As the President of theRealtor® Association, Ihave had the honor ofpreparing these weeklyarticles about the localhousing market andimportant industry newsitems for publication inThe Pilot. I hope thatthese weekly articles havehelped to explain what is hap-pening in the local market. Fo rmy last article as the 2009President of the Association Iwould like to recap some impor-tant aspects of the real estatem a r k e t .

First, yes real estate is local, butin our market place, as a desir-able second home and retire-ment community, our local mar-ket activity is very dependent onwhat is happening in the USeconomy and existing homesales across the US. Over thelast several months, according toreports from the NationalAssociation of Realtors®, existinghome sales has been increasingas compared to 2008. There hasbeen renewed interest in makingthe dream of homeownership areality mainly because of thepositives of the tax credit pro-grams, favorable pricing, attrac-tive interest rates and sellersmore realistic in their pricingexpectations. I am hopeful thatas the US economy continues toimprove our existing home sales

will also improve.S e c o n d l y, I want to

again stress that realestate when purchasedproperly is a great invest-ment. In Moore County,buyers and seller havebeen very fortunate thatreal estate values have

not been affected negatively tothe same extent as other mar-kets, such as, Florida, Las Ve g a sand California. Our properties areholding their value. in MooreCounty the upper end of themarket has experienced slowsales which is not unusual giventhe uncertainties of the economy,but there have been plenty ofl o w e r-price homes that are sell-ing. It’s important to rememberthat markets heat up from thebottom as homes sell and previ-ous owners move into somethinglarger or relocate in their retire-ment years.

Just a few weeks ago, thefirst-time buyer tax credit wasexpanded to include repeathomebuyers, and the effects ofthis pioneering legislation arealready making an impact.

Originally, set to expire onNovember 30, 2009, the taxcredit of up to $8,000 for first-time homeowners has nowbeen extended to those whosign a sales contract by April30 and close before July 1 ofthis year. Plus, income limitsare now much more generous.Single taxpayers with incomesup to $125,000 and marriedcouples earning up to $225,000qualify for the full tax credit,while partial credits may be

available to buyers whoseincomes exceed those levels.

The law also adds a new taxcredit for many repeat or move-up buyers. If you have lived inone residence for five consecu-tive years out of the past eightyears and close on a newhome before July 1, you couldbe eligible for a tax credit of upto $6,500.

Remember that both tax cred-its are refundable. If you oweless than the amount of yourcredit, the government willsend you a check for the differ-ence, and any refund you aredue will grow by that sameamount. Also keep in mind thatqualifying purchases include

single-family homes, townhous-es, condos, and co-ops — andmay even include houseboats,manufactured homes, motorhomes, or trailers in somestates.

What more could you ask for?Interest rates are low, homeprices are still affordable, andyou may be able to put thou-sands back in your pocket.This tax credit legislation hasmany provisions designed to

boost homeownership, so besure to talk with your realestate agent and lender aboutthe many new opportunitiesavailable.
