    How Much Does Your Project Costs?With enticing salary packages and variousperks, it has attracted many of us to relo-

    cate and work here in the Middle East.But have you ever wondered how muchdoes your project cost? Here, pre and post-contract come into play.

    Now we all know that the recent financialcrisis brought a new business environ-ment in the construction industry even if Saudi Arabia is rock-solid financially.Wide array of projects from power anddesalination plants, substations, housingand hospitals are on top of the priority listfor tender in the next two years inside theKingdom. Tenderers are scrambling, fromgeneral contractors to sub-contractorsgetting an edge against each other.

    Under the pre-contract, proposing theoptimum overhead cost up to the material,labor and equipment costs based on cost derivations drawn from accurate estimateand available information in drawings is the vital cog in winning bids. Value of theproject is conceived in this stage. Take note, not all bids are meant to win, compa-nies have different ploy, they may either bid to win, bid to lose or bid for the sake of

    joining.

    Under the post-contract, based on the General Conditions of Contract or Subcon-tract, variation strategies can be establish to anticipate design changes and term of extension can be proposed for delayed projects. This is the period wherein peopleinvolve in contracts and claims are stringent on the accomplishment of the project.Too much leeway on work extension may cause and develop a bad culture withinthe duration of the construction. For so, based on the project value tagged during thebid, it may shoot up or decrease down either way.

    In reality, with a low-cost manpower in the market and best price raw materialsassembled by said low-cost labour, there is a misconception in the significance of these project expenses especially in this part of the region. Labor abounds and wast-age on materials unmonitored.

    Recently, the Saudi government issued a directive in support of Saudi Council of Engineers objective to improve the Kingdoms engineering standards which playsan important role in the countrys development.

    Now, being part of this industry, this is a call to raise our benchmark of Filipinoexcellence and sustain our competitive edge. It is high time to meet and be con-nected specially for us, the Quantity Surveyors and the Cost Estimators.

    October 18, 2008SOFIQS, Inc. was organized andfounded by Engr. Eddie R. Pilaspi-las of Saudi Oger Ltd. in Jeddah,Kingdom of Saudi Arabia. Thesociety was initially formed by theQuantity Surveyors of MEP In-voicing Group and Civil WorksGroup in King Abdullah Univer-sity of Science and TechnologyProject. It was started with 50founding members from differentcompanies in the Kingdom of Saudi Arabia.

    March 1, 2009The society was registered andrecognized by the Philippine Con-sulate in Jeddah as one of the Fili-pino Community Organizations inthe western region of Saudi Ara-bia.

    June 19, 2009The society was registered in theSecurities and Exchange Commis-sion (SEC) in the Philippines as a

    non-stock, non-profit organizationunder the name SOFIQS Inc.

    November 27, 2009The original KSA Chapter wasofficially divided to form two (2)new Chapters, the Jeddah Chapterand the Riyadh KSA Chapter.

    Organized its 1st Annual Conven-tion hosted by Jeddah Chapter.

    January 9, 2010Riyadh KSA Chapter was regis-tered and recognized by the Em-bassy of the Republic of the Phil-ippines in Riyadh as a legitimateFilipino community association.

    Riyadh - The local chapter basedhere in the capital city of SaudiArabia organized a one-day ten-pinbowling tournament held at Al-Khozama Bowling Center besidethe iconic Faisaliyah Tower lastOctober 22, 2010.

    The event, was organized in cele-bration of SOFIQS Inc.s 2nd YearAnniversary. It have lured 34 par-ticipants and was graced by the of-ficers from the National Board.Everyone felt the excitement and

    Development Program to developand enhance the capabilities of itsmembers. It was participated by 32SOFIQS members and non-members.

    The seminar was spearheaded bythe SOFIQS Jeddah Chapter Presi-dent Ric Dimarucut & Vice-President Orlando Magsayo Jr. to-gether with the Officers of JeddahChapter.

    The lecturer/ resource speaker isEngr. Mamerto Balanon, a PlanningEngineer of Saudi Bin Laden. Theseminar was ended up with distri-bution of Certificates for the par-ticipants and awarding of certificateof appreciation to the Lecturer.- end

    The finalists have played a do-or-die game. After the smoke havecleared, Mario Ancheta of SaudiOger Ltd. bowled a total of 160points to top score the Finals, notfar behind were Mario Velasquezand Mat Dicka, the second andthird placer respectively.

    The rest of the standings are as fol-lows: 4) Eddie Manzano, 5) EricGonzales, 6) Dennis Rodriguez, 7)Fernando Nacu, 8) Steve Marcial,9) Allan Magadia and 10) Glen Hi-rondo.

    The winners were awarded withmedals, exclusive SOFIQS mug forthe top 5 and trophy plus cash prize

    Foreign engineers have to be regis-tered with the Saudi Council of En-gineers for the issuance and re-newal of their iqamas (resident per-mits), according to a directive is-sued by Second Deputy Premierand Minister of Interior PrinceNaif.

    Abdullah Bugshan, chairman of thecouncils board of directors,thanked Prince Naif for his supportto the organization and said the newdirective would help improve theKingdoms engineering standards.

    We are happy over the govern-ments desire to develop the engi-neering profession, which plays an

    important role in the Kingdomsdevelopment, he said.

    Bugshan said the governmentpassed a law eight years ago toregulate the councils activities.The council was established toimprove the standard of the engi-neering profession in the country,he said.

