibiscus Coast Municipality lends tothis iconic event. This type of commitmentis validated, but we have to be realistic interms of how many similar events we cancommit to.

I have always been sold on the principlethat “50% of something is better than100% of nothing” and I am convinced thatthere are a massive number of events outthere that do not require rights paymentsyet bring in the visitor numbers, associatedpublicity and of course, the valued tourismspend.

For this reason, we will be looking closely at domestic events that may be ad hocor even permanent so while the big citiescompete for the large pieces of the proverbial pie, we will strive to secure participatorevents particularly during our off peak seasons.

Already we have been (along with ourlocal Umtamvuna area committee) successful in securing the Expedition Africa500 km Adventure Race to begin and endat Port Edward in May 2014. This event willhave 40 teams from South Africa andabroad and will lock in substantialprint and electronic media exposure and atminimal cost in terms of budgetsupport.

In the United States for example, manyof the progressive tourism agencies have

adopted the principle that local event promoters should derive the financial benefitfrom the events they present.

This local ownership by individuals, associations, charities, area committees andcommunity organisations is in my opinionthe way we should approach our eventing.Naturally we would be at the forefront inassisting these initiatives as long as theirevents translate into visitors from fartherafield and publicity for our destination.Who would have thought that the privately presented Sani 2 Sea that finishes atScottburgh would be the success it istoday.

Going forward, we will be undertakingstrategic efforts towards securing eventssuch as conferences (especially now thatCemAir has a service to Margate), ocean

events, golf tournaments, adventure andendurance sports and artistic and culturaloccasions.

Already we have been discussing eventprospects with various sports and leisurebodies to expand our events calendar andshould our efforts be successful, I believethat the larger South Coast will establishitself as a significant event destination inthe years ahead.

We offer value for money and have abroad selection of hosting venues that canaccommodate multiple events. All weneed to do is work collectively towards anevents orientated tourism paradigm thatoffsets the high measure of reliance on ourpeak holiday seasons.

Have an eventful and busy start to ourmajor holiday period in our paradise.

Events are the way to go

SHELLY Beach is a village on theKwaZuluNatal South Coast, half way between Margate and

Port Shepstone, and falls under theMargate Municipality.

The village gets its name from thehuge variety of shells that can befound on the beach after high tide.

A shell collector will find shellsfrom the IndoPacific group and fromthe more temperate southern coastgroup.

The finest miniature Pink Ladyshells can be found on Shelly Beachwhere there is a reef about 1500 metres out to sea. This reef is popularwith scuba divers.

There is a submerged reef, theProtea Banks, seven kilometres out tosea, which is also very popular as itteems with fish. The beach has sharknets and is patrolled by lifeguardsduring school holidays.

Shelly Beach houses two shoppingmalls on the South Coast, offering avariety of shops, department storesand cinemas.

Digital Office Solutions goes green>> Recirculation is one of the most effective forms of environmental impact reduction

WITH more than 50 years of combinedexperience in the office automation industry,Dordie Posthumus and Debbie Turner joined

forces and opened Digital Office Solutions at 22 TheSentinal, Marine Drive, Shelly Beach, and the business has grown from strength to strength under the

guidance of these two.“Our dedication and focus on customer satisfac

tion helped build our small company into a placewhere we have serviced more than 200 machines inonly 22 months. Some of our satisfied customers include Wild Coast Sun, Eskom, NPC, African Bank,Sanlam, Rhino Cash & Carry and Sadtu,” says Turner

As an authorised Ricoh dealer it offers a fullrange of Ricoh office equipment including photocopiers, printers, paper fax machines and multifunctionoffice machines. Service technicians travel far andwide to service their products with the routes extending to Umkomaas, Lusikisiki and inland areas asfar as Matatiele and Ixopo.

