SCANDICCI IN YOUR POCKETGuide to services offered to citizens

The pocket guide to services available in the town of Scandicci has been financed by the “AReS, Azioni di Rete e Sostegno” project (set up by the Scandicci City Hall in collaboration with Nosotras Association and the contribution of the European Fund for Integration by the Ministry of Interior).This brochure gives useful information to citizens, both Italian as well as foreigners, who have chosen to live, study, or work in Scandicci.Scandicci has a population of about fifty thousand, many coming from various parts of the world.We have prepared this multilingual guide (written in Italian, English, French, Albanian, Arab and Chinese) to encourage peaceful coexistence and active participation in the economic, social and cultural life of the town and, to this end, we have adopted the European motto “united in diversity”.This guide is divided into three sections: information concerning public services, information concerning voluntary associations and a final glossary with key words. It’s a simple tool to help you learn about and understand the town you live in, because your municipality, the “Comune”, as the origin of the Italian word indicates, is the common home of all its citizens.

URP / Ufficio Relazioni con il PubblicoThe URP, or the Public Relations Office, is where citizens go for information,

to request certificates and to fill in forms. Citizens can find out about services, procedures and public opening hours of the City Hall as well as other public institutions. This office handles documents, enquiries, and applications. It issues calls for tenders, open competitions and various municipal forms. It receives citizen reports, proposals, suggestions and complaints. It allows municipal regulations to be consulted. It handles the “comunicazione di cessione di fabbricato” - a legal form to be signed by property owners and tenants or buyers for over 30-day rent contracts, and on-the-job accident reports. It issues registry office certificates from Monday to Friday between 14:30 and 17:30.

IMMIGRATION OFFICEThis office mainly deals with foreign citizens. It offers advice on filling

out forms and on renewing residency permits. It gives information concerning family reunification procedures, legal formalization of the employment status, naturalization procedures, Italian language courses and language tests to obtain residency permits, as well as information on the City Hall Services in general. This Office works together with ARCI and with the Nosotras Association, in relation to the Help Desk for Women.

AGED AND DISABLED PEOPLE We provide services to elderly people who are alone, to non self-sufficient

and/or disabled people residing in Scandicci who need home care. This service includes home care to the elderly and/or disabled, a cafeteria, social support, financial support to families in need of help with their non self-sufficient family members, services to the disabled (between the ages of 18 and 65) such as the Community Centres open for socialization and recreation or job opportunities for the disabled. You need to follow selection procedures to apply to the “fondo Vita Indipendente”. When the non self-sufficient elderly can no longer live on their own, our services can provide admission to care centres.

FOSTER CARE, ADOPTION, SPECIAL AREA FOR PARENTS

This service gives support to people who start foster care and adoption proceedings, both national and international, and psychological support to parenthood. It also offers help to families with minors through its special area for parents called “Raggio Verde”.These services are available by appointment.

BIBLIOTECA DI SCANDICCISCANDICCI’S LIBRARY

This library is the largest education centre in town with more than 50,000 books and 5,000 DVDs. You can ask for information and consult and borrow books, newspapers, magazines, and movies. It provides free internet connection for the

library’s PCs or on wireless. The library has a special intercultural section with books in their original languages and it arranges Italian and other language courses. You can sign up to Media Library Online to freely access on-line contents, such as Italian or foreign newspapers and magazines, borrow e-books, download music or watch movies and documentaries and participate in cultural events. The Kids’ Library, in particular, is a place where children can read, play, play board games, do homework, attend courses, and participate in recreational activities and labs.

WORK AND TRAINING

The City Hall of Scandicci has a Training Agency certified by the Region and supported by the European Social Fund that organizes free vocational training, giving special attention to the unemployed who seek retraining for new job opportunities.The Employment Centre is the provincial office that deals with active employment policy. It serves jobseekers and businesses looking for personnel, providing all the information and guidance needed to match labour demand and supply, as well as assisting with the paperwork.

The Traffic Office deals with the documentation related to queries concerning occupation of public land, lost and found, public security licenses, the issue of disabled license and parking permits, and traffic violation checks. The “Pronto Intervento”, quick response traffic unit, deals with car accident

reporting, violations of no parking zones, such as driveways, or disabled parking slots, and other illegal activity. PUBLIC SCHOOLS AND EDUCATIONAL SERVICES

The “Sportello Unico della Scuola”, or School District Help Desk, deals with all procedures related to education. It gives information and takes applications for preschools, child care centres, playgroups, primary schools, school busing, school cafeterias, school activities and right to education, summer recreational centres, school book vouchers and scholarships.The Centro di Risorse Educative e Didattiche (C.R.E.D.), or Educational and Didactic Resource Centre, also organizes educational projects for schools and continuing education for adults, in support of quality teaching and school autonomy.

SCANDICCI CULTUREINSTITUTE

Scandicci Cultura is the City Hall of Scandicci’s cultural institution. It handles cultural activities and policies for young people and promotes third sector or voluntary sector cultural activities in town. It manages the Studio Theatre, the Town Library, the Music School, and the youth centre GingerZone. It promotes knowing your local area through training programs and the protection of its artistic and cultural heritage, shows and exhibitions, and European and international projects.

SOCIAL SERVICES

Social services provide help to the needy, both Italian and foreigners, as long as they are legal residents in the Scandicci area. The service is personalized to create a “shared project” that aims at helping people cope with temporary difficulties and become autonomous again. The service provided has a time limit and the defined goal becomes an agreement between the citizen and the social worker, who gives expert advice and activates community resources, economical as well as other types of service. Social services give information, psycho-social counseling, support, orientation, and do needs analyses. They take care of the cases management or turn them over to other specialized services (health services for prevention, treatment and therapy) and collaborate with services offered by the voluntary organizations.

This office handles all the necessary procedures for commerce, crafts, industry, tourism, agriculture, trade shows, advertising, itinerant trade, open air markets.It provides licenses for local businesses, for tourist hospitality services, etc. It gives information and support to start up businesses, whether on public spaces or fixed locations. All procedures are carried out exclusively online.

This office deals with the tax system and local taxation, such as the I.C.I. (the city tax on estates), the I.M.U. (the property tax), the TARES Tributo Comunale per i Rifiuti e i Servizi—ex-Tia and/or Tarsu (tax on the disposal of solid urban waste), and the C.O.S.A.P. (taxes on the occupation of public spaces).
