1 Himurja, the HP State Renewable Energy Development Authority (http://www.himurja.nic.in ), has announced a tender for allotment of 150 Small Hydro Power (SHP) projects in Himachal Pradesh. The projects are up to 5 MW, with projects below 2 MW being reserved for Himachali applicants. The last date of submission of application is November 10, 2014. The application & processing fees, as well as the premium being charged by Himurja is quite low. The projects are available cheap as this is an allotment and not a bid. If a company qualifies for the financial criterion with a high net- worth, it is possible to get full marks in the financial criterion and have a very good chance of getting a project allotted. Executive Summary

The 1.00 MW Neptune Top Small Hydro Project is a proposed hydro electric project located

on the Neptune Khad, a right bank tributary of the Sainj River, in Kullu district of Himachal

Pradesh, India. The proposed elevations for the project are 2175m (intake) and 1875m

(tailrace), giving a gross head of 300m for the scheme.

The project is accessible on the state road along the river Sainj from Aut-Sainj-Neuli-XXX

and then till village xxx on the right bank of Neptune Khad. The project site is upstream of

the 2.4 MW under construction Neptune SHP. The project components lay along left bank of

the khad.

The main project components include a trench type weir at 2175m ASL, intake structure,

feeder channel, desilting tank, water conductor channel, forebay, penstock, powerhouse with

switchyard at 1875m ASL (as per allotment), tailrace and ~3.0 km long 33 kV power

transmission line. Two Pelton turbine-generator units of equal capacity are proposed to be

installed at the powerhouse. The catchment area of the project is ~ 16 sq km, out of which ~2

sq km is snow fed. The gross head is 300m and the design discharge for an installed capacity

of 2 MW would be ~0.75 cumecs.

The land involved in the project is almost entirely forest land. Some private land would be

involved in the road construction or in the transmission line alignment. Road requirement

would be minimal for the powerhouse in case the lower proposed elevation for the

powerhouse is approved.

Further activities in the development of the project include feasibility report, DPR, local

clearances, Technical Concurrence, IA, forest clearance, lease of forest land, and detailed

engineering design of the scheme. In addition, financial closure of bank loan and Power

Purchase Agreement (PPA) with power purchaser would be critical steps. These are likely to

take 24 months at the minimum. The construction of the project is likely to take another 2

years time from commencement. Overall, the timelines to commercial operation would range

between 4 years to 5 years from allotment.

The hydrology of the project site is good. For a gross head of 300m, the installed capacity is

likely to be 2.0 MW, with an annual generation of 10.2 GWh (Million kWh). The PLF in

that case would be around 58%. We have used the Hydra-HP software developed by AHEC,

IIT Roorkee to predict the hydrology of the project at the intake site.

We thus conclude that the Neptune Top SHP site is attractive due to its high head, lack of

private interference and fair hydrology. The head for the scheme is on good and hence the

dependence on discharge for the given capacity is lower. This makes the components (water

conductor, penstock, machines, powerhouse, etc.) compact and hence comparatively less

expensive than a similar low/medium head scheme. The hydrology of the project site is

good and the annual PLF has been estimated to be 68%, with an estimated annual

generation of 6.0 GWh (Million kWh) for an installed capacity of 1.0 MW.

Introduction

The 1.00 MW Neptune Top Small Hydro Project is a proposed hydro electric project on the

Neptune Khad, a right bank tributary of the Sainj River, in Kullu district of Himachal

Pradesh, India.

The proposed elevations for the project are 2175m (intake) and 1875m (tailrace), giving a

gross head of 300m for the scheme. The project area for the site as seen on Google earth is

shown below.

Accessibility

The project is accessible on state roads along the Sainj River from Aut to Larji and then to

Sainj town on the banks of the river Sainj. There are large projects of NHPC (Parvati II and

III) and HPPCL (Sainj – 100 MW) on the river in the vicinity. Beyond Sainj, the road leads to

XXX and then moves along the right bank of Neptune Khad till xxx Village. The under-

construction Neptune SHP is downstream of the Village along the right bank. The Neptune

Top SHP is planned on the left bank. The road ends at the intake site of the Neptune Top

SHP. Further bridge work is underway to cross to the left bank. Road of about 0.5 km length

would be required for the proposed powerhouse at 1875m For the Intake site, additional 2.0-

3.0 km of road would have to be constructed. The project is upstream of the 2.5 MW Neptune

SHP under construction. No other projects are allotted in the upstream elevation.

Hydrology & Power Potential

The intake site for Neptune Top power project is located at an elevation of 1980m on the

Neptune Khad. The catchment area of the Khad above the intake site is ~16 sq km as

calculated from Google Earth. The highest peak is around 4300m. The Catchment area

consists of snow fed region of ~2 sq km. The rest of the catchment area is rain fed and will

provide substantial quantity of water flow for the power project as it contains dense forests.

The catchment area is shown demarcated by the thin white line.

We have used the Hydra-HP software developed by AHEC (IIT Roorkee) to estimate the

hydrology and power potential of the Neptune Top SHP.

Hydra-HP is software developed by AHEC, IIT Roorkee for prediction of hydrology and

power potential of small hydro power projects located in the state of Himachal Pradesh. For

the sake of analysis, the area of the state is divided into a grid of squares, each 1 km by 1 km

in dimensions. Thus, any catchment area is divided into squares of 1 sq km area and runoff

from each such contributing square is utilized to predict the runoff for the project. The

rainfall data for the given catchment is also utilized to provide more accurate figures for run-

off.

For this analysis, we first delineated the catchment area of the Neptune Top Intake site on

Google Earth and fed the catchment area boundary point data to Hydra-HP in the format

required. The format is as given in a table at the end of this section. Once the boundary points

are input, Hydra creates a map of the catchment area with potential run-off and other

catchment characteristics based on elevation, type of catchment and rainfall data. The

catchment area characteristics for Neptune Top SHP intake site are as shown below.

As can be seen from the images, the catchment area of the intake site is ~16 sq km. The

catchment in the higher reaches is shown in a darker blue, indicating higher contribution to

the runoff, while the catchment in the lower elevation is shown in white, indicating lower

contribution to the run-off.

Based on the catchment area characteristics, the software then develops a synthetic annual

flow regime report for the intake site. The flow regime is shown in figure below. The flow

regime report shows the probability of occurrence of a particular flow over the year.

Armed with the synthetic flow regime curve, we are now ready to calculate the power

potential of the site. For that, we need to input a few more things such as the net head, the

number of turbines proposed, the design discharge and the environmental flow. Once these

data are input, the software provides us with a configuration of the possible type of turbine

for the given head-flow combination. The Pelton turbine is found appropriate for this site.

The software then calculates the power potential of the site for the given characteristics.

We have considered the gross head of 300m and calculated the installed capacity as 2.0

MW, with an annual generation of 10.2 GWh (Million kWh). The power potential report for

the project is attached below.

Hydra software has been found to predict the generation for small hydro sites in Himachal

Pradesh with an acceptable level of accuracy. We therefore use it quite extensively for

projects where hydrology data is limited.
