Given the pace at which pollution has been rising plus its pronounced health and economic costs, India should have had a National Air Quality Index (AQI) up and running many years ago. He is absolutely right that developed nations do not have the right to lecture India given their far worse records on climate change India is, after all, one of the lowest per capita emitters of greenhouse gases but you won`t often find this mentioned in western descriptions of Indias role. But for that very reason some of the lifestyle changes mooted by Modi such as switching off lights on full moon nights or observing cycle Sundays arent practical and can tackle the problem only at the margins.
