1 Bylaw 1970, the Municipal Planning Commission Bylaw
MOTION 16-10-365
Councillor Burr moved first reading of Bylaw 1970, the MPC Bylaw as amended, by deleting "whichever comes last" in Clause 13.

Deputy Mayor Manzer moved to provide second reading of Bylaw 1970, the MPC Bylaw as amended.

2 Bylaw 1989, the Residential Solid Waste Collection and Disposal Bylaw
This item was discussed and questions and concerns raised as to wording, intent and purpose. The Mayor suggested a sub-committee be appointed to work with Mr. McCuaig to address the issues discussed and Councillors Needham, Burr and Ford volunteered. Bylaw to be brought back at a future Council meeting.

1 Request for Decision re: Subdivision and Development Appeal Board

Deputy Mayor Manzer moved that Peggy Gardner, Keith Varney, Gordon Troup, and Terry Woroniuk be appointed as members-at-large of the Subdivision and Development Appeal Board for three year terms.

Councillor Ford moved to appoint Tim Harris as interim Fire Chief pursuant to Bylaws 1101 and 1833.

3 Request for Decision re: Global Traffic Services - Extension of Contract

Councillor Burr moved that Council not extend the four year option under the existing agreement with Global Traffic Group Ltd.

4 Request for Decision re: Peace Officer Services

Councillor Ford moved to approve Peace Officer Services in the 2017 Operating Budget and authorize staff to enact instituting the service in 2017 by:
1. applying for available grant funding, and 2. purchasing required capital items up to an amount not to exceed
$95,000 to be funded from the Capital Reserve.

1 Monthly Summary
1. Fall cleanup which ran from 28 Sep to 7 Oct and located in Centennial parking lot was completed and went smoothly. No major citizen concerns were noted other than the location of the entry and exit into the site which will be rectified for the spring cleanup.
2. Building Canada Water and Sewer Project tender were received and Armstrong Construction was the low bidder. Option 1A was $1.509M, Option 1B was $1.579M, Option 2a was $1.485M and Option 2B was $1.559M. The budget for this project was $1.90M and the Pre-Tender estimate for this phase was $1.269M including contingency. A recommendation for council is being drafted. Work for Phase 1 will include the provision of water and sewer line in the Pines area, across CN property and Peaceful home property, along the river frontage to tie into the water and sewer lines at the CN Bridge.
3. The active slide by 99th street is being monitored and a Geo Technical consultant is being retained to provide advice on slope stabilization and remediation. The existing sanitary line has been diverted from the manhole on 99th Street to the manhole located on the stairs leading down from 99th Street. A permanent solution will be decided once the geotechnical advice has been reviewed.

1. General
1. Monitoring slide by 99 Street. Parkland Geo has been asked to provide fees to expand upon their work that was done for the area to the south of the slide. This includes provision of recommended actions for temporary stabilization of the slope and a more permanent remediation plan.
2. Sanding operations began this week. Blading some of the roads this week as time permits.
3. The winterizing of hydrants has been completed.
2. New Building
1. Working on new carpentry and welding bays in second building is continuing.
3. Roads
1. Road Closure in front of the Old Shell station has been extended to 1 December 2016.
2. Holes on river road have been filled, near the old PW shop that were exposed due to hydrovac operations in conjunction with the bridge project. Received a note from the Mayor that some geotechnical bore holes were missed. AB Transportation has been notified to address.
4. Sanitary Sewer
1. Sanitary sewer flushing program is complete for this year.