Digital Office Solutons recently established itsown brand of paper created and branded after thename Ricoh. Another new innovation that it hasevolved with is the GreenLine machines which areendofinitiallife machines remanufactured for asecond term producing 40% fewer carbon emissionsover their lifetime. GreenLine products have a substantially smaller carbon footprint than new products.

Constantly moving towards the green evolutionand striving to become more ecofriendly, Digital Office Solutions invest in resource recirculation and believe reusing a product not only extends the usabilityof the product but also gives a higher return on theenergy spent creating it, and says recirculation is oneof the most effective forms of environmental impactreduction. — Candice Steyn.

>> Families can sit out on the deck while watching the children playing in the lagoon

HARRISON’S on the Beach is a pub and restaurant on the north side of St Michael’s mainbeach. Les Harrison and Luisa Galle, originally

from Johannesburg, decided to mix business andpleasure by opening Harrison’s.

“We enjoy meeting new people and socialising,”says Harrison.

Open seven days a week, 9.30am until late, Harrison’s vast menu includes pizzas, toasted sandwiches, homemade burgers, grills, seafood, pasta and chicken and a children’s menu.

“We have been told we have the best pizzas onthe South Coast,” says Galle.

Harrison’s is already booked for Christmas functions when they have spit braais on the deck. OnSaturdays and Sundays a bringandbraai is heldwhen R25 will buy you pap, sauce, rolls and saladsto have with your own meat. A cash bar is open.

“We are a family pub and restaurant, we wantcoming here to feel as though you are having a drinkat home. Families can sit out on the deck while watching the children playing in the lagoon,” says Harrison.

Harrison’s also has pool tables, rugby on the bigscreen, oceans views and is petfriendly.

“This is an adventure and we welcome everyoneto Harrison’s,” says Galle. — Candice Steyn.

21 Player of the Year award.“Thiswas one ofmymost enjoyable seasons

ever and although personally I felt that I im-proved, I didn’t expect to be recognised in thisway. I’mextremelyproudandhonouredtohavereceived this award,” said Fourie, who opted tocommit himself to the Warriors after havingmade a name for himself at Glenwood HighSchool.

“Afterschool ImovedbacktotheSouthCoastandplayingagainstDurbanclubsandsomeoldfriends fromschoolallowedmetoreallybe test-ed physically and mentally.

“It was daunting at first, especially playingagainst bigger, more skilled players, most ofwhich knew my style of playing from schooldays, but it’salwaysmore funchallengingyour-self. It makes the win that much better.”

Fourie added that his fruitful season camedown to the decision tomove from themidfieldto the second row.

“Moving to lock was a big step for me and Ifelt I had a lot to prove. I listened and observeda whole lot and used the criticism I wasgiven. The team helped massively in this as-pect,” he said.

“I learned how to play a new position fromscratchandwasdetermined toshowthat rugbyis in my blood, no matter where I am on thefield.”

The 25-year-old starred in a strugglingWarriors first team side this season and wasrewarded with call-ups to the Southern Kwa-Zulu-Natal and Wildebeest XV sides.

Mitchell played a key role for the SouthernKwaZulu-Natal team, propelling them to theirfirst ever Ebbo Bastard trophy triumph in Au-gust before helping theWildebeest XV to theirmaiden South African Rugby Union SouthernSub-Union title in September.

“I’m happy as hell to win this award due tothe fact that any number of my teammatescould have got it,” Mitchell told the Fever.

“I have to thankmy coaches Juan [van denBerg]andoomPiet[Breedt]forpushingmethisyear. Without them, I guess I would have justplayed an average year like normal.”

Mitchell conceded it was a disappointingseason for theWarriors first XV, the team fin-ishing seventh in an eight-team league, butwas optimistic that they will be back to theirbest next season with the addition of somefresh faces and ideas.

“We didn’t have a great season but we gotsomenewcomers coming in fornext yearwithsome new coaching staff and a conditioningcoach, which I know all us are going two bedreading, but I rate we’ll be ready to makesome good plays next season,” he said.
