Mr. Raju joined the Company in 1976 and held various positions over the years. He was the Executive Director of the Visakh Refinery since 2007. Various projects have been successfully completed in his PAB Raju of HPCL Visakh Refinery retires tenure. Some of them are Visakh Refinery Clean Fuels Project for the production of Euro III / IV Petrol costing 2200 crores, Single Point Mooring (SPM) for handling Very Large Crude Carriers at a cost of Rs. 643 crores, Mounded LPG storage Tanks (5 for LPG & 2 for Propylene) at a cost of 126 crores and Fccu II Revamp at a cost of 314 crores. The Diesel Hydro Treater for the production of Euro IV Diesel is nearing completion at a cost of 2730 crores. M r. The APIIC sought the denotification of SEZ lands in order to meet the growing demand for lands for industries in the Domestic Tariff Area (DTA). Offers 50,000 Sq. ft built-up area for offices, banks, food courts Due to structural changes in SEZ policy by the Government of India, there has been a considerable drop in demand for industrial lands in the SEZ area. APIIC Visakhapatnam has built a huge complex of 50,000 sq. ft. in Atchutapuram to house the commercial offices, labs, pollution control offices, banks, ATMs etc. The State Bank of Hyderabad (SBH) has already opened its branch on 2500 sft. area in the complex. APIIC aims to provide ready- to-occupy commercial space for offices for the convenience of the entrepreneurs / Industries / Unit holders. There is also a provision to set up food courts/ restaurants to facilitate the convenience of local units and the workers. A. K. Sabharwal F act: Public sector shipyard, including Hindustan Shipyard Limited Visakhapatnam, has been struggling to stay afloat as government orders for ships and other vessels have dried up. Fact: Public sector shipyards have been on life-support for years, living off government handouts, which come in fits and starts and with great reluctance. Fact: State-owned shipyards are in dire straits even though they have a trained workforce and the engineering expertise to turn out world-class seagoing vessels But these facts appear to have been ignored by the Mazagon Dock Ltd, a Government of India undertaking while going full steam ahead with its policy to hand over plum shipbuilding contracts to private shipyards, through joint ventures, at the cost of the public sector. This policy has become a cause of serious concern among political parties, with CPM general secretary and MP, Mr. Sitaram Yechuri raising an alarm. Mr. Yechuri told Industrial Scan: “The Communist Party of India (Marxist) has brought the deal under its scanner, pointing out the large grey areas that reek of another scandal in the making”. The major cause of worry is the way in which Mazagon Dock Limited, a government-owned shipyard controlled by the Defence Ministry, has gone about finalising its JVs, which are so skewed in favor of the private sector that it is a scandal in itself , say the MDL workers.. MDL says it has orders worth Rs 1 trillion, so they need joint venture partners to execute and complete the works on time. The immediate question relates to the alacrity with which MDL is executing the purported orders. Why does MDL need joint venture partners? Why did MDL not go for open tenders to ensure transparency and competitiveness? Industrial Scan believes there is no logic to go for joint ventures when abundant capacity is available in the industry and the entire deal of entering into joint venture smacks of favouritism, according to MDL workers. Some workers are also claiming that MDL management is misleading the Defence Ministry into believing that joint ventures with the favored private sector players is the only option for going forward. Industrial Scan strongly recommends that MDL should not enter into joint ventures with selected companies until it has exhausted the idle facilities in public sector yards. Indeed, MDL should invite all the other shipyards in India to participate in tenders and share its plans with them so that the other shipyards get a chance to improve and upgrade their facilities and compete on equal footing and offer the competitive prices. This will bring in transparency and cost competitiveness at MDL. We have raised questions about the process involved in dealing with the MDL’s joint ventures, with the top management of MDL. Unfortunately, so far, the answers that we have received are an exercise in obfuscation and diversion, with MDL management claiming that the need for JVs were approved by earlier leadership teams and the Defence Ministry. Thus, the way MDL has been functioning vis-à-vis the private sector JVs, is not a shining example of fairness and transparency.

Container Corporationof India’s (Concor’s)inland container depot(ICD) at Kanpur. All priorcustoms clearances andclaim of duty drawback willnow happen at the ICDfacility itself. Kanpurexports about 500 tonne amonth of air cargo andimports about 115 tonne .

GMR, which operatesthe Delhi Airport, has tiedup with Concor to startbonded trucking service. Atruck will pick-up and dropbonded cargo betweenKanpur and Delhi Airportthree times a week.