.1 Director and Public Works Superintendent have reviewed a request from AB Transportation to relocate a 300mm water line by the Bumper to Bumper as part of the upcoming bridge construction. Several sanitary sewer lines and storm lines were also discussed.
.2 Three more fire hydrants are scheduled to be completed. Two of the hydrants need to be coordinated with ATCO Electric due to the proximity of the power poles. (hydrants to be painted/visible). Looking to using temporary hydrants from Building Canada project once those have been used for flushing on that project.
.3 3 PRV stations a rescheduled to be replaced. Timing to be confirmed.
.4 System for water bleeders (numbers), to look at water bleeder policy. Looking at installing ambient sensing drain valves (instead of aquaflows) which will automatically turn off bleeders above 35F so that we conserve water conservation.
7. Traffic Systems
1. Signage at the DMI townhouses and Terrace Trailer Park are being reviewed to comply with current transportation requirements. Use of 30 km signs will be used only for school and playground zones unless otherwise authorized.
2. Traffic controller downtown at corner of 96 Ave and 98 St is no longer repairable and requires replacement. Obtaining a quotation for what a new controller would cost.
8. Waste Management
1. Roll out of new refuse containers begins Oct 24th.
2. Administration is looking to identify an alternate dumping site for hydrovac tailings, as well as a bylaw for illegal dumping. Discussion on a possible pay station where companies can apply to dump hydrovac loads only. There would need to be security in place to control users.
.2 Facilities
.1 Work starting on Town Hall office relocates beginning this week.
.3 Cemetery
.1 Grave disinterment will occur tomorrow (October 18) and the remains relocated to the new site. The Town has provided an additional plot at no cost as compensation to the deceased’s family. The Town is also providing flowers for the reinternment.
.4 Fleet Maintenance
.1 New 1/2 ton and ¾ ton to be delivered in October. This has not been delivered yet.
.2 New D5 Dozer to be picked up and transported to Grimshaw for painting.

.1 WTP
1. Day to day testing and operations. Routine preventative maintenance.
2. Communication problem with the Plant and the Booster station have now been rectified. Plant was not able to communicate with reservoir 475 or the booster station.
3. HMI program modifications partially completed to resolve false alarms. One other modification has to be completed on site. This has stopped most of the false alarms.
4. Full day tour on 5 October 2016 for grade 8 students. This was a success.
5. Reports and testing for monthly samples, federal reporting due this month.
.2 WWTP
1. AGS- alternative pumps have been reviewed and approved. Awaiting on final shop drawing for WAS pumps. Looking to having pumps delivered after December 2016.
.3 Reservoir/Water Booster Stations
.1 Director and Water Treatment Plant Manager reviewed 475 Reservoir this last week. One pump was removed for repair and VFD programming will be reviewed. Programmer to be here by 4 October 2016.
.2 Old water pumping station looked at with a view of decommissioning the site. This will be part of capital Projects 2017. Looking at Engineering for this work to take place this year.
.3 Water pressure booster station looked at in order to evaluate how to repair this site to get pressures up in the north end. This will be part of capital Projects 2017. Looking at Engineering for this work to take place this year.
.4 Lift Stations
1. Day to day testing and operations
2. Lift Station 1 final deficiencies waiting for parts for the generator and paving out front has not been completed.
3. North end at 99th Street and 71st avenue up towards the graveyard experiences air relief problems when the Fire Department pulls water. Look at adding an air break at this location.
4. Beirsto Engineering to get in contact with Water Treatment staff to get started on next phase.
5. Looking to adding cameras at Lift station No. 3.

.5 Lagoons
.1 Need to look at Webberville lagoons and leachate pond as the lagoons need to be desludged.
.6 Airport
1. Ground is not yet frozen, so they will be looking at options for clearing the runway without accidentally hitting the lights.
2. Reviewing landing fees and billing software. Will be phasing out tradewinds software to go to another commercial package for a savings of $9500 per year. The quote was just recently received and will be reviewed.
3. Gearing up for winter cleanups, storing summer equipment.
4. Tom Taylor accepted the position as Assistant Airport Manager.
5. ACAP grant application for the wildlife fence and heavy equipment has been submitted.
6. Working on airport deficiencies with WSP and Ruel for the runway and outfall repairs. Ruel has finally agreed to complete the warranty work. The outfall work will try to get in this fall but the runway repairs may wait until spring.
7. Met with Ruel Brothers (E-Construction) last week on Parking lot deficiencies which they will schedule to resolve (ponding of water in front of terminal)
8. Rooftop air exchange unit- Need to confirm CFM output and static pressure. Contractor needs to provide a shop drawing for this.
9. TELUS fiber- resolved and completed. Internet is up and working. Public Wi-Fi is not turned on yet.
10. Water testing will carry on as usual until the staffing issue is resolved.
11. Budget discussions to be scheduled for later this week.
.7 Engineering
.1 Capital Projects
1. Saddleback Project
1. Final inspection completed and a deficiency list will be created to establish holdback release. Awaiting completion of outstanding deficiencies. This has now been pushed back to the spring.

