Dear fellow Rotarians, From the moment I was nominated as Rotary International president, I knew I would choose a theme that would focus on peace. This is why I planned three peace forums – to give Rotarians an opportunity to think about peace, to talk about peace, and to share their ideas on building peace together. The final Rotary Global Peace Forum takes place this month in Hiroshima, Japan. We hear the word peace every day. But most of us spend little time thinking about what peace is. On its simplest level, we can define peace by what it is not. It is a state of no war, no violence, and no fear. It means that you are not in danger of hunger, or persecution, or the suffering of poverty. But we can also define peace by what it is, and by what it can be. Peace can mean freedom of thought and of speech, freedom of opinion and of choice, and the ability for self-determination. It can mean security, confidence in the future – a life and home in a stable society. On a more abstract level, peace can mean a sense of happiness, of inner serenity, of calm. However we use the word, however we understand peace, Rotary can help us to achieve it. Rotary helps us to meet the basic needs of others – to provide health care, sanitation, food, and education when and where they are most needed. It helps to meet the inner needs as well, for friendship, connection, and caring. And Rotary helps us to build peace in its most traditional sense, by reducing the causes of conflict. It builds bridges of friendship and tolerance among people and nations. It helps us to understand one another. However we define peace, whatever peace means to us, we can bring it closer through service. Peace, in all of the ways that we can understand it, is a real goal, and a realistic goal for Rotary. Peace is not something that can only be achieved through treaties, by governments, or through heroic struggles. It is something that we can find, and that we can achieve – every day, and in many simple ways. And so I thank you for your commitment to Peace Through Service – and to a Rotary goal of a more peaceful world.

Professional Development Service:

Seeks for ways to develop skills and enhance knowledge

Today, 1.7 billion people i.e. more than one fourth of the world’s six billion people are between the ages of 10-24, making this group of young people the largest ever to be entering adulthood. In Nepal, 60 percent of country’s population is assumed to be below 25 years of age. The populace of youths (16-40 years) accounts for 38.8 percent of total population and these cohorts represent a critical constituency for shaping of nation’s future (National Youth Policy of Nepal, 2010). These youths are the pioneers of socio-cultural, political and economic reform. They are the crucial segments of nation’s development. Youths are the backbone of Nepalese political system. The Nepali youths have rendered outstanding contributions to every political change, founding of democracy and other social movements in Nepal. The young generations still today are raising voices seeking their decisive roles in developmental actions, and are urging political leaders to act for democracy, peace and development, employment, human rights and justice. The Nepali youths are also struggling to help this country curtail corruption and endorse good governance. They have a high courage of fighting for “Corruption Free Nation” by refusing to pay bribes, leading anti-corruption campaigns, reporting fraudulent transactions of government officials and many more. Nepali youths today are organizing locally and expanding their horizons towards social reform. They are now breaking through the mold of traditional political avenues and moving beyond political roles as their sole civic responsibility. Previously, youth input in decision making, problem solving and action in communities received limited attention. However, recently youths are increasingly recognized as social actors in the development of their communities. The Nepali youths today are educated, well networked, and effective at identifying areas of need, efficient at raising funds, pooling resources and self-capable to foster developmental activities. The actions demonstrated by numbers of youth clubs/associations and organizations like Youth Red Cross Circles, Y-Peer, Rotaract clubs, Lions/Leo clubs and several others are self-evident to describe the roles of youths in country’s development. These networks have been contributing to promote education, raise health and social awareness, combat poverty and protect environment. The youth have also been marching towards “Epidemic free Nepal”. An initiative of Paschim Paaila, a youth- led group, provides a remarkable example. In addition, youths have also been organized to combat a burden of HIV/AIDS. It is youths who have been flourishing awareness against HIV/AIDS through approaches of peer education, trainings and advocacy. Such active participation of youths could also help nation achieve Millennium Development Goals (MDGs). Economic reform is another important avenue where the country’s youths have potentials to contribute for. While the brain drain has been plaguing Nepalese economy for decades, some youths have set up good examples and signs of change by setting up new enterprises and fostering economic growth. The slow but growing rates and the critical success of these sorts of youth entrepreneurship has become the attraction for many unemployed youths. Utilizing these entrepreneurial spirits of the youths can help the communities achieve economic growth and it can certainly open the opportunities of reversing brain drain as well as addressing youth unemployment to some extent. This growing aspiration for entrepreneurship by youths is sure to perpetuate nation to economic development in the forthcoming years. Yes! The role of this country’s youths is undeniably important- as political leaders/ representatives, as social activists, as entrepreneurs, as leader of social transformation and overall as a citizen with sense of civic responsibility. For their enthusiasm, dynamism, ambition and creativity, youths are the best change makers. Youths are the drivers of development and change in Nepal. (Total words: 600)

104th Rotary International Convention – Lisbon

Updates from the Council on Legislation

Council representatives hold up green cards to demonstrate a yes vote on a motion.

In April, representatives from Rotary’s 532 districts met in Chicago to vote on proposed changes to RI policies. Representatives could change policy themselves, send a resolution to the RI Board for consideration, or reject a measure entirely.

The Council rejected these resolutions:

Extend the age limit of Rotaract from 30 to 35

Lower dues for Rotaractors who want to join Rotary

Limit Youth Exchange to the children of Rotarians

Lower the age limit for Youth Exchange from 18 to 17

The Council sent this to the RI Board: A proposal to establish New Generations Service Day The Council approved this idea, which will take effect 1 July 2013:

Change the name of Rotary’s Fifth Avenue of Service from “New Generations Service” to “Youth Service”

If any clubs in your district have been suspended, they can easily reactivate. Make sure they report their 2012-13 Rotaract club president, wait three to four days, and then create a Member Access account to confirm the club’s status, enter club member information, and identify the 2013-14 president. By reaching out to a suspended club in your area, you can help it reconnect with Rotaract’s global network.