The first truck, flaggedoff recently, carried leathergoods from Suri Shoes,Mirza International, andArvind Footwear with aload of 1.6 tonne. These

Assocham said that of the total outstanding investmentsof Rs. 12.3 lakh crore in AP, private sector accounts forover Rs. 6.9 lakh crore thereby registering a share ofover 56 per cent in the overall investments.

At the national level, the private sector, with a shareof over Rs. 82.9 lakh crore, accounts for over 59 percent of the total outstanding investments across Indiaworth over Rs. 140 lakh crore as of June 2012, theAssocham said. Private sector investments account fora whopping 86.6 per cent in the total outstandinginvestments worth over Rs. 4.5 lakh crore in Haryanawhich has a share of about 4.8 per cent in the total privatesector investments made across India.

“Flow of the private investments is decided by theattractiveness of investment opportunities as they aremostly driven by profitability considerations,” said Mr.Ravindra Sannareddy, chairperson of AssochamSouthern Region Council. “Bureaucratic efficiency,infrastructure facilities, and ease of land acquisitioninfluence the flow of private investments,” said Mr.Sannareddy. “Tax concessions, product market conditionsand exit policies are effective tools of private investmentattraction.”

growth in net profit at Rs496.68 crore for the secondquarter ended September30, as against Rs 469 crorein the comparable previousyear quarter. The totalincome was Rs 3,773.75crore during the quarterunder consideration againstRs 3,377 crore in the sameperiod a year ago.

According to theChairman and ManagingDirector, Mr. T.M. Bhasinhad it reversed thedepreciation account, thegrowth in net profit wouldhave touched 12 per cent.Total business of the bankduring the quarter rose toRs 2.27 lakh crore (Rs2.02 lakh crore) . CASAdeposits grew to Rs 37,994crore (Rs 34,227 crore).Gross advances were at Rs95,936 crore (Rs 86,372crore); Credit Deposit ratiowas at 73.13 per cent (74.3per cent).

RINL posted growth in hot metal,liquid steel and value added steelproduction, captive power generation,operating profit and profit after tax duringH1 of 2012-13. Analysis (FARPA) organised aninformal meeting to discuss thevarious opportunities andconstraints in regard to provisionof the required quantum of watersupply to Visakhapatnam and tovarious major industries locatedin the city environs like theVisakhapatnam Steel Plant.,NTPC etc.

FARPA convenor, Prof. R.V.Ramarao, said: “Water supplyto the port city has become acritical issue to meet the normsand requirements of supply to thecity population. GVMC whichcontrols the various water supplysystems is also under greatconstraint to provide adequatevolumes of water in respect ofthe demand projections of majorindustries located inVisakhapatnam.”

The various sources supplyingwater to the city experienceddeficiency till the recent rains,which raised the levels inThatipudi, Raiwada,Meghadrigedda and Yelerureservoirs considerably. It ishoped that the cyclonic rain duringOctober-November wouldensure that all the reservoirswould have full capacity ofstorage. The availability of thisresource at Full Reservoir Level(FRL) would enablerefurbishment of water supplysystems.

Irrigation Engineer, GOAP,Mr. Panda, participated anddiscussed augmenting watersupply from the main surfacesources of water for Visakhapatnam like: ThatipudiReservoir, Mehadri GeddaReservoir, Raiwada Link Canal,Yeleru Left Bank Canal,Gosthani River, MudasaralovaReservoir and GambheeramGedda Reservoir.

The total quantity of waterthat can be drawn from theabove sources is 43 mgd forVisakhapatnam city for drinkingand other purposes. In additionto the above, 7.5 mgd of groundwater is also drawn throughborewells. Around 16 mgd wateris supplied to slums andindustries. The GodavariDrinking Water SupplyProject designed to supply 33mgd of water taken up in 2003,has been made operative. Allabove sources are not perennialand due to considerable reductionin the inflows to impoundmentsand rapid growth in thepopulation, the city isexperiencing acute shortage ofwater during summer.Demand and Deficit

The supply provided todomestic sector as on date is 21.0mgd showing a deficit of 21.69mgd as the standard norm ofsupply is 42.69 mgd. The supplyto the bulk consumers is 16.0mgd while the demandrequirement is around 22.31mgd indicating a deficit of 6.31mgd.The total deficit in watersupply in respect of both thecategories is 28.0 mgd.

The project demand by theyear 2020 is estimated at 124mgd and the deficits is on83.00mgd.