4. Pats Creek Phase 2.1 Tender was awarded to 1690082 Alberta Ltd. In the amount of $1,715,355.00 by
Council 26 Sep 2016. Contractor will be issued an award letter and waiting for a schedule update.
5. Other information
1. Reviewed arena project with Community Services last week with responses back to Architect with questions/comments. Schematic design is almost completed.
2. Looked at walking Trails and Tennis Court design with Community Services last week. Work may get pushed to spring.
3. Capital projects and O&M planning, preparing for budget next year.

1. Directors discussed a tender to be put out for all town vending machines.
5. Elevator maintenance
1. Directors discussed elevator maintenance contract, consolidate all the elevator maintenance under one contract. Elevator inspections need to be completed. Waiting on confirmation that the inspection has occurred at the Library.

PEACE RIVER MUSEUM, ARCHIVES & MACKENZIE CENTRE
Exhibits & Collections Care: • The Witness Blanket remained at the Museum until September 8th before moving on to Victoria, B.C. to
ensure that the Royals – Kate and Will could view this significant work. We were pleased 153 students were able to visit and learn from this exhibit. A statistics report for the summer is attached to this report.
• The next exhibit change to the Main Gallery was in full development in September and will explore the historical struggle for women’s rights in Western Canada with the additional layer of discrimination faced by Indigenous women – then and now. The opening date for Silent Dreams coincided with the Sisters in Spirit annual walk. This exhibit partners with the Peace River Women’s Shelter, Sagitawa Friendship Society and Sisters in Spirit Committee.
• An exquisite collection of three dimensional 1920s greeting cards was recently donated to the Archives by the Purcell Family from the Grimshaw area.
• The Museum Advisory Board received and discussed a Collections Care and Management report from staff identifying the critical state of exhibit and storage space at the Museum. Utilizing other public venues for exhibiting and investing in improved shelving at the Museum will forestall the immediate need for additional gallery and storage space, but only for a few years.
Programming: • Dave Matilpi was a tremendous resource for the students who visited the Witness Blanket. He generously
shared his personal story and teachings with the young people and in fact, a group of high school students from St.Joe’s in Grande Prairie came, specifically, for the exhibit and for the opportunity with Dave.
• Two staff members attended the AMA annual conference and awards evening to receive our provincial award. MLA Jabbour made a special trip to Calgary to attend the event. A special conversation with us from Minister Ricardo Miranda was also a highlight for the evening.

Archives and Research: Research requests (10) were mostly family history related with a few object inquiries for variety. The Veterans Banner Project on Main Street was researched by the Archivist and sent to Alisha Mody for reproduction in time for the November Remembrance Day. The Archives received a German researcher who in the 1960s researched agriculture in the Peace. He donated some of his original resources on this trip and on a previous trip in 2011. Aviation-focussed Ponderings in the Record-Gazette received enthusiastic response from readers. Despite the trends towards social media the printed Ponderings articles remain an effective communication tool for the Museum & Archives.
CULTURE/RECREATION
Peace Regional Pool
The Pool closed for the month of September for our annual planned maintenance program. This process is a detailed planned process that the staff and Facility Maintenance develop over the course of the previous year. The projects are based on various maintenance factors, such as lifecycle, preventative maintenance and emergent issues.
This year’s projects included the following items;
• Duct cleaning – lobby and change room areas • Tiling – sections of pool deck
o Northwest corner of main pool basin – on deck and into the pool o Deck -section in front of hot tub area o Deck- section in front of the beach area to the drain o General tiling repairs
• Epoxy Grout – Hot Tub • Emergency Shut off button – deck side for the Hot tub • Filter Tank – Epoxy Painted interior of tank • Pump maintenance
o Hot tub pump replaced o Main pool pump – rotation and maintenance
• General plumbing repairs – change rooms • Complete facility cleaning – literally from the top of the slide to bottom of the pool- all surfaces were
scrubbed clean. • Locker replacement –currently on order – will be replaced during Tuesday and Thursday morning –regular
schedule. • Annual Health Inspector – facility review.
As planned, the Pool was reopened on October 1, 2016 for regular business.