    Bugshan said the council wouldreview the academic and profes-sional qualifications of engineers.Well also encourage engineers toapply the best professional prac-tices, he added.

    He said the ministries of interior,civil affairs, higher education, la-bor, planning and economy, mu-nicipal and rural affairs and waterand electricity have approved thecouncils professional endorsement. Organizations such as SaudiAramco, the Royal Commission forJubail and Yanbu, the Saline WaterConversion Corporation and King

    Abdulaziz City of Science andTechnology have also approved the

    endorsement plan.As a result, a large number of en-gineers have already registered withthe council, Bugshan said. Headded that the Arab and Gulf engi-neers federations have given theirsupport for the Kingdoms endorse-ment program.

    The Federation of EngineeringInstitutions in Islamic Countries hasalso welcomed the principlesadopted by the Kingdom for profes-sional endorsement. Most Islamiccountries have expressed theirreadiness to adopt similar regula-tions, he said. - end

    The Ministry of Labor unveileda new bill that would unify con-tracts in the private sector alongwith a set of measures that are tobe implemented in the future.The new set of measures aims toaddress workplace relations be-tween the employee and the em-ployer in the private sector.

    The ministrys new measureswill focus on reducing labor dis-putes in the workplace, espe-cially on payment issues. It willalso address issues pertaining to

    job transfers, especially with re-gard to an employee seeking tochange jobs.

    The ministry also emphasizedthat the employment contracthas to be made in duplicate witheach party retaining a copy of the contract. The Ministry of

    Labor also said the new meas-ures would include the caveatthat no owner of a private sectorcompany in Saudi Arabia s shallbe able to terminate an employeefrom service due to health prob-lems. Also, the employees cannow combine their annual leaveto their sick leave.

    Business owners will now berequired to furnish their employ-ees and workers the terminationletter before the actual firing oc-curs. No owner shall transfertheir employees to another loca-tion without the employees priorknowledge unless it is expresslywritten into the contract andsigned by both parties.

    The new bill states that an em-ployee has the right to leave the

    job if there are any contractual

    violations, if the employer failsto pay the employees salary orsubjects a worker to abuse.

    Some measures are aimed atstreamlining payment of sala-ries. The Ministry of Labor nowstates that an employer shall notchange their employees statusfrom a monthly-based salary toan hourly or daily wage withoutthe employees agreement.

    The bill also affirms the businessowners rights to terminate thecontract of their workers withoutcompensation in cases of assaultor fraud. Employers can termi-nate employees for disclosingcompany secrets. - end

    FEATURES

    Cost Engineering and Quantity Sur-veying have similar and highly

    overlapping functions. QuantitySurveying relates more to buildingdesign and construction, while CostEngineering relates more to engi-neering projects and processes.However Cost Engineers and Quan-tity Surveyors commonly work inboth areas. Cost Engineering andQuantity Surveying differ primarilyin the route taken to professionalqualification, not to any substantivedifference in the two professions.

    Project Management overlaps both

    Quantity Surveying and Cost Engi-neering in the project cost manage-ment area to some degree but mostProject Management functions arequite different from those of CostEngineering and Quantity Survey-ing.

    The following document comparesthe similarities and differences be-tween the three professions, interms of cost management mattersonly. A definition of entire scope of Project Management activity is notintended, nor should it be inferred,from this document.

    1. Cost Engineering (CE) andQuantity Surveying (QS)

    Functions:a. To provide independent, objec-tive, accurate, and reliable capitaland operating cost assessments us-able for investment funding andproject control.

    b. To analyze investment and de-velopment for the guidance of own-ers, financiers and contractors.

    CE and QS include:- estimates of capital or asset costsincluding development costs;- estimates of operating and manu-facturing costs through an asset'slife cycle;- risk assessment and analysis;- trending of scope and costchanges;- decision analysis;

    - financial analysis (eg. net presentvalue, rate of return, etc);- project cost control;- appraisals of existing assets;- project analyses, databases, andbenchmarking;

    - planning and scheduling;- setting studies, etc.;

    - productive and investment needsassessment;- facility management needs assess-ment;- project feasibility and budget as-sessment;- cost management;- procurement management;- contract administration;- whole-life appraisals;- quality audits;- value management;- dispute resolution.

    These are typical functions of theCE or QS but not all practitionersin the field perform all of thesefunctions. Many specialize in a lim-ited number of these functions.

    The CE or QS provides informationby:- estimating costs and analyzingrisk,- trending and controlling costs andassessing design, and- documenting costs.

    These are interdependent and feedback to each other. They include:- analyzing cost,- assessing design,- assessing risks,- trending costs,- advising clients,- managing cash flows,- preparing feasibility analyses, and- assessing life-cycle costs.

    2. Project Management (on costmanagement matters only) (PM)

    Function: To set project objectivesin line with the purpose(s) set up bygeneral management and to managethe resources necessary to meet theobjectives.

    PM should:- ensure that a realistic reference(scope, cost, time) is set up for fur-ther controland is in line with the objectives;- ensure that appropriate manage-ment tools are set up to help the

    team control the project;- create a cost-minded atmospherewithin the team;- make decisions on what should bedone in case of variance;- ensure that the project objectives

    remain in line with business needs;

    PM delivers the project by:- managing resources,- delegating tasks,- making decisions,- receiving information,- setting goals,- motivating people, and- understanding cost engineeringand quantity surveying. - end