Greater VisakhapatnamMunicipal Corporation ispresently utilising 230 mld ofwater from various sources.

There is a deficit at 70 mld to meetthe drinking water demand of thecity population as on date. Thisis likely to grow GVMC wouldhave to give a commitment toprovide treated drinking water tothe expanding areas andpopulation in the near future.These expansions includeadditional developments inAnakapalli and Bheemunipatnamand intermediate areas which areexpected to be merged withGreater Visakha MunicipalCorporation.

The GVMC has also anumber of treatment plants formeeting the required quality ofdrinking water to the population.These are at the following –Narava (32.00mld) / Gajuwaka

(45.00mld) / Sundaram colony(12.00mld) near the tollgate onNH5 (85.00mld).

The GVMC has completedthe distribution network and thestorages for providing treateddrinking water to Gajuwaka areaof GVMC which was earlierunder local sources ofMunicipality. There is arequirement of 4.0mgd and 2.0mgd was being spared from theSteel plant and 2.0 mgd is beingreceived from other sources.However since commissioning ofPumping scheme from YLMC(upstream of KBR off-take) supply from KBR is stopped.

Industrial Water SupplyThe Visakhapatnam Steel

Plant presently receives anaverage supply of 28 mgd fromYeleru canal. The Steel Plant isprojected to go for production of

7.3 million tons/year and wouldrequire 45 mgd of water in a timeline of six months. Without thisquantum of supplycommissioning and continuousoperation of all units at ratedcapacity wouldn’t be possiblewhich would lead VSP to a deepfinancial crisis. The fullexpansion of the steel plant isprojected for 20 million tpy and itwould require 110 mgd of waterprogressively and the time lineis six years.

The steel plant is in theprocess of establishing areservoir downstream of theexisting KBR reservoir. Thepresent lines of the KBRreservoir is at 21.250 mts. Thenew reservoir which is beingestablished has an areal extent of150 hects and would have an FRLof +24.00 mts and store 0.5 tmcof water.

NTPC-Simhadri is presentlydrawing 7.00 mgd of water fromthe Yeleru system. Theorganisation is utiliaing 32.00mldat present and ultimately the totalrequirement is 48.00mld or 10.5mgd for 4 x 500MW operationof the Power Station.

The other industries which arebeing provided with the variousquantities of water to meet theirdemand requirements are verymarginal compare to Steel Plantand NTPC. These areGangavaram port and industriesbeing given from Lankelapalemreservoir of APIIC theorganizations include, Pharmacityand SEZ Atchutapuram.

Anrak industries are alsobeing provided water between 3and 4 mgd for their use with directdrawal from the Yeleru canalsystem. The Navy has beenassured a supply of 15.00mld ofraw water to project Varsha fromthe Yeleru canal.

Due to expansion of steelplant, their demand is 45.00 mgd,which is required from March2013. The NTPC demand is for

10.00mgd. To meet theseadditional demands, 80 mgd ofwater is to be required. Unless300 cusecs is drawn from Yelerureservoir, 80 mgd cannot berealised at Visakhapatnam, dueto seepage loses of nearby 50%in the stretch of 155 kms lengthof Yeleru canal. At present only 200 to 250 cusecs is being drawnfrom Yeleru reservoir. The Yelerucanal requires immediate repairsby desilting in some of thevulnerable reaches in deep cuts,which requires about 10.00crores for which 2 months timeis required in March and April.By the time the closure starts thesteel plant authorities have to fillup Kanithi Balancing Reservoirto its full capacity. The NTPCneeds to keep storage of softwater for 40 days only.

A representative from RINL-VSP said the plant cannot afforda 60-day shutdown as the waterstock at FRL of KBR would besufficient for 55-60 days as 6.3mtexpansion units also would be inoperation. Further any shutdownperiod shall be for a period ofmaximum 45 days betweenJanuary and March as rains /cyclones are expected generallyduring April-May.

The GVMC officialsexpressed their difficulty insupplying drinking water duringthese two months, as the presentdrawal of 22 mgd will becompletely stopped. The KBRcan supply 2.00mgd during theclosure and the balance has to beadjusted from Raiwada andMGR. VSP representativeexpressed that if water is givento Gajuwaka from KBR duringshutdown, closure period shall bereduced accordingly.

If there are good spells of rainin October and November, dueto North-East monsoon, thereservoirs will get filled up to FRLand it facilitates to meet theminimum demands when closureis taken in March and April 2013.