• Construction of the new Skate Board Park is complete, with the official hand over of the park back to the Town on September 22nd, 2016.
o Retaining issues required a Town contribution – $26,000 from the Parks budget was reallocated to this project, to ensure an engineered solution to the failing retaining wall.
o Landscaping – was intended for the Town to complete basic landscaping – topsoil and seed this fall, however the weather has prohibited this task to date. This item will be completed in the spring if we are not able to complete prior to winter.
• Trimming of boulevard trees is being completed. • Preparing list of Elm Trees to be trimmed or removed once the Elm Tee Ban is lifted October 1, 2016. • Green Space Maintenance Contract term completed September 30, 2016. • Met with Peace River Minor Soccer, and Peace River Football to discuss field allotment considerations for
2017. Scheduling discussions illustrated availability of the four sports fields for all user groups. • Winter casual position hired for the Baytex Energy Centre. • Tender preparation and posting for Saddleback Paving Project and Lower West Peace Tennis Court
Resurfacing. • Arena board advertising going very well, including the payment before sign is installed. Both Peace River
Minor Hockey and Jr. B Hockey Club leasing space. • Reviewing the Green Space Maintenance requirements for the Town of Peace River. • Athabasca Hall, require one more quote for the replacement of eves through before proceeding with the
repairs. • Peace Pole bench installed at Riverfront for Day of Peace Celebration. • Recreation Facilities Coordinator -Attended Health & Safety Management and Auditing Courses • Ice painted and hockey lines installed in Nampa Arena on September 26th and 27th. Two Peace River
Arena Staff completed this task. • Tree planting – unfortunately due to the assumption of Bylaw duties by the Recreation Facilities
Coordinator in August and the need to reallocate funds for the skate park; tree planting did not occur this year. The parks crews will be tasked with planting more trees and shrubs in 2017.
FAMILY AND COMMUNITY SUPPORT SERVICES (FCSS)
Parade of Programs/Super Kids Event
• This event was a partnership between FCSS and the Early Childhood Coalition. The Parade component was successful in hosting over 250 people and sharing resources and information about local clubs, and activities for families. Scholarship information was shared for families needing a little extra help with funding their activities and information was collected for sharing after the event through the Community Services Office. For the Early Childhood Coalition event, over 100 children participated in activities for children 0-6 years and their parents were provided with resources and parenting information. The events were held at the Chateau Nova Hotel at a very reasonable rate and their staff were amazing. We had many compliments on the venue as it was fully accessible, the staff were very attentive and the rooms suited the requirements of both events perfectly.

• This year we are partnering with Northern Sunrise County FCSS to offer our Non Profit Workshops to non-profits and volunteers in our communities. The overall goal of these sessions is to provide support and learning opportunities to local non-profit board members in order to help them develop their leadership capacity. This fall we focused on social media basics, social media marketing and promotion and Bylaw and Policy Development. Adam Dietrich offered his time to facilitate the social media workshops and did a fabulous job sharing his knowledge around social media platforms. The feedback from these sessions was very positive and yielded the following outcomes:

We will be hosting the Policies and Bylaw Development workshop on November 4th. The workshops are being hosted in partnership with Northern Sunrise County FCSS; they are currently taking registrations for this session.
Roots of Empathy Program–
• This year we are bringing the program to two classrooms, a Grade 7 class at T.A. Norris and a Grade 1 class at Springfield School. We are down 1 instructor and are currently at 2 facilitators. Next year, we hope to train an additional instructor to bring our levels up to 3 instructors once again.
