Fox South Carolina School of Law The Supreme Court surprised many by its decision holding that states can choose whether or not to participate in the Medicaid expansion included in the ACA. We will discuss the potential implications of a state’s decision to participate or to not participate. ABOuT THE PRESENTERSWalter H. CartinWalt Cartin practices in the area of health care law. He represents a diverse range of health care providers, including hospitals, nursing homes, physicians, and a variety of outpatient facilities.

While in law school, Mr. Cartin served as the senior articles editor of the South Carolina Law Review and as a member of the Honor Council. He received the Joseph O. Rogers Jr. Scholarship and, upon graduation, was awarded the Compleat Lawyer Award by the University of South Carolina School of Law Alumni Association.

Before joining Parker Poe, Mr. Cartin served as a Captain in the United States Army Infantry. During his time in the military, Mr. Cartin spent more than a year in Iraq, leading combat and nation-building operations. He also served as a field representative for United States Congressman Joe Wilson of South Carolina’s Second Congressional District.

C. Edward Rawl Jr. Edward Rawl is an associate in the Columbia office of Fisher & Phillips, LLC. His practice includes litigating employment related disputes involving wrongful discharge, Title VII, ADA, ADEA, FMLA, FLSA, OSHA, as well as other types of employment based claims. In addition, Edward represents developers and property managers of government-financed and assisted multifamily housing projects in the defense of fair housing and public accommodation claims. He counsels employers, property management companies, and owners on all aspects of employment and fair housing laws and the development of preventative policies and procedures to avoid employment and fair housing claims. Edward handles litigation in both federal and state courts and claims pending with state and federal agencies including the Equal Employment Opportunity Commission and the U.S. Department of Labor. He has appeared before state and federal tribunals in South Carolina, North Carolina, Georgia, Florida, Tennessee, New York, New Jersey, and Ohio. He has also appeared before the appellate courts in South Carolina. Edward was selected as one of the Midlands’ Legal Elite by Greater Columbia Business Journal Monthly Magazine in 2011, and he was also selected for inclusion in 2012 South Carolina Super Lawyers– Rising Stars. He was the recipient of the 2011-2012 South Carolina Bar Young Lawyer’s Division President’s Metal. The award recognizes young lawyers who have gone above and beyond in their dedication and service to the Young Lawyer’s Division.

Mark C. Riley Mark began his career in the Insurance industry in 1993 with Mid-South Insurance Company as a Sales and Service Representative for the SC and GA territory. He left Mid-South in January of

1998 to take a position with Ferguson Marketing Group in Charleston as an Association Sales and Service Representative. He left in 2003 to form American Benefit Services.

Mark has also been active in the National Association of Health Underwriters since joining the industry. He was the President of the Columbia Association of Health Underwriters form 2001-2003. He has served on the Board of Directors for both the Columbia Association of Health Underwriters and/or the SC Association of Health Underwriters since 1997, and is currently serving as the Legislative Chair for the State Association, as well as serving as one of 11 members nationwide on the National Legislative Council. Mark was President of the Columbia Association of Health Underwriters (CAHU) from 2001-2002 and was President of the SC Association of Health Underwriters (SCAHU) from 2010-2011.

Jacqueline R. FoxProf. Fox teaches Health Care Law and Policy, Administrative Law, Bioethics and Torts I and II. She has published numerous articles on health law, health care financing and regulation, and health care reform in publications including the University of Cincinnati Law Review, Buffalo Law Review, Seton Hall Law Review, the Yale Journal of Health Policy, Law, and Ethics, the International Journal of Healthcare Technology and Management, and The Hasting Center’s Health Care Cost Monitor. Her forthcoming Annals of Health Law article, “IPAC: Healthcare Reform and the Cost of Medicare,” closely examines the newly created Independent Payment Advisory Board, which is tasked with capping the costs of the Medicare program. She has published op-ed pieces in The State newspaper and appeared on local and regional news shows speaking on the subject of health law. Her work on Medicare, in particular, has been cited in a number of scholarly publications and one of her contributions to the Hastings Center health reform publications has been the subject of an article in the New York Times. She has also been an invited speaker at universities including Oxford University, the University of Toronto, Johns Hopkins University, and Yale University. She was a visiting professor at the Santa Anna University in Pisa, Italy, for the spring semester of 2009.

Prof. Fox received her B.A. from Sarah Lawrence College and J.D. and LL.M. from Georgetown University. Prior to joining the faculty at the University of South Carolina, she was a Greenwall Fellow at Johns Hopkins and Georgetown Universities and a Donaghue Scholar at Yale University.
